ADREAMof building aworld-class athleticstrack and coaching facility in Mitchell’sPlain is gaining momentum.The athletics track is the brainchild of the
DutchNGORun4Schools andGlendale HighSchool.Leslie Pangemanan, the founder of the
Run4SchoolsFoundation, says the trackwillcost no less than R12m to build.A piece of land at Glendale High has been
identified for the construction of the athlet-ics track.The school has at this stage also allocated
R300 000 to the project.In a bid to raise funds for the foundation
which offers after-school sports projects,Pangemanan and 60 other Dutch runnersran the Two Oceans Marathon.The group managed to raise R812 000 for
sports equipment and salaries for athletescoaching in Mitchell’s Plain.“There is massive talent in Mitchell’s
Plain and we believe that a multi-purposetrack will help nurture this talent and pullpeople out of poverty,” Pangemanan says.Based in the Netherlands and founded in
2004, the foundation has raised millions ofrands to realise after-care sports projects inMitchell’s Plain.“When I was 19, I was sent to Cape Town
by the Dutch Sports Authority to set up andstart a sports project in Mitchell’s Plain,”Pangemanan recalls.“This eventually led to the founding of
Run4Schools. Due to poverty, parents inMitchell’s Plain, generally speaking, can’tafford after-care. As a result their childrenare left unsupervised until their caregiversget home, making them easy prey for gang-sters and drug dealers. Upon my return tothe Netherlands, I developed a plan to raisefunds for after-care sports projects inMitch-ell’s Plain by running races and marathons.Hence the name,” he explains.Glendale High principal Ismail Chothia
welcomed the project. He says a “world-class” track is needed in Mitchell’s Plain.Schools and athletics clubs from Mitch-
ell’s Plain are forced to use facilities in otherparts of the city, including the Vygieskraaland Bellville stadiums.Chothia says transport costs could be cut
by having a track built in the area.“We spend a lot of money on transporta-
tion of our pupils to these facilities, moneythat is needed to keep our schools up andrunning.”Achmat Semaar of theMitchell’s PlainEd-
ucation Forum has pledged tomobilise com-munity support for this project.“This will mean so much to Mitchell’s
Plain. I cannot begin to describe the impact
it will have on our youth. Such a track willprovide hope and inspiration for our chil-dren. I really appeal to people from Mitch-ell’s Plain and beyond to get behind thisproject,” he says.Cameron Dugmore, adviser to the Minis-
ter of Planning, Trevor Manuel, says an ap-plication has beenmade to the National Lot-tery Board for funding.Law firm Edward Nathan Sonnenbergs
has also volunteered to assist, Dugmoreadds.Local runners are encouraged to get be-
hind the project to make it a reality.
“We want to excite runners to chip in anddonate,” he says.Itheko runner Irafaan Abrahams has
pledged to donateR1m towards the construc-tion of the athletics track.The Rocklands High School teacher start-
ed the “Irafaan Abrahams Chicago Mara-thon Million Rand Challenge”.Money raised last year went towards two
community organisations. “This year, I willdonate the money to this project,” he says.The Dutch Chamber of Commerce in
South Africa has also shown interest in theproject.

A DA member has been slapped with a finefor “bringing a councillor’s name into disre-pute”.
A DA disciplinary committee who heardthe case of DA councillor Irma Jackson hasfound her guilty, fined her R6000 and issuedher with a warning.
This comes after over 40 seniors were leftstranded at the Cape Town InternationalAirport, unable to jet off to Durban for aplanned holiday last year (“Seniors’ holidaytakes a nosedive”, People’s Post, 23 October).
Jackson takes seniors on a trip to Durbanannually, but last year a large group of elder-ly people who had paid R3000 for the tripwere unable to travel after Jackson’s travelagent let her down, says Anthea Serritslev,the chairperson of the disciplinary commit-tee.
However, Jackson previously claimedthere had been a mix-up with the flight book-ings.
