Editor, Superior Sun: I am very disappointed with our elected officials, the Mayor and Council Members. Last Friday, there was a meeting held at the Senior Center to discuss and inform the residents of Superior of the mining contamination that surrounds us. I want to thank Lois Schabow for bringing this before us. It was interesting that she mentioned that our community has such a high cancer rate per capita. I notice neither the Mayor

nor any Council members were in attendance and also no Town staff were either. I am concerned about my community and the environment around us. It is great that BHP is cleaning up the arsenic contamination, 19 years later; but what has the exposure of the high level of arsenic and other contaminates done to our health in the meantime? The Mayor and Council should take an active role in protecting the health of our residents.

Editor, Superior Sun: Attention: Volunteers Recognition Committee. I would like to say a few words on behalf of my mother, Barbara Arriola. My mother has been doing volunteer work in Superior for over 30 years. She started organizing parades and special events for Christmas, Halloween, Easter and the 4th of July. She would go out and get

donations from businesses in Superior and out of town, to Apache Junction and Globe, for games and prizes. She was even voted in to the Town Council in 1993 for two terms and was appointed Vice Mayor by Mayor Roy Chavez in her second term. She created and organized the first Annual Apache Leap Days, now called Apache Leap Mountain

Letter to the Editor: You missed one volunteer when handing out awardsFestival. She organized and oversaw a few youth places, like Teen Town, to help keep the kids off the streets and out of trouble. She put a lot of time and money, out of her own pocket, into these events, which were never turned into the City for repayment. For instance, this year’s Easter event, the Town of Superior did not have to pay out one cent for that event. Everything was from donations Barbara Arriola went out and asked for, on her own time, in her own car, using her own gas. She put in 300 hours volunteer time in getting the new Parks & Rec room set up for the kids at the Roosevelt School/Town Hall. She only gets paid for four hours on Friday and four hours on Saturday, each week. Everything else is volunteer time. Now, after 30 years of service to the Town of Superior – putting her heart

and soul into making each and every event a success – you couldn’t even give her a piece of paper with her name on it, giving her

recognition? While she sat there and heard everyone else’s name be called up to get a certificate, when she has probably put in

more volunteer time than everyone combined? How dare you treat her that way! /s/ Robin Lynn Pohto Wilson

Letter to the Editor: Still seeking transparency from Superior Council

The former Mayor was present and I asked him why he was present. He said that he was not against mining because it provides good jobs and stabilizes the local economy but he wants transparency about the toxins surround us and the effects they may have on our health. I hoped our Mayor and Council would call a special Town Hall meeting to discuss these issues concerning mining contamination that can effect our land, air and water. It is not right that our Mayor can drive around town in a Pinal County Sheriff’s vehicle for his own personal use and not bother to attend a critical meeting about contamination. Again, I am here seeking answers to questions I have proposed in past editorials. I want the Mayor and the Council to be transparent. It seems that a few Council members are beginning to ask questions that they are also not getting clear answers to. I want to thank Councilman Hank Gutierrez for asking direct questions. I guess we will know who is in charge of Town operations but we have to wait until the next Council meeting. Gutierrez gave them until the next meeting to answer the questions. Someone did mention that the interim Town Manager was making the daily decisions; however, Gutierrez stated that we do not have an interim Town Manager and that the Council has never appointed that position. On another subject, Gutierrez mentioned that there is going to be a volunteer cleanup of the cemetery but questions why we are going to hire an outside person to organize the event? His second question was where was the money coming from to pay for this person. That

question was not answered. I believe that Sue Anderson, who has organized the annual Town wide cleanup for the past many years, has never received any money for all her time and effort. Is this another political payback? Can’t a Town staff member, like Jed Lant, organize the event? What is so hard about telling people to show up with weed eaters? Again, what happened to the full-time cemetery worker? Is the Town taking his salary to pay for this organizer? I did speak to Councilman John Tameron about my questions that I had and he would not give me a clear answer. He told me that I

should come to the Council meetings to find my answers. I told him that “Your meetings only discuss posted agenda issues.” I cannot believe that, first, he cannot answer my questions and, second, I need to attend the meetings. I reminded Tameron that he was elected to serve the people. New questions: I know the garbage transfer station is closed. What is the solution? Waiting for the twice a month bulk will not cut it. The garbage will end up in our desert areas. Why were the inmate workers recalled? The person who violated the Arizona State Prison regulations should be reprimanded or fired. Why are the Town’s finance reports not being produced

