On Friday 10 June, residents protested at the site to oppose further development, as work on the infrastructure began. The Ruo Emoh Housing development will see low-cost houses built on Erf 1551, situated off Weltevreden Parkway, bordering Mon- tana Road and Caesars Drive in Colorado Park. The uTshani Fund, appointed by People’s Environmental Planning (PEP) – a registered non-profit organisation – provides technical and project management support to Ruo Emoh. The land was purchased by uTshani Fund on behalf of Ruo Emoh Housing development in 1999. The development will consist of 49 houses with an average size of 140m². The average plot sizes for subsidy houses delivered by go- vernment is currently 80m². The uTshani Fund is recognised by the na- tional and provincial departments of Human Settlements as a lender and an administrator of subsidies, and says it is fully committed to supporting the Ruo Emoh development. Once infrastructure has been completed, the title of the land will be transferred from uTshani Fund to the beneficiaries. These families are “part of the severe backlog in delivery of se- cure tenure, adequate services and housing, confronting the City of Cape Town” – cur- rently standing at over 400 000. Acting chairperson of the joint body of the Colorado and London Village (Collville) Resi- dents’ Association, Charmaine Brown, says the association is “against the development of low-cost houses”. “The developer wants to build 49 houses on that land, with extras such as shops and a hall. Where is all this going fit on the small piece of land? In the end we will have an area which will be very congested. What we need in the area are more amenities and other fa- cilities,” says Brown. She added that the organisation was will- ing to “support” the development of 20 dwell- ings which will “blend into the area”. “These houses must be completed, and credit checks should be done on those wan- ting to purchase these properties. For years we as residents have been asking for a school, clinic, library and other things. When is this going to happen?” Brown asked. Washiela Harris, a resident who lives in Caesars Close, says she was only informed about the development in April when she re- ceiving a registered letter from the council. “We as residents don’t want low-cost hou- ses to be built in this area, as this will affect the market value of our proper- ties,” says Harris. On average, properties in Colorado Park are selling at about R450 000. The developer and architect, Shawn Cuff, says the proposed housing deve- lopment will “enhance the neighbour- hood area and increase the value of surrounding properties”. “A substantial amount of money has already been made available for the preparation of this project, and in bridging financing by uTshani Fund. It is our intention to make this small development the pride of Mitchell’s Plain. Unfortunately, the undue de- lays caused by objecting neighbours have and continue to cost them directly because of the ever-increasing cost of building materials, etc. “Every time there is a delay, the top struc- ture decreases in size and quality of finish, due to increasing costs.” He added that the project is being promoted as a “green” or “sustainable” development, and every effort will be made, where afforda- ble, to introduce “green” elements, such as solar geysers, solar home systems and grey- water recycling. “The development has also been successful in sourcing additional funds for things like greening and planting of grass, trees and flowers,” Cuff says. In 2001 a Letter of Objection was received from the Colville Residents’ Association, signed by the secretary. The next year, a project proposal for devel- opment was approved by the executive coun- cil of the City of Cape Town, and the associa- tion lodged an appeal which suspended the approval. In 2009 a further objection was received by Colville Residents’ Association. On 17 May this year, the provincial depart- ment approved the project and subsidies. Ward councillor for the area, Natalie Bent, says she is “not in favour of the develop- ment”. Bent says: “Two years ago I held a meeting with the beneficiaries and conveyed the ob- jections of the ratepayers’ association to them about the building of low cost houses in the area. “I feel with the community and have sub- mitted my concerns and objections to the Spa- tial Development for Land Use Development Department, which is investigating all the complaints.” She added that residents want amenities, such as a library and clinic, to be built on the land. The ward councillor, officials from the pro- vincial housing department and the develop- er will address residents at a meeting tomor- row to discuss the matter. COLORADO PARK residents are oppo-sing the development of low-cost housingon a piece of vacant land in the area.

On Friday 10 June, residents protested atthe site to oppose further development, aswork on the infrastructure began.

The Ruo Emoh Housing development willsee low-cost houses built on Erf 1551, situatedoff Weltevreden Parkway, bordering Mon-tana Road and Caesars Drive in ColoradoPark.

The uTshani Fund, appointed by People’sEnvironmental Planning (PEP) – a registerednon-profit organisation – provides technicaland project management support to RuoEmoh.

The land was purchased by uTshani Fundon behalf of Ruo Emoh Housing developmentin 1999.

guided by the constitution and laws, and that“neither the rights of the awaiting-trial de-tainees or the interests of the security of thestate, our people and their property will becompromised”. The rollout of the system isexpected to be completed in all provinces bythe end of June.

The system will assist in dealing with theincreasing number of ATDs transported ona daily basis from correctional centres tocourts; reported abuse of ATDs by fellow in-mates; the high transportation costs of de-tainees to and from court, and impact on thestarting time of the courts as a result of thelate arrival of detainees, as well as the great-er risk of escape at court and in transit. TheAVR system will reduce the number of per-sons at the magistrate’s courts at any giventime, decrease the security risk in the courtenvironment, and shorten the overall timeframe to conduct postponements.

“We believe that all those who will workin these facilities will be inspired to workeven harder, so that our courts collectivelydispense justice as spelt out by our constitu-tion and our laws”.

Cassiem Gamiet, chairperson of the Mitch-ell’s Plain Community Policing Forum(CPF), says the implementation of the newAVR system is a “good thing for the commu-nity”.

“The new system addresses various issuesthat have been a concern for the CPF. Thesystem is said to assist with many aspectsand it is said to be very successful in otherareas. We as a CPF will monitor the systemvery closely to see how successful it is. Wewill be looking at the prosecution rate andhow quickly cases are brought before thecourt,” says Gamiet.

Headded that the systemwill save the state“lots” of money, which can be used for otherfunctions.

THE Mitchell’s Plain Magistrate’sCourt has received a boost with the

installation of the Audio Visual Remand(AVR) System, which is set to enhance thecurrent system and improve service de-livery.

On Monday 6 June Jeff Radebe, the Minis-ter of Justice and Constitutional Develop-ment, and other dignitaries visited theMitchell’s Plain Magistrate’s Court, wherethey assessed the effectiveness of the AVRsystem through a mock demonstration.

Radebe was accompanied by ministers ofthe departments of Correctional Service,Justice and Constitutional Development.

