Dear Reader,

As Government of India (GoI) prepares to submit its approach paper for its 12th Five-year plan (2012-17), the Planning Commission’s focus is on “Faster, More Inclusiveand Sustainable growth”. The plan is expected to be one that encourages thedevelopment of India’s agriculture, education, health and social welfare. It is alsoexpected to create employment through developing India’s manufacturing sector andmove the nation higher up the value chain.

Government of Maharashtra (GoM) hosted the two day Regional Level Consultation-Western Region for the Planning Commission in Mumbai. It involved the participationof four other State Governments- Goa, Gujarat, Madhya Pradesh and Rajasthan, civilsociety group, academics, and representatives of urban local bodies, trade unions etc.The agenda of the meet was to prepare the approach paper for the 12th Five YearPlan and to discuss the view and opinion of the State Governments and otherStakeholders.

Maharashtra offers a model for Economic Progress and Development for thedeveloping nations. Its significant contribution to Indian economy has made Indiavisible in the competitive market of the World Economy. Emerging as ‘Investor friendly’destinations in the country, Maharashtra offers myriad of opportunities for businessand Investments.

According to the Statistics released by the Department of Policy & promotion (DIPP),Maharashtra accounts for 32% (INR 27,669 crore) of the Foreign Direct Investment(FDI) in 2010-11; highest amongst all States in India. This growth cannot be long termwithout focusing on ‘Sustainability’. Adoption of latest technology, improved processesand responsible use of resources are the initial steps towards sustainable growth.

Maharashtra is taking various initiatives to ensure sustainable growth. Maharashtra isa power sufficient state. Increase in power demand is a natural corollary to the growththat Maharashtra is witnessing. The energy demand is proposed to be met with variousrenewable sources of energy. In line with recent investments, Gas Authority of IndiaLimited (GAIL) has drawn up an ambitious plan to set up its first natural gas-basedpower plant in Uran, Maharashtra. Birla Surya Ltd (BSL) also plans to invest in thestate to build India’s largest integrated plant for fabrication of multi-crystalline siliconwafers and processing of solar photovoltaic cell.

Delhi-Mumbai Industrial Corridor (DMIC) is being developed as 'Global Manufacturingand Trading Hub' -supported by world class infrastructure and enabling policyframework. 17% of DMIC Project Influence area (PIA) will pass through Maharashtra.The major districts covered under DMIC are Thane, Nashik, Pune, Aurangabad,Ahmednagar, Dhule, Nandurbar & Raigad. DMIC is expected to triple industrial outputin the next five years.

This issue also highlights GE and Hempel investment plan to set up manufacturingfacility in Maharashtra. State of Maharashtra has been able to create a very positiveimpact on international investors where Maharashtra is now seen as a place wherepromises are not only kept but also executed in timely manner.

Hon’ble Planning Commission vice-chairman Shri Montek Singh Ahluwaliaand Hon’ble Union Minister of State forPlanning Shri. Ashwini Kumar were inMumbai on 27-28 June, 2011 to holdregional consultation with the StateGovernments of the western region —Maharashtra, Madhya Pradesh, Gujarat,Goa — on the 12th Five Year Plan.

The 12th Five-year plan (2012-17)main objective is on “Faster, MoreInclusive and Sustainable growth andthis regional consultation will help infinalising the final document that willlay down the path for development inthe coming five years.

The panel had identified 12 majorchallenges to be addressed during the12th Plan period and the final approachpaper would be worked out afterconsultation with all regions. Thechallenges included capacity building,quality education, better health careand protecting environment, amongothers.

Hon’ble Chief Minister, MaharashtraShri Prithviraj Chavan announced thestate administration was anticipating11% development in the Gross StateDomestic Product (GSDP) during the12th Five Year Plan.

He also suggested that acceleratedirrigation benefit programme norms bechanged and the government share beincreased to 75% from 25% for projectsother than drought- prone area and tri-Bal areas.

He said supply of crushed and washedcoal by domestic coal companies wouldresult in reduction of transportationcost and improvement of performance.

According to him, allocation ofdomestic (KG D6) gas should beconsidered on priority to Maharashtra,which has poor hydro potential. Hecalled upon the central government torelease more funds under JawaharlalNehru Urban Renewal Mission andextend support till 2013-14. Heemphasised a need for a separatesubmission for mega cities.

Hon’ble Chief Minister, MadhyaPradesh, Shri Shivraj Chauhan saidstate-specific schemes be implementedinstead of one for all states. He saidstate had received investmentproposals of INR 1,30,000 crore andthey are under various stages ofimplementation.

Hon’ble Chief Minister, Goa, ShriDigambar Kamath called upon thePlanning Commission to lend a timelyhelping hand to smaller state of Goa,which had the potential to become arole model of peaceful and inclusivedevelopment across the country.

