The Crime Branch, Delhi Police has arrested four persons who were running a racket to cheat unemployed youth under the pretext of providing employment in Railways. They have duped hundreds of unemployed youths and have cheated them to the tune of close to Rs. 2 Crores. Computer, printer/scanner and memory card have been seized from them, on which they used to print fake admit cards and joining letters pertaining to Indian Railways. Four Bank Accounts have been seized in this regard. The gang has taken a lot of money in cash too.

INCIDENT:-

On 20.08.12, complainant Rajesh Kumar s/o Mahendra Singh r/o Village Banihol, PO Bari, District Kangra, Himachal Pradesh reported at SIT Branch that he has been duped by alleged Yashpal Sharma and his associates on the pretext of recruitment in railway. He alleged that they had taken money from him for arranging job in railway and also cheated several persons in the same way. Accordingly a case vide FIR No. 211/12 dated 20.08.12 u/s 420/468/471/34 IPC PS Crime Branch was registered and investigation was taken up.

Keeping in the gravity of case, a dedicated team headed by Inspr. Satya Prakash comprising of ASI Baljeet Singh, ASI Ramesh Chander, HC Jitender Kumar, Ct. Sunil Kumar, Ct. Pradeep Kumar, Ct Jagbir, Ct Amit and Ct. Rampal was brought down in action under the close supervision of Addl. DCP/ Dr. Joy Tirkey.

On 22.08.12 at about 4 PM, Yashpal Sharma and his associate Namo Narain Singh were apprehended near Sec-28, Rohini, Delhi. At their instance, their two other associates namely Manoj Gupta and Surender Pratap Pandey were also apprehended. Subsequently 18 victims from Mukeria, Punjab and 3 more from Kangra, Himachal Pradesh were found who had been cheated by these accused persons.

INVESTIGATION AND EXAMINATION

During investigation, it was found that Yashpal Sharma is a master mind behind the racket. He alongwith the other three ran a fake recruitment racket and the gang had duped hundreds of unemployed youths across Delhi, Haryana. Punjab, Himachal Pradesh and Jammu & Kashmir.

Yashpal Sharma’s real name is Yugdutt Sharma. He worked for a famous Gutkha Company as salesman. In Feb 2011, he met one Kamal Sharma in Jammu. Kamal introduced himself as an Ex-Captain of the Indian Army. During their conversation, Kamal convinced Yashpal that he knew influential people in the Indian Army and could help in getting jobs in the Army. Yashpal brought him four prospective candidates and Kamal took money from them with the promise that he could arrange for jobs. Thereafter, Kamal vanished taking some money from Yashpal too. As he got cheated, he got the idea of using the same modus operandi to recoup his losses and make money out of it.

Yashpal recruited Manoj Gupta who was already known to him from his marketing days. Surender Partap Pandey was brought in by Manoj Gupta as both were known to each other since childhood. Namo Naryan Singh was recruited by Pandey as both belong to the same village in UP. Namo Narain worked in a company that manufactures Railway wagons in Mokama, Patna.

Yashpal Sharma keeps a tab on Newspapers advertising job opportunities in the Indian Railway. Whenever the Railways advertised job requirements, Yashpal spread word through his contacts that he could provide jobs in the Railways through his contacts and by paying some money. To spread his message, he adopted the concept of multi-level marketing, wherein one customer brings three more references and three again in turn bring three more references. He used to allure the victims themselves to bring more prospective candidates in lieu of waiving of commission from them. His ‘agents’ were ordinarily his former victims who were promised of repayment of their contributions if they could recruit some others into the fray. Yashpal Sharma insisted on taking money into his three Multinational Bank accounts. Depositing the money into the accounts somehow assured the victims of the safety of their investments.

The gang used to call all prospective candidates to Delhi to win their confidence that genuine actions are being taken on their employment applications. Yashpal Sharma used to meet the candidates in any one of the hotels in Paharganj area. They used to charge money on every stage like filling of application form, medical test and final payment at the time of issuing joining/appointment letter.