The system is an initiative of the Depart-ment of Justice and Constitutional Develop-ment and its cluster partners, which aims atimproving the efficiency of the courts bymodernising court systems for the enhance-ment of service delivery.

The department is in the process of imple-menting the AVR systems in 47 courts and21 correctional centres in the Western Cape.

The AVR system, which was initially pilot-ed in Durban, Pinetown and Port Elizabethmagistrate’s courts, is a a high-quality audio-visual link between the correctional centreand the court. It is used in the postponementof criminal cases against accused personswho are in custody awaiting trial.

The Western Cape has already installedthe system in all the courts with the highestnumber of awaiting trial detainees (ATD),and the rest of the provinces are currentlyconducting quality assurance programmesand training of all users for efficient imple-mentation.

THE Department of Transport and PublicWorks (DTPW) met last night to discussseeking an interdict against the sub-con-tractors who forced the closure of the mul-ti-million rand Mitchell’s Plain DistrictHospital construction site last week.

Yesterday the site remained closed, withmore than 100 disgruntled people standing atthe gates of the site in AZ Berman Drive inLentegeur.

The Mitchell’s Plain People’s Forum(MPPF) and the Philippi People’s Develop-ment Forum (PPDF) say they closed down thesite because they were being disregarded bythe contractors, Grinaker-LTA, about impor-tant issues in the contract.

MPPFandPPDFsay theywill continue theirpeaceful protest until the DPTW agrees tomeet with them.

Steven Otter, the spokesperson for the de-partment, says that they have received no for-mal correspondence from any organisationson why the site was closed down.

“We are not even really sure who we aredealing with. We have only heard about itthrough media reports,” says Otter.

The MPPF and PPDF claim that between 500

and 700 of their members and unemployedpeople walked onto the construction site onFriday asking workers to leave the area.

Ace Mbuyiselo, chairperson of the PPDFsays that they asked to see the contractor todiscuss their grievances, and, after being ig-nored, opened the gate, went ontothe site and asked workers toleave within 30 minutes.

But the DTPW says that it wasabout 100 people who asked the 450workers on the site to leave.

Otter says: “It is unfortunatethat a small group of contractorshave to stifle opportunities for somany people.”

The DTPW will publish a fulllist of people who were involvedwith the protest, and these peoplewill not be allowedbackon the siteagain, says Otter.

When asked whether the pro-testers who have existing con-tracts will lose their contract be-cause of the interdict, Otter says:“Whether we allow them back onthe site will be at our discretion.”

Danny Rass, chairperson of theMPPF, is one of those sub-contractors.

He has a contract, under his companyRasstech, to install sprinklers that activateduring a fire.

Rass and six of his employees face an uncer-tain future if an interdict is received.

Rasstech has already installed the piping tothe sprinklers.

He says his fight is not for his own gain.“I have been mandated by the people as

chairperson of the MPPF. My 20-year-oldbusiness is established,” he says.

Rass and Mbuyiselo say that unem-ployed people from Mitchell’s Plain and

Philippi (referred to as TargetArea 1), do not benefit fromthe project.

The closure and the subse-quent delay in the construc-tion of the 230-bed hospital,says Mbuyiselo, cannotchange the fact that the com-munity has to benefit fromthe construction phase aswell.

“I become very emotionalwhen everyone says that theend result of this project willbenefit the people of Mitch-ell’s Plain and Philippi, but itcannot change the fact thatthe community has to benefitfrom the construction phaseas well,” he says.

Otter says that of theR105 million the DTPW has

spent on the construction of the hospitalso far, R23 million has gone directly intothe local Mitchell’s Plain and Philippieconomies through contracts and job crea-tion.

Mbuyiselo and Rass, said that theyrefuse to negotiate with the contractor,Grinaker-LTA, the public participation fa-

cilitators, Golden Rewards, or C2C, the consult-ing engineers on the project.

Mbuyiselo and Rass are demanding that thethree institutions be removed from the projectbecause they “are hampering empowerment ofthe community””.

The PPDF and MPPF say the contractors arenot “transparent” in the project.

Rass alleges that the painting, brickwork andplastering sub-contract, which was specificallyearmarked for the Target Area 1, was given tooutside companies.

Rass served on the procurement committee,which was made up of representatives fromMPPF, PPDF, Grinaker LTA, Golden Rewards,C2C and the local subcouncil.

This committee meets on a bi-weekly basis todiscuss developments on the project. But Rassclaims that the sub-contractors for the paintingcontract were already on site even before theprocurement committee met last month.

DESPITE having limited resourc-es, anelderly residenthasopenedher heart and home to the Tafel-

sig land invaders by providing themwith a place to stay, water and ablutionfacilities.

Cheryl Smith, a 75-year-old pensionerwhose house adjoins thefield targeted by the back-yard dwellers, has been as-sisting those left homelesswhen the invasion was un-successful.

During a visit to the siteby People’s Post on Fridaymorning, some familieswere still living on thefields and in the bushes;however, the backyardhad been fenced off andtents had been erectedwithin those boundaries.

Despite illness, physicalhardships and the chal-lenges presented by the el-ements – rain, wind andstorms – these remainingfamilies are digging intheir heels.

Since the invasion, donations have beenstreaming in from various organisations toassist the backyard dwellers.

Chatting to People’s Post, Smith explainsthat she had gone through a “similar experi-ence” in her life, and sympathised with thebackyard dwellers.

Smith, called ‘Ouma’ by the backyarders,says: “I understand the plight of these peo-ple, and know what they are going through,which is why I decided to help them. Thesepeople are my fellow brothers and sisters,and it is my duty to help them in their timeof need.”

The people living in Smith’s yard are al-

lowed to use the bathroom and toilet, and arealso allowed to cook food in her house.

She adds that she too is blessed, becauseif the backyard dwellers receive any dona-tions, she too is blessed with the same.

“I have no problems with these people.With them staying here, they are also look-ing out for me, as I am an elderly woman wholives alone,” Smith says.

Backyard dwellers invaded vacant land atSwartklip Sportsfield and Kaptein-sklip Station in Tafelsig recently(“Weekend of violence”, People’sPost, 17 May and “Voter turnoutstrong amid protests”, People’sPost, 24 May).

