established a track record of attracting large investments in the country with 335 mega projects investments of INR ~2.77 lakh crore which has generated employment of over 3.17 lakhs in a period of mere five years. About 75 per cent of the total number mega projects are in the less developed regions. In this edition, we have laid out a broad definitions of the mega projects in the state and also provided an overview on the quantum and period of the various tax incentives given to the different regions of the state.

The state recently conducted a road show in Gujarat which showcased the new textile policy of Maharashtra. The delegation highlighted the major benefits of the new polices which included quantum and periods of the capital subsidy and interest subsidy offered. Also, the various cotton growing regions of the state along with some of the proposed locations for setting up textile units were discussed. With the commencement of the new textile policy, the state government looks to seek an investment of INR 40000 crore.

Also, in this edition we have given a district profile for Satara, an Industrial Estate profile for Ranjangaon and SEZ profile for Shendra along with the monthly round up of events which occurred over the previous month.

Satara district is located in the western part of Maharashtra. It is bound by Pune district to the north, Solapur district to the east, Sangli district to the south and Ratnagiri district to the west. Raigad district lies to its north-west.

Satara district is situated in the river basin of the Bhima and Krishna river. The physical settings of Satara shows a contrast of immense dimensions and reveals a variety of landscapes influenced by relief, climate and vegetation. The variation in relief ranges from the pinnacles and high plateaus of main Sahyadris range having height over 4500 feet above mean sea level to the subdued basin of the Nira river in Phaltan tehsils with the average height of about 1700 feet above mean sea level.

The climate ranges from the rainiest in the Mahabaleshwar region, which has an average annual all of over 6000 mm to the driest in Man tehsils where the average annual rainfall is about 500 mm. The vegetation cover too varies from the typical monsoon forest in the western parts to scrub and poor grass in the eastern parts.

The main rivers of Satara district are Koyna and Krishna. The Krishna is one of the three largest sacred rivers of southern India. Approx. 172 kms. of the river course falls inside the district. The Krishna river begins on the eastern brow of the Mahabaleshwar plateau and the source is about 4500 ft. above sea level.

Kudali, Urmodi, Venna and Tarali are small feeder rivers of Krishna. Koyna is the largest tributary of the Krishna

Satara district consists of 11 talukas (tehsils). These are Satara, Karad, Wai, Mahabaleshwar, Phaltan, Man, Khatav, Koregaon, Patan, Jaoli and Khandala. There are ten Vidhan Sabha constituencies in this district. of Krishna. Koyna is the largest tributary of the Krishna in the district. Neera and Manganga rivers are the two representative of the Bhima drainage in the north and north-eastern parts of the district respectively.

DemographicsAccording to the 2011 census Satara district has a population of 3,003,922, roughly equal to the nation of Albania or the US state of Mississippi. This gives it a ranking of 122nd in India (out of a total of 640). The district has a population density of 287 inhabitants per square kilometer (740 /sq mi) . Its population growth rate over the decade 2001-2011 was 6.94 %. Satara has a sex ratio of 986 females for every 1000 males.

AgricultureThe major corps which are grown in the region include bajra, jawar, wheat, rice, ghewada gram, sugarcane, groundnut, potato and soybean. Sugarcane crop is the annual crop in the region. The total forest cover in the region is around 142,000 hectares.

TransportThe region is well connected with the total railway length of 124 Km and the total road length 10397 Km. The total length of the national highways and the state highways are 130 Km and 963 Km respectively.

Numerous majestic mansions built during the British days still stand as monuments of the Raj. The favorite season for visiting is from March to June. Venna lake with an area of 28 Acres and average deep of the 10 ft. constructed by Ch. Appasaheb Maharj, Raja of Satara in 1842 and fed by perennial springs not only adds to the beauty of the hill-top but both directly and indirectly adds in watering a line of small gardens that stretch to a considerable distance below. The area surrounding the Lake is full of greenery and flowers. There are well worth a visit especially in the cold water when the volume of water is considerable. A three day initiative was designed by Ernst & Young Strategic Growth Forum India 2012 to aid entrepreneurs, fast track their growth with inputs from thought leaders in the world of business. The forum saw targeted panel discussions and speeches designed to help businesses accelerate their growth. The event was held between 6-8 September at the Renaissance Convention Centre Hotel, Mumbai.The Strategic Growth Forum in Mumbai brought together over 500 business leaders and over a 150 international participants from 20 countries.

