FUNERAL ASSISTANCE: ACCOMMODATING THE HOMELESS

Groundwork for burial policyASTRID FEBRUARIE

@FebAstrid

A proposed draft policy aims to providehomeless people with a simple anddignified burial.

The City of Cape Town’s proposed draftpolicy provides a choice of a weekday burialor cremation which is subject to certain cri-teria and conditions.

Belinda Walker, Mayoral Committeemember for the City’s Community Servicesand Special Projects, says it is not a “burialpolicy” or “funeral policy” but a draft policy

guideline to provide aid to the destitute.“The policy is currently in a draft format

and will need to undergo a public participa-tion process before it is adopted as a policyby council,” she says.

Currently the requests for burial or cre-mation of destitute persons are processedand addressed within an established prac-tice, in the absence of an approved policy.

Walker says the proposed policy will for-malise current best practice and allow fora more structured decision-making processand ensure legal compliance.

“The draft policy has a set of qualifying

criteria with regard to burial or cremationsof destitute persons,” she says.

These include that the deceased did nothave an income greater than the State OldAge Pension or State Disability Pension;the deceased did not have an insurance poli-cy or estate which could be used to pay forthe burial; the deceased died in destitutecircumstances, and no next-of-kin or rela-tive with a legal duty to support the de-ceased, and with sufficient means, is ableto pay for the burial or cremation costs; andno other person, NGO or welfare organisa-tion can be found to pay for the burial orcremation costs.

The City may exercise its sole discretionto accept an application for a destitute buri-al without compliance of the aforesaid crite-ria to fulfil those obligations.

Walker says advertisement of the draftpolicy is likely to take place in July and willbe available for viewing and public com-ment for 30 days. “The draft policy will beavailable at all public libraries and on theCity’s website,” she says.

No registration is required. “Anyone whodies in destitute circumstances in accord-ance with the said criteria may qualify forassistance with burial or cremation. Home-less people and occupants of old age homesand shelters have all received assistancefrom the City in the past,” she adds.

The public will be made aware of this poli-cy via local subcouncils, clinics, libraries, shelters and old age homes. “The public cansubmit comments on the draft policy duringthe public participation process and no di-rect fee is required from the public.”

She says the policy will be implementedonly after it has gone through the requiredpublic participation process, all commentsare incorporated, and it has been approvedby council. “We will always endeavour toensure people can bury and mourn theirloved ones according to their cultural andreligious beliefs.”

She says this is why the City provides theoption of burial assistance.

“We also provide the option of transport-ing the deceased to a place of worship orhouse for a dignified, simple service beforebeing transported to the gravesite or crema-torium.”

CRIME: COUNTRY’S BIGGEST POLICE STATION TO GET NEW COMMANDER

Shift in top brass for ’PlainLAILA MAJIET

@laila_newsie

Mitchell’s Plain police will soon have anew officer in charge.Station commander Johan Brand

has climbed the ranksand isnowMajorGen-eral.The top cop has been appointed as the new

Khayelitsha Cluster Commander. The 49-year-old officer has 29 years’ expe-

rience in the force and spent the last fouryears and three months in Mitchell’s Plain. In an exclusive interview with People’s

Post Brand recalled some of the highlightsand challenges of his career in Mitchell’sPlain.“Community participation and the appre-

ciation for what we do was the highlight ofthe job. To have street committees speakingdirectly with a station commander is whatmadeourapproachunique,”he says. “Build-ing grassroot structures was important.”Managing the biggest police station in the

country was a challenge in itself, Brand in-sists. “It was a struggle to manage internalresources due to the large personnel. Exter-nally, it was seeing the poor socio-economicconditions which you have no control over, especially in Tafelsig.“Policing is our priority, but sometimes

wewere forced to pay attention to thesemat-ters.” Brand, who holds a Master’s Degreein Public Management from StellenboschUniversity, spentmost of this time in the de-tective service.Provincial police spokesperson Lieuten-

ant Colonel Andrè Traut says: “He is a sea-soned investigator who worked in the ChildProtection Unit and also in Soweto, Athloneand Mitchell’s Plain. He will be responsible

for policing in the Khayelitsha Cluster, which includes Khayelitsha and Helderbergpolice stations.”Community mobilisation and integrated

policing are high up onBrand’s list of priori-ties for the area. Brand thanked the many“excellent andhard-working” police officershe has worked with in Mitchell’s Plain.“I need to thank them for their good work.