The Gujarat government said themigration from rural to urban areas is acritical issue and there is a need tocreate urban infrastructure in thelarger villages. Hon’ble Additional ChiefSecretary (Planning), Gujrat, Shri V NMaira said rural initiatives of Gujaratwas a step in this direction creatingurban like amenities in rural areas.

“We are looking at consultations with the civil society, elected representatives and not just officials for preparing the 12th Five Year Plan,” said Shri Montek Singh Ahluwalia . He added that the aim was to achieve growth rate of 9% and focus areas were power, water, urbanisation and sustainable development.

Indian IT Service Industry

The Indian IT- business processoutsourcing (BPO) sectors includingthe domestic and exports segmentscontinue to gain strength, experiencinghigh levels of activity both onshore aswell as offshore.

The IT sector is expected to grow by19.2% and reach USD 88.1 billion in2010-11 as compared to USD 73.9billion in 2009-10. The domesticmarket (including hardware) grew by16% in FY2011, to reach USD 17.35billion. The industry is one of thebiggest job creators in India and amainstay of the national economy. It isexpected to add 2.4 Lacs jobs inFY2011, thus providing direct employ-ment to over 2.5 million and indirectlyemploying 8.3 million people. In 2010-11, export revenues are estimated togross USD 59 billion as compared toUSD 50 billion in 2009-10.

IT sector is expected to grow by 19.2% and reach USD 88.1 billion in 2010-11

and is expected to have reached USD14.1 billion in 2010-11, growing at14%, as per the Strategic Review 2011.The year also witnessed the next phaseof BPO sector evolution - BPO 3.0 -characterised by greater breadth anddepth of services, process re-engineering across the value chain,increased delivery of analytics andknowledge based services throughplatforms, strong domestic marketfocus and SMB centric delivery models.

The country’s domestic market for BPOis projected to grow over 23% to touchUSD 1.4 billion in 2011, says globalresearch group Gartner. In 2010, thedomestic BPO market was worth USD1.1 billion. The firm predicts that thedomestic BPO market would reach USD1.69 billion in 2012 and increase toUSD 2.47 billion by 2014.

Maharashtra is divided into six revenuedivisions for administrative purposewhere Nashik is one of the divisions. Itlies on the banks of the Godavari Riverand the western side of the DeccanPeninsula. "Nashik" is deemed the thirdmost industrialized city of Maharashtraafter Mumbai and Pune.

Nashik has the fourth largest urbanarea in Maharashtra in terms ofpopulation and contributes to 12.6% ofthe Gross State Domestic Product(GSDP). According to Economic Surveyof Maharashtra 2010-11 the totalpopulation (Census 2001) of Nashikstands at 49.94 Lakhs with literacyrate of 74.36%. The per capita districtincome of Nashik (approximately INR71,526) is at par with that ofMaharashtra.

All transport avenues such as road, railand air are being spruced up. Nashik isone of the major road junctions ofIndia. The Mumbai-Agra nationalhighway (NH3) runs through Nashik. Itis a 4 lane expressway and gives fastconnectivity to Mumbai. Nashik is alsoconnected to Pune with Nashik-PuneNational Highway NH-50. GoM hasplans to develop Ozar airport nearNashik. Ozar has been attracting air-traffic due to industrial, agriculturaland tourism related developmentaround Nashik.

Today Nashik is one of the fastestgrowing cities of India and has evenbeen identified as a Tier-2 metro. Themain industries that have contributedto the economic growth of the city inthe last several years are agriculture,manufacturingand engineering.

Agriculture is an important part of theNashik economy. The city is a majorexporter of onions, table grapes,pomegranates and tomatoes. Nashik is also increasingthe production of strawberries andsome flowers, such as roses, in a bigway. The city's economy is driven chieflyby the manufacturing and engineer-ing industry. Nashik can boost aboutthe production of light-heavyengineering products such asairplanes, automobile parts and otherancillary engineering components.Hindustan Aeronautics Limited(HAL), an aircraft manufacturingplant is located about 16 km from thecity. Auto majors such as Mahindra &Mahindra, BOSCH and OriginalEquipment Manufacturers (OEMs)such as Atlas Copco, CEAT etc. havetheir plants here and have spawned ahuge network of auto componentsuppliers and engineering ancillaryservices.

The main industrial zones in andaround Nashik are Ambad, Dindori,Igatpuri, Satpur and Sinnar. The cityof Nashik has undergone tremendouschanges in the last 15 years. This haslargely been due to MIDC efforts,which converted many parts of thecity, such as Ambad and Satpura,into major industrial centers.

In addition to the big industrial areadeveloped by the MIDC, as per thepolicy of the GoM on industrialisationin rural areas almost all the blocks ofthis district have been covered underCooperative sector. There are seve-ral Cooperative Industrial Estatessuch as Nashik Industrial CooperativeEstate (NICE), Sinnar , Manmad, Mal-egaon, Yeola, Kalvan, Pimpalgaon,

Igatpuri, Chandwad located in andaround Nashik. Cooperative Indus-trial Estate of Sinnar is one of thelargest cooperative industrial estatein the country and has also beenpresented an award by theFederation of Cooperative IndustrialEstates.

