Top Mewati Gang of Salli involved in theft of more than 7000 livestock and several assaults on police teams busted.

Four members of the gang arrested. Two country made pistols, 5 live cartridges, one TATA

  In a major breakthrough, Special Unit of Crime Branch has succeeded in busting a Mewati gang involved in theft of livestock and other crime in the area of Delhi, NCR, Haryana, Rajasthan and UP. The members of this gang were also found involved in the incidence of firing on police parties. With their arrest 6 cases of live stock theft have been worked out. Two pistols, five live cartridges, one TATA 407, 3 fake registration number plates, ropes and stones have been recovered from their possession. The arrested persons include three real brothers.

INCIDENT AND OPERATION:In the recent past, the Crime Branch of Delhi police has taken a very

stringent action against criminals of Mewat region who commit sensational crimes in Delhi. In the process, various prominent criminals gangs have been neutralized by putting them behind bars. A close surveillance was mounted in the Mewat region to check the activities of these criminals. During surveillance, it was revealed that a gang headed by Harun @ Lambu and Ilyas @ Gaalu is still active in Delhi and NCR region. Telltale signs of this gang was closely scrutinized by a dedicated team of HC Aslup and Ct Prem Pal.

CRIME BRANCH

On 07.03.2013, a specific information was received by HC Aslup and Ct Prem Pal that Harun and Ilyas gang along with their associates would enter Delhi between 11 to 12 pm from Aaya Nagar border in Tata 407 and would pass through Aruna Asaf Ali Marg, Vasant Kunj towards JNU and they would be carrying illegal arms and ammunition. Accordingly,a trap was laid and at about 11.20 PM, one Tata 407 was identified by the informer and when the police team tried to stop them by placing barricades on the road, the occupants and driver instead of stopping the vehicle, crushed the police barrier and the occupants assaulted the police team by pelting stones and after a brief scuffle, police team forced the assailant vehicle to stop by blocking the road. Four persons, who were later identified as (1) Ilyas @ Gaalu s/o Majeed r/o Village Gwarka, PS Tauru, Mewat, Haryana, Age 33 years, (2) Iqbal @ Balli s/o Majeed r/o Village Gwarka, PS Tauru, Mewat, Haryana, Age 27 years, (3) Umardin s/o Majeed r/o Village Gwarka, PS Tauru, Mewat, Haryana, Age 36 years and (4). Haroon @ Lambu s/o Mehmooda r/o Village Alampur, PS Sector-55, Faridabad, Haryana, Age 32 years were apprehended, whereas, two occupants managed to escape from the spot. Two country made pistols and five live cartridges, fake registration number plates, ropes, stones and one Tata 407 vehicle were recovered from their possession. A case under the appropriate section of law has been registered against them in this regard.

They were subjected to intensive interrogation, and it was revealed that this gang headed by Haroon @ lambu and Ilyas @ Gaalu was involved in robberies, attempt to murder, assault on police party and theft of livestock in Delhi NCR, Haryana and Rajasthan. They had a unique modus operandi. For the purpose of cattle theft and other crimes, they had modified TATA 407 vehicle to help them in their nefarious activities. Heavy iron girder/bumpers were fitted in the vehicle to crush/damage the intercepting vehicles (mostly police vehicles) while returning with their booty. Intake of the fuel in the carburetor of Tata 407 was increased to the full to get the maximum thrust/speed of the vehicle. Mobile oil was also added in the fuel tank to increase the combustion rate thereby increasing the efficiency of the engine. Further, to strengthen their armory, they used to keep heavy loads of stone in the vehicles, which were especially procured by them from the railway tracks on their way. If any police vehicle dared to chase them, the members of this gang never hesitated to open fire upon police vehicles or hurt them by pelting stones. There were instances when they had even thrown the cattle from their vehicle in front of the chasing police vehicles, thereby forcing the chasing vehicles to stop. In the day time, one-two members used to reccee the area and as per their lead/information, the gang would enter in Delhi in their Tata 407 vehicle during night time in search of livestock/cattle, members of this gang, which included 8-10 persons, carried weapons along with them and on resistance they never hesitated to take the extreme steps for their escape.  Their other involvements are being verified.

