On April 16, 2013, the Arizona Department of Public Safety’s Criminal Investigation Division and Commercial Vehicle Enforcement Bureau served two search warrants in the ongoing copper theft investigation involving the ASARCO Hayden mine. The initial investigation began in September 2012 when it was discovered that a group of people were acting in concert to steal

large amounts of copper anodes from Hayden. At that time it was believed that approximately 700 anodes were stolen, of which DPS recovered 488. It appeared the thefts had begun around April 2012. Lead Detective James Oien’s investigation has discovered the copper thefts could have begun as early as 2006. He has identified three possible exporters of the stolen

copper which could now be in excess of $10 million dollars. Yesterday’s search warrants were served on other local recycling companies which may have retained records of these previous transactions. Those businesses involved include: Mariposa Recycling in Nogales, Ariz., and its parent

company Recyco Inc. located in Tucson. In late September 2012, the Arizona Department of Public Safety made a traffic stop on I-10 near Casa Grande on a commercial vehicle that was loaded with 48 copper anodes. That discovery led DPS investigators to a residence in the 6300 block of West Tangerine Road

in Marana with a search warrant. Officers located 54 more copper anodes and seized three truck tractors and semi-trailers, a fork lift and two hand carts, according to a news release. Representatives from Asarco in Hayden identified the copper anodes at the scene. The investigation conducted by the Arizona Department of Public

Safety (DPS) Criminal Investigation Department, U.S. Customs and Border Protection (CBP), at the Los Angeles/Long Beach seaport allowed CBP officials to retrieve six containers with suspected stolen copper valued at $1.25 million. CBP were able to halt three of the containers at the seaport a day before their scheduled departure. Three other containers had already departed the port for China but were halted and ordered to return. DPS provided information including pictures, blueprints, detailed description and mineral content of the anodes, which allowed CBP to identify the three containers scheduled to be shipped to Hong Kong.

Easter Sunday was celebrated at the Arboretum apartments with a luncheon given by Helen and Deena Townsend and Mildred Walker. All the residents and people who didn’t have

family and friends to share Easter with were invited. Happy times were enjoyed by all. Games were played with plastic eggs filled with candy, cash and a coupon for the

grand prize. Dinner was ham with all the trimmings. The music was furnished by Mitch Brown. We all left with smiles on our faces. Thank you, Mildred, Deena and Helen.

By John Hernandez Wonder why all those motorcycles roared through town earlier this month? And just how many of them were there? Six hundred bikers participated in the East Valley Firefighter’s Charities tenth-annual Poker Run. Firefighters from Gilbert Station 253 helped organize the event. The route, approximately 233 miles, took the riders along some of the most scenic roads in Arizona. The Poker Run began at Superstition Harley Davidson Motorcycles in Apache Junction with a pancake breakfast. The ride then followed Highway 60 past Superior up through Top of the World, through Miami to stop two which was in the historic town of Globe. The Drift In Saloon was where the second card was picked up. Bikers then drove down 77, past Winkelman and through

Mammoth continuing along the Copper Corridor. Around lunch time riders began pouring into the third stop in the quaint little town of Oracle. Bikers enjoyed themselves at the friendly Oracle Inn where they enjoyed a lunch of roast beef, barbecued beef, ranch beans and cole slaw plus everyone’s favorite cold beverages. Stop four was at the River Bottom Grill off Highway 79 in Florence. From there the final leg ended in Mesa at the Cactus Moon Sports Grill. Proceeds from this year’s Poker Run are going to Boots for Our Troops Foundation and the 100 Club. Boots for our Troops helps veterans by providing emergency financial aid, employment seeking assistance and transportation, food and assistance for the homeless. The 100 Club provides statewide

assistance to public safety agencies, police officers, firefighters, paramedics and their families through financial assistance, peer support training, safety enhancement equipment and scholarships for immediate family of public safety. Everyone drew their last card, browsed the vendors, and listened to the classic rock, R&, and country sounds of OLDsKOOL, a talented band out of Gilbert.

Superior – For over 15 years, the Superior Head Start school program has sponsored the “Old Phoenix Road” highway cleanup. The children enjoyed taking part in helping keep their community clean as part of their Earth Day activities. Following the Old Phoenix Road, the Superior Head Start students took a walk around the neighborhood collecting trash. As they walked, the children spoke about what they saw around them, including what businesses are located in town and where their homes are. The cleanup was concluded by taking a nature walk to the park where the children enjoyed a pizza picnic with all the fi xings, before touring the Chamber Tourist Caboose Information Center.

