PROFILE OF ACCUSED :-

The accused and JCL are belonging to lower stratum of Jhuggi cluster Shakur Basti and are school dropouts. They are unemployed but wanted to lead lavish life style by robbing the passengers coming Shakur Basti Railway Station at lonely places at odd hours.

INCIDENT,TEAM AND ARREST

On the intervening night of 28.2.2011 and 1.3.2011 a PCR call of robbing and brutally beating a person was received at PS Saraswati Vihar. The MLC of the complainant was got prepared by the staff of PS Saraswati Vihar and after knowing the exact place of incident, the call was transferred to PS Punjabi Bagh. Then IO SI Daljit Singh from PS Punjabi Bagh was detailed for further enquiry. The complainant namely Sh. Sher Singh S/o Sh. Lalchand R/o H.No. E-236/6 Railway Colony Shakur Basti, Delhi stated that at about 10 PM, four boys having knife & danda, waylaid him and after assaulting him badly, robbed off his mobile phone Nokia-5030, Rs. 7000/- and his I-Card. The victim somehow saved himself from the clutches of the assailants and the matter was reported in PS Saraswati Vihar, Delhi. After his medical examination, the matter was reported to PS Punjabi Bagh being the place of incident in PS Punjabi Bagh area. On the statement complainant, a case FIR No. 47/11 U/S 394/397 IPC was registered at PS Punjabi Bagh on 01.03.2011 and investigation was taken up by SI Daljeet Singh. Immediately a team consisting of SI Manoharlal, SI Daljeet Singh, HC Naresh Kumar No. 420, HC Jaiparkash No. 350/W, Ct. Tasveer Singh and Ct. Dharmender No. 1560/W under the supervision of Inspr. H.S.P.Singh SHO Punjabi Bagh and overall supervision of ACP Punjabi Bagh, was formed to collect information and arrest the criminals involved in this incident. The team so formed worked relentlessly and collected details of several budding criminals of the area and activated their secret informers to collect the information about the criminals involved in this incident from the nearby localities. Staff had collected the information and above mentioned accused persons and two JCL were apprehended from the Jhuggis of Shakur Basti area.

INTERROGATION

On thorough interrogation of the accused, they disclosed their guilt and accused Naseeb got recovered looted mobile phone and share of his booty of Rs. 1500/- and weapon of offence wicket/danda. Accused Deepak got recovered knife and share of his booty Rs. 1500/-. Two JCL also got recovered their share of booty Rs. 1000 + Rs. 1200/-.

Staff involved in good work is being rewarded suitably.

Notorious Criminal Arrested

The Officers of Special Cell led by Insp. Attar Singh under the supervision of Shri Subhash Tandon, ACP/NR have arrested a notorious Robber namely Akbar @ Kalu r/o H.No. E/44-B/540, New Seema Puri, Delhi on 02 March 2011 from the area of New Seema Puri and recovered a Country made Pistol of .315 Bore and one live cartridge in a case FIR No. 10/11 dated 02.03.2011 u/s 25/54/59 Arms Act, PS Special Cell, Lodhi Colony, New Delhi.

Akbar @ Kalu is not attending the trial proceedings and is thus wanted in 04 criminals cases of Delhi & UP involving cases of Robbery/Dacoity :-

In 2008, he alongwith his associates namely Manik @ Mota and others had forcibly entered in a house in Farsh Bazar area and looted Rs. 4.5 Lakhs from the occupants of the house at gun point during the night of 12/13 Oct 2008.

In 2009, he alongwith his associates namely Mohsin and Nizam and four other associates had robbed occupants of a house in the area of Anand Vihar of Rs. 1 Lakh cash and jewellery worth Rs. 2 Lakhs at gun point during night of 14/15 Oct, 2009 .

In 2009, he alongwith his other associates namely Rashid, Mohd. Gazi, Badshah and Mohd. Iliyas had forcibly entered in a factory in Seema Puri area and robbed cash, mobile phones and copper scrap of more than Rs. 2 Lakh during the night of 12/13 May, 2009.

In 2010, he and his associates namely Nizam of Bangladesh and others had looted mobile phone and cash of Rs. 1 Lakh from an elderly man in the area of Sahibabad after beating him in his house during the night of 18/19 Sept, 2010. His associate Nizam is having reward of Rs. 15,000/- on his arrest from UP Police. He has been declared a Proclaimed Offender in this case.

BRUTAL MURDER CASE WORKED OUT 3 ARRESTED

With the arrest of threer accused persons namely Jamna Das @ Nakta, Ram Prasad and Santosh, PS Sunlight Colony of South-East Distt. has solved a case of brutal murder of Tika Ram r/o Jhuggi Jamna Khadar Opp. Sarai Kale Khan registered vide FIR No. 93/11 dated 2.3.11 u/s 302/34 IPC PS Sunlight Colony.