The relations I had with the community po-

licing forum, neighbourhood watches andstreet committees have made my job inMitchell’s Plain much easier. So thank youto them too for their hard work and dedica-tion,” he says.Brand hopes to duplicate in Khayelitsha

what he has achieved in Mitchell’s Plain.“Community mobilisation is on the top of

my priority list,” he says. With the findings and recommendations

of theKhayelitshaCommission of Inquiry tobe released soon, Brand says these will beused as a foundation for what he hopes toachieve in the precinct. “I studied a lot of theexpert witnesses and everyone is in agree-ment that youneed amulti-faceted approachin dealingwith crime and policing,” he says.Transparency and constant consultation

with the community is essential in restoringthe community’s trust in the police, Brandbelieves. “Direct communication with thestation commander could possibly have pre-vented the inquiry.”Thursday 26 Junemarks Brand’s last day.

“I will then go on planned leave and official-ly start in Khayelitsha on Monday 14 July.”The biggest difference between the two

communities is infrastructure and the socio-economic conditions.“These two factors are even worse in

Khayelitsha and that makes policing verydifficult,” Brand says.Colonel Cass Goolamwill take the hotseat

at Mitchell’s Plain Police Station as actingstation commander until an official appoint-ment is made.Goolam is no stranger in Mitchell’s Plain.Goolam, who was previously stationed in

Steenberg, worked in the Mitchell’s Plaincluster as the coordinator for visible polic-ing.He was temporarily appointed at the

Steenberg Police Station as the station com-mander in 2012 because of his vast experi-ence in gang-infested areas.Mitchell’s Plain Cluster Commander Ma-

jor General Jeremy Vearey says: “ColonelGoolamwill be the acting station command-er until the post gets advertised. It is a criti-cal appointment, so I am positive head officewill ensure it is made as soon as possible.”

SCHAAPKRAAL: CLAIMS OF ABUSE RESURFACE

‘Rogue’ rehabHENRY BOOYSEN

@henryspoke

The treatment of a client at a Schaap-kraal rehab centre has been pro-pelled into the spotlight – again for

the wrong reasons. This comes after a mother who sent

her 20-year-old son to the Al FalaqaTreatment Centre to recover from a her-oin addiction revealed to People’s Postthat her sonwas “tortured by staff at thecentre”.“We sent him there a month ago and

hewas there for twoweeks. My sonwentthrough hell. I don’t understand howthis will be able to help him; he is suffer-ing from depression now from the treat-ment he received at the centre.”The mother, who spoke on condition

of anonymity to protect her son’s identi-ty, says her sonhas been subjected to theworst kind of torture.“He told me he was whipped and

pushed into a pool where he and other[clients’] heads were kept under water. They were removed from the pool andthen shocked with a tazer.“I realised therewas somethingwrong

with my son when I visited him after 10days. He was quiet and shy. We literallyhad to get him to escape from that placeotherwise I would not have been surewhat they would have done to him,” shesays.Riedewaan Williams, the treatment

centre manager, says he knows who thecomplainant is, adding she has “a ven-detta against the centre due to one of itsstaff members and herself being in aquarrel”.“She wants us closed down because

she had a personal vendetta [against]one of our staff members. Why will webeat her son? He was at our place andthe problem is that when children whoare abusing drugs do not want to behelped they accuse us of beating them,”he claims.“She also has not paid us for our serv-

ices while her son was here and we aredemanding our payment.”He says the treatment centre has had

a name change.“The main aim of the Al Falaqa Treat-

ment Centre was to help clients whowere Muslim, but we have sincechanged our name to People Who Careto accommodate service users of all reli-gions.”People’s Post has previously reported

