According to police,the accused arrestedhave been identified asDr. Sandeep SahebraoDehte, 26, chief medi-cal officer of AlibaugPedhembe, Dr.Shailesh Pramod Gha-lwadkar, 46, AlibaghTaluka Health Officer,Bhagwan Mhatre, 61, aretired health inspectorat Penn and RajkumarBirajdar an unem-ployed youth.

Allfour were arrested forallegedly posing as FDAofficer and misusingtheir power, senior po-lice inspector Babasa-heb Tupe said. Tupe fur-ther said, “The accusedwere released on bailafter taking personalbonds. A letter inform-ing about the incidenthas been sent to thedepartment asking thedepartment head totake action against thetwo medical officers”.

Need for an introspectionOver the last few weeks, there has been a stupendous in-

crease in the crime graph. Cases of daylight robbery, chain snatch-ing etc. are on the rise while the detection rate has remainedabysmal. This has instilled a sense of insecurity amongst the res-idents.

This is an era of specialization. Considering the competitive-ness that one has to face, success in any field, to a great extent,depends on specialization. This adage applies to the police de-partment as well. The present day working in the police depart-ment makes it imperative for the officials to carry out a widerange of duties, which in turn adversely affects their performanceas prime security providing agency. The police today have nodefined duties, which varies from nabbing criminals to providingsecurity to the VVIPs to making bandobast for dharnas & com-munity celebrations, to managing traffic, mediating in disputes,providing security cover to the politicians during elections andelection rallies and what not. It is because of this multi facetedduty requirement that the performance of police in Mumbai andNavi Mumbai is lack luster and they fail to perform their primeduty that of providing security to the residents, which is whatthey are actually created for. Limited force equipped with armsof the stone- age era with unlimited working hours is finding it-self at the receiving end especially when the nature of crime isgetting sophisticated and complex. As is said power corruptsperson, the same is true to great extent for the police force also,which wields legitimate and sometimes even illegitimate pow-ers. Lack of commitment and weak morale are visible in the po-lice force today leading to disgust in the society and police as aprofession carries a very poor image.

The police alone cannot be blamed for this sorry state of af-fairs. Huge interferences from the politicians who treat the po-lice department as personal employees, has also contributed to-wards its poor performances. Transfers and postings make lot ofnews these days where merits rarely count. This has put a bigquestion mark on the working of the police department and thereis an eminent need for revamping the whole system especially inview of the recent scam.

The police department needs to go in for specialized forcesfor different works like for example crime branch, VVIPs securi-ty, traffic department etc. It is heartening to note that recentlyefforts have been made to modernize the department, but theforces should be imparted specialized training in dealing withparticular kind of crimes especially in view of new types of crimeslike financial and cyber crimes. Further, the city police have alsobeen instructed not to provide VIP escorts on the route fromMumbai to Pune, which is the right step. Besides this, a signifi-cant amount of autonomy needs to be given to the police depart-ment and there has to be a minimum interference from the poli-ticians. In this revamping process not only the police depart-ment needs to be overhauled but the public in general also needsto be counseled. The illegal migrants from neighbouring coun-tries, the slum dwellers, many of the road side beggars and ur-chins are also potential criminals and they need to be discour-aged as prevention of crime is better than conviction of crimi-nals after crime is committed. The working conditions in thepolice department need to be improved and the police forceshould be augmented and equipped with latest arms, means ofcommunication & transportation. They should also have betterinter connection and exchange of information with other securityagencies in order to enhance their performance and also to im-prove their sagging morale.

Stop blame game;strengthen economy instead

Blaming game is tobe stopped by both Na-tional Parties (Con-gress and BJP). In-stead efforts are to betaken to strengthenour Banking sector aswell as mode of itslending by proper riskassessment. CreditRating Agencies quali-ty is to be standardizedand enhanced. RBIs"regulating" aspect isto be carefully moni-tored. Our Economicadvisers have to pinpoint the areas whereeconomy activity needsmore attention.

In a recent out-burst Dr. ManmohanSingh attacked NDAgovernment for its fail-ure address majorproblems relating toIndian Economy. Headdressed a meetingrecently and reiteratedthat "The main prob-lem in our economy isthe shortage of de-mand'. The event, ti-tled "Words of Wisdomon Indian Economy"came rather late fromthe ex-prime ministerof India creating a con-troversy. He went on toadd that the govern-ment needs to at leastfix economic crisis, if itcannot diagnose theproblem. But the prob-lem commenced duringthe 10 year rule of theUPA government. Thethen government wasaddressing problem re-lating to various prob-lems and never concen-trated on the Indianeconomy.

For a statesmanwho was a man of fewwords during his ten-ure as Prime Ministerin the United Progres-sive Alliance (UPA) wastoo much for askingnow. The slackness inour economy startedover a decade back be-

fore BJP governmenttook over. A silentstatement during thetimes of scams nowspeaks his mind. Itwas rather too late butcame as a rejoinder tothe BJP led govern-ment. It appears asthough the pot is call-ing the kettle black.Despite Congress rulefor so many years, whyis it that the railways’infrastructure in-creased only by a mere30-35%, while the de-mand increased by 16times. In this situa-tion, it is natural thatthe railways should beoverloaded.

