City joins hands to helpflood victims

People of the state have once again setan example to the world by showing howin times of need, we forget political, re-gional and religious differences and joinhands to help our brethren affected by nat-ural calamity. People from all walks of lifeand from different strata and age groupsare coming forward in large numbers tohelp flood victims in Western Maharash-tra. Many people lost their lives andhomes and are trying to come out fromthe devastating floods.

In fact, dahi handi, which is one of thefestivals that is celebrated with great zealand enthusiasm and truly defines Mum-bai, was a low-key affair this year. Manypoliticians who often support the mandalswhich organise human pyramids with largecash prizes for the tallest and fastest tow-er to break a handi, pulled out of the eventand mandals themselves cancelled theirfestivities instead pledging the funds tohelp flood-ravaged districts of WesternMaharashtra.

The relief collection points that havebeen started at different locations acrossthe state are teeming with volunteers andflooded with material to an extent that theauthorities had to send advisories via so-cial media that certain things are not need-ed anymore.

In a multicultural, multilayered societylike India, almost everyday is a festival. But as time goes on, celebration has gonebeyond the religious core, and now is away for people to come together, shareand experience the uniqueness of everyfestival and uphold the distinctive featureof this beautiful nation which is Unity inDiversity. Festivals help us to keep con-nected to our roots, our culture and ourvalues. By celebrating festivities in a sub-dued manner this year, India has onceagain shown that the citizens strongly be-lieve in humanity and rejoice in the feel-ing of community.

Slew of measures and more to followBy C. K. Subramaniam

A slew of measuresannounced by the Fi-nance Minister Nir-mala Seetharamancame at the righttime. While the stepstaken by policymakersto make amends fortheir previous policyerrors are obviouslywelcome, they shouldnot deflect attentionfrom the larger andpersistent issue ofoverreach by the gov-ernment against in-vestors. In a world ofglobalised capital mar-kets, where many nim-ble emerging marketscompete to attract cap-ital from the developedworld, India cannot af-ford to be seen as flip-flopping on its commit-ments.

In order to encour-age investment in thecapital market, it hasbeen decided to with-draw the enhancedsurcharge levied by theFinance Act (No 2) Act2019 on long and shortterm capital gainsarising from thetransfer of equityshares and in otherwords, the enhancedsurcharge on FPIs

goes and the pre-Bud-get position is restored as of now. Simply in-fusing liquidity intothe system repeatedlyis not going to work. The structural issueshave to be workedupon. Even if the fi-nancial sector has sur-plus credit, which italready has, it will notlend it because of largeuncertainties in themarket and break-down of trust. TheGovernment shouldremember that its roleis that of a facilitatoralone and should not bespoon-feeding the sec-tor like in the per-lib-eralization era.

In a bid to addressslowdown in the autosector, the governmentannounced a slew ofmeasures including lift-ing ban on purchase ofvehicles by governmentdepartments, and al-lowing additional 15per cent depreciation onvehicles acquired fromnow till March 2020.Also, BS-IV vehiclespurchased up to March2020 will remain oper-ational for the entireperiod of registration. In addition, allowing

higher depreciation onvehicles bought beforeend of this financialyear and boosting li-quidity for purchase ofvehicles were some ofthe measures an-nounced by the Fi-nance Minister as partof a three-part reformprocess out to be laidout over the next twoweeks. The auto indus-try welcomes the firmmeasures announcedby the government. The host of positivemeasures announcedhas given the much re-quired boost to the autosector and also sets aclear road map. Autoindustry is confidentthat these measuresonce implemented, willsupport growth anddrive demand for theauto sector. These mea-sures will provide theimmediate relief thatthe industry was seek-ing. The promptness ofthis government’s re-sponse is reassuring fornot just industry, butfor the common man aswell because it’s put-ting liquidity into themarket and easing thesqueeze on the smalland medium sector.

Slew measures willwork wonders only ifGST rates are simulta-neously cut. Not every-one purchases homesand can avail of creditfacilities. Unless GSTrates are cut very sig-nificantly where’s thescope fir improvement? This money is hardlysufficient to meet theneeds of even 1 croresmall business owners. This is insufficient. But certainly a verygood beginning. Thegovernment also decid-ed to front-load the ¹70,000 crore of capitalinfusion in public sec-tor banks that was an-nounced in the Budget,a move aimed at in-creasing private invest-ment by facilitatinggreater credit disbur-sal by the banks. Ac-cording to the govern-ment, this ¹ 70,000crore will lead to about¹ 5 lakh crore of freshliquidity that can beloaned out. Centre re-sponds to downturnwith steps to boostgrowth. Slew of mea-sures now announcedand more to follow willsee the light at the endof the tunnel.

Today I am going towrite on a subject onwhich I don’t have anyexpertise but one per-sonal tragedy in mycircle led me to thinkabout this matter. Thetopic is security inchemical analysisfirms and my interestis more because it hap-pened in Navi Mum-bai. One of my friend’sfiancée worked in achemical analysis firmin Navi Mumbai. While examining somepoisonous material, heinhaled the poisonousgas and became uncon-scious. In spite of hav-ing such good hospitalsin Navi Mumbai thecompany officials tookhim to a small nursinghome, where properfacilities were notavailable. The youngman was kept underobservation and thefamily was informedlate. He died in night.A very young life wasnipped in bud.

