icy, he assures residentsof his commitment to thefight against crime.With 31 years of servicebehind him, Goss be-lieves he has the experi-ence for the job.And with an illegal firearm being recov-
ered almost every day, he certainly has hiswork cut out for him.“Too many violent crimes are being com-
mitted.Weneed to curb this by ensuring ille-gal firearms are taken out of circulation,” heurges.Goss has a plan of action to cripple gang-
sterismandencourages residents to comeonboard to curb gang-related crimes.“My secondary focus is Town Centre. We
have instituted a reaction group who willwork with Metro Police and Law Enforce-ment to deal with crime at the trading pre-cinct,” he confirms. “We need to forge rela-tionships with council law enforcementagencies. They have excellent resources,like CCTV cameras, which can be used tocatch criminals in the act.”Goss’ appointment follows the deploy-
ment of former cluster commander Major-General Jeremy Vearey.
“Before my appoint-ment as the Cape Towncluster commander, Iworked inKhayelitsha. Ialso headed the VIP pro-tection unit in the West-ern Cape and EasternCape,” Goss says.Since taking over the
reins last month, Gosshas already identifiedcrime patterns whichneed to be addressed, in-cluding tracking themovement of stolen ve-hicles. With the majori-ty of cars stolen inMitchell’s Plain beingfound in Khayelitshaand Nyanga, Goss saysthere is a dire need forroad blocks and officialentry and exit pointsleading to these areas.Creating a feeling of
safety is his main aim.“I want people to feel
safe in their homes. If you call the police,they must respond and react. We need to re-build their trust. If residents do not trust us,there cannot be a goodworking relationshipbetween us.”Building themorale among staff is also im-
portant to him. “If policing is just a job andnot a calling then already there is a prob-lem,” he says. “There is a need for officersto truly understand the pleas of the commu-nity in order to address the problems.”Michael Jacobs, chairperson of theMitch-
ell’s Plain cluster Community Policing Fo-rum (CPF), says all volunteer safety struc-tures are ready toworkwith thenew top cop.“We will continue to tackle crime, with
partnership policing at the top of our agen-da. Residents need to work with the policeand not against them, but also hold them ac-countable when they fail,” Jacobs says.Goss says this is essential as CPFs are an
essential component of effective policing.

A new scam is looking to cash in on pen-sions. Pensioners are phoned andasked to verify their details.
A Rylands woman, who requested not tobe named, was recently called by such a con- artist asking her for her husband’s IDnumber and the last four digits of his SouthAfrican Social Security Agency (Sassa)card.
“Theman saidmyhusband’s pensionwillbe stopped because there was a problemwhen he registered. He said all he neededwere those twonumbers and Imust not givehim the PIN number,” she says.
Although she was initially skeptical, shesays the scam was highly convincing andthe person on the other line even gave hera reference number.
Shortly afterwards, the man phoned herdaughter asking for similar details, whichmade the woman question the caller’s mo-tives.
She reported the incident at her nearestSassa office the next day, providing an affi-davit.
“Fortunately my husband had with-
drawnall of hismoney earli-er in the month because thecon artist immediately pur-chased electricity and air-time with his account,” shesays.
“It might not have been alot of money, but how muchcan this person withdrawfrom all these people?”
Shivani Wahab, the Sassaregional spokesperson,warns grant beneficiariesagainst falling prey toscams and other marketingtactics via the use of cell-phone technology. Anumber of scams have beenreported targeting grantbeneficiaries, she says.
She urges all Sassa pen-sioners to not use their Sassa card for thefollowing: as security for loans or other fi-nancial services; any SMSes where compa-nies offer products such as airtime againstyour Sassa card; any deductions againstyour card, “except for one funeral policy de-duction that does not exceed 10% of the so-cial grant value, which Sassa has author-
ised in terms of legislation”.Beneficiaries can protect themselves by
keeping their Sassa card and PIN safe at alltimes and never divulging the details of ei-ther to anybody, Wahab says.V Those beneficiaries whose accounts are unlawfullydebited with deductions can call 0800 60 01 60 tolodge a dispute.