“I changed from 1Time Airline to Mangoand there was a delay in the transfer of mon-ey.
“We will probably have to postpone thetrip,” she told People’s Post on the day thepensioners were left stranded at the airport.
Serritslev says the outcome was fair.She says Jackson had found herself at the
airport with the elderly passengers, but theywere unable to fly because of the travelagent’s failure.
“Later that week, some of the group man-aged to go to Durban on their own”, she says.
“Jackson pleaded guilty. What she did wasnot for personal gain,” Serritslev adds.
For many of the seniors it would have beentheir first time heading up the coast to Dur-ban as well as their first time in an aero-plane.
The elderly people forked out R3000 whichthey started paying in instalments from Feb-ruary last year as the Strandfontein ward
councillor had been planning the trip sinceOctober 2011.
Mario Oostendurp, the chairperson of the
Strandfontein East Ratepayers’ Association,believes part of the councillor’s argumentshad been fabricated, trashing any claimsthat Jackson annually takes seniors to Dur-ban.
“This is the first we have heard of an outof Cape Town trip. According to many resi-dents, similar bus trips organised previous-ly by the councillor have also not material-ised,” he explains.
Oostendurp believes the outcome of thedisciplinary hearing was grossly unfair.
“Considering the trauma the elderly havebeen put through, the lies and promises, thefine of R6000 for ‘bringing a councillor’sname into disrepute’ is ridiculous,” hefumes.
Several complaints about Jackson’s con-duct has been reported to People’s Post.
“We have so many ‘unresolved’ issues in
the ward, which will remain unresolved un-til we have a representative who truly repre-sents the community.
“As the chairman of the ratepayers’ asso-ciation, I have forwarded numerous com-plaints and votes of no-confidence and in-competence to the office of the Speaker, allof which have been returned with unaccept-able replies,” Oostendurp adds.
Strandfontein residents are demandingthe councillor be axed.
Should the councillor commit a similarbreach of conduct, the provincial ministerfor local government, Anton Bredell, will berequested to remove her from office.
Oostendurp questions why the councillorwas fined and issued with a warning when,according to the disciplinary committee, thetravel agent was responsible for the bungle.
Despite initially saying the seniors were“unable to travel after Jackson’s travelagent let her down”, Serritslev says “theCity did not find that the problem lay withthe travel agent, but in the manner in whichJackson responded to the situation, whichcompromised the integrity of the Municipal-ity”.
Mandy van Willingh has lived in Strand-fontein for 35 years.
She also questions why the councillor wasgiven a slap on the wrist and a fine when theCity confirms that the travel agent was re-sponsible for the bungle.
Outraged resident Baronise Henry says itis “disgusting that one of the most vulnera-ble sectors of the community, our seniors,were put through the stress and, of course,the disappointment of the incident”.
“I understand that for many of the seniorsit would have been their first, and most prob-ably only, air travel and some went as faras to buy new clothes for their trip. This as-pect alone I find abhorrent.”
The DA-led council opted to give Jacksona warning and a cash fine for her actions,however, “Jackson has not once apologisedto the constituents of ward 43 for her unscru-pulous behaviour towards the seniors of thecommunity”, Henry adds.
Jackson owes it to the community sheserves to publicly apologise, Van Willinghsays.
She has laid a formal complaint with thePublic Protector.
“Strandfontein deserves more,” she adds.People’s Post contacted Jackson for com-
ment, but she declined the opportunity.

SHOP owners and traders are on high alertfollowing a spate of burglaries at the TownCentre.
New security measures are needed to curbthe number of break-ins at the shopping hub,traders say.
A butchery was burgled at midnight lastMonday.
The Metro Muslim Butchery has been bro-ken into three times since February.
Owner Zayheed Esack says the brashthieves entered the store through the roof.
The butchery is 80 steps from a CCTV cam-era.
“The cameras are placed incorrectly. Itcannot efficiently monitor the stores,” Es-ack says.