DETAILS OF CASES WORKED OUT:

1. FIR No. 259/12 u/s 379 IPC PS Sarita Vihar, Delhi. On the intervening night of 22-23.8.12, this gang had stolen cattle from the area of PS Sarita Vihar and while returning in Tata 407, the vehicle got stuck up in the area of Jait Pur and on sensing the presence of police, accused persons escaped from the spot and left the Tata 407 abandoned in the area of Jait Pur. It was further revealed that the said Tata 407 was stolen from the area of PS Sector 5, Gurgaon, Haryana. Recommendation for declaring a reward of Rs. 25, 000/- in this case is under consideration.

2. FIR No. 402/12 u/s 379 IPC PS Sarita Vihar, Delhi. On the intervening night of 12/13.12.12, accused Ilyas @ Gaalu, Harun @ Lambu along with their associates had stolen 6 cows from a dairy in the area of Madan Pur Khadar, PS Sarita Vihar.

3. FIR No. 403/12 u/s 148/392/397/307/452/506 IPC PS Tauru, Haryana. On 27.10.12, accused Ilyas @ Gallu along with his brothers Umardin, Iqbal @ Balli and other associates had forcibly entered the house of Afsina r/o Gwarka on gun point and had assaulted the inmates and robbed the valuables from the house.

4. FIR No. 6/13 u/s 186/353/307/120 B IPC & 25 Arms Act PS Dharu Hera, Gurgaon, Haryana. In the first week of January 2013, Ilyas @ Gallu along with his brother Umardin, Iqbal @ Balli and other associates was returning back with booty in their TATA 407. During night, they were intercepted by the Haryana Police in the area of Dharuhera but instead of stopping the vehicle, they opened fire on police team and assaulted them while managing to escape.

5. FIR No. 152/12 u/s 379 IPC PS Timar Pur, Delhi. On 09.07.12, the accused Ilyas @ Gaalu along with his associates Salli and others had stolen a truck from the area of PS Timar Pur. Salli and other associates have been arrested in this case whereas Ilyas @ Gaalu was still at large.

6. FIR No. 748/06 u/s 186/353/307 IPC PS HauzKhas, Delhi. On 10/12/06, accused Ilyas @ Gallu along with his associate Rahis, while going on a motorcycle was intercepted by a Crime Branch team in the area of PS Hauz Khas but instead of stopping they opened fire on the Crime Branch team. Rahis was apprehended on the spot, whereas Ilyas @ Gaalu managed to escape from the spot and till date, he is evading his arrest in this case.

1. Accused Ilyas @ Gaalu was born in his native village and could not complete his primary education. He is a close aide of top Mewati gangsters Salli, who was arrested by Delhi police in December 2012. He remained associated with Salli in various sensational crimes in Delhi, Noida, Haryana, and Rajasthan. He has expertise in driving TATA 407 vehicle. He was earlier arrested in more than 8 cases including dacoity, robbery, attempt to murder and assault on police party. He along with his brothers and other associates was running this gang since last 6-7 years. He is not appearing in the Courts and evading arrest since long time.

2. Accused Haroon @ Lambu was born in village Alampur, Distt. Faridabad. His father was a labourer.He is illiterate and since his childhood he started committing petty offences and later he formed his gang and started committing cattle theft and other crime in Delhi and NCR. About 6-7 years back his close associate Shezad @ Azad died in police encounter in Sahibabad, UP, after Shezad @ Azad’s death, Haroon @ Lambu married Zahida (w/o Shezad) and started living separately from his previous wife and children’s. he was earlier arrested in more than 5 cases of theft and CS Act.

3. Accused Iqbal @ Balli was born in village Gwarka, Mewat. He belongs to a farmer family. He could not complete his primary education and started plying TATA 407.He has expertise in driving as such he plays important role while committing the crime. He is real brother of accused Ilyas @ Gaalu and Umardin. He had a long criminal history and was found involved in more than 9 cases including attempt to murder, Theft etc.

4. Accused Umardin was born in his native village. He has six brothers and two sisters. He is eldest amongst the siblings. He studied upto 5 th

class in his village school but could not continue his education and started assisting his father in the fields. He joined his brother Ilyas @ Gaalu in his illegal activities. In January 2013, he along with his associates had assaulted and fired upon police party in the area of Dharuhera. He is absconding in this case.