Advocating a strong case for Maharashtra as an investment destination, Chief Minister Shri Prithviraj Chavan said single-window clearance mechanism will bring in transparency and will cut red tape. He also indicated a policy shift from industrial parks to industrial townships and from special economic zones (SEZs) to domestic tariff industrial townships.“It is an attractive destination and we are determined to make it more attractive,” he told Shekhar Gupta, Editor-in-Chief, The Indian Express, at ‘Strategic Growth Forum 2012’.

With the existing infrastructure comprising international airports and ports and planned initiatives such as a dedicated freight corridor, investors would find Maharashtra a profit-oriented location, he said.The Chief Minister was all for incentives to attract investment, but said these should be provided in a transparent manner.

The Vision of Industrial, Investment & Infrastructure Policy of Maharashtra 2006 is “To achieve higher and sustainable economic growth with emphasis on balanced regional development and employment generation through greater private and public investment in industrial and infrastructure development”. The state launched special schemes and incentives for its Mega projects as well.

Mega ProjectsIndustrial projects with investment more than INR 500 crore or generating employment for more than 1000 persons in A and B areas or investment more than INR 250 crore or generating employment for more than 500 persons in rest of Maharashtra will be termed “Mega Projects” and would be eligible for customized package of incentives. The industrial projects coming up in the 10 low HDI districts mentioned above with investment of more than INR 100 crore or generating employment for more than 250 persons would also qualify for customized package of incentives.

The quantum of incentives within the approved limit will be decided by the High Power Committee under the chairmanship of Chief Secretary, Government of Maharashtra. The Infrastructure Committee under the chairmanship of the Chief Minister of the State will have the power to customize and offer special/extra incentives for the prestigious Mega Projects on a case by case basis.

infrastructure projects are under way or are being planned. The Chief Minister added that he was pressing for changes in planning regulations and has developed new policies to speed up land acquisition — thereby removing two of the main obstacles to the successful execution of these projects.

He outlined the Government’s policy to ease slum conditions in the city by building new townships on its outskirts, but insisted that progress must not be confined to urban areas. When asked where he draws the line between politicians facilitating private sector investment and crony capitalism, Shri Chavan said that while there is nothing wrong with incentivizing investment, decisions should be based on bidders’ experience and capabilities — and be taken at the end of a rigorous and transparent process.

On the 9,990 Mw Jaitapur nuclear power project, Chavan said it had received environmental clearance and the government was prepared to provide additional compensation to those displaced. "The development will kick off after the project developer, the Nuclear Power Corporation and French reactor supplier Areva complete their ongoing negotiations. The project will provide clean power to the state." he added.

Textile Industry

The state of Maharashtra is blessed with abundant natural resources especially suitable for cotton production. The state has a rich tradition and history of textile industry. There is a ready availability of manpower, infrastructure and financial institution network, which makes it an attractive textile industry investment destination.

Maharashtra has a unique issue wherein, about 80% of Raw Cotton moves out of the state and only about 20% of the cotton is converted into yarns within the state.

There is a huge potential to set up industry in cotton growing belts of Maharashtra.

In order to address this issue, the state government has come out with a new textile policy which will look to seek an investment of INR 40000 to 50000 crore with its commencement.

Some of the key features of the policy include

PLR / Base Rate or Bank Rate or Actual Rate, which ever is low

Rolling out the red carpet to the textile sector of Gujarat to invest in Maharashtra, the delegation -comprising of Rajagopal Devara, Secretary -Cooperation and Textiles, GoM; N NawinSona, Director - Textiles, GoM and Dilip Gawade, Deputy CEO, MIDC, GoM, Manan Shukla EY Knowledge Partner to MIDC among others laid out the salient features and specific benefits of the New Textile Policy of Maharashtra 2011–2017.

The delegation highlighted the major benefits of the new polices which included quantum and periods of the Capital Subsidy and interest subsidy offered. Also, the various cotton growing regions of the state along with some of the proposed locations for setting up textile units were also discussed.

Some of the proposed locations included the regions of Amravati, Butibori, Akola, Nandurbar, Waluj and Chincoli. The land rates for various such locations were also discussed during the road show.

The various provisions for CETP which is an integral part of setting up a textile units were also showcased.

Please note:The Maharashtra State Government along with the central government facilitates its investors in setting up such units The 50 % of the subsidy for such an unit is received through the Centre, followed by a further 20% through MIDC and another 5% through the MPCB. The land allotted for CETP is leased at Re. 1 per sq. m This facility can only be availed if the total effluent disposal is greater than 1 million cubic meter per day. In case, if the total effluent disposal is less than the stipulated amount then it can be provided to an association of units having a combined disposal in excess of the minimum requirement