A computer monitor, keyboard, harddrive and other electronics were stolen fromthe butcher.
In the 16 years that the butchery has beenopen, this year marked the first time thestore was burgled.
Esack says visible policing at night is es-sential.
“The Town Centre is an easy target forcriminals. No one is patrolling here at night.There is a desperate need for evening patrolsand better strategically placed CCTV camer-as,” he says.
Station commander Brigadier JohanBrand says there are no dedicated police of-ficers patrolling the shopping precinct atnight.
However, this may soon change.As part of a new policing strategy being
introduced in Mitchell’s Plain, more policeofficers will be available for crime preven-tion patrols.
“Town Centre is one of the crime hotspotsidentified in the area. Officers will be de-ployed to hotspot areas as determined bycrime patterns,” Brand explains.
A jewellery and cellphone shop was alsoburgled last month.
Goods to the value of R15 000 was stolenfrom Tiffany’s.
The suspect was nabbed after the shopowner, Zaheer Syria, identified him.
Tiffany’s is 50 steps from a CCTV camera.“The cameras should have been better
placed to monitor the shops.“For the City to have spent millions on
CCTV cameras that are not doing the job isabsurd,” Syria says.
He was able to identify the suspect whorobbed his store.
“We have very good quality cameras andI managed to identify the suspect who wasthen apprehended by Town Centre securi-ty,” he says.
Mitchell’s Plain police spokesperson, Con-stable Jerome Voegt, says a 20-year-old manhas been arrested for a charge relating toburglary.
The investigation is ongoing.Syria reiterates Esack’s call for evening
patrols.Due to a lack of area lighting in the Town
Centre, pockets of the shopping hub are leftin darkness, he says.
Jasmine Harris, the vice chairperson ofthe Sector CBD, says she does not believe thepolice’s claim that crime at the Town Centrehas taken a dive.
“The recent burglaries and the drug ped-dling that happen here every day is evidentthat this is not likely the case,” she says.
When People’s Post visited the shoppingprecinct a group of suspected drug pushersdispersed when Harris approached them.
The men tipped each other off by meansof a hand gesture that Harris was coming to-wards them.
Minutes later, the men reappeared andgathered on Rondo Lane near the fish mar-ket.
Suspected drug pushers were also spottedplying their trade in the parking lot next tothe bus depot at the Town Centre.

SA water rank makes a splash

SHE’S prayed for a miracle and has beenblessed with one.
Gertrude Swartland (50) has been waitingfor the good news since being diagnosedwith end-stage chronic renal failure 10years ago.
The Tafelsig resident had been on the or-gan donor list for six years and sevenmonths before a donor was found.
Just 29 days ago, she received the call thatwould change her life forever.
“I had gone for my dialysis treatment asusual. I had just arrived home to an emptyhouse when my cellphone rang.
“I could not find the words to express mygratitude. I was speechless and could not re-act when the doctor told me they had a kid-ney available for me.”
This mother of two was admitted to hospi-tal that very night.
“I called my sons as soon as I got the news.I was still in shock. I was incoherent,” sheexplains.
Having lost her husband, Derick Bentley,over a year ago, the family was still grap-pling with their grief.
He was her pillar of strength.“It was with his support, love and care
and the support of my children that I neverlost hope.”
With her new lease on life, Swartland en-courages people to become donors and helpsave lives.
The Organ Donor Foundation of South Af-rica is an NGO established in 1988 with theaim of addressing the critical shortage of or-gan and tissue donors in the country.
Director of the foundation, Samantha
Volschenk, says 50 000 new organ donorsare required to fulfil the demand.
One organ donor can save seven lives.There are about 4300 South African adults
and children awaiting a life-saving organand cornea transplant.
According to the latest available statis-tics, 234 adults, 11 adolescents and 18 chil-
dren received a kidney in2011.
This is but a small frac-tion of those on the wait-ing list.
