EditorialDear Readers,

Mahaconnect has been the mouthpiece of the various industry and investment related news articles of Maharashtra. It has been instrumental in highlighting competency of the state of Maharashtra as an investment hotspot. The issues have showcased the various sectors of the state, it has given the readers updates on the various policies, updates on the events, conferences and delegation visits. Our esteemed readers include some of the top global companies, potential international and domestic investors, existing investors, state functionaries, trade associations, various government bodies and several other intermediaries. As we bring you the 29th edition of Mahaconnect, we assure you to continue on the rich legacy of this publication. We sincerely hope that these articles are informative and give you a vivid picture of the state’s industrial growth trajectory.

MIDC , the State agency constituted for development of industrial areas has developed essential infrastructure like internal roads, water, electricity and other internal services for entrepreneurs in these industrial areas. As on 31st March 2011, about 89 per cent developed plots are allotted to entrepreneurs. The industrial units of MIDC have managed to attract an overall investment of INR 73,391 crore and generated an employment of 9.01 lakhpeople. MIDC will continue to act as a catalyst for the industrial development of the state.

In this edition of Mahaconnect, we have given updates on the various fronts like the proposed National Manufacturing zones, allowance of foreign investments from Pakistan, Industrial profile on Shrirampur along with the SEZ profile on Hinjewadi. We have also showcased Latur as the focus district for this month, the district is located in the south-eastern part of Maharashtra.

The various fire services which are available in the MIDC areas are discussed in depth. We have also made a brief analysis on the composition of the various sectors contributing to the overall industrial output of the state. As per the last Annual Survey of Industries, 2009-10, Maharashtra remains a leading state in terms of overall industrial output. We hope that it continues its golden run and consolidates its position as the numero unoindustrial state of the nation.

The Latur District is situated in south-eastern part of the Maharashtra state. Latur is located between 17.52°N to 18.50oN latitude and 76.18°E to 79.12oE longitudes. Latur city is district headquarter of Laturdistrict. The district is situated on the Maharashtra Karnataka boundary. On the eastern side of Latur is Bidar district of Karnataka, whereas Nanded is on the northeast, Parbhani on the northern side, Beed on the Northwest and Osmanabad on the western and southern side. The entire district of Latur is situated on the Balaghat plateau, 540 to 638 mtrs from the mean sea level.

Manjara is the main river which flows on the Balaghatplateau along with its tributaries: Terna, Tawarja and Gharni. The other three tributaries of Manjara are Manyad, Teru and Lendi which flow on the northern plains.

The district is divided into three sub-divisions and 10 Talukas(tehsils). These talukas are Ahmadpur, Ausa, Chakur, Deoni, Jalkot, Latur, Nilanga, Renapur, Shirur-Anantpal, Udgir.

Latur is having one Lok Sabha constituency- Latur & six Vidhan Sabha Constituencies- Latur Rural, Latur Urban, Ahmedpur, Udgir, Nilanga and Ausa

Latur is emerging as a centre of education and is famous for Latur pattern of Education.

Demographics:-According to 2011 Census, Latur has population of 24.56 Lakhs with population density of 343 inhabitants per sq.km. Its population growth rate over decade 2001-2011 is 18%. The district has the literacy rate of 79.03%. 25.47% of population lives in urban areas. Laturhas a sex ratio of 924 females per 1000 males in Latur.

Topography:-The central and western areas of the district are covered by the Balaghat mountain ranges. The central part of the district lies in the Manjra River basin, while the southern area is in the Terna River basin. The northern part of the district is low lying and flat.The main river is Manjara, and Rivers Terna, Tavraja and Dharani are its tributaries. The Manyad and Lendi Rivers flow through the district’s northern area. Dams have been constructed on Manjara, Terna, Dharani, Tiru, Tavraja, and Manyad Rivers. Kanhar soil, a type of very fertile soil is found in the river basins in this district. In some areas, the soil is light and semi fertile whereas other areas have coarse soil. The weather is dry and hot, climate is moderate with medium rainfall.Masonry stone is available on a large scale in the district.