extensively on allegations of abuse inthe greater Grassy Park area. One report detailed how a 19-year-old

girl was allegedly badly beaten with abelt at Raghma for Girls Centre in Park-wood (“Rehab comes under fire”, Peo-ple’s Post, 3 June 2008).In October 2007, 19-year-old Manen-

berg resident Siraaj Charles died afterattending an unregistered rehab centreinKlipRoad,GrassyPark (“Rehabdeathshrouded in mystery”, People’s Post, 9October 2007).Allegations of abuse were also previ-

ouslymade againstAl FalaqaTreatmentCentre in Schaapkraal (“Callers speakout against Circle of Friends Rehab”,People’s Post , 23 October 2007) and AlFalaqa Treatment Centre forGirls in Lo-tus River (“Questions surround ‘rehab’centre”, 22 April 2007).Neither Al Falaqa Treatment Centre

nor People Who Care are listed on theDepartment of Social Services’ website, which lists all the approved rehab cen-tres in the province.Social Development MEC Albert Fritz

says the department is committed toprotecting communities fromunscrupu-lous centres.“When a treatment centre is found to

be operating without being registered, the department assists them to becomecompliant. However, when facilitiesrefuse to comply with the prescribednorms and standards, we can shut downsuch facilities,” Fritz says.“We view thismatter in a very serious

light and will thoroughly investigatethese allegations. Pending the outcomeof the investigation, wewill consider thenecessary legal steps.”V Share your thoughts. Starting with the word“Post”, SMS your views to 32516. SMSes costR1.

MYCITI: LABOURER’S WAGES STILL OUTSTANDING

Money sagacontinuesLAILA MAJIET

@laila_newsie

A subcontractor accused of exploitingstaff employed for the MyCiTi busproject is yet to settle his debt with a

local labourer. The construction of bus stops as well as

a bus station at the Town Centre is well un-derway ahead of the roll-out of the servicelater this month.

But Cassiem (Clive) Playton fromEastridge, who is employed for the job, re-mains unhappy (“Subcontractor accused ofexploiting staff”, People’s Post, 22 May).

He has been short-paid and threatenedwith lay-off when raising the matter witha superior, says Playton.

While the construction project is beingwell managed by Group Five, local subcon-tractor New Breed Construction is beingchallenged for exploiting staff.

The matter was expected to have been re-solved by the end of May.

However, this has not happened. In a letter from Group Five, which Peo-

ple’s Post has in its possession, it is con-firmed certain monies were not paid toPlayton.

The letter is dated Friday 23 May and issigned by representatives from Group Five,New Breed Construction and a Mitchell’sPlain resident linked to the project.

Playton says he refused to sign the letter. In it a commitment is also made to pay

outstanding monies to Playton by the endof May.

“This money will be paid to Mr Playtonat the end of May 2014 on the condition that

he goes to the newspapers and clearly stateto them that the matters has [sic] been re-solved and all parties involved is [sic]cleared of any wrongdoing,” the letterreads.

“It was pointed out by the chairperson[Pieter Hattingh of Group Five] that all ofthis could have been avoided if there wasjust some patience on the part of Mr Playtonand if the two construction companies in-volved were a bit more careful in how theydid their administration.

It continues: “It was clear from the meet-ing that all parties involved had a part toplay in the cause of the dispute and that noone was solely responsible for causing it.”

However, Playton refutes this.“It was not about patience, but about New

Breed Construction denying owing memoney. This is evident in his [New BreedConstruction’s Gerald Brown] response toPeople’s Post,” Playton insists.

Playton says he was paid R400 short onhis salary.

Other claims include not being paid forwear-and-tear on his bakkie which he usesto transport workers and equipment.

“Itwas also agreedon that Iwouldbe com-pensated for petrol used for transportingworkers and equipment, but this has nothappened,” says Playton.

In the previous report in People’s PostBrown insisted all money owed to Playtonhad been paid.

“We employed him and he disappeared onshort-time.His vehiclewas in a crappy statewhen he started the job and now he wantsmoney to do repairs,” Brown insisted.