Swartland says duringher treatment she wasoverwhelmed by a multi-tude of conflicting emo-tions.

SPEEDING cars, high volumes of pedestri-an traffic and informal traders make anEastridge intersection a tragedy waiting tohappen.
A request for traffic calming measures on6th Avenue and Katdoring Street has beensubmitted to the City of Cape Town.
A traffic official visited the area onWednesday to assess the need for either ro-bots or a four-way stop.
Nicolette Cupido has had to fix her vibra-crete boundary wall on Katdoring Streettwice in the last few years.
She says this is proof enough of the needfor a set of robots at this intersection.
“I worry about my children’s safety whenthey walk to school,” says the mother offour.
The “accident hotspot” has caused Cupi-do headaches since she moved to Eastridge12 years ago.
“When I moved in a bus drove into myneighbour’s wall. Yet, to date, nothing hasbeen done about the matter,” she says.
Brett Herron, the Mayoral Committeemember for Transport, Roads and Storm-water, says the department had previouslyconsidered the possibility of installing atraffic signal at Katdoring Street and 6thAvenue, but a signal was found not to be jus-tified.
Fruit and veg vendor Natasha Marcussays a Law Enforcement officer driving anofficial vehicle was involved in an accidentat the intersection at 06:15 last Tuesday.
Chief Heathcliff Thomas, the acting direc-tor of the Safety and Security Directorate,confirms the incident.
“At the time of the accident it was rainingheavily and was still dark,” he says.
Meanwhile, the 36-year-old stall holderwas nearly knocked down by a speeding mo-torist recently.
“I waved my hands about to alert the driv-er that he was about to knock into me. Heveered in a different direction and rammedinto another car,” she explains.
This Eastridge resident has had a stall atthis intersection for over a year.
“I have seen many accidents at this inter-section since I started trading here,” shesays.
Herron says: “Given the time that haspassed since the previous investigation, theTransport Department will again investi-gate whether circumstances exist that justi-fy the installation of a traffic signal.”
Last Tuesday, a child was almost knockedover at the intersection.
The investigation into the need for a traf-fic signal will begin when schools re-open.
Marcus believes a set of robots needs tobe installed at this “dangerous intersec-tion”.
Eastridge resident Ashril van Harteagrees. “Motorists drive recklessly downthis stretch of road. This is a popular thor-oughfare for children walking to and fromschool,” she adds.
April Engelbrecht, the chairperson of theEastridge and Beacon Valley Residents’ As-sociation, submitted an application for theinstallation of traffic lights on the cornersof 6th Avenue and Katdoring Street in 2002.
“There is a great need for a set of robotsat this crossing because of the high numberof accidents,” he says.

IF AT first you don’t succeed, dangle a carrot.The incentive of a bite at R30m by the Western Cape
Education Department to schools for good performancein literacy and numeracy may bear some fruit.The funds from the 2013/2014 departmental budget are
offered as reward for schools performingwell in these cat-egories, which have been in decline at some schools.Research has found children simply don’t read or, if
they do, many don’t comprehend the content.The problem has likely been exacerbated by the advent
of social media and texting.On the numbers front, the school curriculum has intro-
duced Maths Literacy as a subject option for those whocannot do pure maths.While the traditional school system has an expectation
to conform, the reality is not everyone is mathematicallyinclined.ButMathsLiteracy does not count for entry to universi-
ty.One has to question the value of outcomes-based educa-
tion versus the previous one of rote learning.Arguably, both have benefits.Speaking of the state of education, University of the
Free State rector Professor Jonathan Jansen says it is an“absolute disgrace that you can pass matric with a markof 30%”.Even with an education system that at the same time
fails and flourishes, South African professionals areheadhunted by foreign companies.The cream of this country’s teachers, doctors, nurses
and therapists are earning foreign currency elsewhere.Others are in the process of shaping up their CVs for Du-bai, Bahrain, the UK, Canada, New Zealand and Austral-ia.The R30m will go towards increasing the number and
quality of passes in schools which attain “excellent” re-sults in provincial tests or show significant improvementin results.With an election year looming, it is hoped this cash
boost will benefit the children – our country’s future –and not tick off a point in favour of politicking.