Industries:-MIDC has established 5 industrial estates in Latur, Addl.Latur, Ahmadpur, Nilanga and Ausa. Small and medium scale industries have been established in Hali-Handarguli, Devani, Ahmedpur and Murud. The milk powder industry in Udgir is famous. The district also has oil mills (Tina and Kirti being two well-known mills). Cotton Industry are located in Latur, Udgir, Ahmadpur,

Chakur. Edible oil factories are at Latur , Udgir & Ausa. Handmade paper industries are in Latur and Ausa. Laturdistrict is also famous for Tanneries in Latur ,Udgir, Lamjana areas.

M/s. Subhlaxmi Foods, M/s. Indo Distillation Co. Pvt. Ltd.,M/s. Rajlaxmi Petrochem Pvt. Ltd., M/s Grow EildPvt. Ltd., Reliance Infotech Pvt. Ltd, Rupa Spun Pipes are prominent entrepreneurs in MIDC area.A special Economic zone(SEZs) has been established in Latur for Agro-Based Industries.

Education:-Latur district has 12 ITI and ITCs, 3 polytechnic colleges, 2 engineering colleges, 2 Medical colleges, Agriculture, Biotechnology and Agri-business management college. Some of the best colleges in district are Rajarshi Shahu Mahavidyalaya, MIMSR medical college, M.S Bidve Engineering College, Maitreeinstitute of management and technologyThe Disaster Management Training Centre of the Central Reserved Police Force (CRPF) is also in Latur. The training centre of the Border Security Force (BSF) is at Chakur.

Transport:-Latur being equidistant from Aurangabad, Pune & Hyderabad is well connected by road network to the major cities. Yedashi-Latur-Nanded of 215 Km four lane road is under construction and will connect Latur to NH-211.

NH 204 is under construction which will connect Laturto Ratnagiri and Nagpur.

Latur is well connected by Rail track to all major cities-Latur-Kurduwadi-Pune-Mumbai, Latur-Udgir-Hyderabad, Latur-Purna-Akola-Nagpur-Kolkata, Latur-Manmad-Bhusaval-Delhi.Latur also has airstrip which is being taken care by MIDC & is able to handle Boeing and airbus as well as cargo service.

Tourist Places:-Latur city is one of historical city with glorious background has the famous 'Ganjgolai' as the central place of the city. There are 16 roads connecting to this Golai and along these roads are separate markets. Thus, the 'Ganjgolai' has become the main commercial and

trade centre of this city.

The Latur city has the beautiful Siddheswar temple built by King Tamradwaj

Udgir is one of the most important towns of Laturdistrict. It has witnessed the war between the Marathas and the Nizam of Hyderabad which took place in 1761. The fort of Udgir stands in all its glory speaking volumes about the Indian history and Indian culture.

The another well known and famous Temple of Lord Shiva is situated at Hippalgaon village 12 km away from Shirur-Anantpal and 26 Km from Latur city. The temple is built in the 11th century.

Belgian Companies’ participation sought for NIMZs

NIMZ

India sought the participation of Belgian companies in the proposed National Manufacturing and Investment Zones (NMIZs), especially in the fields of training and research.

On its part, Belgium has offered its expertise in water treatment, waste disposal and in the energy sector in NMIZs, an official statement said.

This development follows a bilateral meeting between the Belgian Deputy Prime Minister and Minister of Foreign Affairs, Foreign Trade and European Affairs Didier Reynders and the Commerce, Industry and Textiles Minister Anand Sharma, here.Last month, Sharma had, in a meeting with the British Foreign Secretary William Hague, in London, invited British participation in at least one NMIZ as a partner. The response was positive and Hague had asked his office to examine the opportunities in Indian NMIZs.In February, India had also invited Italy to be a partner in a NMIZ.

The zones will be set up under the National Manufacturing Policy, which aims to increase the share of manufacturing in GDP to 25 per cent from the current 16 per cent and generate 100 million jobs by 2020.

The minimum land area of each zone – or greenfieldintegrated industrial townships with the modern infrastructure – is to be 5,000 hectares.