Earlier during the week, Superior Head Start celebrated the Week of the Young Child and participated in RIF Day on Apr. 18. The children created their own nursery rhymes and fairytales and each received a free book provided by Macy’s to add to their personal library. The children also collected stones inside their school playground. The teacher explained about the Native American tradition of using the talking stone and how each student should only talk when holding the stone. The children all took turns searching for stones and waited their turn to speak. Some children had numbers written on the stones, whereas others had their names written on stones. All of the activities are part of learning school readiness.

By Andrew Luberda The Panthers celebrated their seniors with a 24 – 4 victory over San Carlos on Apr. 18. It was the Panthers’ last home game

of the season as they sent off Christine Grap, Yulissa Sandoval, and Aliya Perez in style. The three seniors each played a role in the victory.

In addition to playing shortstop, Grap pitched two innings and had four strikeouts. Sandoval had three hits in the game, including a homerun and

two singles. She also played well defensively in left field and center field. Perez played second base and had two hits in the game, both singles.

The seniors also received some contributions from their younger teammates as Gabby Salcido, Hunter Flanagan, Ariel Alonzo, and Mariza Padilla each hit

homeruns in the contest. The Panthers close out their season with games at Salt River and at Duncan on Apr. 23 and Apr. 24, respectively.

With the playoffs beginning Wednesday, Apr. 24, 2013, the Jr. Panthers must return to their style of aggressive softball to achieve the success their accustomed to. Head coach Joseph Lopez said the team was disappointed in their performance and acknowledged games such as the loss to San Manuel can prove to be a learning experience. “We just had a bad day,” Lopez said. “But we are looking forward to playing

create women-friendly opportunities to practice and learn, The Well Earned Woman LLC is introducing Shooting Chapters all over the country, including a new chapter which recently started in Kearny. The Well Armed Woman Copper Basin Shooting Chapter, spearheaded by Marti Stonecipher, a local female gun enthusiast, will give women of all experience levels the opportunity to be introduced to issues important to women shooters, learn safe gun-handling skills and to train together. Events will be held monthly and will be open to all women, 21 years of age or older, in partnership with the Copper Basin Sportsman’s Club

which will serve as the host range. Participants will be required to pay any applicable range fees and costs of ammunition. Annual Chapter membership dues of $50 offers members local and national discounts, chapter hat and member kit and is used to cover chapter expenses, insurance and events. First time attendees are not required to join. The next shoot is scheduled for Sun., May 19 at 1 p.m. at the Copper Basin Sportsman’s Club Range. What does “Home Rule” mean to the residents of the Town of Superior? Home rule is a part of the State of Arizona Constitution, which was amended by Arizona voters in 1980 to limit the amount of expenditures by cities, towns, counties and community college districts. The phrase “home rule” comes from a section of the 1980 constitutional amendment that gives local voters a way to change the spending limit and also allows local voters to approve an exception to the state imposed expenditure limitation in their city or town. Because the issue can be decided by local voters, it is called “home rule.” Under the state-imposed expenditure limitation, a city or town may only spend a certain amount of funds. Regardless of the city or Town’s revenue or individual needs, its budget is limited by the state-imposed ceiling. Under the Home Rule Option, the city or town may determine its own expenditures based on its budget. State-imposed limitationThe state-imposed limitation restricts spending by imposing a formula that takes a city or town’s 1979-1980 expenditure and multiplies it by a population factor and an inflation factor. “Home Rule” impact on the TownIf Superior’s home rule expenditure limitation is extended by voters, then the community’s expenditures for the next four years would be established by its budget rather than the State formula. It allows for greater flexibility and local control to address priorities and needs of the town. With Home Rule, town residents and the Mayor and Council will continue to decide what level of service is best for Superior. Home Rule allows the City to expend all the revenues it receives to provide services to residents. If “Home Rule” is not approved, then the state mandated expenditure would limit the Town’s budget. The Town would be required to operate within the state imposed limitation until another election could be held. According to Town estimates it would be allowed to expend approximately $1,694,231.00. It would require cuts in the magnitude of $2,609,188.00. A reduction of this amount would come out of the general fund budget that pays for the pool, senior center, library, ambulance, cemetery and would limit the scope of public safety, streets, sanitation and administration. “Home Rule” HistorySuperior residents approved Home Rule in the last election nearly four years ago and we are currently in the final year of that voter approval. The Town of Superior initiated Home Rule in 1995, and it has been renewed every year except for in 2007, but it was reauthorized by voters in 2009. In 2009, Home rule and permanent adjustments have been voted on and approved in 75 Arizona Cities and Towns. Home Rule Election DateThe election date concerning “Home Rule” is May 21, 2013.