The letter also implicates Adams Con-

struction for half of the amount short-paidfor petrol costs.

But Playton insists New Breed must paythe entire amount.

“I was not employed by Adams Construc-tion and cannot understand why they arenow obliged to pay me an amount of R560,”he fumes.

Carlo Sickle of Adams Construction sayshe refused to sign the letter.

“The letter implicates Adams Construc-tion and we were not liable to pay moniesowed to Playton,” he says.

A Group Five official who does not wantto be named says he was unaware the mat-ter had not been resolved.

“After the meeting on Friday 23 May, acommitment was made to pay the outstand-ing monies. I was not aware this had nothappened,” he says.

He has committed to following up on thematter.

Despite numerous attempts, People’s Postwas unable to obtain comment from Brown.

The Group Five official says the monieswere not paid as Playton had failed to havea report printed in People’s Post absolvingthe construction firm of wrongdoing.

Your SMSes. I agree with the woman who has threechildren at West End Primary. My grand-daughter will be starting Grade R there nextyear and I am concerned for her health. Tothe principal: please serve the communityand get your cleaning staff to do their jobproperly. Mr Health Inspector, please doyour job.

. It is ridiculous to fool around with peo-ple’s minds, telling them about the revampof the pavilion in 2000.Was that a joke?Obvi-ously it must have been an election ploy toget the coloured vote for the DA. To crownit all they voted for the DA. What did theyget? No upgrade, because there is no moneyavailable. In the same year there weremanyupgrades in Sea Point, Green Point and

along the West Coast. Now again, the fisher-man’s boat launch seems to be another elec-tion ploy. Come on, DA, do something aboutyour integrity. The only thing we get ispromises. Abrahams

. Why must children going to Grade 8write a test before they can be accepted ata school? If they fail the test, they are not ac-cepted at the school. It deprives children [ofan] education and I thought every child hasa right to education. My child wrote at threeschools inMitchell’s Plain and he wasn’t ac-cepted. What do I do now? When I called theother high schools, I was told he must writea test. It’s unfair to the children and it bringstheir self-esteem down.

. I would like you to first investigate be-fore publishing anything, especially per-taining to the dirty toilets at Westville Pri-mary. As a parent, my children never hada problem. Why does that parent have [a]

problem? If she had one, why didn’t she firstgo to the school? I am not happy with herremarks.

. Thank you to the police for their assist-ance on Friday night. NHW

. Why [do] we have a high percentage ofblacks employed at malls in coloured areas, when they always protest that jobs in blackareas should go to locals. As customers, wedeserve to be assisted in our language with-out having to favour the assistant. Any col-oured community has enough qualified peo-ple to [fill] these positions. A vote for theANC has fast become a vote against jobs forcoloureds. Remember Ashley Kriel and oth-ers before applying racist policies. Remem-ber all official languages in SA have a wordfor separation or apartheid. Affirmative ac-tion is a euphemism.

. Children are the future, yes. So whydoesn’t social services help the childrenwho

don’t have love? What future is there if eve-ryone only cares about their own child? What about a child that doesn’t have par-ents? What about loving and giving thosechildren a future? Megan

. Eskom has warned there will be rollingpower cuts and a price hike. I make an ar-dent plea: please refrain from leaving yourfront and back stoep light on for the wholenight, all year round. Not once in over 45years have I done so and I have had no mis-haps. Have faith in the power of the Al-mighty and your own prayers. Very con-cerned senior

. Children of today don’t want disciplineand don’t want to be checked by their par-ents. When you discipline them, they tellyou you are abusing them.

. Unused council land can be utilised bythe homeless to grow vegetables to eat andsell to earn a living and be pro-active.

