EditorialDear Reader,

In our endeavor to increase investor communication and accentuate the state’s attractiveness as an investment destination, MIDC recently organized a session for discussion on the new Industrial Policy 2013-18. This session was attended by the state’s senior government officials, leading consulates, business and trade bodies, potential and existing investors of the state. The focal point of the session was to cover the various schemes and incentives to be provided to the leading as well as emerging industrialists/ entrepreneurs who own keen interests in the state. The key investor queries, the state’s implementation plans for its industrial policy, providence of soft and hard infrastructure amongst others primal subjects were also addressed by the panelists. It is heartening to know that policy had managed to enthuse the esteemed audience. I, on behalf of MIDC request you to have a thorough look at our new industrial policy as well and provide us with your keen insight on how our organization should move ahead in the coming times.

In a bid to promote balanced regional growth, the state aims to promote Vidarbha region as a major investment destination. Further, in order to realize the actual potential of the region’s resources and to spread the message about Vidarbha’s advantage to the various stakeholders, the state government is organizing an investor’s meet in Nagpur. Over 50 speakers from focused sectors from across India are expected to participate in the Investors summit to deliberate upon and chalk out road map for Vidarbha’s economic growth.

Also, in this edition we have given a district profile for Buldhana. A region renowned for its large crater lake, industrial estate profile for Chakan and a brief description on the bids for the new upcoming thermal projects in the Vidarbha region. A snapshot on the key investments made in the MIDC regions have also been documented.

Transport

RailwayElectrified double-line broad-gauge railway passes through Malkapur, Nandura, and Shegaon Tehsils. It is under the Bhusawal-Badnera Section of Bhusawal Division of the Central Railway. This main line was originally under the Great Indian Peninsula Railway and the branch line between Jalamb and Khamgaon was under the Khamgaon State Railway.

RoadsNational Highway 6 - NH6 passes through Khamgaon, Nandura, and Malkapur towns in the district.

AirportThe nearest airport is at Aurangabad which is 150 km from district headquarters.

Buldhana district is a district in the Amravati division of Maharashtra state in western India. It is situated at the westernmost border of Vidarbha region of Maharashtra and is 500 km from the state capital, Mumbai. The district lies between 19°51' to 21°17' North latitude and 75°57' to 76°49' East Longitude. The principal rivers in the district are Painganga and Purna. It is bounded on the North by Khandawa District of Madhya Pradesh on the South by Parabhani District on the west by Jalna and Jalgaon Districts and on the North East by Amravati District. The other important river are the khandakpurna, Nalganga, Vishwaganga, Gyanganga and Banganga. The principal tributaries of purna are Nalganga, Vishwaganga and Gyanganga from the south. There are two medium irrigation project of the river Nalganga and Gyanganga in the district. The total area of the district is 9661 Sq. Km. which is about 3.14% of the total area of Maharashtra State.

The district consists of five subdivisions and thirteen blocks. The district Head Quarters is at Buldhana. The distances of the other major towns from Buldhana is Aurangabad (180 Km), Pune (425 Km), Amravati (200 Km), Nagpur (350 Km.)

According to the 2011 census Buldhana district has a population of 2,588,039, roughly equal to the nation of Kuwait or the US state of Nevada. This gives it a ranking of 159th in India (out of a total of 640). The district has a population density of 268 inhabitants per square kilometer (690 /sq mi) . Its population growth rate over the decade 2001-2011 was 15.93%. Buldana has a sex ratio of 928 females for every 1000 males, and a literacy rate of 82.09%. Apart from the commonly used Marathi language, language used in the district includes Andh, an Indo-Aryan language spoken by 100,000 people

EconomyCotton, sorghum and other cereals, oil seeds, soybean, sunflower, and groundnuts are the predominant crops grown in the district.Khamgaon and Malkapur are the major cotton trading towns in the district. The district has many minor and medium size irrigation projects. The important ones are Nalganga and Vaan. There are thirteen Agriculture Produce Market Committees-Main Market, one in each tehsil, and there are twenty sub-markets in the districts.

The Indian Council for Agriculture research funded a farm science centre Krishi Vigyan Kendra, Jalgaon Jamod in the district in 1994.

The district has major industrial areas at Khamgoan and Malkapur and has smaller industrial areas at Chikhli, Buldhana, Dasarkhed, Deoulgaonraja, Mehkar, Sangrampur, and Lonar.