TUCSON, Ariz. – The Ari-zona Game and Fish Depart-ment is warning residents of Pima and Pinal counties that it’s illegal to feed javelina and other wildlife by state law. Game and Fish has warned nine households in the Tucson area about feeding javelina in the past month. “Javelina are common in urban areas, often near a wash or other natural desert. We

encourage watching wildlife from a safe distance, but javelina should never be fed by humans,” said Tucson Re-gional Supervisor Raul Vega. “Javelina occasionally bite people, and such incidents are almost always associated with people providing the javelina with food. They can inflict a serious wound.” Defensive javelina behavior may include charging, teeth

clacking, or a barking, growl-ing sound. Javelina may act defen-sively when cornered, to protect their young, or when they hear or smell a dog. Coyotes are natural preda-tors of javelina, and javelina do not distinguish between coyotes and dogs. If allowed to interact, dogs and javelina can seriously hurt or kill each other. Javelina around your home may also inadvertently attract mountain lions, be-cause mountain lions prey on javelina. “Most people who intention-ally feed wildlife are initially under the impression that they are doing something posi-tive for wildlife,” said Urban Wildlife Specialist Locana de Souza of Game and Fish in Tucson. “However, habituat-ing wildlife to a human food source inevitably leads to conflicts with people and can result in serious harm in some cases. Furthermore, feeding wildlife can cause problems such as obesity and malnutri-tion, and promote the spread of disease.” A Tucson resident in 2011 became the first person to be

prosecuted in Pima County under a new state law (A.R.S. 13-2927), which makes it il-legal to feed wildlife in Pima, Maricopa and more recently Pinal County, with the excep-tion of birds as well as tree squirrels, which are rare at lower elevations. Game and Fish cited the person follow-ing repeated requests by wild-life officers that she stop feed-ing javelina. That person was sentenced in Pima County Justice Court, and ordered to stop placing food for wildlife on the ground. “There are responsible ways to feed birds without allowing other wildlife to access the seed,” de Souza added. “Birds can be fed in an enclosed yard, preferably in a bird feeder. A tray can be attached beneath a feeder to catch spillover seed. Professional geologist Alan Seymour explains rocks and volcanic formations seen along Queen Creek and our high trail, how tectonic forces shaped Apache Leap and the volcanic origins of Picket Post Mountain. Make sure to carry water and wear sturdy hiking shoes for this walk which proceeds along the 1/2 mile High Trail which rambles at tree-top level above and alongside Queen Creek (as with the Edible Desert Plants walk, this tour does not follow trails that are wheelchair-accessible).

The three containers at sea were identified and ordered to return to the Los Angeles seaport for inspection. All of the containers had a Shipper’s Export Declaration listing the commodity as “Metal Scrap (Copper Alloy Waste and Scrap)” from the same exporter. The identity of the exporter and recipient of the shipments could not be released due to the ongoing investigation. The copper anodes each measure four feet in width, four feet in height, and two inches in thickness and weigh approximately 880 pounds. Each ingot is valued at $3,488. The anodes are unrefined copper with traces of gold and silver. They should not be considered scrap metal and should not be in the scrap metal market. DPS hopes that this sends a message to metal dealers around the state as well as copper thieves. The stolen copper was valued at $300,000. Between the original seizures and the copper acquired at the seaport, over $1.5 million of stolen copper has been seized. Due to the ongoing investigation the number of people arrested, suspects and other pertinent information could not be divulged. A total of 240 stolen anodes remains

unaccounted for and may have already entered the Chinese market. Video from a press

Resolution Copper Mining will host a Town Hall meeting

By Mila Besich Lira The LOST and Arizona Trail were recently part of an educational seminar for the participants attending the International Trail Symposium hosted at Ft. McDowell last week. The session taught participants from throughout the world how to build strong partnerships, and navigate challenges of developing trail towns. The session also included the economic benefits for trail communities. The seminar participants traveled to Superior for a guided tour of Pinal City on the LOST, visited the Picket Post and Hewitt Station Trail heads on the Arizona Trail and visited the Caboose Visitor Center and downtown Superior during their half day field trip. The Legends of Superior Trails (LOST) Committee

reported last week that trail use has been growing on the both the desert gateway and canyon segments of the LOST. Through hikers and equestrian use has been much more noticeable over the past few weeks on the Arizona Trail. Last week, Superior Chamber of Commerce Caboose Visitor Center Volunteer Marilee Lasch helped two through hikers on the Arizona Trail resupply while they stopped and rested in Superior for a few days. The two hikers known on their trail blog as Guardian and Angel were hiking the Arizona Trail on a holiday from their native British Columbia, Canada. LOST, Arizona Trail featured at international symposiumgroup of equestrian users riding mustang horses. The group traveled through the Arizona Trail and camped at the Picket Post

Trailhead before heading to Roosevelt Lake. The riders are from Texas and are filming a documentary on wild mustang horses

and conservation of west. They are traveling from Mexico to Canada and are documenting their journey. You can learn more about