STRANDFONTEIN BEACH: FATAL CHEST WOUND

Fisherman gunned downAn angler was killed on Strandfontein

Beach early on Sunday morning.Themanwas at the popular fishing

and recreation spotwith a friendwhen sus-pected robbers hit.His friendmanaged to escape and call for

help. Clint Abrahams, NSRI Strandfonteindeputy station commander, says: “It ap-pears the two anglers had gone earlymorn-ing fishing at Strandfontein Beach whenthey were attacked by an unknown

number of men.“One of the fishermen had managed to

flee to our sea rescue base to get help afterhis fellow angler had been shot.”A few NSRI Strandfontein volunteers

had come down to the sea rescue stationbecause of an early morning power outageon Sunday, Abrahams says.“The crew had to turn on the generator

as this is normal procedure when there isa power outage in order to keep essential

equipment on charge.“At 05:05 they were disturbed by a local

angler, frantically seeking help and report-ing that his friend, believed to be in his ear-ly 40s, had been shot on StrandfonteinBeach by apparent robbers,” he says. The crew raised the alarm, calling para-

medics and the police. The victimwas found just 400m from the

sea rescue station.“We found the man lying on the beach,

unconscious and in a critical condition. Hesufferedagunshotwound to the chest,”Ab-rahams says. The man was transported to the sea res-

cue station where paramedics battled forover an hour to save the fisherman’s life.Despite their efforts, the man died.“Police cordoned off the area. They have

openedamurderdocket andare investigat-ing,” Abrahams says. “The bodywas hand-ed to forensic pathology services.”

Hamiltons can take a major leap towardsclaiming the Super League A titlewhen they host Helderberg at the

Stephen Oval on Saturday.South Africa’s oldest club kicked-off their

league campaign shortly after a heart-break-ing loss in the semi-finals of the CommunityCup, but the disappointment seems to haveproved the perfect motivation.

Hammies have been ruthless in the leaguethis season, ensuring victories in all six oftheir fixtures, regardless of their perform-

ance, and are one of just two undefeatedsides in the competition.

The Sea Point side currently hold fourthon the table with 28 points and at least onegame in-hand on all of the top three.

UCT currently lead the standings on 35points after eight games, while Maties aresecond on 32 points after seven fixtures andFalse Bay are third on 30 after eight games.

But with the top three all out of action thisweekend, Hammies have the opportunity tomake up ground.

Five points gleaned from another bonuspoint victory will push Hamiltons to 33points and second on the table.

After last Saturday’s 71-15 demolition ofbottom-placed NNK in Parow, few will doubtHammies’ ability to do just that.

SK Walmers are the next side to face NNKand should also cruise to victory at theGreen Point Track on Saturday.

NNK have lost all eight of their games thisseason, conceding an average of 50 pointsper game. While Walmers are fifth with fivewins and four losses. They should claimtheir second win in a row on Saturday, afterthey edged Tygerberg 22-21 away from homelast week.

Primrose will look to avoid slipping intoa losing streak after last Saturday’s defeat,

but will have to overcome much tougher op-position to do so.

Roses hosted False Bay at Rosmead lastweek, but home-ground advantage did notprevent the hosts from suffering a 46-36 vic-tory.

Primrose are 10th on the table, with 14points after two wins, a draw and five losses.

One Saturday they face ninth-placed Dur-banville-Bellville, who have racked up 14points after three wins and three losses.

Both sides have been inconsistent this sea-son, but the fixture will be entertaining re-gardless of which team eventually wins.V All fixtures will start at 16:00.

Cash and glory will be up for grabs whenCape Town’s best under-23 footballsides face off in the Arising Stars tour-

nament this weekendThe annual competition, hosted by Ken-

park United, offers R10 000 in prize moneyand a year of bragging rights to the winners.A total of 24 sides will vie for the spoils in

this edition of the tournament, with 14 Na-tional First Division (NFD), ABC MotsepeLeague and SAB League teams qualifyingautomatically and10 throughgruellingplay-off rounds, which saw 30 teams eliminated. This year’s field will be strong, as expect-

ed, with teams from the Cape Town Tyger-

berg, Northern Suburbs, Mitchell’s Plain,SouthPeninsula andCapeDistrict local foot-ball associations taking part.Group A will see Morgenster United,

Woodlands United, Salt River Blackpool andRetreat FC face off for two spots in the sec-ond round.InGroupBMilanoUnited, Liverpool Port-

lands, Battswood and FC Tafelzucht willlock horns.Crystal Palace, Bayhill United, Ikapa

