    The interim vice president for the Al-bany County Campus of Laramie County Community College was named the fth recipient of an award given by LCCC journalism students that recognizes in-dividuals or groups who defend the First Amendment.

    Kathleen Urban, who started the para-legal program at LCCC in 1988, received the Howard Major First Amendment Guardian Award on April 30.

    The honor was presented to Urban at the Wingspan annual awards luncheon by a Wingspan co-editor, Brooke A. Rog-ers. She noted Urban, who is retiring this year, was selected to receive the award based on the body of her work support-ing the First Amendment especially related to the arts and humanities in Wyoming, Cheyenne and LCCC.

    Most recently, Urban was the dean of LCCCs School of Arts and Humanities, but she has also served LCCC as interim and permanent dean of social sciences

    and interim dean of health, science and agriculture.

    In an interview with LCCCs student newspaper, Wingspan, Urban said, While First Amendment rights are not unlimited, they do deserve the highest level of protection, especially when state action is involved.

    The honor was created in 2010 by the Wingspan staff in recognition of the retirement of Dr. Howard Major, dean of the LCCC Arts and Humanities Division, for his defense from infringement of the First Amendments ve freedomsspeech, press, religion, assembly and petition, especially in the areas of pub-lications, art, music, theatre and speech communication.

    Major was the rst recipient followed by Dr. Kevin Kilty, former LCCC instruc-tor and now LCCC trustee; Jim Angell, executive director of the Wyoming Press Association, and Bruce Moats, First Amendment attorney in Wyoming.

    For the 24th consecutive year, Laramie County Com-munity Colleges student newspaper, Wingspan, has taken rst place with special merit in the American Scholastic Press Association national competition.

    In addition, the Wingspan Online editor from spring 2013, Susann Robbins, also won Outstanding Editorial for her April 2013 editorial ErrorReboot academic navigation, urging students to meet with their academic advisers. Robbins graduated in 2013 and now works in the community relations ofce for Laramie County School District No. 1.

    Editors during the 2013 competition year for the fall semester were Kasey M. Orr and Jennifer Stogsdill. Edi-tors for the fall semester were Orr, Mandy Neely and Ike Fredregill.

    Faculty advisers are Rosalind Schliske and J.L. OBrien.

    The cover of the April 29, 2013, issue by Dan Herring and Kasey M. Orr was called Happy Trails and showed a horse and rider looking at the horizon after a spring snowstorm. Herring was editor of Wingspan Online, and Orr was co-editor of Wingspan.

    Earlier, the photo illustration had won rst place in Region 9, which consists of Wyoming, Colorado, Utah and New Mexico, making it eligible for the national competition against two- and four-year colleges and universities with less than 10,000 enrollment. First place went to Elon University, a private liberal arts institution in North Carolina.

    The award will be presented at the SPJ national convention Sept. 46 in Nashville.