M.C. Katoch and over all guidance of Sh Kumar Gyanesh, Addl DCP has arrested a gang of cheats namely (1) Nasir Khan S/o Sh. Fateh Khan r/o D/107 Garima Garden Sahibabad, Ghaziabad, Uttar Pradesh, age 33 years, (2) Amjad Khan s/o sh. Fateh Khan r/o D/107 Garima Garden Sahibabad, Ghaziabad, Uttar Pradesh age 38 years, (3) Devi Ram @ Pappu s/o Sohan Lal r/o D/107 Garima Garden Sahibabad, Ghaziabad, Uttar Pradesh, age 38 years and (4) Atul Kumar s/o Jagdish Kumar r/o D-5/1, Ashok Mohalla, Mauzpur, Delhi . The TSR No. DL-1R-N-4109 using for means of transport for commission of offence has been recovered from the possession of the accused persons

INCIDENT

Ct Raj Kumar received information that a gang of cheats is active in the area of Delhi. They would pass through Bhajanpura Chowk at 8.00 p.m. On 07/03/13, a trap was laid near Bhajanpura Chowk, Near Dargah, Main Road, Wazirabad and all the accused persons were apprehended along with the TSR No. DL-1R-N-4109. They have been arrested u/s 41.1(b) Cr.P.C.

INTERROGATION

On intensive interrogation, the accused persons revealed that they are involved in criminal activities since 1999. The used to target old aged persons and vulnerable ladies who visit banks to withdraw their money. They used to offer help to fill farms and to count the money withdrawn. While counting the money, they would cleverly hide some of the currency notes by distracting the persons. 5 cases have been worked out with the arrest of above accused persons.

1. Nasir Khan s/o Sh. Fateh Khan r/o D/107 Garima Garden Sahibabad, Ghaziabad, Uttar Pradesh age 33 years. He is the gang leader of Khan Gang. He is illiterate. He has three brother and two sons. Earlier he was driving TSR. He started his career in crime in the year 2005. His family shifted from Delhi to Calcutta, West Bengal and his elder brother Abdul Kasim is residing at Calcutta, West Bengal. His needs were not fulfilled in the profession of driver, so in order to earn easy and quick money, he started cheating in the banks while choosing targets.

He started illegal activities in the year 1999 with the help and active support of his father-in-law Asagar Ali. Now his wife and his father in law have separated from him. He was earlier arrested in case of attempting a robbery in Kalkaji in the year 1999. He was also working as a driver but his needs were not getting requirement was not fulfilled in the profession of driver so in order to earn money, he started duping people in the banks along with his brother Nasir Khan.

His needs were not fulfilled in the profession of driver, so in order to earn money he started duping people in the banks being soft targets.

4. Atul Kumar s/o Jagdish Kumar r/o D-5/1 Ashok Mohalla Mauzpur, Delhi. He was educated up to 5th standard from Mauzpur Govt. School, Delhi. He is TSR driver and is helping the accused by the driving them to different locations and taking a big share in that all cheatings. He has also purchased a new three wheeler through these earnings.

Further investigation in the case is in progress.

With the arrest of (1) Mohd. Zuhaib Raja s/o Jahid Miya, aged about 27 years r/o H. No. 838, Bazar Kamra Bangash, Chitli Kabar, Chandni Mahal, Delhi, (2) Danish, aged about 29 years s/o Mohd. Mursaleen r/o H. No. 2740, Gali Nane Khan, Kuch Chalan, Daryaganj, Delhi and (3) Mohd. Shahid, aged about 33 years s/o Noor Mohd. r/o H. No. 1948, Gali Bara Dari, Kucha Chalan, Daryaganj, Delhi, Central District police has busted a cheating racket who used to cheat the agents of Insurance Companies by taking discount by giving blank cheques for insurance policies. INCIDENT

On 05-03-2013, one LIC Agent namely Ishtiak Khan s/o Late Tajamul Khan r/o I-37, 4th

Floor, Gali No. 4, Jamia Nagar, Okhla, New Delhi had reported to the Police Station Daryaganj and lodged his complaint alleging therein that he had been cheated by one person namely Mohd. Zuhaib Raja of Rs. 10,000/- by falsely promising to purchase a high value policy and the accused did not bear policy as promised and also refused to return the commission amount already paid to him by the complainant. In view of the above, a case vide FIR No. 60/13 u/s 419/420 IPC dated 05-03-2013 was registered at Police Station Daryaganj and investigation was taken up.