Barking dogs offer best warningFOR the benefit of non-dog owners who donot understand the reasons why dogs bark,let me explain.They bark at a phone ringing or strangers
and unusual noises because they are tryingto tell you something.Dogs are being unfairly discriminated
against with this law placing a restrictionon how often they are allowed to bark. Howis barking more disturbing than childrenscreaming or loud music and lawnmowers?If dogs have to be silenced within a speci-
fied period of time, then so should humans.Will the city council also be sending out ateam of intimidating officers to hand over a“scary” piece of paper to the parent of ascreaming teen, threatening to impoundtheir child? Beware: big brother is watchingyou.In this case the parent might be happy to
see the teenager go.We live in a very peculiar society where,
despite the prevalence of crime, there is thislaw wanting to stop dogs from barking. Thisis plain short-sightedness because dogs arethe best security.City council Law Enforcement officers ad-
vise putting shock device collars arounddog’s neck. Would anyone try and control ababy’s frequent crying in this inhumanemanner?Neighbours would be grateful for barking
if it kept an armed intruder away, but woebetide if the same dog barking disturbs thepeace while they are sipping sundowners.If you have a complaint why not confront
the dog owner directly?Only cowards and bullies go behind the
dog owner’s back and anonymously reporttheir dog to the council.There is this unreal expectationof zero tol-
erance of dogs barking in the suburbs, butthis is ridiculous considering how one hasto tolerate equally irritating noises such asfrequent drilling from neighbours. Do thesecomplainants ever stop to consider the stu-dent studying for matric when they them-selves make noise?If a dog is neglected and barks all day and
night then one has a legitimate reason togripe, but sometimes reporting dog barkingto the council is purely a personal vendettaagainst a neighbour you dislike.Dog lover

WESTRIDGE Swimming club’s desirefor success has not been sated de-spite an impressive summer season
in which several of their members competedat national and regional tournaments.
The members of the club are now prepar-ing for the start of the winter competitions,which will get into full stroke with the annu-al Triaq competition at the Long StreetSwimming Pool on Saturday 27 April.
The summer season saw Westridge swim-mers compete at level three (national), leveltwo (regional) and level one (regional).
Club deputy chairperson Janine Flinksays they will be working hard to ensurequalification for future events.
“It’s amazing seeing that we don’t have thefacilities in our area. The opposition swimsfor clubs and their schools. Our childrendon’t compete at school,” she says.
“We have to take them to Virgin Active,where they practice from Tuesday to Sun-day. The level two was quite amazing, withour swimmers beating children from thebenefit of facilities.”
Westridge brought home a total of 11 med-als from the competitions, winning fivebronze and one gold at the level two event.Some of the swimmers also qualified for thefinal rounds at all three competitions.
The club has around 200 swimmers – mostof whom are not yet old enough to compete– from all over Mitchell’s Plain.
Taufeeq James (14) was one of twoWestridge SC swimmers who made it to thelevel three event, held in Durban in March.
The Spine Road High School pupil did notwin any medals, but his performance in the100m and 200m breaststroke finals saw himselected for the South African Junior squad.James says his selection saw a dream ful-filled.
“I want to go as far as possible. I am work-ing towards the Olympics and I don’t wantto give up or fall off the path,” he says.
“I have set my mind on working towardit, with the hopes of winning a medal. I needto remain positive and keep working hard,because training pays off.”
The Strandfontein resident says will notmove to another club, despite the area’s lackof facilities.
“I’m moving up at Westridge and it’s goinggood. I am giving (my opposition) a hardtime.”
Flink says this is the first time in theclub’s history that two swimmers have com-peted at level two events in the same year.V For further information on the club call Janine Flinkon 072 183 5160.