TourismThis district is a major tourist attraction owing to the ancient Lonar crater (second largest in the world), declared a world heritage. Shegaon of Gajanan Maharaj , Sailanibaba's Dargah are the major places of pilgrimage. Sindakhedraja in this district is renowned to be birthplace of Rajmata Jeejabai.

MIDC —The first choice investment destination

Investment Recap

Maharashtra Industrial Development Corporation has consolidated it position as the numero uno investment destination. As the saying goes, it has ruled the roost in attracting some of the top investors from India as well as from foreign shores. The total amount of investment received during this period is in excess of INR 12500 crore (USD 23.5 Billion), making MIDC the leading Industrial Development Corporation of the country. Further, it has resulted in a total employment of over 20,000 persons in the slated period.

After a detailed analysis of the investment received during the slated period, it can be concluded that MIDC has been successful in prospecting a balanced growth throughout the state. Although, regions around Mumbai and Pune remain as one of the most sought after investment destinations in the world, other regions like Nardhana, Jalgaon, Chincholi, Jalna amongst many others have managed considerable amount of interest.

Policy Discussion

In a bid to provide a fresh impetus to the growth of the industries in the state, the Government of Maharashtra has recently launched the new industrial policy 2013-18. In line with the release of the new industrial policy, an interactive session on the same was organized on 30 January, 2013. The interactive session was organized at Taj Land’s End was chaired by Honorable Minister of Industries, Shri Narayn Rane. The other panelists included Shri Sachin Ahir, MoS Industries, Shri Manu Kumar Srivastava, Principal Secretary Industries, Smt. Radhika Rastogi, Development Commissioner Directorate of Industries and Shri Bhushan Gagrani, CEO, MIDC. This session was attended by the state’s senior government officials, leading consulates, business and trade bodies, potential investors of the state along with the Ernst & Young team.

A message from Hon Chief Minister Shri Prithviraj Chavan was relayed in which he spoke at length about the outcome of the previous industrial policy had on increasing the investments and employment in the State with 354 mega projects, investment of INR ~2.80 lakh crore and generating employment of over 3.22 lakhs in a period of five years. He further emphasized, that the vision of the new industrial policy is to achieve manufacturing sector growth rate of 12-13 per cent, new jobs for over two million persons and attract investments of INR 5 lakh crore (INR 5 trillion).

A presentation on the policy attributes was made the Development Commissioner, giving the audience a brief insight on the state’s industrial policy and its plausible impact in the coming five years. Post the presentation, the floor was opened for interaction with the audience. The panelists were asked various questions ranging from the plausible impact of the policy, to bilateral relations of the India with other countries, to some suggestions and recommendations on the state’s policy mechanism and how the state aims to sustain the socio-economic growth model in the coming years. In their response, the panelists gave a clear blueprint on the policy reforms that are expected to be made, the long term sustainability of investments and development of the soft as well hard infrastructure in the state. Thus boosting the general mood of the evening to be highly optimistic.

The government of Maharashtra in recent time has announced two key policies, which are New Industrial Policy of Maharashtra and New Textile Policy of Maharashtra. Both the policies envisage a road map to support various districts and regions, which have not been at par with state’s overall growth. One such region, which has special mention in both these policies, is Vidarbha consisting of Nagpur and Amravati Division.

Advantage Vidarbha will be inaugurated by Shri Prithviraj Chauhan, Hon’ble Chief Minister of Maharashtra, Shri Narayan Rane, Hon’ble Minister of Industries along with Senior Ministers from Central Government, State Government & Senior Government officials.

Over 50 speakers from focused sectors from across India are expected to participate in the Investors summit to deliberate and chalk out road map for Vidarbha’s economic growth.

One of the main focus areas of this event is the generation of quality employment. Hence appropriate importance for SME sector will be given in the summit as a thrust area.

MIDC has finalized plans to catalyze an investment of over INR 6600 Crore in Vidarbha region over the next four to five years. The investment will be made by private sector companies to be selected through an international competitive bidding process to be conducted by MIDC over the next couple of months.

MIDC has earmarked over 1300 Acres land in Bhadrawati for setting up of a 1320 MW coal based thermal power plant. Approval has also been obtained from Ministry of Environment for the terms of reference for conducting the environmental impact assessment (EIA). As per the approved TOR the EIA has also been conducted and the final report submitted to the Ministry.