Last week People’s Post reportedon the organisation’s intention tomeet and oppose an interdict andeviction order obtained by the Cityof Cape Town. The backyard dwell-ers held several protests outsidethe Cape High Court to show theirunhappiness. The matter will beheard again on Wednesday 27 July(“Here to stay!”, People’s Post, 31May and “No new horizons forbackyard dwellers”, People’ Post, 7June).

Backyard Dwellers and Residents’ Associa-tion (MPBYRA), thanked all the organisa-tions that have assisted the backyard dwell-ers so far.

“We as an organisation are doing every-thing in our power to assist these backyarddwellers. Our people who have been assault-ed by Law Enforcement officers have laidcriminal charges, and we are awaiting feed-back from the investigating officer.

“We are also in the process of finalisingour statements for the court case,” Keedtsays.

THE fatal shooting of a man on Fri-day and the subsequent confisca-tion of a number of firearms is cau-

sing concern for Lentegeur residents.

Mitchell’s Plain police are investigatingthe circumstances of the shooting of the man,who was found in the street with a gunshotwound to the chest.

The incident took place on Friday 10 Juneat 15:45 in Viooltjie Street.

Constable Jerome Voegt, spokesperson forthe Mitchell’s Plain Police Station, says po-lice received a complaint about a shooting inLentegeur.

“Upon arrival at the scene, officers disco-vered the body of a 24-year-old man lying inthe street with one bullet wound to his upperbody.

“The man was allegedly walking in thestreet, and was followed by two unknownmen,who shothim.At this stageweare inves-tigating the circumstances surrounding themurder.”

Anyone with information about the inci-dent can call the investigating officer, Detec-tive Constable Ivan Ryneveld, on (021) 370-1600.

Cassiem Gamiet, Community Policing Fo-rum (CPF) chairperson, says there has beena spate of shootings in the area recently,which is “a concern for the CPF”.

It is understood that this is the third shoo-ting in the area in the past month, but People’sPost was unable to confirm this before goingto print.

“The atmosphere in Lentegeur is verytense after the shooting over the weekend.Residents are speculating that the shootingsare gang and drug-related. We are appealingto the community to come forward with anyinformation about illegal activities in the ar-ea,” says Gamiet.

He added that the police have stepped uppatrols and are more visible in the area.Gamiet could not comment any further on thematter, but said “police are investigating”.

People’s Post asked the police if the inci-dents were related to a drug turf war brewingin the area.

Voegt responded by saying: “The police areinvestigating all possibilities. At this stagewe don’t know the motives for the shootings;but we are investigating all leads. We haveincreased visibility in that area, and willmonitor the situation.”

Meanwhile, weekend operations by policeresulted in the arrest of several suspects –four for the possession of illegal firearms.

Various drugs were also confiscated duringthese operations, which started on Friday at07:00 and ended yesterday (Sunday) at 07:00.Voegt says on Saturday at 14:00, police wereconducting routine patrols in ViooltjieStreet, Lentegeur.

“During patrols the police stopped a motorvehicle for a routine check. While searchingthe vehicle, officers found a 9mm pistol, 30live 9mm rounds and four packets of tik,”says Voegt.

A 19-year-old man was arrested and ap-peared in the Mitchell’s Plain Magistrate’sCourt yesterday on charges relating to pos-session of an illegal firearm and possessionof drugs.

On Sunday at 17:00, police raided a housein Hyacinth Street, Lentegeur.

In a search of the premises they found andconfiscated a 9mm pistol, nine live 9mmrounds and 13 packets of tik. A 29-year-oldman was arrested and will appear in court to-day on charges relating to possession of anillegal firearm and possession of drugs.

In another incident, the City of CapeTown’s Rapid Response Unit arrested a 30-year-old man in Eisleben Road, Mitchell’sPlain on Sunday, while they were doing visi-ble patrols in a known copper theft hot spot.

Assistant Chief Neil Arendse, spokesper-son for Law Enforcement Specialised Servic-es, says the Woodlands resident was part ofa group of three suspects who were attempt-ing to steal copper.

“After a short pursuit, the officers arrestedone of the three men, but the other two es-caped. The arrested suspect was detained atMitchell’s Plain Police Station on charges ofattempted theft and malicious damage toproperty. The suspect had a spade and twobread knives in his possession,” saysArendse.

He appealed to the community to come for-ward with any information that could lead tothe arrest of cable thieves. Residents with in-formation can call the Copperheads on0800 222 771.

Meanwhile, on Wednesday 8 June at 07:30,police attended to a complaint in WatsoniaStreet, Lentegeur.

“Upon arrival at the premises, police offic-ers found two men in possession of a plasticbag containing tik to the value of R4 500 and31 .38 special rounds and 28 live 9mm rounds.

“Both men, aged 37, were arrested and ap-peared on Friday 10 June on charges relatingto the illegal possession of ammunition anddrugs,” he says.

Later the same day, at 09:30, police patrol-ling Watsonia Street, Lentegeur, spotted twomen in the street. Both men ran away andwere later apprehended by the officers.

“The men were searched, and in their pos-session officers found a 7.65 pistol with 13 liverounds and a 9mm pistol with 20 live rounds.

“Both men, aged 24 and 26, were arrested.They appeared on Friday 10 June in court oncharges relating to possession of a firearmwithout a licence,” he says.

Voegt thanked the community for theircontinuous support during the crime preven-tion operations, and urged the public to con-tact their local sector commanders with in-formation on illegal activities.

From bullies to peace buddiesInternationalflavour for D’LowMELISSA PAPIER

A LOCAL artist is making waves in themusic industry and is set to launch agroup CD with an international artist inOctober.

Deen Louw, aka “D’Low”, is in the processof launching a group album that will featureanother South African artist and an Ameri-can performer – Ricardo Vessel, aka “Redz”,and John Kawaai, aka “Island Child”.

He will also be performing at the Festivalfor Afrikaans from Friday 17 June until Sun-day 19 June in Amsterdam, at the invitationof the Dutch government.

Kawaai, who is Hawaiian, recently cameto South Africa on a family visit when he wasintroduced to D’Low by his brother-in-law,who lives across the road from D’Low.

Chatting to People’s Post from his home inNew Lentegeur, D’Low says he has allowedcreativity to flow by not limiting his musicto one genre.

The album blends fusion, funk, RnB andeasy listening ballads, hip hop, rap and evenbrings Afrikaans into the mix.

He describes the album as a “blessing witha positive message”.