Solar power some relief to rocketing electricity costsManaging down the demand for electricityis the quickest and cheapest way to bringrelief from the electricity crisis and risingtariffs.
But, cautions the Cape Chamber of Com-merce and Industry in a statement, the jobshould be given to an independent body.
“It is not realistic to expect Eskom to runelectricity saving schemes because theyhave their hands full and we don’t need todistract them from the critical job of over-hauling their power stations,” says CapeChamber of Commerce and Industry presi-dent Janine Myburgh.
“Perhaps theDepartment of Trade and In-dustry can get involved and look at solarwater heaters as a job-creating industrywith great potential for growth.”
She says it was necessary to see DemandSideManagement as anational policy in thenational interest and organisations like theSA Bureau of Standards and the engineer-ing faculties of the country’s universitiesshould help manufacturers improve theirproducts.
Peter Haylett, chairperson of the Cham-ber’s Industrial Focus Portfolio committee,says the retail price of electricity was nowso high that a lot of alternatives had becomeviable to supplement or even replace gridelectricity.
“The beauty of this approach is that itwould be funded by the private sector andshould not require any subsidy. Subsidis-ing consumers or manufacturers seldommakes sense. What we need to do is help the
manufacturers of products like solar waterheaters with technical assistance to bringdown costs and create more competition inthe industry.”
He says installing solar heaters, PV pan-els and heat pumps would create jobsthroughout the country.
“The most important thing, however, isthat every solar water heater, panel or heatpump will take some of the load off Eskom’sback and this should make more poweravailable for industry and the mines,” Hay-lett says.
Any solar system would deliver power orheat at a fixed costs and this would not in-crease while the cost of grid electricitywould increase every year along with thecosts of coal, transport and labour.

What should have been a meetingabout policing quickly degeneratedinto a forum for voicing complaints
about municipal issues.A source, who does not want to be named,
told People’s Post ward councillor NatalieBent tried to “hijack” the Community Polic-ing Forum (CPF) meeting recently.Council issues were thrashed out for over
an hour before police and volunteer crime-fighting structures were given the floor.Mitchell’s Plain CPF chairperson Abie
Isaacs says councillors must refrain frommaking policing a political issue. “Theseplatforms cannot be used for personal gainwhen there are serious crimematterswhichneed to be addressed,” he says.But Bent maintains she was given the
green light to address the community beforeofficial proceedings began. “I only answeredquestions raised by the community. I tookthe opportunity to inform themwhat is hap-pening in their neighbourhood and whatother resources are available to them likelaw enforcement, Metro Police and trafficservices,” she says. An official from each ofthese council departments was present atthe meeting.Up for discussion were issues at Siqalo,
the “problem house” on the corner of Van-guard andHighlands drives aswell as trafficcongestion on arterial routes. Speaking atthe meeting, a resident of the “problemhouse” said much of the anti-social behav-iour happening on the property can be at-tributed to outsiders.“We also want a crime-free environment
for our children to grow up in,” the woman
said. “There are people coming to us want-ing to sell stolen goods.”Another resident, Washeem Abdullah,
has been living on the property for twoyears. He claims to have never fallen victimto crime while living at the derelict house.But Wildwood residents insist the occu-
pants are to blame for crime at the buildingand surrounding areas. Max Petersen saystenants are not owning up to their wrongdo-ings.“There are known gangsters frequent-ing the house,” he says. “People are seensmoking drugs and there is always loudmu-sic playing.”Wildwood residents have made a desper-
ate plea for police intervention at the vacantproperty as People’s Post previously report-ed (“Crime haunts the hill”, 21 September).Manyresidents believe theyhaveexhaust-
ed all avenues in a bid to end the sinisterdeeds unfolding at the property.People’s Post was unable to obtain com-
ment from the property owner at the timeof going to print.Bent says plans to build a gated communi-
ty on the plot was halted due to Siqalo infor-mal settlementmushrooming out of control.“Council approved plans for 22 units to be
built, but the landowner is not going aheadwith the development, pending the outcomeof the Siqalo court case.”Meanwhile, property owners have been
informed of criminal activities happening atthe house on the hill, Bent says.“I told him residents are not happy with
what is happeningat theproperty.He claimsit is only his workers who are living thereto secure the place. The place is really goingdown the drain. People are often seen jump-ing over the fence from Vanguard Drive.”Over theyears, the buildinghas fallen into
disrepair, attracting the wrong elements,residents say.Private property owners must be held ac-
countable for the upkeep of their plots, Bent
insists. “Vacant plots open the area up topossible land invasions. Overgrown bushbecomes a hideout for criminals and it can-not be allowed,” she says.