In the night I sawChernobyl on Hotstarand from then onwardssomehow the incidentand the serial bothhave been hauntingme. I thought againand again that the peo-ple handling this busi-ness must be aware ofthe risks involved, then why a life waslost? It was an incidentin close contact butmany such incidentsare happening every-where. Many years

Occupational hazardleads to personal loss

ago more than twothousand deaths froma methyl isocyanatechemical leak in Bho-pal, India, drew worldattention to serioushazards in the chemi-cal industry. After thistragedy, the Occupa-tional Safety andHealth Administration(OSHA) developed

guidelines to aid em-ployers in reducing thenumber of potentialhazards in chemicalindustries. The risksassociated with the useof chemicals must becontinuously exam-ined, assessed andminimised, in accor-dance with the Ordi-nance to avoid futurerisks. So, the need isto strictly assess work-place risks and givepeople an overall pic-

ture of the state of oc-cupational safety andhealth and its develop-ment needs in theworkplace. It creates asafe work environmentand healthy workingconditions. The staffwill feel well protectedand the production andservices will runsmoothly. It is a neces-

sity to assess system-atically the hazardsand risk factors in theworkplace. If the haz-ards cannot be elimi-nated completely, theirsignificance to thehealth and safety ofworkers should be as-sessed and measuresshould be taken to re-duce the risk to a man-ageable level or toeliminate it altogether.

The company’smanagement can takethe decision to carryout a risk assessment.Commitment from themanagement is need-ed, to make decisionsabout possible mea-sures on the basis ofthe assessment and tosecure the continuityof the assessment.Risk assessment is anongoing process and itis necessary in situa-tions of change, suchas when expandingbusiness operations, orchanging the nature ofthe operations, reno-vating the premises, ormaking personnelchanges. So, keeping apolicy of risk assess-ment to prevent riskscan turn out to be agood strategy. This as-sessment can be car-ried out by an occupa-tional safety andhealth organization ora separate evaluationteam. When assessingspecific risks, such asthe use of chemicals ormachine safety, expertassistance and moredetailed evaluationshould be used. Theteam can identify therisks and hazards byanalysing the workdone in the place of as-sessment, by observ-ing the work, and byinterviewing employ-

ees. Checklists to iden-tify risks and hazardsmakes the work moresystematic more sys-tematic.

When the team isidentifying hazardsand risks, abnormalsituations should alsobe taken into account, such as maintenanceand repair work, holi-day periods, workshifts and the use ofstand-ins and trainees. The magnitude of therisk should state howbig an impact wouldhave on people’s healthand safety. The systemshould keep track ofwhich chemicals arebeing used in the busi-ness. There should belist of the substances, the amounts beingused and the risks as-sociated with them. This also helps in gath-ering information anddistributing it to thosewho need it. Storingand using chemicals ina safe way is necessaryfor working withchemicals. In continu-ing risk reductionwork, it is necessary todecide whether a par-ticular chemical is re-ally needed. Or wheth-er it is harmful forhealth. We can use inmany cases anothersubstance that is lesshazardous to healthand the environment,or perhaps a differentmethod.

Chemicals mustnot be stored togetherwith inflammable ma-terial and gas cylin-ders or they will cre-ate disasters. Chemicalstores must not haveopen floor drains or ifit is there, it must beequipped with protec-tion to prevent leakagewith tight fitting lids,a manual opening andclosing function in thedrain or other compa-rable arrangement. The employees shouldbe instructed to alwaysread the safety datasheet and the text onthe packaging careful-ly when they areabout to use a productwith which they arenot completely familiarwith the risks. Theyshould always wearpersonal protectionequipment that isgloves, face masks.

The planning andpreparation of safeplant operation will be-come meaningless, un-less it can be imple-mented. If a problemoccurs then, there is notime for committee orfront office decisions.Correct decisions haveto be made at the low-est organizational lev-el possible, and thosedecisions have to becommunicated to oth-er affected personnel orall the exercise of riskassessment will be fu-tile.

Massakali Movement strives to empower the Indian Handloom weavers

Shabana Azmi, Bhagyashree and Sharmila Thackeray grace event

In order to revivethe Indian handloomindustry and to keepthe craftsmanship ofthe Paithani weaverwomen alive andbreathing, ShraddhaSawant and her brain-child Massakali hadbrought together morethan 500 handloomsarees to an exhibitionat Novotel, Juhu. Han-dloom lovers and ac-tresses Shabana Azmiand Bhagyashree werepresent along withSharmila Thackeray, actress Indira Krish-nan, filmmakerAnusha SrinivasanIyer and Indian ethnicwear influencer Mam-ta Sharma Das akaThe Bohobaalika, among many other ce-lebrities.