“This album is proof to other artists thatthey can make it in the industry, and sustainthemselves through music. All you need todo is be consistent in what you do,” he says.

The songs on the album are about life ingeneral, and the everyday experiences ofpeople around him. They also carry messag-es of inspiration to youth, creating aware-ness about drugs and crime and encouragingyoungsters to stay clear of crime.

Kawaai explains that after being intro-duced to Dene, he was asked to feature onthe album.

“We are on the same level with regards toall styles of music. I have done many multi-skilled jobs, but music is my passion and Istill would love to pursue music full-time, asthis is very fulfilling for me. It is a pleasureand privilege for me to work with Dene,” Ka-waai says.

Kawaai explained that hip hop is a univer-sal genre of music with two types of rappers– a narrative form of rap which plays withwords and MCs. MCs are rappers who tell astory, paint a picture for people, so that theycan relate to a song.

D’Low adds that his personal favouritesong on the album is called “Karma”, whichsends out a strong message about “what goesaround, comes around”.

“I don’t want to make songs that are justan overnight sensation; but want to writesongs that people can relate to in the longterm. I want my songs to be a positive influ-ence on the youth,” he adds. The album isexpected to hit the streets in October, but asolo single is set to be released in August.

Kawaai will stay in Cape Town till Janu-ary next year, and will be taking the albumwith him to give it some international expo-sure. “We don’t just want to make big songs,but songs that will last forever in people’sminds.”

THE establishment of Peace Clubs in vari-ous high schools across Cape Town is mak-ing a difference in schools, with some bul-lies joining the organisation to becomepeace buddies at schools.

On Saturday 4 June the Anti-Bullying In-daba – which is run by the Quaker PeaceCentre, was held at Glendale High Schoolin Rocklands.

The event was attended by peace buddies(pupils) who belong to Peace Clubs atschools.

Pupils from various schools, includingAloe High, Beacon Hill High, GlendaleHigh, Oval North High, Tafelsig High andWestridgeHigh,were representedat the in-daba.

Avril Knott-Craig, project leader for theNon-Violent Schools Campaign, says sincethe start of the campaign, many pupilshave enjoyed taking up a cause, “as somany pupils are being victimised by bul-lies at school”.

“Victims of bullying find themselves ina triangle of conflict with the bully and by-stander. It is the responsibility of every by-stander to intervene to change the dynam-ics of this triangle of conflict.

“Both the bully and the victim need help,and only the bystander can see to it thatthey get this help. Any bystander who ig-nores an incident of bullying automatical-ly supports the bully,” says Knott-Craig.

The campaign was launched in Mitch-ell’s Plain by the centre in March this year,with learners from15 schools inCapeTownbeing made “peace ambassadors” at a re-cent two-day youth indaba dealing with is-sues of violence (“Taking a stand againstbullying”, People’s Post, 15 March). Thiscampaign is already in its third year.

The campaign was run in partnershipwith the Western Cape Education Depart-ment by the Quaker Peace Centre, which

undertakes conflict resolution work inschools.

The centre’s objective is to teach pupilshow to deal with violence and how to recog-nise the triggers of violence, sharing theirown experiences and working on possibleresolutions together rather than actingout.

The campaign is already in its thirdyear.The Mitchell’s Plain schools involved inthe programme are Aloe High, Beacon HillHigh, Glendale High, Oval North High,Tafelsig High and Westridge High School.

Knott-Craig says Peace Buddies believespupils have the power and the energy todrive the campaign as long as they worktogether and stand united against bullyingin their schools.

Key messages shared on Saturday in-cluded the need for both the bully and thevictim to receive help and love.

A pupil attending the indaba added thatbullies are often lonely and unloved, andtake out their unhappiness on victims.

Another pupil shared her experiencewith the group, saying that at her school,pupils believe one must love the bully tofree the victim.

“Since introducing the campaign atschool, I have already seen a difference,and some former bullies have joined thePeace Club,” she says.

“Getting rid of school bullying is a chal-lenge that the Peace Buddies are preparedto take on, because they want schoolswhere they can learn in peace.

“It is the responsibility of everyone inthe school to see that bullying gets zero tol-erance. Most of us are the bystanders, andwe are called on to be proactive and com-mitted to standing up for others, until thebystanders become the strong group atschool,” says Knott-Craig.

Residents threatenaction over election‘irregularities’MELISSA PAPIER

RESIDENTS of Heinz Park say theyhave sent a letter to Western Capepremier, Helen Zille, demanding

that she intervenes and takes action inresponse to party agents’ allegations offoul play in the recent local governmentelections.

They have given the premier until tomor-row to respond to their grievances and de-mands.

If thesedemandsarenotmet, they say theywill protest and stage ablockade, closing off Ei-sleben Road and theR300 highway.

This comes after theDemocratic Alliance(DA) lodged a com-plaint with the Inde-pendent ElectoralCommission (IEC) fol-lowing reports of al-leged irregularities at apolling station in Ward88 during the elections(“Parties cry foul inWard 88”, People’s Post,24 May, and “Call forby-election”, People’sPost, 7 June).

DA party agents laidcomplaints with seniormembers of the partyabout the alleged mis-conduct of an IEC pre-siding officer at votingstations at Philippi Pri-mary School and thePhilippi Sports Com-plex.

Last week, People’s Post reported that theDA was calling for a by-election in Ward 88.Allegations included drunkenness, un-sealed ballot boxes, intimidation and theft ofthe voters’ roll. Ward 88 covers Lentegeur(south of Highlands Drive, west of AZ Ber-man), Philippi (east of New Eisleben, westof Stock Road), Weltevreden Valley (north ofthe R300 and east of Highfield Road) and NewWoodlands (east of New Eisleben and northof Highlands Drive).

The complaints by the party agents werehanded to Grant Pascoe, a senior member ofthe DA, who lodged a complaint with the na-tional office of the IEC the same night.

Two days later, the agents who experi-enced the alleged irregularities handed in

their affidavits to accompany their com-plaints.

Pascoe, DA Metro chairperson, says theparty is “not calling for a by-election”.

“The results are standing, and I do feel sor-ry for Carol Sables, but the outcome has tobe accepted,” Pascoe says.

He added that Sables has applied to be award councillor and not a PR councillor, andhas “undergone the processes”.

“Shebrought theDAclose to avictory, andshe did a sterling job in the community.There are lots of fellow colleagues who havelost wards in this election, but we have to

make peace and acceptthe matter.