City pulls plug on learners licence centreCape Town’s first computerised learn-
ers licence testing centre will also bethe last.
A pilot project was started in Mitchell’sPlain in 2012, but will soon be scrapped asthe digital system has proven to be too cost-ly.
The testing centre was initially proposedto curb corruption among traffic officers atlearners licence testing centres and pro-duce more competent learner drivers.
The national transport department is un-able to roll out the system across the citydue to a lack of funding, council officialssay.
Cost factorJP Smith, Mayco member for Safety and
Security, says council has endorsed a pro-posal from the directorate to cease the com-puterised learner’s licence testing systemat the Eastridge Driving Licence TestingCentre.
The system was introduced in Mitchell’sPlain two years ago, with the intention toroll it out to all Driving Licence TestingCentres (DLTCs) in the city, Smith says.
However, at a meeting held with the pro-vincial transport department in June, it
was revealed that the national transport de-partment is not in a position to fund the roll-out of the system to the 17 other DLTCs inthe city.
The cost per centre amounted to aboutR1m, which means the overall cost of theproject would total R17m.
Back to old systemThe computerised testing system has also
proven to be difficult to use, which has re-sulted in more would-be drivers gravitatingtowards other testing centres, says Smith.
“Given this development, we thought itbest to revert to the conventional system inMitchell’s Plain, in the interests of fairness.We are aiming for implementation of theprevious system by October this year,” hesays.
The City will reassess the introduction ofthe computerised tests once funding isavailable to implement the system at allDLTCs.

Beachgoers will soon have the pleasureof crossing a newly upgraded foot-bridge.
Pedestrians have been forced to use adangerous shortcut to get from EislebenRoad to Mnandi Beach over the last yearafter vandals targeted the footbridge. Thesides were stripped of the balustrade fenc-ing and railings, costing the City millionsto repair.Since then, it was unsafe for pedestrians
to use and those venturing to the coast onfootwere forced to cross the road amidhighvolumes of traffic.Officials say the overhead walkway was
vandalised twice last year and could not befitted with the same type of balustrades.Subcouncil 12 chairperson Eddie Andrewssays Mnandi Beach is quite popular withlocals during the warmer summer months.“It was rather unfortunate that the previ-
ous structure was vandalised. However,the damaged handrails will be replaced
with more robust concrete parapet walls.”These parapet walls require some researchbeing made into the use of lightweight con-crete to accommodate the load require-ments of the footbridge, he says.Beachgoer Moegsien Harris (22) is de-
lighted that the footbridge will be repairedin time for summer.“Walking across the bridge was a hazard
and crossing Baden Powell Drive on footwas a death wish,” he says. “I look forwardto easily accessing the beach on foot again.”Mitchell’s Plain resident Tamara Roux
says the repairs have been a long time com-ing. “I am glad the bridge is finally beingrepaired, but am concerned vandals willstrike again.”Residents are encouraged to take pride in
their community by reporting vandals, An-drews says.“Weappeal to the surrounding communi-
ty and pedestrians to take ownership of thebridge by reporting any acts of vandalismto the police or Metro Police.”V General damage to council infrastructure can bereported to the City’s Call Centre on 0860 103 089.