At final stage, Yashpal Sharma used to call the candidates to congratulate them on their appointments. The candidates were asked to deposit money into the said accounts.

Namo Naryan Singh used to arrange fake joining/appointment letters. These letters were sent to the prospective candidates. The candidates were sent to different places like Patna, Danapur, Gowahati, Kolkatta etc. as per their appointment letters and would wait for one of the gang members to come and arrange for their joining. However, despite assurances, the gang members never reached these far off places and the victims returned home after exhausting their money at outstation.

After this, they used to make themselves unreachable and untraced so that no one could contact them.

He also arranged for scanning and printing of documents for cheating in this case.

DESPERATE ROBBER PREVIOUSLY INVOLVED IN 6 CASES ARRESTED, ROBBERY OF 14.5 LAC RS OF YAMUNA VIHAR WORKED OUT

With the arrest of robber namely Keshar @ Channa S/o Gulam Kayum Ali r/o H. No-R-47, Gali No. - 19, Bramhampuri , Seelampur Delhi, aged 20 years, the North East Distt. police has worked a sensational case of day light robbery of PS Bhajanpura. From his arrest, loaded country made pistol used in robbery alongwith two live cartridge recovered.

On 18/6/2012 on receiving PCR call I.O. reached the place of incident i.e. B-1/8A, Yamuna Vihar, Service Road and found a pool of blood in front of the above house and one M/Cycle Enfield lying on the road, 7 empty cartridges (5 of 7.65) (9mm) and one projectile of .315 caliber were found scattered on the road. It was further learnt that injured persons have been shifted to G.T.B. Hospital. The scene of crime was cordoned with tape. I.O. reached G.T.B. Hospital where he came to know that injured Jitendra @ Dinesh was unfit for statement under treatment in the ICU and has sustained 4 bullet injuries and his brother Pankaj Gupta was fit for statement who has also sustained one bullet injury in his left hand below the elbow. His statement was recorded which revealed that when he along with his brother were on the way to the bank 3 assailants attacked them with fire arms and robbed their 14.5 lacs rupees. On receiving secret information through SHO/PS New Usmanpur on 24.8.2012 Police team consisting Insp Hansraj, SI Viney, HC Karan Singh under the supervision of SHO/Bhajanpura Ajay Pal Singh a raid was conducted at DLF cut at Loni Pusta road and KESAR @ CHANNA S/O GULAM KAYUM ALI R/O HNO-R-47, GALI NO- 19,BRAMPURI SEELAMPUR DELHI was apprehended on his personal search a Pistol along with two live cartridges were recovered from his possession. On his interrogation he confessed that he along with Rashid @ Golu @KALLU S/O Babbudin ali R/O HNO-49 Prem Nagar back side of Lonee inter college Lonee Gaziabad, U.P Kasim Mulla @ kadir khan @HAZEE s/o Nor Hassan R/O HNO-83, Mohalla Apparkot ,Maniya Bala, P.S Kotwali,Distt Bullandsher U.P, committed this Robbery on the information of Parvez Boona.

RECOVERY : One Pistol 7.65 alongwith two live cartridge used in commission of offence by Kesar.

PARVEZ @BOONA S/O JAMATEE LAHEE R/O BHANDA PATTEE P.S HAPUR U.P has already been arrested on 11/7/2012 who was involved in conspiracy. Rashid and Kasimulla are yet to be arrested as per disclosure of accused Kesar. Robbed money has not been distributed yet, only token money of 2.5 lac Rs were given to Kesar. The remaining robbed is with Kasimulla who is the Gang leader involved in 12 Cases and recently came out of jail after 6 Yrs.

Further investigation is in progress.

RECOVEREDNorth District has arrested one auto lifter namely Bishamber (20 years) s/o Sh.

Anil Kumar r/o Vill. Chinta Ki Nagariya, P.S. Khair, District Aligarh, U.P. and recovered 02 motor cycles from his possession.