by the new $100,000 finance system? Remember, Mayor and Council members, please answer my prior questions from weeks past. Mr. Mayor, your own words: be transparent. Editor, Superior Sun:To the Mayor: Just thought I would let you know that my building at 377 Main Street was tagged. I sent you (Jayme Valenzuela), Lou and Tod pictures of graffiti throughout the town two weeks ago. I also spoke to Rita Wentzel last week about this. How long does

it take to get someone to fix this? Have you ever heard of the Broken Window Theory? If a window is broken and left unrepaired, people walking by will conclude that no one cares and no one is in charge. Soon more windows will be broken and the sense of anarchy will spread from buildings

to streets on which it faces, sending a signal that anything goes. There is more to this theory but hopefully you get the point. How long will this beautiful Town of Superior tolerate their downtown to be boarded up with plywood, graffitied, empty and dilapidated buildings? I have been

Letter to the Editor: When will the town clean up the graffiti?a part of downtown for over 16 years now and it is mind boggling that throughout numerous mayors, council members, lawyers and town mangers, we all continue to drive and parade down Main Street like this is normal. I believe that the people of Superior are so used to seeing nothing that they expect nothing. Maybe it should be the children of Superior to demand more opportunities such as having more jobs in town. We as adults should give them a better chance of having what we had as children. These so called “developers” that sit on commercial building for 20 years and never open them or fix them

or even maintain their buildings. They’re using towns like Superior for storage units and depriving its growth. sales taxes, tourism, jobs, self-esteem, respect, pride and jobs are just a few of the other positive outcomes we are missing out on. We need help from other sources, because nothing has really change on Main Street in over 20 years. I have suggested at numerous council meeting that the Mayors of Pinal county get together as a group and approach the State for Legal help. The “developers” have more money, plenty of lawyers, and for some reason they are playing a

destructive game for over 20 years that’s deprived the people prosperity of these great small towns. By Mila Lira Mayor Jayme Valenzuela was the guest speaker for the monthly Superior Chamber of Commerce Luncheon in April. During his time as the guest speaker Mayor Valenzuela answered questions from the members as well as provided an update on the status of the town. Valenzuela explained that when he took office four months ago the Town was $300,000 in debt. As of April, the Council and staff have been able to reduce the amount of debt to $80,000. He explained that the new financial procedures that require staff to use a purchase order system is helping the town to keep expenses under control. Recently local resident Manuel “Mango” Ortega has written a series of letters to the editor to the Superior Sun. Mayor Valenzuela took some time to answer the questions raised in the letters but said that he would not engage in a written debate with Ortega in the newspaper. One of the questions posed was the hiring for new staff members and were those employees hired through the appropriate procedures. Valenzuela explained that recently the town hired two full time positions a Front Desk Clerk and a Finance Director. He explained that those two positions were advertised and met all of the hiring process requirements. He stated that the Senior Center Director position was advertised and 14 applications were received; those interviews will be scheduled soon. In the case of hiring of Veto Cervantes, Valenzuela explained that town had to hire a temporary emergency employee to ensure that Highway Users Revenue Funds (HURF) are spent appropriately. The HURF funds and Pinal County Excise Tax funds need to be appropriated and spent by June 30, 2012. Because of this deadline, this constituted an emergency situation. Valenzuela stressed that Cervantes was hired as

an emergency-temporary employee and once the HURF

projects are complete for this fiscal year he will no longer

be an employee. HURF dollars can only be spent on road and street expenses and cannot be spent on other types of public works projects. Another topic that was discussed was the cost of the recall election. Mayor Valenzuela explained that the comments that the recall election cost $7,000 to $8,000 were false. He explained that he contacted the Pinal County Elections Department and verified with Town staff that the election cost $2,800. Valenzuela also followed up on some issues about the Resolution Copper Project and the BHP cleanup. He explained that the Town is working with Resolution Copper, stating, “They are one of the Town’s biggest partners. We need Resolution Copper to continue to move the Town forward.” He also commented that the council is working to make sure the company is fair to the community and is held accountable. As for the BHP Northwest Study clean up the Town is

aware that there are some additional properties that need to be addressed. Valenzuela explained that BHP is taking that information back to their corporate offices and will be looking into modifying the scope of work for the cleanup project. He also commented that the Town has met with BHP on other properties within the town limits as well as other clean up concerns. Some of the other topics that were discussed during the meeting were cemetery cleanup, the Magma Club and the Magma Hotel. Valenzuela explained that the

council is considering hosting a once a year community cleanup at the cemetery. As for the Magma Club he explained that there are still some plumbing problems that are preventing the club from being rented. Staff is working on a project plan to get those repairs completed. He also commented that the town received word from the project manager for the Magma Hotel and they are waiting for final approval from the National Historic Building Rehabilitation Program the construction hold

efforts, commitment and contributions of more than 70 volunteers serving the community needs of