She is just beginning to learn towalk and talk, but her dad has beendenied the privilege of sharingthese joyous moments with her.Jake (not his real name) has paid
maintenance to his former girl-friend sincehis daughterwasborn.But despite a court decision rulingin his favour, he has been refusedvisiting rights by the mother oftheir child.“I do not want my daughter to
grow up without a father, thinkingI did not want to care for her,” hesays. “Children growup so quicklyand I do not want to miss out.”The child’s mother is now in the
process of appealing the decision.Fathers are now being urged towise up on their rights.The provincial head of justice
and constitutional development,advocate HishaamMohamed, saysfathers have a vital role to play ina child’s life.“The only person who suffers by
not allowing a father visitingrights, is the child. A father is notjust a financial provider,” he em-phasises.Melany Kühn, the acting head of
communications at the provincialsocial development department,says fathers have every right toequal access in visiting their chil-dren.“Access and visitation rights
should always be managed in thebest interest of the child. There can
be no generic recipe, as each caseshould be assessed on merit. How-ever, where a father is denied ac-cess to see a child, he can seek helpfrom a social worker so that the de-partment can facilitate a process,as guided by the Children’s Act,”she says.A father’s rights need to be up-
held, says Kühn. “Fathers can ei-ther work with a social worker orescalate the matter to an attorneyto ensure their rights are upheld.”A strong emphasis has always
been placed on maintenance de-faulters, but little has been done tohighlight a father’s visiting rights,says Jake.“I amwilling to pave theway for-
ward for my child, but also want togive her love and care and sharepriceless moments with her,” hesays. “I will not give up the fightuntil my rights are upheld. It justseems like there is no solution, asthe process is so long-winded.”His victorywas short-livedwhen
he realised the mother of his childwould not cooperate with the courtruling.South African law dictates that
a father has as much right to seetheir child as a mother does.Mohamed says the court will de-
cidewho gets custody and theywilldecide onvisitation rights, depend-ing on the situation.It was recently revealed that as
many as 48% of children in SouthAfrica grow up either without amother or a father and in tens ofthousands of these cases, the ab-
sent parent does nothonour their re-sponsibility to paychild maintenance.The Department
of Justice has alsodrafted a bill toamend the Mainte-nance Act, whichwill enable creditbureaux to trackdown maintenancedefaulterswho can’tbe found by thecourts.This bill will em-
power credit bu-reaux to fortifymaintenance judge-ments to affect de-faulters’ creditrecords.Maintenance in-
vestigators are sta-tioned at the Mitch-ell’s Plain Magis-trate’s Court toassist in trackingdefaulting dads,Mo-hamed says.“We need to en-
sure fathers do notabdicate their re-sponsibilities and childrenare pro-vided for financially.”A total of 150 maintenance de-
faulters have been identified in theprovince. Collectively they oweR1.5m to their children.However, a parent is not preclud-
ed from exercising contact if he/she has failed to pay maintenance.
According to Section 21 of theChildren’s Act, the father also hasfull parental rights and responsi-bilities even if he was never mar-ried to or lived with the mother ofthe child. Often if a father does notpay maintenance, then the womandoes not allow him to see theirchild, Mohamed says.
“The two issues have nothing todo with each other. Do not punishhim, because essentially you arepunishing the child.“Rather get the help of a family
advocate in such instances. Theymake decisions when it comes tocustody and guardianship. Theywill mediate.”