“We don’t react to aloss by being disrup-tive. If any DA memberdecides to disrupt serv-ices in the area, actionwill be taken againstthem,” he says.

Dianne Minnies, aresident of the area for22 years, says this wasthe first time she voted,and she thought that bymaking her cross,things would improvein her area.

“I feel disappointedat the outcome of theelections and at whathas transpired thus far.The DA candidate, Car-ol Sables, is the firstperson to care for thepeople in Heinz Park.

“I have been living inthis area for so long andin poverty, and nothing

has been done, because no-one is interest-ed,” says Minnies.

Another resident, Connie Halford, saysshe is concerned for her children, as “thereis nothing in Heinz Park for the children”.

“We have started organisations, but wecan’t go further to improve things in the areaas we get no proper assistance from thecouncillor, andweare sickof living inpover-ty,” says Halford.

People’s Post has in its possession a letterof grievances residents say they sent to thepremier’s office on Wednesday 8 June.

However, the premier’s office could nei-ther confirm nor deny receiving the letter,and the residents who sent it could not pro-vide details of the person to whom it hadbeen sent.

GERARDS Early Childhood Development(ECD) Centre in Strandfontein celebratedBlind Buddy Day on Friday 27 May, withall the children coming to crèche wearingsunglasses.

A special sensorial day was planned forthe 24 babies and toddlers, aged betweenfive months and six years old, to teach themto appreciate the gift of sight.

With it also being Special Needs Educa-tion Week, the plight of blind people washighlighted, which was not unusual, be-cause children with special needs attendGerards ECD.

Every year, on the last Friday of May, theLeague of the Friends of the Blind (Lofob)hosts a “Blind Buddy Day” to create aware-ness of blind and partially-sighted people.On the day, people are encouraged to weardark glasses or a blindfold at home or atthe office (“Be a ‘blind buddy’ for a day”,People’s Post, 17 May).

The children at Gerards ECD Centre experienced theday by taking part in a variety of creative activities.During the morning, ring shapes were pin-pricked intopaper and passed around to them to feel and guess theshape while keeping their eyes closed.

They were asked to draw a picture with their eyesblindfolded, or pin-prick their drawing with kebabsticks and turn it around to have the feel of “braille

reading”. They were also given sawdust to “colour in”their pictures. A highlight was an exercise involvingthe candle wax drops which they dripped around theirpictures – under very strict supervision.

During movement activities, they were blindfoldedand had to name a friend through touch.

Story time was an imaginative activity where noprops were used. Instead they had to listen and visual-ise the story.

Little blind buddies for a day

Dancers back for moreBACK by popular demand,the dance-drama produc-tion “Dancers Don’t Cry –The True Story”, will be re-run at the Cape Town Inter-national Convention Cen-tre (CTICC) on Saturday 2July at 12:00 and again at20:00.

An informal open rehears-al, where dancers will be per-forming extracts of the pro-duction, will be held onThursday 16 June at the CT-ICC from 09:00 to 12:00. All arewelcome to witness the pro-duction taking shape. Therewill be lighting, but no sound,and the rehearsal will notcome across as a show, saysGlenda Jones, choreographerand producer.

“The aim of the open re-hearsal is to educate childrenabout the dynamics of danceand to show them that it’shard work. It will give theminsight into the warm-ups, thedrills, expressions and experi-ences,” she says.

The story is about the jour-ney of three young dancerswho find themselves trapped in a volatile world ofdance politics, and the dynamics and choices thatthey face. The production explores the woes and won-ders of the dance world, as it transports audiencesfrom stylish dance studios to the crude backyard ofa slum, from the sophistication of a theatre perform-ance, to dancing in the streets.

The cast is made up of 60 talented dancers from allover Cape Town. Dance pieces include krumping, hiphop, ballet, funk, contemporary and cabaret.

“Since the March run of ‘Dancers Don’t Cry’, I havebecome painfully aware of how true-to-life our storywas,” Jones says.

“It seems as if all the issues dealt with in the produc-

tion of what dancers experience in their hungry pur-suit of quick fame and fortune have now become evenmore important than ever to expose and analyse.”

Jones adds that two “incredibly talented” youngdancers,NathanAdriaanse andWesleyJantjies, havebeen appointed in the lead roles.

“They are not only outstanding athletes of dance,but they also bring a fresh energy and exuberance tothe production,” she says.

Tickets for “Dancers Don’t Cry – The True Story”on Saturday 2 July cost R50 for the 12:00 matinee andR70 for the evening show at 20:00.

PAYMENT OF COMMUNITY HALL ANDRECREATION CENTRE BOOKINGSThe City of Cape Town will be implementing an electronic booking system for the booking ofcommunity halls and recreation centres from 1 July 2011. The transition from a manual to anelectronic system requires a period where no payments are transacted to avoid duplicationsin the new system.

To facilitate the transition no payments will be received between 15 and 30 June 2011.Bookings will, however, still be received. Clients will be able to make payments for thesebookings from 1 July 2011 when the service resumes as normal. This process will ensurebetter service to the public.

The City regrets any inconvenience caused. Booking office staffwill assist as far as possible.

Touching tales in new bookTHE realities of life on the Cape Flatshave been captured in a book featuringthe life stories of 14 young people.

On Thursday 16 June, “Edge of the Table”will be launched at a community event at theRetreat Library at 11:00. The launch will beopen to the public.

Youths tell their life stories with raw hon-esty, feeling and integrity, openly sharingtheir experiences of domestic violence, teen-age pregnancy, substance abuse, disabilityand gangsterism.

Each of the storytellers has an importantreason to contribute to the book.

One wants to read his life story to his moth-er, who he has not seen for 25 years.

Another wants to appeal to the governmentto visit his community and see the problemsthat exist there.

Another storyteller describes how he visit-ed the Western Cape Provincial Parliament’swebsite, only to find the youth portal empty.

Four of the storytellers live in Retreat, andtwo of them, Carmenita van Harte and Marl-iska “Penny” Tobias, will be speaking at theevent, along with co-editors Shirley Gunnand Cara-Lee Arendse.

An “Edge of the Table” dramatic perform-ance will take place in the library hall, and

will open the event before the speeches andbook launch begins.

Make employment happenTHE biggest issue in any household is to beblessed or not with an income/employment.