Superior were recognized at the April 19 Town Council meeting in Superior. Mayor Jayme Valenzuela

Town recognizes volunteers during appreciation weekoffered gratitude and thanks while handing out Certificates of Appreciation to those volunteers able to be present. The evening had a turnout of more than 50 people. A reception with food and refreshments was enjoyed by following the ceremony. Each Council Member expressed their appreciation and acknowledged that the outstanding efforts of local volunteers make the difference on an everyday basis for the entire community. By Mila Lira Resolution Copper Mining has recently requested to have the 115kV transmission line on their property relocated just north of the line’s existing location. The line is a Salt River Project transmission line and has been providing power to the mine property since 1958. Resolution’s request to move the transmission line requires that SRP obtain a Certifi cate of Environmental Compatibility (CEC) from the Arizona Corporation Commission because of the voltage of the line. The CEC application does

not require SRP to host a public hearing for the public to provide input on the relocation, however they held an open house in Superior last week. Before the CEC can be obtained SRP will be required to get approval from the State Historical Preservation Offi ce (SHPO), 11 Native American Tribes and Arizona Game and Fish. The line is also permitted to be less than the maximum height allowed by the Federal Aviation Administration. Currently SRP is conducting study of the area to determine if the relocation will affect

the wildlife or vegetation of the area. At press time there have been no areas of historical or archeological signifi cance found on the relocation site. The poles used to relocate the lines will be self weathering poles, meaning that they will rust naturally and blend into the environment. The existing lines and the location of the lines once relocated will not be visible from the Superior Town limits or US Highway 60. Resolution Copper Mining has requested that the lines be relocated into the shallow depressions which are north of the existing

lines. The relocation will allow Resolution Copper to store test materials in the area and maximize the use of their property and infrastructure. The ACC line sighting committee is expected to review the relocation application in October of 2012 once all the studies are complete. Once the permitting is in place SRP expects the relocation construction of the line to begin in the spring of 2013. Tom Novy, SRP Project Manager of Transmission Planning explained that a total of seven participants including the media attended the open house.

SRP holds public hearings in SuperiorOf those seven participants there were not any negative or concerned comments recorded. Roy Chavez of the Retired Miners and Concerned Citizens attended the evening session and commented to offi cials at SRP that

they are not in opposition of the relocation of the transmission lines but did further explain that their organization continues to be opposed to the Resolution Copper project and Southeast Arizona Land Exchange.

From the Superior Town Hall Thursday evening, the Superior Town Council voted to offi cially close the Town’s Transfer Station located at 101 Airport Road. This was a diffi cult decision to make, but was prompted by two recent events: cancellation of the current operator’s liability insurance and a recent Arizona Department of Environment Quality (ADEQ) inspection. The inspection revealed that there were a number of violations that needed immediate attention and correction. Larry Jochai, Orion Recycling, was on a month-to-month lease with the Town to maintain and operate this facility. His original

lease offi cially expired in 2011. Over the lease term, the Town of Superior was to receive a percentage of Orion Recycling profi ts; however, Jochai continued to show a loss at the facility. Additionally, the Town was concerned regarding the amount of refuse that remained at the facility and the potential for violations and requested that Jochai obtain a surety bond to protect the Town; however, Jochai was unable to obtain a bond. The facility had never been licensed as a transfer station—either by Orion Recycling or the Town of Superior. In December, 2011 the Town obtained a license from ADEQ for the facility and discussed going

Based upon complaints that were fi led with ADEQ and the inspection that they require once a new license has been obtained, the Town was waiting for feedback before publishing a Request for Proposals from interested operators. The Town of Superior is

developing an action plan to work with Jochai to resolve the violations over the next 60 days. While this is a huge inconvenience to our residents, we ask for patience and cooperation while we work through the process of correcting the outstanding issues and reopening as soon
