The hearing, which began at11am in the headquarters received257 objections/ suggestions for wardno. 21 and 22 and 168 objections /suggestions for ward no 16. A totalof 524 objections / suggestions werereceived. Authorized Officer AsimGupta said, “The demands of each

applicant would be taken into consid-eration.” He instructed the ElectionDepartment to make all informationavailable to the citizens through thewebsite.

The reservation draw for the NaviMumbai Municipal Corporation’s(NMMC) ward election was recentlyheld at Vishnudas Bhave Auditorium.The general election will be held inApril, 2020.

It may be recalled that the stategovernment has decided to hold the

division-wise elections due to local oppo-sition. On January 28, Secretary of theState Election Commission Kiran Ku-rundkar had ordered the municipal elec-tion department to change the reserva-tion status for the various wards in theeight divisions. MUMBAI: Jawaharlal Nehru Port Trust (JNPT),India’s premier container port along with Jawa-harlal Nehru Custom House (JNCH) organized asession on Direct Port Delivery (DPD) and Autho-rized Economic Operator (AEO) in Mumbai. ShriSanjay Sethi, IAS, Chairman, JNPT and ShriVivek Johri, IRS, Chief Commissioner of Customs,JNCH highlighted the importance for DPD andAEO.

Direct Port Delivery plays a major factor inimproving ease of doing business, trade facilita-tion and reduction in cargo release time and en-sures the import containers are delivered directlyto pre-approved clients at the port itself instead ofwaiting in a CFS located outside for clearance,which reduces the cargo dwell time and cost forshippers. DPD has also eliminated the need forCFS storage for OOC document, which has re-sulted in saving of 120 hours and USD 70-270 perTEU cost saving for Trade.

Addressing the delegates, Shri Sanjay Sethi,IAS, Chairman, JNPT said, “Direct Port Deliv-ery (DPD) ensures significant reduction in trans-action cost and time for the EXIM Trade. JNPT has taken various steps to improve DPDincluding, removal of the threshold of a minimumvolume criteria of 300 TEUs, so that importerswith smaller volume can also avail DPD; JNPThas stopped the practice of high deposits demand-ed earlier by the PPP Terminals; reduction of DPDcharges by PPP Terminals to one shifting charge;simplifying the registration process with very fewdocuments like Customs permission, PAN Cardand GST Certificate. Additionally, a DPD Cell cre-ated in all terminals to encourage and make theshipping lines aware of DPD.

Considering the benefits of DPD, the Govern-ment has fixed a target of 80% of all clearancesunder DPD, which has been a game changer inimport clearance. Overstretching libertyAbsolute liberty or independence often tends to dilute the rules

and regulations and consequently, many times, leads to indisci-pline. This is true in most of the spheres of life. Over stretching ofthe definition of liberty is evident in the present society and spe-cifically in the educational field. The modern day colleges appearmore as a get together point for the youths rather than seats oflearning.

As soon as the students complete their schooling and enter thecollege, there is inherent feeling amongst students to break awayall the shackles of the school life. Not only they wish to feel liber-ated, they also feel that they have grown up in life. The idea of cooland casual life of the college campus elates them. The present dayconsumerism catches fast on them and modern dresses, mobilephones, bikes and cars, canteens, parties, etc. tend to becomebare minimum needs. For many, education takes a back seat andmere qualifying exams are the ultimate dream. This has not onlyspoilt the results, but has also in turn brought down the reputa-tions of the institutions.

As a corrective measure, few colleges in Mumbai, Navi Mum-bai have brought in regulations to control dress code, use of cellu-lar phones, loitering in campus, ban on smoking in campus etc. tocurb the erosion of standards. They have brought in similar re-strictive rules for the teaching staff as well. This has not trickleddown well both with the students as well as the teachers who feelthat their liberty has been encroached upon. Though it may ap-pear so, the dress code always brings a sense of discipline besidesa sense of fraternity feeling amongst the students of a particularcollege. Also it shall help isolate outsider, who enters the campus.The ban on mobile phones shall provide uninterrupted lecturesand more concentration.

The college life develops citizens of tomorrow. Too much ofrules and too much of liberty, both are harmful. The right combina-tion shall provide ideal atmosphere for the young brains to grow.It is definite that onslaught of consumerism on education has to becurbed to prevent the seats of education from becoming the fash-ion ramps or a get together place for gossiping.