Inany familyunit, just tohave that incomeis the only lifeline, and if that line is severedit has dire consequences.

That means that frustration, anger, des-peration, panic and a feeling of hopelessnesscomes to the fore.

The anger is the most prevalent, becauseit can be unleashed on society, family andgovernment institutions. This anger can bechannelled in only one avenue, and that isviolence, violence in individual form direct-ed to love ones or in pack form directed to-wards those in power.

Hunger and hunger pangs fuel the vio-lence in my opinion towards a kamikaze [su-icidal] attitude because there is nothing tolose. History, they say, repeats itself, and onejusthas to go toa libraryandseewhat causedcitizens in the French and Russian revolu-tions to, in pack form, run in the streets andvent anger on fellow citizens.

Job creation is and should be top of theagenda now for those in power. I think as acitizen I have the right to make a few propos-als in regard to the national crisis of unem-ployment.

. Create and build more prisons. Reduceovercrowding. More prisons, more staffneeded.

. Create smallholdings on open, wasted

land.. Create a flea market business in areas

where there are no other similar businesses,and amend bylaws and reduce red tape inthis regard.

. The recycling market is the way for-ward, and can become a massive avenue foremployment opportunities.

. Boost the ranks of all law enforcementagencies.

. Cleansing and maintenance in munici-palities’ own ranks must be boosted to deliv-er on promised and sustained service deliv-ery.

. Create a platform in suburbs with mini-mal red tape for people to open businesseson their premises, for example home shopsand mobile shops in caravans.

. Build more public/day hospitals andstaff it with the community in the area.

I am sure that are many people out therethat have more and better ideas in the fieldof job creation, and these must be channelledto government for urgent consideration and,if approved, be implemented.

The time for waiting and waiting andpromising is over, and someone once statedthe time is now. Employment creates con-tented and happy citizens, and plays a rolein crime reduction.KEITH BLAKEOttery

A different struggleON 16 June 35 years ago, the cause was clearand the fight noble for South Africa’s youth.

At the time, students were frustrated withthe oppressive “Bantu education system” andthe introduction of Afrikaans as a medium ofinstruction. The uprising strengthened polit-ical consciousness as youths subsequently or-ganised themselves and established a nation-al movement against oppression.

Arguably, however, similarities are hard tofind between present-day youth culture andthe youth culture of the seventies.

While enjoying the fruits of the sacrificesmade by the struggle generation, present-dayyouth culture thrives on individual rightsand personal expression. It would seem thattopping the agenda for many youths are so-cial networking, cellphones, and – let’s notforget – plenty of bling.

But the struggle is not over; the torch hasmerely been passed on.

In the face of self-serving politicians, mis-use of public funds and abuse of power, youthhave a responsibility to have the interests ofthe country at heart, just like those who camebefore.

Today’s struggle is one that seeks to protectthe freedoms paid for by the blood, sweat andtears of our forefathers by making sure thatthe right political leaders, worthy of office,are voted into power.

Perhaps the fact that 547 651 first-time vo-ters registered during the March registrationdrive, of which 80% were under the age of 30,is a promising sign.

As former president Nelson Mandela saidin 1994: “Youth are the valued possession ofthe nation. Without them there can be no fu-ture ... They are the centre of reconstructionand development.”. The youth of the struggleknew that, but do we?

Cops still exceeding mandateI FIND it reprehensible that the Metro Po-lice have once again exceeded their man-date in Tafelsig by raiding a private proper-ty, destroying shelters and allegedly as-saulting our homeless people (source: IOL).

For a number of years, these custodiansof our law have built up a reputation fortheir high-handed actions, particularly onthe Cape Flats.

Between January and March 2005, threebrutal raids occurred at the Bonnytoun in-formal settlement in Wynberg, followed byan illegal eviction.

The City’s actions were declared uncon-stitutional by the High Court, and the Direc-tor of Public Prosecutions withdrew two du-bious criminal charges that had been laidby the City against some homeless men.

In January 2006, several homeless peoplewere allegedly assaulted by more than 20members of SAPS and the Metro Police atthe Haven night shelter in Wynberg. BooiDavids was pistol-whipped above his righteye, and, when I inspected his wound morethan 12 hours later, it was still bleeding.

Charlene Botha and Melizne Greef werebothpistol-whippedandhadvisiblewoundsas a result of the vicious assault.

Margie Mathews also suffered an asthma

attack when teargas was sprayed into herface.

When I questioned an eight-year-oldchild, Valencia, she was able to give me arunning commentary as she had witnessedthe entire assault.

In March 2006, Izak van Staden died of abrain haemorrhage following a vicious as-sault at the SANDF Military Base in Wyn-berg.

Backyard dwellers from Parkwood werealso assaulted during a Metro Police raid inFairways in 2006. Although police opened atrespassing docket prior to their raid, therewere no convictions.

In June 2007, Maria Visser died on thestreets of Wynberg following an illegal raidwhen their clothing, bedding and cookingutensils were removed from their posses-sion without any court warrant.

At the time, Athol Swanson of the Wyn-berg Improvement District referred to theraid as a “clean-up exercise”.

Three weeks later, another homelessman, Melvyn “Ougat” Pietersen, also diedon the streets of Wynberg – he too had beena victim of the City’s illegal raid.

It appears as if our indigent people do nothave any rights, and are facing the wrath

of certain individuals in the employ of thestate, who are intent on making their livesa misery.

How ironic, then, the words of formerpresident, Nelson Mandela: “As long as pov-erty, injustice and gross inequality persistin our world, none of us can truly rest.”COLIN ARENDSEGrassy Park

RICHARD BOSMAN, the City of CapeTown’s executive director of Safety andSecurity, responds:

The incidents that Mr Arendse mentionsall date from a number of years back.

The administration has, over the past fiveyears, instituted a number of measures,such as a Civilian Oversight Committee,and introduced stringent disciplinary proc-esses.

There has been a substantial improve-ment in the Metro Police department overthe past five years, and tough action hasbeen taken against any officers who havetransgressed.

The City welcomes information from thepublic regarding any transgression by anyMetro Police officers in order for all claimsto be thoroughly investigated and the neces-sary action taken.

The incident that Mr Arendse refers to atthe beginning of his letter took place inTafelsig on Friday 3 June. The City was le-gally enforcing a court order granted by theCape High Court to prevent further inva-sions of its land in this area.