Nashik has also grown into a majorwine producing city. Nashik has alsocarved a niche for itself as India's"Napa Valley" with locally establishedwine brands such as "Sula" and"Zampa. A grape wine parkadministered by MIDC has also beensetup in Nashik called the ‘NashikWine Park’. MIDC serves to providethe wine park with all the facilitiesand amenities, such as water supply,road network, power supply andtelecom, to create an environmentconducive to more investment in thissector. It produces quality wineswhich have been praised all aroundthe world. Wine production in Nashikis witnessing exponential growththanks to the support it is gettingfrom the GoM. It is a very profitablesector for investment.

Nashik is also home to several small-scale industries such as blankets,wooden artifacts, leather footwear,earthenware, tiles and bricks. Inremote areas like Surgana Block,many tribals are engaged in Carpetweaving. NABARD has also selectedYeola Block for Development ofPaithani Cluster. Some of the large-scale industries are the rice mills,sugar industries and oil mills. Otherimportant industries that contributeto the revenue of the city areengineering articles, dyes andchemicals, electrical parts andelectronic equipment. It is also apharmaceutical hub with presenceGlaxoSmithKline and Fem.

Nashik is emerging as an IT/BPOdestination. Vascon Engineers, aleading construction company ofPune is making a foray into Nashik,to now convert it into an IT Hub, withthe launch of Nashik’s first IT Park,V-Tech. MIDC has also developed twoIT parks at Ambad.

Nashik has been the educational hubof North Maharashtra. The city hastwo state-run universities, theYashawatrao Chavhan MaharashtraOpen University and the MaharashtraUniversity of Health Sciences. TheDistrict also has national levelinstitutes like Dr. Babasaheb Ambed-kar Institute of Rural Technology &Training and Indian Institute ofNumismatic Studies & Research.

Some of the important Public Sectorestablishments like India SecurityPress, Currency Note Press andThermal Power Station etc. are alsolocated in the District. TheAssociations of Industrialists are veryactive. They help to solve theproblems of the industrialist withpositive approach. With the opening of anew manufacturing unit in Nashik,Maharashtra, Hempel is strengtheningits manufacturing capabilities andpresence in the Indian subcontinent.The company also plans to investapproximately INR 100 crore in agreenfield project over a period ofthree years.

The new plant will feature the latest inenvironmentally friendly coating produ-ction equipment, including a semi auto-matic powder handling system, anautomatic liquid dosing system and asolvent recovery unit.

"India is a very important market forHempel and the expansion will fast-track our growth in the region," saysMr. Umesh Singh, Director, HempelSouth Asia. "While Hempel already hasa large share of the global market insegments including wind turbines,cranes and infrastructures, India hasalso seen rapid growth in thesesegments. We look forward tosupplying the protective and marinecoatings to the growing markets forthese segments in South Asia. In thesemarkets, our goal is to double our2010 turnover to above EUR 18 millionby 2013, and to triple turnover to morethan EUR 25 million by the end of2015. The protective paint marinemarket in India is worth about INR1,250 crore and Hampel is keen tograb 15% share in the next five years.”

Birla Surya to set up silicon wafers unit in Maharashtra

Birla Surya Ltd (BSL), part of the YashBirla group, plans to invest INR 5,400crore in Maharashtra over the next fiveyears to build India’s largest integratedplant for fabrication of multi-crystallinesilicon wafers and processing of solarphotovoltaic cell.

BSL would invest INR 1,500 crore inthe first phase that would entail settingup of a manufacturing facility for 60MW of multi crystalline solar photovol-taic cells and fabrication of 125 MWmulti-crystalline silicon wafers usingsolar grade silicon (SGS) at Rajewadi inSatara district. It has already acquiredland for the first phase of the projectand is in process of acquiring land forthe future expansion simultaneously.The company has received all therequired government approvals to setup the project and currently the civilconstruction is being carried out byLarsen & Toubro. The commercialproduction for first phase is expectedto commence by December 2011.

On this occasion, Birla Surya CEO MR.Mohan Datari said, “We have plannedthe implementation phase of theproject to ensure revenue generationat the earliest.”

GE Plans Equipment Facility at Chakan, Pune

GE India, the subsidiary of US-basedGeneral Electric, plans to invest INR700 crore to set up a multi-productmanufacturing facility at Chakan nearPune. The unit will manufactureequipment including wind turbines, gasengines and healthcare units.

MIDC has issued offer letter regardingland allotment to GE India.

Established in 1902, GE India has pres-ence in major sectors such as transpor-tation, energy, healthcare and financialservices. GE employs over 13,000people in India. It exports over 1 billionproducts and services.