Was it the over dose of Shaheen Bagh andPakistan narrative by the BJP that led to theirdownfall? To a large extent it could be becausethe obvious question one would be having asfar as Shaheen Bagh episode was concernedwas that why was Amit Shah, the country’sHome Minister, and probably the most power-ful man not taking action against the protest-ers even when the Delhi Police falls under hisministry? Why was BJP desperately highlight-ing the problems faced by other citizens due toroad block at Shaheen Bagh, but not doing any-thing even when the actual solution rested intheir hands?

It probably exposed itself for being the realculprit in not solving the issue and infact want-ed it to milk the same for their political bene-fit. The days of divisive politics has reachedsaturation point and no more people would voteon it in future too, if they are given a choice ofeducation jobs and development. In that sensethe victory of Aam Aadmi Party is very cru-cial as it will definitely shift the focus of cam-paign on positives in future rather than thesame old sick communal narrative of the past.

Accepting dowry is a social evil

It is a common practice in Indian societywhere the groom’s father demands dowry fromthe bride’s father prior to the fixation of mar-riage. Thus weddings have become a very cost-ly affair and a mere business deal among manyfamilies today. Some men even claim that theynever wanted dowry but were forced to acceptit by their parents. It is surprising to see menwho are strong-willed, turn into spinelessmeat when it comes to taking a stand againsttheir dowry-seeking parents. If these men hadany convictions, they would not have allowedtheir parents to accept it in the first place. Itis highly shameful that even as India has po-sitioned itself as an upcoming global superpow-er, practices such as dowry continue to plagueour society. Many men claim that they don’t

believe in the practice of accepting dowry buttolerate it on their family’s instance. How canthe youth of today, so loudly demand about thecauses they believe in, allow dowry to continueeven without a murmur of protest?

Some men say that it is justified that theirparents who have spent so much of money ontheir education deserve to receive some moneyas dowry from the girl’s parents. But the girl’sparents too have spent money on her education.Why doesn’t the boy too offer money to the girl’sfather for giving him an educated girl? Even ed-ucated people indulge in this practice and manymarriages have been called off as the bride’s par-ents have been unable to meet the exorbitantdemands made by the groom’s parents, leavingso many young women in a state of emotionalturmoil. Dowry is the money or gifts given to adaughter by her parents at the time of her mar-riage. The boy’s family considers it as their rightto make demands and a lot of unpleasantness iscaused at the time of marriage. Sometimes peo-ple even call off the marriage if the dowry amountreceived by them is inadequate.

The girl is also very often tortured by herhusband and her in-laws for not bringing enoughdowry. Sometimes, she is even compelled to com-mit suicide to escape the ill-treatment. Worsestill, people even resort to murder to eliminate abride who has not brought enough dowry. Whomdo you blame for the practice of dowry existingin India? It starts in our homes itself. The veryset of parents that demand dowry become thevictims during the time of their own daughter’smarriage. Some men justify their acts by say-ing that their parents will require the money tooffer as dowry when their sisters get married.Behind every case of dowry there is also a moth-er-in-law or sister-in-law. Mindset and beliefsdon’t change easily and the only way to addressthem is through education and awareness. Thesemeasures yield results over a period of time. It’stime we stood up and smell the stink. If we don’ttake a stand today, our very own daughters couldbe the next victim. Dowry and expensive wed-ding celebrations are responsible for increasingcorruption besides being a social evil. Providingour daughter with a good education and encour-

aging her to pursue a career of her choice isthe best dowry we can give to our daughters.

tional Anthem before any public programmewill be made compulsory in all colleges of Ma-harashtra from February 19, 2020 as directedby the Education Minister of Maharashtra.This is a right step in the right direction.