The officers were, however, met with re-sistance by the people who had illegallyerected tent structures on the land.

All claims made of possible assault byMetro Police officers will be investigatedand the City will cooperate fully with theSAPS in this regard.

Caddie ‘psychologists’take a swing

GOLF can best be defined as an end-less series of tragedies obscured bythe occasional miracle.

Caddies, in that respect, are miracle wor-kers. They are more than just advisors – theyare the golfer’s psychologist, lean-to, and onlyfriend.

These guys not only work in the most se-rene environment imaginable, they also “fer-tilise” the mind of blooming golfers.

People’s Post talked to two Rondebosch GolfCourse caddies, Johannes Fortuin and Cos-mos Mweniwao, after they returned fromtheir own tournament at Royal Durban GolfClub, in which they exhibited their meticu-lous swings.

These professionals don’t only caddie, butthey can play the near-perfect round as well.

The Western Province A team, of whichFortuin is the captain, were crowned champi-ons and Mweniwao’s B-Team came fourth.

Their manager, Ian Jooste, elaborates:“These caddies compete on a national levelagainst the best the other provinces have tooffer. There are 16 teams and four caddies perteam, which amounts to 60-odd players.” Thiswas the fifth such event, and WP has neverfinished outside the top five. Many are underthe illusion that caddies just caddie, but theyare, of course, also avid golfers.

Fortuin, playing off a handicap of two,sums it up when he says: “It is very importantthat caddies play golf. One can give better ad-vice to players, because you know whatyou’re talking about.”

He grew up next to a golf course near West-lake, and says he has wanted to play golf eversincehewasayoungboy.Asa result, he start-ed hitting golf balls around from the age ofeight, and has been at it for 35years.

The saying that practicemakes perfect has never beenfurther away from the truth ingolfing terms. You may swingclubs all your life, but on anygiven day you can triple bogeyone hole and eagle the next.

To illustrate this, Fortuin’sbest at Rondebosch (where heusually averages 74) is a 68.

Mweniwao plays off a threehandicap, and has also playedgolf for as long as he can remem-ber.

“I’m from Malawi, and havebeen in this country for a yearand four months,” he explains.There are apparently 18 golf courses in Mala-wi, which has “nice” courses, but Mweniwao

says South Africa’s are better.When asked why his WP B-team didn’t

crack the top three in the caddie stroke playtournament in Durban, he an-swers apologetically: “Ithought I’m playing in the A-team, so was far away when Isuddenly got the news that Imust tee-off. My first two shotswent out of bounds and it wasdifficult to recover from there.”

The caddies only played tworounds, so to recover from sucha start says a lot about his men-tal strength. Golf is much morethan a sport – it’s a lonely tripdown an unexplored path,which eventually defines one’smentality.

Witha caddiebyyour side it’seasier to face those inner de-mons.

Fortuin continues: “We are there for thegolfer and strive to keep them positive. They

will get frustrated, but we keep them in theright frame of mind.

“They will give up halfway through theround, but we try to bring them back. A cad-die stands between winning and losing, andoften saves at least five shots a round.”

He says it takes just one shot to sum up thegolfer and prepare for what lies ahead.

Even the caddie, however, knows when it’sa lost cause. Fortuin recalls a particularlybad golfer asking him which ball should beused to hit over the looming lake, to whichhe responded: “An old one!”

Team manager Jooste concludes: “There iscurrently no official avenue for caddies tochannel their talent, which must be nur-tured.

“The tournament in Durban is the first steptowards that goal, and we would not havecompeted if it wasn’t for our generous spon-sors and supporters – the Senior Golfers Un-ion of South Africa, TaylorMade, Adidas,Sekunjalo, the WP Golf Union, and CapeTown Golf Club Management.”

JOHN Philip “Bakkies” Botha and VictorMatfield visited the patients and staff ofthe Red Cross War Memorial Children’sHospital on Friday 10 June in honour ofthe Blood Brothers Testimonial, which isa 15-month tribute campaign.

The Children’s Hospital Trust raisesfunds for the Red Cross War MemorialChildren’s Hospital and paediatric healthcare needs in the Western Cape, and is oneof the beneficiaries of the Blood BrothersTestimonial.

The Children’s Hospital Trust has beennominated as the beneficiary of Spring-bok rugby legend, Bakkies Botha’s testi-monial year, and will receive a percent-age of the proceeds of the campaign.

The Blood Brothers Testimonial is a col-laboration between Botha and fellowSpringbok and lock, Victor Matfield, whohas chosen the Walter Sisulu PaediatricCardiac Foundation as his charity benefi-ciary.

Althoughraising funds is their primaryaim, the Blood Brothers Testimonial alsoprovides the players an opportunity tothank their public and corporate support-ers who have backed them during theirplaying careers.

Part of the funds donated to the Chil-dren’s Hospital Trust will go to the Surgi-cal Skills Training Centre opening soonat the hospital, which will train surgeonsin adult and paediatric endoscopic (mini-mally invasive) surgery, general surgeryand complementary specialities.

The remainder of the donation will gotowards the upgrade of the Medical WardB1 at the hospital, which treats generalmedical patients, infectious diseases pa-tients, and patients with chronic illness-es. One hundred percent of donations tothe Trust go directly to prioritisedprojects, and not a single cent is spent onadministration costs.

Homeless in play-off for ParisMELISSA LE ROUX

THE trials for the South AfricanHomeless Street Soccer (SAHSS)tournament, based at the non-profit organisation Oasis inSchaapkraal, have started – giv-ing homeless youth an opportu-nity to become soccer stars.

The tournament is a partner-ship between Oasis and the Cityof Cape Town’s Social Develop-ment department.

From these trials, a nationalsquad consisting of eight youthsaged 16 years and older will bechosen to represent South Africain the Homeless Soccer WorldCup tournament in Paris from 20

to 28 August.The tournament is hosted in a

different country each year.It was started by an organisa-

tion in Scotland, and was adoptedby Cape Town in 2006. The firstgame was played in the heart ofthe Mother City when playersfrom 48 nations competed on a22x16m field on the Grand Pa-rade.

There was no prize money to bewon in the more than 300 14-minute matches – in which about1 800 goals were scored. Instead,the objective of the tournamentwas a chance at a better future forthe players.