INCIDENT & TEAM On 24.08.2012, secret information was received by HC Sukhbir Singh of

Special Staff/ North District that an active auto lifter would come to Delhi University Metro Station to sell a stolen motor cycle. Accordingly, a team consisting of SI Shahid Khan, HC Sukhbir Singh and Ct. Samar Pal was constituted under leadership of Insp. Rohitash Kumar/Special Staff and close supervision of Sh. R. K. Singh, ACP/ Operations/North District. A trap was laid at University Metro Station. At about 3.15 pm, one motor cycle bearing registration no. UP-14 AC- 1128 was noticed approaching Mall Road. On being pointed out by informer, the said motor cycle was stopped. The motor cycle rider could not produce any document regarding ownership of motor cycle. He was identified as Bishamber s/o Sh. Anil Kumar r/o Vill. Chinta Ki Nagariya, P.S. Khair, District Aligarh, U.P. After sustained interrogation, he disclosed that he, along with his friend Ravi, had stolen the motor cycle from the area of Nand Nagri, Delhi. On checking from the record of P.S Nand Nagri, the said motor cycle was found stolen vide case FIR No. 277/12 dated 14.08.12 u/s 379 IPC P.S. Nand Nagri, Delhi. Subsequently he was arrested vide DD No. 38-B dated 24.08.12 u/s 41.1 (D) & 102 Cr.P.C P.S. Maurice Nagar, Delhi.

On further interrogation, accused Bishamber disclosed that he is a permanent resident of Vill. Chinta Ki Nagariya, P.S. Khair, Distt. Aligarh, U.P. He came to Delhi in 2006 and started working as an auto driver in Trans Yamuna area. Presently he is residing at gali No. 16, near Lal Mandir, Harsh Vihar, Delhi with his family. With the intention of earning easy money, he started stealing vehicles. He further disclosed that he had stolen vehicles from Delhi and NCR. On his instance, 01 more motor cycle was recovered which was found stolen vide FIR No. 307/09 u/s 379 IPC, P.S. Nand Nagri, Delhi.

PROFILE OF ACCUSEDAccused Bishamber is a permanent resident of Vill. Chinta Ki Nagariya, P.S.

Khair, Distt. Aligarh, U.P and is illiterate. He came to Delhi in 2006 and started working as an auto driver in Trans Yamuna area. He has 03 brothers and 01 sister. Presently he is residing at gali No. 16, near Lal Mandir, Harsh Vihar, Delhi with his family. He started committing auto theft with his associates to earn quick money.

BRIEF FACTS:-With the arrest of two accused persons namely Javed Khan

Kishore Arora R/o Khasra 13-C, Near Gurudwara, Krishna Nagar, Singhu Border,Delhi, the staff of Anti- Snatching Cell, Outer District, Delhi has busted a gang of auto-lifters and worked out two cases of motor vehicle theft.

INCIDENTS :- Sh. Mehar Chand r/o Pana Paposian, Narela, Delhi reported

that his Maruti Omni Van bearing Registration No. DL-2C-N-2854 green colour had been stolen on the night intervening 23-24/08/12 from Pana Paposia, Narela. Accordingly, a case vide FIR No 454/12 dated 24/08/12 u/s 379 IPC, PS-Narela, Delhi was registered and investigation was taken up.

In an another incident, Sh. Vedpratap Vaidik reported that his Maruti Esteem car bearing Registration No. DL-3C-AG-0701 silver colour had been stolen on the night intervening 19-20/02/12 from Press Enclave, Gate No. 1, Saket, Delhi. Accordingly, a case vide FIR No. 61/12 dated 20/02/12 u/s 379 IPC, PS Saket, Delhi was registered and investigation was taken up.