TEAM

A team consisting of Inspr. O.P. Meena, AT/Daryaganj, SI Mahipal Singh, HC Satbir Singh, Ct. Ram Khiladi and Ct. Shekhar under the close supervision of Sh. Om Parkash, ACP/Daryaganj was constituted to enquire into the matter.

INVESTIGATION

The complainant Ishtiak Khan was examined at length. He disclosed that on 2-3-2013, accused Mohd. Zuhaib Raja called him on his cell phone and showed interest in purchasing a high value policy of Rs. Ten Lakhs. On this, the complainant reached the house of accused Mohd. Zuhaib Raja, completed the formalities and completed the documentation. He impersonated himself as Mohd. Manjoor and used fake identity documents of Mohd. Manjoor. For a policy of Rs.10 lakh, the annual premium worked out be to Rs.70000/- and therefore the accused issued a cheque of Rs.70000/- which was bogus. The accused thereafter negotiated with the LIC agent and asked him to give him a cut on the commission he was getting from Insurance Company. The complainant agreed to pay back Rs.17500/- out of which he paid Rs. 10000/- in cash to the accused. The following day, the complainant went to the bank with the cheque issued by the accused and found it to be bogus and subsequently approached the policy with his complaint.

On 5-3-2013, at about 3:30 p.m., the police team conducted a raid near Golcha Cinema and on the pointing out of the complainant, accused Zuhaib Raja was apprehended by the police team.

INVESTIGATION

During the course of investigation, accused Mohd. Zuhaib Raja disclosed that he had got prepared the fake documents and cheque from one Danish s/o Mohd. Mursaleen, who runs a shop in the name of Global Communication at 5051, N.S. Marg, Daryaganj, Delhi. A raid was conducted and Danish was also apprehended by the police team. One Photostat machine, one scanner, pen drive, seven original blank cheques of Dena Bank used for preparing the fake documents and several fake cheque were recovered from his shop. Accused Danish disclosed that he used to procure these blank cheques from one Mohd. Shahid s/o Noor Mohd r/o 1948, Gali Bara Dari, Kucha Chalan, Chandni Mahal, Delhi. Accused Mohd. Shahid was also apprehended by the police team.

Further investigation/interrogation in progress.

1. Mohd. Zuhaib Raja s/o Jahid Miya r/o H. No. 838, Bazar Kamra Bangash, Chitli Kabar, Chandni Mahal, Delhi is 27 years old and has studied up to B.Com. He has two brothers.

2. Danish s/o Mohd. Mursaleen r/o H. No. 2740, Gali Nane Khan, Kuch Chalan, Daryaganj, Delhi is 29 years old and has studied up to 10th class. He runs a shop in the name of Global Communication at Daryaganj.

3. Mohd. Shahid s/o Noor Mohd. r/o H. No. 1948, Gali Bara Dari, Kucha Chalan, Daryaganj, Delhi is 33 years old and has studied up to 5 th class. He has three brothers and one sister.

ONE ARRESTED FOR SMUGGLING LIQUOR FROM HARYANA TO DELHI: HUGE QUANTITY OF ILLICIT LIQUOR WORTH LAKHS OF RUPEES RECOVERED:

VEHICLE USED IN CRIME ALSO SEIZED

A team of Police Station Patel Nagar has arrested one Guddu Kumar Yadav, aged about 26 years s/o Gobri Prasad Yadav r/o H.No.182, Sec.-26, Near Shamshan Ghat, Rohini, Delhi, Permanent address Village Bans Chitwania Tola, PS Bans Vilage, Distt. Gorakhpur, (UP), Central District Police has recovered 42 cartons of illicit liquor of ‘Rasila Santra Masaledar Desi’ brand liquor for “Sale in Haryana only” from his possession. The white color TATA ACE (Champion) used in smuggling the liquor has also been seized.