Oasis is a charity organisation

offering youth living on thestreets or in informal settlementsthe opportunity to develop them-selves personally and in theircommunities.

The organisation also providestemporary accommodation tohomeless youth and adults, andhosts soccer trials each year forstreet youth and youth living ininformal settlements.

“This programme is a greatway for youth from disadvan-taged circumstances to makesomething of themselves – totravel and take charge of theirlives.

“To some people the tourna-ment might seem like a waste of

money, but to these youth itopens up windows of opportuni-ties, and helps them realise theirpotential,” says Clifford Marti-nus, chairperson of Oasis.

He says participants wouldneed to follow the life skills train-ing at the organisation in orderto compete as part of their contin-uing development.

The life skills programmetakes a closer look into the livesof these youth, asking them ques-tions such as “why am I on thestreet?”, “how can I get awayfrom it?” and “where to fromhere?”.

Oasis also provides a soccerprogramme for youth of all ages

living on the streets and in infor-mal settlements. “The youth arebrought in by various organisa-tions to take part in our soccerprogrammes to also give themthe opportunity to develop them-selves at an early age,” says Mar-tinus.

Oasis has approached Cell Cfor sponsorship for the nationalteam to travel to Paris for theHomeless World Cup and thecompany is looking into it, saysMartinus.

Final trials for the team willcontinue at the Grassy Park Fes-tival on Youth Day, 16 June, atthe Klip Road Field in GrassyPark.

TTHE DHL Stormers havemore than likely secured

their place in the Super Rugbyplay-off stages for the season.

However, the outcome of theteam’s final match in the roundrobin stage of the competitionagainst the Cheetahs in Bloem-fontein will determine whetherthey will compete in the quarter-final or semi-final stage.

And with a Cheetahs side thathas been conjuring up impressiveperformances over the pastmonth, the Stormers will need totread carefully and be on theirbest on Saturday.

The match is a must-win forhead coach, Allister Coetzee’s,charges. Should they win, theywill cement their place as the win-ners of the South African confer-ence.

And should the Stormers beatthe Cheetahs with a bonus pointand the current combined lo-gleaders, the Queensland Reds,lose to the Chiefs, they are likelyto finish this round of the compe-tition on top of the combined log.

The new format of Super Rugbysees the teams finishing on top ofthe country conferences takingup the first, second and third plac-es on the combined log.

The next three spots are takenup by teams with the most logpoints, regardless of the countrythey represent.

And this year sees the firstquarter-final round being played,with the top two teams on bye forthat week.

But if the Stormers want to en-sure that they end in the top two,they will certainly have to put upabetter displayof rugby than theydid against the Vodacom Bulls intheir 19-16 loss at Newlands onSaturday.

The men in navy-blue-and-

white were completely outplayedby the Bulls, who dominated thematch for the first 72 minutes.

It was only in the last eight min-utes of play that the Newlandsfaithful were treated to a displayof rugby they have become accus-tomed to from their team this sea-son. The Bulls not only managedto break the defence of the Storm-ers – a characteristic they pridethemselves on – but also disrupt-ed the Stormers’ set pieces, espe-cially the line-outs. “Our set piec-

es did not work, and there weretoo many individual mistakes –something the Bulls capitalisedon and converted into points,” Co-etzee said after the match.

“We were not good enough to-night – the first 72 minutes sawprobably some of our worst rugbyfor the season. We are disappoint-ed by the loss, but credit needs tobe given to the Bulls – they de-served the win.”

Despite the loss, Coetzee laudedhis troops for fighting until the

end. “We held on to the ball andwent for the win,” he said. “Wedid not get there in the end, butwe gained a bonus point, whichcould prove valuable at the end ofour campaign.”

On the injury front, flyhalf Pe-ter Grant is likely to return to theside for the Cheetahs clash, whileresults of an assessment to deter-mine the extent of an ankle injuryto the young Kurt Coleman wereyet to be released at the time of go-ing to print,

TTHE dramatic elevation of Chippa Unit-ed FC in South African soccer epito-

mises the rags to riches story of SiwiweMpengeni, the ambitious owner andchairperson of the semi-professional clubthat was founded in 2010.

Soccer fanatic Mpengeni – who has built abusiness empire after starting out as a securi-ty guard when he moved from the EasternCape to Cape Town – saw his dreams cometrue when the Vodacom play-offs were heldat the UWC and Philippi stadiums this pastweekend.

The excitable Mpengeni punched the air

when Chippa United gained automatic pro-motion to theNationalFirstDivision (NFD),after beating Durban Stars FC 1-0 in theCoastal League final on Saturday.

And his emotions overflowed when acharged-up Chippa United went on to beatthe Inland Stream winners, Sivutsa StarsFC, in the Vodacom champions’ final atPhilippi Stadium on Sunday afternoon.

“I’m battling to express my joy. But thisis a great moment in my life,” he enthused,surrounded by his elated players and themedia, desperate to capture a special mo-ment in time for the stocky Mpengeni.

Sivutsa Stars FC from Mpumalanga, likeChippa United, have qualified for the NFD.But their spirits were dampened when sub-stitute Robin Rhode struck in opportunistfashion.

Rhode broke through to score the match-winning goal with a deft chip past the Sivut-sa keeper in the 69th minute.

But there were other heroes, too.Diego Brown obliged with the decisive

goal against Durban Stars FC in the CoastalLeague final.

Brown walked off with the top goalscoreraward, Andile Mbeyane was chosen player oftournament, while Chippa United tactician,Michael Lukhubeni, was a popular choice forthe top coach award at the presentation cere-mony.

Mbeyane’s finesse – not only in the Voda-com play-offs – suggests he is destined forbigger things in professional soccer.

He hit the target 29 times in the regionalVodacom League, while Rhode scored 21goals to assure Chippa United an impressive78-goal haul in the competition this past sea-son.

This saw the debutants – who only conced-

ed 18 goals – finish with an unassailable goaldifferenceof 70, and sixpoints clear of second-placed Milano United.

So watch out – FC Cape Town and relegatedVasco Da Gama, traumatised and in tattersafter suffering a 3-1 defeat to Black Leopardsin a play-off for Premier Soccer League (PSL)status on Saturday, will face some stiff com-petition.

Chippa United have the necessary oomphthat suggests they’ll be no pushovers in theNFD that will inevitably arouse keen interestwhen contested by the three Cape Town-based clubs this coming season.