According to the norms, no cultivable, agricultural and forest land will be allowed to be acquired.

The first phase will be established along the proposed 1,500-km, $90-billion Delhi Mumbai Industrial Corridor (DMIC).

The DMIC, coming up in partnership with the Japanese Government, has attracted interest from countries such as Singapore, the US and Korea.

In July, Mr. Sharma had announced the ninth NMIZ, and a third for Maharashtra, in Nagpur, over an area of 6,280 hectares.

Foreign Direct Investments —approvedfrom Pakistan.

The Government of India has reviewed the policy, ofthe circular ibid and decided to permit a citizen of Pakistan or an entity incorporated inPakistan to make investments in India, under the Government route, in sectors/activitiesother than defense, space and atomic energy.

The Department of Industrial Policy and Promotion (DIPP) has proposed that investments from Pakistan may be examined on a case-to-case basis by the Foreign Investment Promotion Board to verify the source and end use of funds.

The countries have agreed to allow one year-long multiple entry visas for business visitors.

Visitors will be allowed to enter and exit through different cities. The agreement will also have a provision to ease movement of tourists in groups.

Pakistan made the first gesture to deepen trade ties with India last month by replacing its restrictive positive list of 2,000 items allowed to be imported from India with a negative list of 1,209 banned items. This straightaway increased the number of exportable items from India more than three-fold.

Pakistani Commerce Minister Makhdoom Amin Fahiminformed, that the commerce secretaries and other officials of the countries will hold negotiations to look into eliminating the negative list by the year-end.India has now agreed to reduce its sensitive list of 865 items that are not given preferential market access under the South Asia free trade agreement by 30% within four months.

"We have agreed to reduce our sensitive list by 30% in four months time. Our commerce secretaries will discuss it when they meet," Sharma said.India exported goods worth USD2.33 billion to Pakistan last year, while imports from there were worth USD 330 million.

Trade through third countries, such as Dubai, is estimated at USD10 billion per year, which is now expected to come down considerably.

"India has taken an in-principle decision to allow Pakistani FDI (foreign direct investment) in India to deepen our economic engagement," commerce and industry minister Sh. Anand Sharma said at a joint press conference after a meeting with his Pakistani counterpart Makhdoom AminFahim.

MIDC has taken a policy decision to provide full fledge fire stations in all its major industrial areas, areas having moderate or high potential fire risk and in special areas, and SEZ’s where foreign direct investment is parked. It is a part of basic infrastructure provided to that area and as per Section 21 of the “Maharashtra Fire Prevention and Life Safety Measures Act 2006” it is mandatory requirement on all Municipal Corporation, Municipal Councils & Special Planning Authorities.

MIDC is probably the only industrial development corporation that provides fire services to its industrial estates. These stations are well equipped with the modern technology based equipments. At present about 15 fire stations are operational, which are as follows:

Hingna, Nagpur, Nanded, Shendra, Chakan, Murbad and Sinnar five other fire station which shall be operational soon. The construction work for fire stations at Kagal-Hatkanangale near Kolahpur, Baramati and Ahmednagarhas been initiated.

MIDC’s fire department well equipped with 1 Airfield crash tender, 13 water tenders, 19 foam tenders, 9 ambulances, 13 jeeps, & 8 cars. The corporation has also purchased breathing apparatus sets & rescue tools for almost all fire stations. In addition to this MIDC has also purchased an air field crash tender for the Nandedairport for aircraft related emergency calls.

MIDC Fire Service aims to achieve fire safety by way of implementation of its “Development Control Rules” (DC Rules) and “National Building Code of India-2005” (NBC-2005) & “Maharashtra Fire Prevention & Life safety Measure Act-2006 & Rules” and other relevant Acts, Codes and Standards. This helps MIDC to monitor that there is no compromise towards life safety and fire safety in its industrial areas which helps to ensure minimize the loss to precious human life and loss to the National property. The Fire department has also started online single window service through its portal which is helpful to plot holders to submit online applications for fire approvals.