W ith the help of the Share the StokeFoundation, Strandfontein youthare riding the waves with even
more joy than before.Youth involved with the 9Miles Project,
a community sport initiative, were givenbrand newand second-hand surfboards lastweekend.9Miles Project founder Nigel Savel says
the equipment goes a longway in taking theyoungsters’ skills to the next level.“Their love for surfing is overwhelming.
Their desire to do better is inspiring,” hesays.Savel says he learned to surf at a local
spot in Strandfontein.And now sharing that love and joy with
young children living in impoverishedcommunities is his passion.His aim is to bring about effective change
and upliftment among the youth of Strand-fontein through surfing.People’s Post joined the young surfers for
an afternoon session at Strandfontein Pa-vilion on Friday.The youthwere eager to share their expe-
riences since signing up for the programmelast year.Keano Melkoop (13) from 7de Laan infor-
mal settlement says riding thewavesbringshim great joy.“I feel happy and grateful when surfing,”
he beams.This youngster is very grateful for the
generous donations from the Share the
Stoke Foundation.Jade Jacobson (12) lives in Strandfontein.
He has been surfing for just over a year.“This is the only thing I can and love to do.I will never stop surfing andwill never giveup,” he insists.And for one Strandfontein teenager, surf-
ing is more than just a pastime.Alex Oostendurp (13) says: “When I am
troubled it helps me let go. I am happiestwhen I surf.”With a huge smile on his face, Nathan
Perish (10), says the new surfboards meanthe world to him.“It makes me feel joyful. The new boards
are great!”And Marcellino Anthony (12) dreams of
being a pro surfer.“Kelly Slater ismy rolemodel. I feel excit-
ed to try out the new boards. It means a lottome to be able to surf the waves,” says An-thony.Rory Heard, director of Share the Stoke
Foundation SA, says the youth’s experienc-es and love for the sport is what drives himto do the work he does.“We support surf programmes like the
9Miles Project and provide skills develop-ment,” Heard explains.“These youngsters are showing competi-
tive aptitude which is why they are benefi-ciaries.”With little alternatives to crime and
grime, Heard says, surf development onthis part of the False Bay coast is “extreme-ly beneficial”.“Surfing is a healthier alternative for the
youth.”

NOTICE OF MEETINGS OF THESUBCOUNCILS: SEPTEMBER 2014
The City of Cape Town’s Electricity Services Department has commenced an end-of-lifereplacement project for electricity meters. This project will initially focus on end-of-life prepaymentmeters but will be expanded later to replace some of the older credit meters in the Greater CapeTown area. Eskom supply areas are not included in this project.
The design life of prepayment meters is approximately 20 years and the field failures of these oldermeters have reached the stage where planned replacement is required. Approximately 10% ofprepayment meters currently qualify for replacement and the areas initially targeted will be thosewhere the density of older meters is the highest.
The City has appointed Elex Khanyisa to do these replacements until 30 June 2015.
If a meter needs to be replaced, a notice will be delivered to the premises to request anappointment for meter replacement. Details of the notice will be available to the City Call Centrestaff, should the customer wish to confirm the authenticity of the correspondence. All staff will carryidentity cards and use clearly marked vehicles. The meter replacement is compulsory and free.
We thank all customers for their cooperation and request that they ensure that all electricitypurchases not yet entered into meters are captured on the existing meter prior to replacement. Allunits on the old meter are immediately loaded on the new meter except where purchase historypatterns on the vending system indicate anomalies. The new meter comes with some pre-loadedunits, the cost of which will be recovered via the vending system as future purchases are made.