Sporting and Bishop Lavis Unitedwill makeup Group C.While in Group D, Cedar United, Leeds

Lentegeur, Heath Athletic and SunningdaleFC will do battle.Hosts Kenpark United will have to fight

their way past Westridge FC, FC Orient and

Rockafellas FC in Group E.Group F features GlendeneUnited, Juven-

tus, Riverside Rangers and Greenwood Ath-letic.The professional sides in the tournament

can be expected to dominate the tournamentand most will see their way through to thelast 16.Manenberg’s Crystal Palace compete in

the ABCMotsepe League (Safa Second Divi-sion) along with Salt River Blackpool andGlendene, and all three fall into the favour-ites pile for this tournament.Palace’s senior team usually play a fast-

paced, attacking brand of football and theunder-23s will trouble opposition defences ifthey replicate this.Glendene’s first team is usually packed

with youngsters, regardless of the tourna-ment, and that high-level experience couldgive the defending champions an edge.MilanoUnitedwill undoubtedlybeahand-

ful as well. While none of the side’s NFD players will

turn out at the tournament, the ABC Mot-sepe side is packed with more than enoughquality to challenge for the title.Woodlands United, last season’s Mitch-

14 June and run until Monday 16 June. All games will be played at Stephen Re-

agon Sports Complex in Westridge, Mitch-ell’s Plain from 09:00 to 16:00 daily.

life. I still do not know how to react, it’s afeeling I cannot describe.PP: Who is the father figure in the Cape

Cobras team and why?DP: I think it would be Vernon Philander.

He has always been there for me and hassuch a big passion for the game.PP: What is your main focus for the Sri-

Mondale High School’s football teamhas refused to give up hope of claim-ing their third consecutive Mr Price

High Schools’ League title despite a poorstart to the season. The team have been a dominant force in

local, provincial and national school’s foot-ball in recent years, but have suffered twolosses and a draw in six games in the leaguethus far.The defending champions have a game in

handbut are seventh on the table, six pointsbehind league leaders Portland High, andhave conceded more goals than any otherside in the top half of the table.Despite the gulf of points and form, team

manager Nigel Crowie believes his side canstill challenge for the title. “We would bejust three points adrift if we played thisweekend,” he says.“It’s just one match and we still have to

play the top sides like BeaconHill and Port-land. We are not giving up until the lastmatch. We are going to try to win for thethird time, but it will be difficult.”Portland currently top the standings on

16 points, with Tafelsig in second on 14 andCloetesville in third on 13.BeaconHill also have a game in hand and

hold fourth on 13 points, trailing by goal dif-ference alone. Lentegeur and Cedar areboth on 11 points, separated by goal differ-ence in fifth and sixth respectively.Crowie believes at least five of the top sev-

en can still win the title.“Any team can beat any other team on a

givenday – that iswhy the league is so excit-

ing this year.”Several top sides have been stunned by

unheralded opposition this year and the re-sults were no less surprising this weekend.Saturday’s games were all high-scoring

encounters with three goals or more scoredin all but one of the fixtures.Princeton beat Glendale 5-1, Belgravia

and Aloe drew 2-2, Lentegeur beat Strand-fontein 4-0, Cloetesville beat Westridge 1-0,Portlands beat Rocklands 3-0, Spine Roadbeat Oval North 3-1 and Tafelsig beat Cedar4-0. Mondale’s game against Beacon Hillwas postponed and will take place on Tues-day 24 June.Crowie says his team’s unfavourable re-

sults this season can be attributed to amarked improvement in opposition and theunavailability of several of his top playersas a result of to club commitments.“The standards of the other teams have

improved and there has been some goodperformances against us,” he says.“But we are not performing to our capa-

bilities – most of our players are involvedin academies and are not available on toplay on Saturday mornings, so we have tomake due.”Striker Dillan Fransch is currently com-

peting in Holland with the Ajax Cape Townunder-19 side. His killer instinct in front ofgoal is missed, Crowie says.Mondalehope to jump-start their push for

the title when the league resumes on Satur-day.V Fixtures for Saturday 14 June: (09:00) Portland vsGlendale; Oval North vs Cloetesville; Beacon Hill vsStrandfontein; Cedar vs Lentegeur; (10:15) Westridgevs Aloe; Spine Road vs Rocklands; Belgravia vs Tafel-sig; and Mondale vs Princeton.