INFORMATION, TEAM AND OPERATION

On 07.03.13, a secret information was received at PS Patel Nagar that a TATA ACE (Champion) carrying huge quantity of illicit liquor would go towards Sarai Rohilla via Mayapuri to Naraina road backside of PS Patel Nagar. On receipt of this information, a team comprising of Inspr. Harish Chandra./Inspr. Invs. PS Petal Nagar, SI Narender Singh Samota, Ct. Rakesh and Ct Satish under the close supervision of Sh. Rajiv Midha, ACP/Patel Nagar was constituted.

Accordingly, a trap was laid at backside of PS Patel Nagar. At about, 03.15 pm, one white color TATA ACE (Champion) No. DL-1LR-8198 covered by tirpal was spotted and was signaled to stop but the driver tried to speed away. He was overpowered and on search, 42 cartons of ‘Rasila Santra Masaledar Desi’ liquor containing 50 quarters in each carton i.e. total 2100 quarters were recovered from the TATA ACE (Champion). Consequently, a case vide FIR No. 67/13 under section 33 of Delhi Excise Act was registered at PS Patel Nagar. The vehicle used in the smuggling of liquor has also been seized by the police.

INTERROGATION

Accused Guddu Kumar Yadav was subjected to sustained interrogation in which he disclosed that he used to purchase the liquor from Haryana and supply this liquor to various parts of North Delhi on demand with his partner namely Mukesh Kumar, aged about 32 years r/o H.No.408, 3rd floor, Pocket-B5, Sec.11, Rohini, Delhi, owner of the vehicle used in the smuggling of liquor.

Further investigation/interrogation is under progress. Efforts are being made to unearth the entire racket.

The staff of Police Station Mundka, West District arrested two persons namely Nirmal S/o Sh. Raj Singh and Dhan singh @ Sonu S/O Mahender who are involved in a sensational murder case of Sarpanch of village Tanda Heri, District Jhajjar (Haryana). Both of them were having loaded English Pistols with three live cartridges in each Pistol (total six cartridges). With their arrest, the police succeeded in preventing a Gang War. PROFILE OF ACCUSED ARRESTED

1. Nirmal S/o Sh. Raj Singh R/o H. No. D-4, Arjun Park, Nangli Sakrawati, Delhi. Age – 50 years, Education- 5th Class.

2. Dhan Singh @ Sonu S/o Mahender R/o Village Tanda Heri, District Jhajjar (Haryana). Age- 22 Years, Education- 7th Class.

INCIDENT,TEAM AND ARREST

Sharing his previous experiences with staff, Insp. Raj Kumar sensitized and motivated them to develop local intelligence through secret informers. All staff started their efforts. On 07.03.13, ASI Harpal Singh along with HC Pardeep 1343/W, Ct. Sandeep No. 1338/W, Ct. Vinod Kumar No. 1836/W and Ct. Sanjeev No. 855/W of PS Mundka were on patrolling at Hiran Kudna, Dichoan Kalan Road, Delhi. At about 01:00 PM, Ct. Sandeep No. 1338/W got an information through secret informer that two persons, who are involved in the sensational murder of Sarpanch Davender of village Tandaheri, have come on bail recently. They are preparing to commit another similar crime due to previous enmity. The staff shared the vital information with Insp. Raj Kumar, SHO/Mundka. Accordingly a raiding party was prepared at once and they positioned themselves behind Ganda Nala, Dichoan Kalan Road. At about 01:30 PM, they noticed two persons coming from village Neelwal. On being identified by the informer, both the persons were apprehended. The formal search of each was made by the police personnel. During the search, each of them was having a loaded English (country made) Pistol containing three (3) live cartridges with them. The fire arms- ammunitions were seized. Accordingly a Case FIR No. 55/13 U/S 25/54/59 Arms Act PS Mundka was registered and further investigation was taken up.