For a great number ofpeople, struggling to findmeaning in life and mak-ing sense of one’s pur-pose can lead to depres-sion and, inevitably, sui-cide.
But authorities believecommunication is key topreventing such a final,irreversible situation.
As a middle child bat-tling to find herway, Tra-cy* slipped into a deep de-pression at the age of 19.
Desperate for a sense ofbelonging, she oftenfound herself in troubleand soon became addicted to alco-hol.
“For a few hours I would feelokay. The alcohol would wash overme and make me forget the reasonsfor wanting to take my life,” she re-calls. “I was surrounded by people,but felt so alone. All my family andfriends seemed to have found theirpurpose – or so I thought.”
Paralysed by this sense of seclu-sion, she had reached an all-timelow.
“My friends were entering theworking world. My older siblingshad started growing their families.I would compare myself to peoplewhom I had nothing in commonwith. Inhindsight I realisedhowun-fair that was, especially to me,” shesays.
A feeling that life has lost mean-ing is one of the main symptoms of
depression, says clinical psycholo-gist Dr Adelbert Scholtz. “Meaningis something that has to be discov-ered and no two people attach thesame meaning to the same experi-ences and events.”
A loss of interest in activities thatwere previously enjoyable is also animportant symptom, he points out.
“Passivity, apathy and an inabili-ty or unwillingness to participate inactivities as well as sleep distur-bances, decreased appetite and feel-ings of guilt may also present them-selves as symptoms,” says Scholtz.
Turning to the bottle or to drugsis all too common, he asserts.“When people experience life asmeaningless, the temptation to en-gage in dangerous and self-destruc-tive activities such as crime, alco-hol or drug abuse and unsafe sex be-comes overpowering.”
The causes of depressionare varied, with some indi-viduals having a genetictendency towards depres-sion.
“This is something theywould inherit from theirparents. Other people getdepressed due to some orother loss or disaster intheir lives, like the death ofa loved one, loss of health ora limb. Often depression iscaused by a combination ofthese factors,” he explains.
Scholtz believes redis-covering a spiritual beliefor meaning in life is veryhelpful. This can be done byseeking help through coun-selling or therapy, in order
to examine the underlying issueswhich cause these negative feel-ings.

“More importantly I realised howI had isolated myself from theworld. It was not that people did notwant to engage with me, but ratherthe fact that I did not give them theopportunity.”’
No man is an island, she empha-sises. “Believing you can make itthrough life on your own can onlylead to disaster. The support of fam-ily and friends is an essential partof one’s existence.Weall have a pur-pose, despite what wemay believe.”
Scholtz says: “When life appearsto be meaningless there is nothingto live or exist for and then peoplesimply vegetate. That makes themmore prone to fall into depression.”

The Collegians RFC under-14 squad haveplayed a dreamseason.At the end of theWestern Province High Schools Rugby
season, the team boasted with an unbeatenrecord.They played a total of 11 league matches,
winning all 11 outings in the WPHSR A2League. The youths were also involved inthree friendly encounters and were victori-ous in the trio of matches.Club chairperson Armien Brink at-
tributes the youngsters’ on-field success todiscipline, a focused attitude, team spiritand quality coaching. He adds theirwinningways have had a positive influence on the
rest of the club, the community and thesquad’s players. “Their success means somuch for Collegians RFC and the communi-ty,” Brink says. “The club’s future looksbright. With the correct and positive guid-ance, all of these young players are buddingsenior first team players.”The 27-man squad,who come fromvarious
communities in Mitchell’s Plain, are mostly13 years old; only three of them are 12. Theytrained twice a week during the rugby sea-son.Team coaches Rameez Baradien and
Sadiek Abrahams believe each player hasthe potential to reach great heights in rugby.“They have a bright future ahead of them,”Baradien says.“The team was successful on and off the
field. Theyplayed for eachother and respect-ed one another.”Two of the team’smostmemorablematch-
es this seasonwere their victories overHam-ilton RFC and Westerford High School,Brink declares.And team skipper Laeeq Hoosain says he
was proud to lead his teammates in everymatch. “Each playerworked really hard andwas committed throughout the season. Wealso gelled well together as a team, focusingour play on playing as a team,” he says.Next season the club will be nominating
some of the players to participate in the un-der-15 WP trials, Brink says. “These boyshave proven that with all the negative chal-lenges facing youths in our area today, sportis a vehicle which can steer them on a path
of success,” he says.“Their success is their first step in becom-
ingpositive rolemodels inour communities,with the correct guidance and support.”