This is the fourth winter pupils at anEastridge school are forced to sit in thedark.

Fluorescent lights in classrooms were re-peatedly stolen at Cascade Primary over thelast four years and the provincial educationdepartment is yet to replace them.

Located between the territory of four rivalgangs and bordering Tafelsig, the school fac-es many safety-related issues.

Teachers have now been forced to resched-ule exams to later in the day as classroomsare left in darkness until the sun peeps outfrom under the clouds.

The school was burgled on Saturday.Klaas Sarels of the School Governing Body

says break-ins are an all too common occur-rence at this school.

Light fittings and electrical cables havebeen stolen at the school on numerous occa-sions.

“We battle weekly break-ins and the com-munity is not coming to the party by report-ing the criminals. They live here and seewho is entering the school, but no one comesforward with information,” he maintains.

Principal Gail Adriaanse says 40 hours ofteaching time is lost each month.

Unable to use the chalk board for the firsttwo hours of the day, teachers say they usethe time to sing hymns or do mental sums.

A Grade 4 teacher says: “Crucial teachingand learning time is being lost and the pupilsare the ones who suffer.”

The no-fee school suffers under financialrestraints.

“There are no lights in 18 classrooms,”Sarels confirms.

In the thick of winter, teachers are forcedto keep classroom doors open to allow thelight in. Adriaanse says: “It is a big chal-lenge for our teachers.”

Sarels reiterates this. “We have very dedi-cated teachers who do all they can under thecircumstances, but this cannot be allowed tocontinue,” he stresses. “The provincial edu-cation department has often made empty

promises at the cost of our children’s educa-tion and it is not fair.”

Not only is a lack of lighting a problem atthis school, but gaping holes in the roof havealso caused it to rain into classrooms.

Desks have been shifted in a Grade 4 classas water seeps through the ceiling.

“We need urgent interventions,” Sarels in-sists.

A lack of community involvement only ex-acerbates the problem.

“How do you educate a community wherethere is a huge drug problem and familiesharbour criminals?” he asks.

The number of Bambanani officers at thisschool has been reduced from four to onlyone. “This is a high-risk school, yet securitymeasures are inadequate to deal with thesafety issues the school faces,” Sarels adds.

He calls on the provincial education de-partment officials to step in. “We need addi-tional security personnel and a CCTV net-work.”

Jessica Shelver, spokesperson for provin-cial education minister Debbie Schafer, saysthe department ran a pilot project on the useof CCTV cameras and found that in most cas-es the use of surveillance methods were notacting as a deterrent for burglary and van-dalism.

“In cases of burglary and vandalism suchas this, schools are required to apply foremergency maintenance. The contractor’sappointment is imminent as the tenderclosed last week,” Shelver says.

The school has also been supported withemergency security, holiday security androller shutters, she adds.

“The District Safe Schools officials havemet with school management in order to ass-es their security infrastructure.”

She cites budgetary restraints for the de-partment’s inability to provide 24-hour secu-rity. “We do however arrange for 24-hour se-curity on a temporary basis at schools thatrequire assistance. We also provide holidaysecurity to those schools with a high inci-dence of burglaries and vandalism.”V If you wish to assist in helping to repair the school, call Cascade Primary on (021) 397 6030.