Shraddha Sawanthad flown in two oftheir Paithani weaversalong with one of theirlooms to recreate theentire weaving atmo-sphere to give the on-lookers the opportunityto have a go at theweaving process.Paithani sarees jostledwith several other han-dloom sarees such asBenarasi, Chanderi,Khadi-Jamdani, Ikat,

Zari, Kanjivaram, andGarhwal at the well at-tended exhibition.

Decoding the nameof the brand, Sawantexplained, “Massakalimeans a bird in flight, and stands for freedom, peace and prosperity –

all the things I wish forour weaver communitythis festive season, es-pecially our lady weav-ers.”

Emphasising howdifficult the situation isfor the weaving com-munity, she stated,“The weavers are a tre-mendously talented butimpoverished lot, all for

lack of connectivitywith buyers. They de-serve to be valued by theurban audience andpatronised suitably forthem to be able to con-tinue to keep alive theage-old traditional pro-cess of weaving. That’s

where Massakali stepsin, and helps them livetheir lives happilywhile continuing theirchosen vocation.”

Wishing to infusenew economic oxygeninto the art of weavingbefore the tradition be-comes extinct, Sawantcontinued, “The hand-loom industry is a ve-

hicle to provide ruralemployment to protectour cultural heritage.Through Massakali, Iam trying to revive thetradition-bearers whoare in a state of penu-ry, as well as bringback the symbol of In-dia’s glorious cultural

legacy – it’s weavingart.”

Sawant also teach-es weavers how to cre-ate exclusive designersarees, besides the tra-ditional weaves. “Atleast, once in a month,we personally visitsmall villages and in-teract with the weav-ers. We also give themnew design ideas. Theyfeel encouraged andmotivated,” she smiled.

“When we preservethe dignity of the Indi-an craftsman, we actu-ally help ourselves.Handloom is not justeco-friendly; it also less-ens the carbon footprintas the revival slowsdown rural migration, besides making us

torchbearers of a resur-gence of hundreds ofmarvelous regional In-dian weaves and tech-niques.”

Shabana Azmi, not-ed as much for her on-screen magnetism asfor her penchant forhandlooms, admitted,“My love for handloomsstems from my child-hood. My mother wasalso a huge patron ofIndian handloom

sarees. When I haveplayed the role of aweaver’s wife in ShyamBenegal’s movie “Sus-man”, I realised thatwomen are allowedonly peripheral statusin this trade. I com-mend Shraddha heart-ily for involving wom-en weavers and empow-ering them in the pro-cess.”

Ageless beautyBhagyashree shared asartorial secret, “I haveplenty of Paithanisarees which wereworn by my mother, which I hope that mydaughter would wearand that her daughterwould wear some day,for a very simple reason– that they are striking-ly gorgeous!”

“With sarees likethese that retain theirbeauty forever, it is notonly ones’ jewellery thatone can hand down toour children but alsothese sartorial gems,”she added. Both the art-ists heartily endorsedthe support of handloomusage in everyday aswell as festive wear, and appealed to all tocome forward in sup-port of the weavers en-ergetically.

Airoli to get auditorium by 2022

Civic body has allocated Rs. 64 crore for the project

By Abhitash D. Singh

NAVI MUMBAI: Hereis a good news for theresidents of Airoli. TheNavi Mumbai Munici-pal Corporation(NMMC) has decided toconstruct a state-of-the-art auditorium in Airo-li. A budget of Rs. 64crores has been allocat-ed for the same. Thefour storied buildingwill have a seating ca-pacity of 865 seats.

The project has beenpending approval sincelong. Five years backthe civic body had ini-tiated the proposal toconstruct an auditori-um at plot no-37 in sec-tor-5, Airoli.

According to the ex-ecutive engineer ofNMMC Girish Gu-maste, “Initially therewas a plan to constructan auditorium with theseating capacity of 550seats at the cost or Rs.34 crores. However, af-ter the demands fromAiroli’s Marathi Natya

Samiti, residents’groups and the activ-ists, the plan was re-worked and now in thenew plan the cost hasbeen increased by Rs.30 crores taking the es-timated cost to Rs.64crore. The seating ca-pacity too has been in-creased.”

According to an ac-tivist from Airoli,“NMMC had startedthe construction workfor the auditorium fiveyears back. However, ithad to be stopped mid-way just after digginga trench for the base-ment, as the contract-ing firm, that had beenassigned to carry outthe work, was delayingthe project. His con-tract was then termi-nated. The bid for con-struction was re-invit-ed.”

He further added,“Due to the delayedwork, the dug-uptrench was left neglect-ed and got filled with

rain water. The trenchbecame the suicide spot.Last year, in January,a lady committed sui-cide in the trench alongwith her five year oldson. After that incidentthe civic body barricad-ed the trench with steelfence. However, few res-idents are still usingthe trench to fetch wa-ter.”

Gumaste added,“The construction workfor the auditorium islikely to commence bythe year end. It will beensured that this time, the contractor com-pletes the work withinstipulated time period, which is 2 years. If allgoes per plan, the resi-dents will have audito-rium by early 2022.”

“The auditoriumwill have adequateparking space andwould be able to accom-modate around 41 two-wheelers and 94 fourwheelers,” informedGumaste.