Ministry of water resources have assured availability of water for the project and the application for fuel linkages has also been recommended by the Central Electricity Authority to the Ministry of Power. The applications may be invited from interested bidders for the project very shortly. The project will also boost availability of power in the region which should lead to a fiscal stimulus .

Key Highlights of the Project› Land: MIDC owns the land and is in possession of

1300 Acres of land at site free of any encumbrances / R&R issues.

› Environment Clearance: Terms of Reference (ToR) for EIA Study were approved by Ministry of Environment & Forest (MoEF) and accordingly, EIA study has been completed and submitted to MOEF along with Application for Environmental Clearance.

› Water: A letter from Department of Water Resources, Government of Maharashtra stating that water will be made available for the Project has been obtained.

› Fuel: An application for long-term coal linkage was made to the Standing Linkage Committee. The project has been recommended by CEA for coal-linkage and the recommendation has been forwarded to Ministry of Power (MoP). This Project scores well on the criteria defined in the new long-term coal linkage policy and status update report as required by CEA is being regularly submitted.

› Transmission Network: CTU and STU transmission network is available in the vicinity of the site.

› Technical Feasibility: Technical Feasibility of the project has been completed and the report is available.

Butibori —Invitation for Project Bids

Request for Proposals

Maharashtra Industrial Development Corporation (MIDC) proposes to develop an Exhibition-cum-Convention Centre (ECC) on a 50 acre land area situated in the Butibori Industrial Area, Nagpur in Maharashtra. The proposed site is situated 23 km from Nagpur Airport and 30 km from the nearest railway station.

The project is proposed to be developed as a Public-Private Partnership(PPP) Model on Design, Engineer, Finance, Construct, Market, Operate, Manage and Transfer basis. The land shall be provided to the private developer on long term lease of 30 years. The total estimated of this project is INR50 croreexcluding land cost.

The envisaged components of this project are:

› One Indoor Exhibition Hall of minimum 5,000 sq mt

› One Outdoor Exhibition Space with provisioning for minimum 10,000 sq mt of area

› Multi-Purpose Convention Hall with modular retractable seating arrangement for 500-800 delegates

› One Meeting Hall of 50 capacity› One Board Room of 30 delegates capacity› One VVIP Lounge of 30 delegates capacity› Administrative and Office Space› Provision of adequate car parking to be made as

per MIDC/Local Building Bye-Laws› Other common and support facilities such as

internal roads, street lights, water harvesting system, solid waste disposal, main sewer line, water supply including storage tank(s), transformer, electrical sub-station, landscaping, green patches etc.

› Any other facility in addition to facilities listed above which are incidental to the use of Exhibition cum Convention Centre.

The developer would be allowed to develop other commercially viable components such as Hotel/ service apartments along with the above key components. These commercially viable components shall not exceed ten (10) per cent of the total area of land measuring around 50 acre.

Japanese Delegation Visit

A Japanese delegation from the Nagano Prefecture visited the MIDC headquarters on 11 February,2013 to discuss about the investment and trade opportunities in the State. The meeting was attended by Dr. Vijay Surywanshi (Jt. CEO(IT), MIDC), Shri Yuvraj Poman(Dy. CEO, MIDC), Shri. Vishwanath Rajale (Technical Advisor to MIDC), the marketing team of MIDC along with the EY team. The strong Nagano prefecture delegation team was led by Mr. Takehiko Furukawa, Director General, JETRO Mumbai .

The meeting largely focused on the objectives of the new industrial policy-2013, the various schemes and incentives which may be availed along with the key focus sectors for the Japanese investors for Maharashtra. The delegation was briefed on the quantum and time period of the incentives. They were also briefed on how the projects in the state are classified as per MSME, large, Mega and Ultra Mega projects based on the investments. Similarly, the taluka classifications were also deliberated upon.

A presentation on the macro-economic profile for the state was presented by the EY team, following which a detailed discussion on the major key attributes of the state were discussed. Basis this presentation, a discussion was also made on the interstate comparison, on how the state of Maharashtra fares competes vis-à-vis other major industrial states of the country.

The delegation was keen to understand the key sectors in which it may invest in the upcoming future. The various sectors like Textile, Food & Agro, Semi-conductors, Electronics, Defense, Infrastructure development along with the major upcoming projects like Delhi Mumbai Industrial Corridor (DMIC) were discussed at length.

At the end of the discussion, tokens of appreciation were exchanged between the two parties. MIDC and the Nagano Prefecture should continue to strive further for achieving a mutually beneficial relationship for the near future.