A bottleneck on Highlands Drive is a thingof the past.Much to the delight of road users, the

tarred stretch at the intersection on EislebenRoad has been widened and an additionallane included for motorists turning left.Traffic heading from Vanguard Drive to-

wards Lentegeur had to converge into a one-lane bottleneck at the intersection leading toutter chaos, especially during peak hours.MayoralCommitteemember forTransport

Brett Herron says the widening of the busyarterial route formed part of the project thatincluded the repair of parts of AZ BermanDrive, Eisleben Road and Spine Road.“The road was widened at the intersection

to relieve congestion. The improvement wasmotivated by the public and the City’s Trans-port for Cape Town District office,” Herronsays.Repairs began in October and are expected

to be complete in July, weather permitting.“The overall budget, including contingen-

cy costs for this project isR36.9m.The projectis funded from the Urban Settlements Devel-opment Grant and the Metropolitan LandTransport Fund,” he adds.Ward councillorNatalieBent says the com-

munity is ecstatic traffic congestion has

eased up.Maryam Abrahams is delighted that the

road has been widened.“Now I no longer have to sit for lengthy pe-

riods on end due to a bottleneck at the inter-section. This project should have been madea priority a long time ago,” she says.Fred Phillips agrees.“The number of motorists using this road

has increased significantly over the years, yet the roads were not upgraded to take thisinto account.”

Celebrating ateenager’s lifeLAILA MAJIET

@laila_newsie

Hewouldhavecelebratedhis 15th

birthday in lessthan a month. The greatest gift

he gave those whocame in to contactwith him, were“life-changinghugs that couldmake you forgetabout all yourworries”.His hugs is what

many say theywillmiss the most.Chauncey Dav-

ids (14) was buriedat the weekend. He was killed in an explosion at his

Westridge home on Ascension Day,Thursday 29 May.Grieving the loss of a son, brother,

cousin and friend did not stop mournersfrom remembering Chauncey as the lov-ing and caring child he was.As the white coffin was carried into

the church, some relatives and friendshad to be supported as they wailed andsobbed.Shocked at having to attend the funer-

al of a teenager with a bright futureahead of him, mourners rejoiced atmemories of the Mondale High pupil. The funeral service was held at the

Christ Redeemer Anglican Church onPark Avenue in Westridge on Saturday.Chauncey was a curious boy who

loved doing experiments. But on thatfateful day, an experiment using a bottleof deodorant and a lighter went horriblywrong.Petrol and paint were stored in the

granny flat where he re-enacted an ex-periment, causing the explosion.Speaking at the funeral on Saturday,

his 10-year-old sister Beyonce recalledsome of her treasuredmomentswith herbrother. Her words resonated with the congre-

gation who was left in tears.“Chauncey was someone who was

kind.He always tried tomake things bet-ter and cheer people up. He would nevergive up trying,” she fondly remembered.“He told me that we were lucky to havemommy and daddy because there werechildren whose parents were gangstersand they were forced into gangsterism.”Speaking at the funeral, Glen van

Harte, director of the Metro South Edu-cation District, said: “Chauncey wasborn in winter when it was cold andbrought sunshine. It rained allweek, buttoday there is sunshine. That is mymemory of him.”Van Harte thanked Chauncey’s par-

ents, Llewellyn and Beverley, for shar-ing him with others.“He came into my office, his eyes dart-

ing all over the place while texting likeonly teenagers can do. His spirit will al-ways be with us and we need to takeaway the warmth that is Chauncey,” hesaid.Mondale High teacher Mr Pieterse re-

membered Chauncey as an enthusiasticpupil who was always eager to partici-pate in class discussions.“I remember him saying to me ‘Good

morning, Sir. How are you today? I seeyou are not smiling today, Sir. Are youin a bad mood?’ And then I would haveto explain to him why I was not smilingat that moment,” he recalled. “MondaleHigh lost a son and friend. Chauncey hasleft a void in our hearts. His empty deskwill always bring back fondmemories ofhim.”Cousin and cricketer JP Duminy re-

membered Chauncey as a “vibrant boywho loved cricket. He had a special gift, the ability to connect with people re-gardless of age, religion or race.”Beverley believes her son was here on

“borrowed time”.“We knew he was not ours to keep. We

are glad we had the honour of havinghim for 14 years,” she says. “Knowingthis doesn’t make it any easier, but it iscomforting as we were blessed with agreat child.”