INTERROGATION AND INVESTIGATION

Both the accused were thoroughly interrogated who revealed that they are basically farmers. They have enmity with the family of Sarpanch Davender of village Tandaheri. This enmity started on 16th Feb. 2007 in a marriage function on minor arguments. On the very next day i.e. 17 Feb, 2007, one Sandeep (cousin of Nirmal) was murdered. Thereafter the enmity between the two groups aggravated. In 2009, open firing was done at Nirmal was done when he was present outside Rohtak Jail. On his turn Nirmal and his group who openly fired in the day light of 07.07.11 and murdered the Sarpanch Davender one Satbir was also injured in the incident. Accordingly a case vide FIR No. 292/11 Dated 07.07.11 U/S 302/307/34 IPC & 25 Arms Act PS Sadar Bahadurgarh was registered. Nirmal, Dhan Singh and others were arrested in the case.

When they were in jail, the rival group gained dominance in this violent blood game by killing one Rajesh (relative of Nirmal). Although both the parties compromised with the intervention of some persons but the

enmity is alive in their minds and hearts. Therefore they planned to murder those people who were directly involved in the murder of Rajesh. To implement their plan, they arranged for firearms. They were waiting for suitable time but before they commit another crime in gang-war, Staff of Police Station Mundka apprehended them.

Staff involved in good work is being rewarded suitably.

A DESPERATE MEWATI CATTLE THIEF WANTED IN ATTEMPT TO MURDER CASE OF PS VASANT KUNJ SOUTH ARRESTED.

Staff of STF, South District and PS Vasant Kunj South have arrested accused Shokeen @ Padda S/o Hamid R/o Village Rithath, PS Pinagwa, District Mewat, Haryana who was wanted and prime accused involved in case FIR No. 79/13 dated 24.02.13 u/s 186/353/307/34 IPC & 25/27 Arms Act, Section 5/12 Delhi Agricultural Cattle Preservation Act, 1994, Section 11.1 Cruelty Against Animal Act and Section 3 of Prevention of Damage of Public Property Act, PS Vasant Kunj South, New Delhi.

INCIDENT:

On the intervening night of 23-24/02/13, a gang of criminals hail from Mewat was stealing cows in Max Mahindra No. HR-74-1898 in the area of Rajokri Pahari. They were noticed by some local residents who informed police about the incident. A PCR Van intercepted the above mentioned vehicle occupied by cattle thieves near Air Force Station, Rajokari but the occupants of the Max Mahindra hit the PCR Van upfront and tried to run over it by

endangering the life of police officials of PCR Van. Fortunately, the police officials somehow escaped unhurt. The police officials apprehended one of the occupants of Max Mahindra who was identified as Arif S/o Mamu R/o H. No. 164, Ward No. 4, Taudu, District Mewat, Haryana. But the other criminals managed to escape by taking advantage of darkness. A case FIR No. 79/13 dated 24.02.13 u/s 186/353/307/34 IPC, 25/27 Arms Act, Sec 5/12 Delhi Agricultural Cattle Preservation Act, 1994, Sec-11.1 Cruelty Against Animal Act and Section-3 of Prevention of Damage of Public Property Act was registered at PS Vasant Kunj South, New Delhi.

TEAM, INVESTIGATION AND ARREST:

The police was in pursuit of the remaining criminals and raids were conducted in Mewat region with a large team of police officials from South District along with the staff of STF/SD at several places to nab the offenders. Secret informers were deployed to provide information about the whereabouts of the remaining criminals. On 6.3.2013, a secret informer informed at STF Office, Vasant Vihar, New Delhi that some Mewati criminals, involved in case FIR No. 79/13, PS Vasant Kunj South would come in Rajokari for stealing cattle. The information was shared with SHO/Vasant Kunj South. A joint raiding party comprising of SI Arvind Kumar, ASI Anand Parkash, HC Randhawa, 486/SD, HC Mukesh, 586/SD and HC Suresh, 151/SD of STF, South District and SI Deepak Panwar, Ct. Gajanand No. 3307/SD and Ct. Parveen No. 3362/SD of PS Vasant Kunj South was formed under supervision of Insp. Rajender Singh, I/C STF and Insp. Gagan Bhaskar SHO/PS Vasant Kunj South. A trap was laid at Rajokari Mod, NH-8, Delhi. At about 8.35 PM, on the identification of secret informer, a suspected person was apprehended who was identified as Shokeen @ Padda S/o Hamid R/o Village Rithath, PS Pinagwa, District Mewat, Haryana.