The UPA regimeunder Dr. Singh hadbequeathed a dodder-ing economy to the na-tion and that all sortsof scams be it the tele-com fraud of ?1.76 lakhcrore or the ‘Coalgate’scam of ?1.86 lakhcrore occurred duringthe Congress-led gov-ernment. Apart fromthat Suresh Kalmadias an Indian politicianand senior sports ad-ministrator involved incorrupt practices in re-lation to the 2010 Com-monwealth Games dur-ing his tenor. So Indiawas facing trouble oneconomic front duringhis time but the bugwas passed on to thepresent government.There were scams ex-ploding all around Dr.Singh, who only hadone answer: that theseare the compulsions ofcoalition politics. DMKthe main coalition part-ner exploited their po-sition as the single larg-est party made moneywhen the sun shines.

While we concedethat the demand hadbeen slow in the previ-ous two quarters andthe demand was gener-ally subdued. The gov-ernment exude confi-dence that the govern-ment would be success-ful in reversing theslowdown. The Fi-nance Minister has tak-en a number of proac-tive steps gauging theeconomy from time to

time and so both in-vestment and demandwill pick up soon. Be-fore 2014 there werevarious protest againstcorruption funded bythe then ruling partyand vigorously protest-ed in Jantar Mantarby Anna Hazare- andhe asked Lokpal in2014 and now it standsforgotten. Kiran Bedihas now become Gover-nor of Pondichery andBaba Ramdev has be-come a leading busi-nessman and of all Arv-ind Kejirwal is si-lenced.

Ex PM felt that thegovernment is obsessedwith trying to some-how fix blame on its op-ponents. In the process,it is unable to find so-lutions that will en-sure revival of theeconomy, particularlystrengthening of ourbanking system. Butmost of the bankingscams perpetratedfrom the UPA regimeand that is pinchingthe present govern-ment as well. In order to spreadthe message across allthe students a cut outof the new super herowas stationed in eachclass room which wasready to devour all theplastic wastes includ-ing plastic wastes,chocolate wrappers, sa-chets etc. The enthusi-astic students made it

We celebrated na-tional police day on 21stOctober 2019. It ho-nours the memory ofIndian police personnelkilled by Chinese sol-diers in 1959. The re-membrance day wasofficially instituted in1960 and has been ob-served at the nationallevel since 2012.Police-men also deserves atleast one of such daysbecause every day with-out having a rest theyrisk their lives for thesake of simple people,who do their usualthings. The system ofdemocracy stands onthree pillars: the exec-utive, the legislative,and the judiciary. Allthere contribute tomaintaining the demo-cratic structure, butthe one that has themaximum, and mostdirect, impact on hu-man life is that of thejudiciary. And one of themost important rungsin the judicial ladder ismade up of policemen.It is fact that while thecity police have takenother initiatives to en-hance safety and vigil,the shortage of man-power seems to be pos-ing a huge challenge,according to officials invarious stations acrossthe city. There is ashortage of over 5 lakhpolice personnel in thecountry as compared totheir overall sanctionedstrength. Internal secu-rity is very much a pre-rogative of police andefficient policing isneeded in order to tack-le threats.

With the increasingrate of crimes, shortageof manpower will havean impact both oncrime prevention anddetection. With the in-creasing rate of crimes,shortage of manpowerwill have an impact

both on crime preven-tion and detection. In-spectors and SIs at thepolice station have lit-tle time to focus on allcases and investigationis usually confined tosensational cases orgrave crimes. Fromproblems relating topolice organisation, in-frastructure and envi-ronment to obsoleteweaponry and intelli-gence gathering tech-niques to shortage ofmanpower to corrup-tion, police force in thecountry is not in a goodshape.

There are Police per-sonnel who are alsocomplaining of stressdue to over working.Deployment of police fortraffic regulation andaccident-prevention ac-tivities also takes abeating. There are oc-casion where most ofthe time Police person-nel goes attending today-to-day functionslike VIP security, pub-lic agitations etc. Forevery Indian VIP, thereare three police person-nel. There are as manyas 47,557 cops protect-ing 14,842 VIPs acrossthe country whichcomes to a ratio of threeis to one. The incidentsof chain and bagsnatching have alsobeen reported frequent-ly across the city. Whileresidents and expertsstress the need for in-creased patrolling, thequestion many ask ifthere are enough police-men to do the job. Theshortage of staff oftenleads to delay in inves-tigation and filing ofcharge-sheet in cogni-zable offences. Thereshould be no compro-mise in the deploymentof men for vehiclechecks, night patrollingand traffic regulation.Unlike the Assemblyelections where Central

para military forceswere roped in for secu-rity, the State policehave to manage the lo-cal body polls with theavailable strength.With no major recruit-ment done in recenttimes and thousands ofpolice personnel retir-ing each year, the va-cancies are set to in-crease, making it diffi-cult for police to man-age the election alongwith routine duties.The increasingly seden-tary lifestyle of young-er generations, the in-creased occurrence ofobesity, and the rela-tively low fitness levelof so many people havealso lead to a smallergroup of potential policeofficer candidates.There is a huge man-power shortage in thepolice department. Thepolice-population ratio,currently 192 police-men per lakh popula-tion, is less than whatis recommended by UNi.e. 222 policemen perlakh

There is now a seri-ous requirement for theexecution of the pro-posed system as thecity population is grow-ing and a stronger po-lice force is needed totackle crime and L &O situations. It is alsoreported that more andmore police personnelwere being diagnosedfor hypertension, diabe-tes and stress-relatedailments in the annualhealth screeningcamps.

The situation ismore or less the samein many stations in thecity where police per-sonnel are forced to putin extra hours. There-fore, the State Govern-ment should recruitpersonnel on a war foot-ing.