This practice is a pro-active ap-proach by the government and will be imple-mented on the occasion of Shiv Jayanti. Thegovernment notification has directed all col-leges and universities in Maharashtra to playthe National Anthem at the beginning of theirpublic programmes. Thetraffic discipline has deteriorated and there seems to be no re-spect for the traffic rules and the traffic authorities. Rather theyoung generation seems to enjoy flouting the traffic rules andseems to take pride in driving fast but rash imitating Bollywoodmovies. Many of them take pride in driving vehicles even beforethey attain the mandatory qualifying age of 18 years, to be eligibleto possess a driving license. They do not have even the slightestinkling that by their behavior they are not only playing with theirlives, but are also putting to risk the lives of other commuters. Itis very unfortunate that the statistics for the road accidents areincreasing at an alarming pace, matching the pace at which thepeople are driving these modern machines. The gravity of thesituation has forced the government to direct its attention towardsroad safety measures and to seek solutions to the problem. Cele-brating “Road Safety Week” every year is a feeble attempt in thatdirection.

While a number of factors are responsible for road accidents,prime reasons are blatant flouting of traffic rules and most impor-tantly primitive and inadequate traffic control aids. Traffic signalsare effective means of regulating traffic. However if these are in-stalled before proper survey, they can become a nuisance for themotorists and pedestrians alike.

Adequate street lighting, smooth riding surface, properly func-tioning of traffic control aids, traffic markings are some of the waysof reducing road accidents. Since a large number of accidents in-volve pedestrians, it is necessary to devote attention towards theirsafety. An adequately designed and encroachment free pedestrianpathways are essential for segregating the vehicular and pedestri-an traffic and they can provide the much desired sense of safetyand protection to the pedestrians. Special attention should be giv-en towards lighting pedestrian cross walks and junctions.

An effective way of controlling and curbing accidents is the strictimplementation and enforcement of traffic rules. The driving li-cense should be issued only after rigorous examination process.While helmets should be made compulsory to the riders of twowheelers and fastening of seat belts should be made mandatoryfor the drivers of four wheelers. By imposing other legislativemeasures like introducing fines for flouting rules, imprisonmentor endorsement on licenses for reckless driving, road accidentscan be minimized. The other field which needs immediate atten-tion is traffic planning. It is today a very specialized field and can-not be designed by thumb rules as is being done today by the au-thorities. It needs understanding of the subject besides studyingthe traffic behaviour and the psychology of the commuters in aparticular region / city. So there is immediate need to have thetraffic study carried out by professionals and long term planningdone with futuristic approach, for Navi Mumbai, to optimize theinfrastructure and to have easy and speedier and safe commuting.

Railway Board Chairman visits JNPTto discuss important Rail projects

NAVI MUMBAI: Shri Sanjay Sethi,IAS, Chairman, JNPT met Shri Vin-od Kumar Yadav, Chairman, RailwayBoard, along with key officials of Rail-ways & DFCCIL to discuss the ongo-ing rail projects at JNPT. In the meet-ing, key avenues for mutual supportand opportunities for growth of therail share were stressed upon. A briefpresentation was also given onJNPT’s overall operations, infrastruc-ture developments, especially newtechnological advancements imple-mented to improve the efficiency andquality of business at the Port.

In course of the meeting, JNPTChairman highlighted the increase inRail Traffic and the significant de-crease in the Dwell time of importcontainers moved by rail. For the pe-riod (Apr 18 to Mar 19) the Dwell timehas improved from 116.09 hours to66.16 hours. The major initiativesundertaken like simplification of pro-cesses, digitization & new ITRHOAgreement have helped in increasethe overall rail share at JNPT. Lastyear, JNPT along with the privatePort Terminals (DP World, APM Ter-minals and PSA Terminal) in coordi-

nation with CONCOR reached out tothe Trade at Ludhiana where the com-mencement of a weekly dedicated trainfrom Ludhiana to JN Port every Sat-urday was announced as per the sug-gestion by the trade community in Lu-dhiana.

Today, JNPT serves more than 50different ICD locations all over thecountry and additionally there are railmovements to 3 CFSs which have railconnectivity. Currently the JNPT-DFCC Loading yard is under construc-tion and will be ready by June 2021.DFC will be a game changer by pro-viding freight only corridor, making itan economical, faster & more reliableoption to move goods between JNPT &the Northern hinterland. Upgradingof transportation technology, increasein productivity and reduction in unittransportation cost are also the focusareas of the DFC project.

During the meeting, Shri SanjaySethi, IAS, Chairman, JNPT and ShriVinod Kumar Yadav, Chairman, Rail-way Board agreed upon to form a com-mittee of officials from Central Railway,DFCCIL, CONCOR & JNPT to fast-track the ongoing railway projects atJNPT.