INTERROGATION :

During interrogation, accused Shokeen disclosed that he was the leader of the gang and escaped from police net on the night intervening 23-24/02/13 after hitting the PCR Van. He is the owner of the vehicle Max Mahindra No. HR 74 1898, which was involved in the above mentioned case and seized by the police on the day of incident. He further disclosed that he and other gang members regularly visited Delhi and other States for stealing cattle (especially cows) and for committing robberies. They usually drive dangerously at high speed and never hesitate to hit anyone, any vehicle or barricades which come in their way. They even pelt stones or sometime throw stolen cattles on any pursuing police vehicles. They steal cattle for the purpose of butchering, selling and exporting their meat.

On 06.03.13, their plan was to steal cows from the area of Rajokari. He was sent to conduct reconnaissance in the area and identify the places where cattle might be available in plenty. The other team members were waiting at a distance but when he reached near Rajokari Mod, police arrested him.

A NOTORIOUS CRIMINAL WANTED IN MURDER CASE OF SAMAJWADI PARTY LEADER ARRESTED

COUNTRY MADE PISTOL WITH ONE LIVE CARTRIDGE RECOVERED

  Staff of STF, South District has arrested accused Krishan Pal Yadav @ K.P. Yadav (49 years) S/o Hukam Singh Yadav R/o H. No. M-196, Sanjay Nagar, Sec. 23, Raj Nagar, Gaziabad (UP) who is wanted in murder case of Advocate Yashveer, President of Ghaziabad Bar Association & leader of Samajwadi Party. With his arrest, one country made pistol and a live cartridge was recovered from his possession.

BRIEF FACTS:

On 07.03.13, a secret information was received that a notorious criminal namely K.P. Yadav who is wanted in murder case of Advocate Yashveer of Kavi Nagar, Ghaziabad would come in the area of K.M. Pur. Accordingly, a trap was laid in Pilanji Village, Kotla Mubarak Pur, Delhi by the STF team comprising SI Kuldeep Sharma, HC Sachin Dabas, 3462/SD and HC Vinod, 398/SD under the close supervision of Inspr./STF Rajender Singh. At about 7.10 PM, on a tip, a suspicious person was apprehended. On his search, a country made pistol and one live cartridge was recovered from his possession. He was identified as Krishan Pal Yadav @ K.P. Yadav S/o Hukam Singh Yadav R/o H. No. M-196, Sanjay Nagar, Sec. 23, Raj Nagar, Gaziabad (UP).  A case vide FIR No. 61/13 dated 07.03.13 u/s 25/54/59 Arms Act was registered at PS Kotla Mubarak Pur and accused was arrested.

INTERROGATION :

During interrogation, it revealed that accused K.P. Yadav is wanted in case FIR No. 237/13 dated 25/02/13 u/s 147,148,302,307,354,394,120B,34 IPC and 25/27 Arms Act PS Kavi Nagar, Ghaziabad for committing murder of Advocate Yashveer (leader of Samajwadi Party). He disclosed that he was having relations with Sangeeta (name changed), the mother of accused Mitthan. Mitthan and his brothers had objected to this relationship. Yashveer, an another powerful opponent of the family of Sangeeta also had objection on their relationship. The family of Yashveer and the Sangeeta were at loggerheads at numerous other issues. Accused K. P. Yadav in conspiracy with Sangeeta hatched a plan to get eliminated Advocate Yashveer through her sons. In this way, they would be able to keep their relationship continued as all his sons would be lodged in jail. As per their plan, Sangeeta instigated her sons to murder Advocate Yashveer to take revenge of her beatings at the hands of Yashveer. Mitthan, the elder son of Sangeeta along with his brothers and other associates murdered Yashveer. He was on run as Ghaziabad Police was looking for him in the murder case of Advocate Yashveer. On 7.3.13, he had come to Kotla Mubarakpur to meet one of his friends when he was apprehended by the team of STF, South District.

Accused Krishan Pal Yadav has also been previously involved in Crime No. 2709/12 u/s 25 Arms Act, PS Sec-49, Noida and Crime No. 2714/12 of Excise Act, PS Sec-49, Noida.