TEAM & INVESTIGATION:-On 24.08.12, team of Anti-Snatching Cell Outer District,

Delhi comprising of SI Ajay Karan Sharma, HC Dharambir, Ct. Mahesh, Ct. Rajesh, Ct. Sanjay, Ct. Krishan, Ct. Dharmender and Ct. Vikrant under supervision of Sh. Suresh Chander ACP PG, Outer District, on secret information were in front of Jaipur Golden Hospital, Sector-3, Rohini, Delhi at 4.00 P.M. Two persons later on identified as Javed Khan @ Max (19 Yrs) S/o Mohd.Yunus R/o Pkt-11, Sec. A-6, Punarwas Colony, Near SRHC Hospital, Narela Delhi. and Sumit Arora (22 Yrs) S/o Kewal Kishore Arora R/o Khasra 13-C, Near Gurudwara, Krishna Nagar, Singhu Border, Delhi came on a green coloured Maruti Omni Van No DL-2C-N-2854. Accused Javed Khan @ Max was driving the van while Sumit Arora was sitting on the side seat. They were stopped by the police party. They could not produce any documents relating to the ownership of the van. On sustained interrogation/enquiry, they revealed that this is a stolen van from the area of P.S. Narela. The Maruti Van was found to be stolen vide Case FIR No. 454/12 u/s 379 IPC P.S. Narela, Delhi. They were arrested u/s 41.1(D)/102 Cr.P.C. On their instance, one more Maruti Esteem Car Colour silver registration No. DL-3D-AG-0701 reported stolen vide Case FIR No. 61/12 u/s 379 IPC PS Saket, Delhi has been recovered in an open space behind Kali Mata Mandir, Sector-3, Rohini, Delhi. INTERROGATION & MODUS OPERANDI:-

During interrogation, it has been revealed that both accused Javed Khan @ Max and Sumit Arora studied till 12th std. and later discontinued their studies. Both in order to secure some source of

income started stealing cars. Both accused used to conduct recci in the targeted area such as residential and market areas on some pretext or the other to get an idea of the entry and escape route for stealing Cars. Both the accused had kept the cars with them in order to sell them off to some appropriate customer at a convenient time.

1. Javed Khan @ Max (19 Yrs) S/o Mohd. Yunus R/o Pkt-11, Sec. A-6, Punarwas Colony, Near SRHC Hospital, Narela, Delhi. He studied upto 12th standard.

2. Sumit Arora (22 Yrs) S/o Kewal Kishore Arora R/o Khasra 13-C, Near Gurudwara, Krishna Nagar, Singhu Border, Delhi. He studied upto 12th standard.

1. Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

2. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No. 29 and Form No. 30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section 50 of the Motor Vehicle Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of Sec. 144 of the Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL, dated 09/09/2010, I, Vijendra Singh Pundir, Assistant Commissioner of Police of the Sub Division Parliament Street of New Delhi District do hereby make this written order that all such Vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division Parliament Street, Delhi shall:-

(a) Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.

(b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of transaction.

He immediately conveyed the facts to his employer Brij Bhushan Khurana over Mobile phone. Sh. Brij Bhushan Prop. AAREM TRADEX PVT. LTD came to the Police Station. The informant Amit Kumar was subjected to interrogation and finally confessed his involvement in their presence. Accordingly a case FIR No. 184/12 U/S 408 IPC dated 24.08.2012 was registered at P.S. Later on he started committing heinous crimes such as Robbery on the point of knife and pistol and by the way of choking. He used to spend his money on his girlfriend. This is manifested a by tattoo depicted on his right forearm.

On reaching there, on the pointing of informer, one person namely Kaushar has been apprehended.TEAM

On the direction of ACP/Vikas Puri Sh. Prakash Chnader Mann and under the leadership of Insp. H.S.P. On the direction of ACP/Vikas Puri Sh. Prakash Chnader Mann and under the leadership of Insp. H.S.P. Singh, SHO/ Janakpuri, a team comprising SI Bhawani Shankar, SI Ghanshyam Kishore, ASI Jangir Singh,HC Ombir Singh,1702/W, HC Bijender, 1653/W, Ct Rajesh No. 3310/W was constituted and investigation was taken up.INVESTIGATION During the course of investigation, the accused person disclosed that he along with his other associates namely Md. Aslam @ Sonu, Bharat Gulati, were in the habit of robbing and stealing lonely ladies who wear gold ornaments by way of Choking and creating terror. He further disclosed that he used to rob the ladies especially in weekly bazaars. He has also committed robbery on the point of pistol with his other associates.