1. Whereas, there is a mushrooming of BPOs (Business process outsourcing Centers) prominently known as Call Centers, Corporate houses, Media houses, companies, organizations and firms in Delhi and other parts of the NCR offering employment opportunity for the youth.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab service for the purpose of picking up and dropping them from their places of stay to office and back. As these organizations are functioning round the clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause

danger to human life and safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C. 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL dated. I Brijendra Kumar Yadav, ACP/Gokal Puri do hereby make this written order that all such organizations like BPOs, Corporate and Media Houses, having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Gokal Puri, North East District, Delhi shall :-

a. Maintain a database of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

b. Hire security personnel and other contractual personnel as far as possible from licensed agencies only.

c. Ensure verification of antecedents of all their employees including contractual employees.

d. Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (Regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

e. Choose the route in such a manner that as far as possible a woman employee is not the first one to be picked up or the last one to be dropped.

f. Ensure that during night hours the cab involved in transportation of women employees picks up and drops such employees right at their houses, remains halted at the point where a woman employee has been dropped till she confirms her arrival/reaching at their residence/place of stay through a telephone call.

g. Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot up to her house and takes a confirmation about her safe arrival.

h. Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designed route etc.

i. Get GPS System installed in the cabs used in transportation of such employees, especially women employees.

6. These orders shall come into force with effect from 11.03.13 and shall remain in force for a period of 60 days i.e. up to10.05.13 (Both Days Inclusive) unless withdrawn earlier.

7. Any person / employer / transporter etc. contravening these orders shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and

8. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. Today, on March, 8, 2013 a sports event captioned "YUVA PROGRAMME" was organized by the 3rd Bn. DAP of the Delhi Police at Sports Ground, Vikas Puri Police Complex, Vikas Puri, New Delhi.

Shri Tejender Khanna, Hontle Lt. Governor, Delhi was the Chief Guest of the event. He whole heartedly appreciated & encouraged the initiative taken by the 3rd Bn. DAP and distributed the prizes amongst thc talented children who participated in the sports events. He also reiterated that such events must be taken up by the other Districts / Units of the Delhi Police. Shri Neeraj Kumar, Commissioner of Police, Delhi alongwith other senior officers of Delhi Police were also present in the function.

The motive to organize "YUVA PROGRAMME" is to encourage the under privilege school going children of slum colonies in the proximity of Vikas Puri Police Complex and the children of the police officers residing within the complex in sports activities to utilize their skill, energy and spare time in such a way that will help them to build

self confidence and to wean them away from crime. As many as 300 children participated in various sports events like Badminton, Table Tennis, Volleyball, Kabbaddi, Judd° and Football.

The members of Delhi Police Welfare Centre, Vikas Puri Police Complex, which was earlier inaugurated by Smt. Mala Kumari, Chairperson of Delhi Police Welfare Committee and wife of Shri Neeraj Kumar, Commissioner of Police, Delhi, also displayed various products prepared by them during the Programme. PROCLAIMED OFFENDERS ARRESTED

In the first instance the Spl. Team of P.S Mahendra Park arrested one proclaimed offender namely Jitender @ Sonu s/o Bohari Lal r/o Jhuggi No. N-77B/535, Sawan Park, Ashok Vihar, Delhi. He was declared P.O on 10.1.13 by the Hon'ble Court of Sh. Sunil Kumar, M.M Rohini Court in case FIR No. 332/05 u/s 382/411 IPC P.S. Jahangir Puri, Delhi. HC Anil received and HC Jitender a secret information about the presence of proclaimed offender Jitender @ Sonu in the area of Ashok Vihar, Delhi. They laid a trap and apprehended him from Jhuggi Sawan Park Extension, Ashok Vihar, Delhi.

In the second instance the Spl. Team of P.S Mahendra Park arrested one proclaimed offender namely Washim s/o Layakat Qurashi r/o B-527, Jahangir Puri, Delhi. He was declared P.O on 27.6.11 by the Hon'ble Court of Sh. V.K Jha, M.M Rohini Court in case FIR No. 433/01 u/s 325/341 IPC P.S. Jahangir Puri, Delhi. HC Anil and HC Jitender received a secret information about the presence of proclaimed offender Washim in the area of Jahangir Puri, Delhi. They laid a trap and apprehended him from B-Block, Jahangir Puri, Delhi.