A PCR call was received on 01.03.11 in PP Sarai Kale Khan regarding a male deadbody lying in Yamuna Khadar opp. Sarai Kale Khan, ISBT, New Delhi. On receipt of this information, SHO/Sunlight Colony alongiwth IC/PP Sarai Kale Khan and staff rushed to the spot and found a deadbody of a male aged about 45 years lying in the water (nalla) adjoining Yamuna and blood was oozing out from his head. He was identified as Tika Ram s/o Revti Prasad r/o Jhuggi Yamuna Khadar Opp. Sarai Kale Khan, New Delhi. On further investigation his permanent residence was found to be village Khanpur, Distt. Bulandshehar, UP. There were stab wounds on the face and a blunt injury on the head of the deceased. There was no eyewitness available at the spot and it was a brutal murder. A case FIR No. 93/11 dated 2.3.11 u/s 302/34 IPC PS Sunlight Colony was registered and investigation was taken up.

TEAM AND INVESTIGATION:

After registration of the case, a team was constituted led by Inspr. VKPS Yadav-SHO/Sunlight Colony comprising of Inspr. Kishan Kumar, ATO/Sunlight Colony, SI Nitin Kumar, IC/PP Sarai Kale Khan, HC Matloob, HC Rajesh, Ct. Omprakash, Ct. Amit, Ct. Dinesh Negi under the supervision of ACP/NFC. The local intelligence was developed from the surrounding areas and after sustained efforts it was revealed that the wife of the deceased Smt. Harpyari, who lived in a nearby Jhuggi, had developed an illicit relation with accused Jamna Prasad @ Nakta, who used to work in Agricultural Farms in Yamuna Khadar, for the last two years. The source of livelihood of the deceased was to sell vegetables on rehri in Okhla. During the deceaseds absence from the jhuggi, Jamna Prasad used to visit Harpyari at her jhuggi. The deceased had also suspicion over the activities of accused and his wife and on one day both of them were found in an objectionable state which led to a major scuffle between the deceased and Jamna Prasad. After this humiliating episode, Jamna Prasad felt deeply insulted and planned to take revenge by eliminating him.

During sustained interrogation, the accused disclosed that he watched the deceaseds activities and the route taken by him to return to jhuggi during late night and he planned to kill him at some isolated place near Yamuma Khadar. On the intervening night of 28/01.03.11 when the deceased was returning after selling vegetables, he blocked his way alongwith his associates Ram Prasad and Santosh and beaten him mercilessly and dragged him to a running water nalla where he was killed by stabbing on the head. In a hope of light, the deceased kept screaming in the night which was heard by Harpyari who was waiting outside the jhuggi for the deceased which she thought of having some burglary incident with the passerby. Next day some children of the surroundings jhuggi, while playing, informed Harpyari that deadbody of her husband is lying near nalla. After reaching the spot, she felt terribly shocked and repented for not helping her husband in night scuffle which led to his murder.

PROFILE:

All the accused persons are illiterate labourers from the nearby jhuggies and they are not previously involved in any of the crime.

NOTORIOUS INTERSTATE GANG INVOLVED IN VARIOUS CASES OF THEFTS BY DRUGGING THE RAILWAY PASSENGERS BUSTED: 7 CASES WORKED OUT, 16 DRUG PILLS AND 15 MOBILE PHONES RECOVERED

With the arrest of three accused persons namely Ghan Shyam @ Baba (46 years) s/o Asarfi Lal, Peer Hanif (24 years) s/o Abdul Rehman and Shyam Narain (23 years) s/o Hari Ram Verma, staff of PS Mangolpuri have worked out seven cases of heinous nature of theft by intoxicating the railway passengers in Delhi & Uttar Pradesh. 15 mobile phones and Intoxicating medicine recovered from their possession.

BRIEF FACTS:

Thefts of valuables/luggage of railway passengers in running trains by intoxicating them has always been treated a sensational crime as it proved hazardous for the lives of passengers many a times. The matter was taken up seriously in Outer District and sources were deployed to develop the information about the criminals involved in such activities by constituting various teams of local police as well as special staff, which finally brought fruitful results.

An information was received by the staff of PS Mangolpuri that certain people involved in such activities are residing in the area of Outer District. In this regard, a special team already onstituted by comprising of SI Jasmohinder Chaudhari, HC Surender Dahiya, HC Rohtash Singh, HC Rajesh Kumar, Ct Surender Rana and Ct Manish was directed to focus on this and further develop the information to apprehend them.

On 2.3.2011 at about 4.30 PM, specific information was received by the team that certain persons of the said gang would come in the area of PS Mangolpuri to dispose of the looted booty. Immediately, the team members laid a trap at S Block Chowk, Mangolpuri and as soon as the accused persons came, were identified by the informer and apprehend three persons of the gang. On search, 15 mobile phones and 16 tablets of CLONOTRIL-2 were recovered from their possession. They were identified as Ghan Shyam @ Baba (46 years) s/o Asarfi Lal, Peer Hanif (24 years) s/o Abdul Rehman and Shyam Narain (23 years) s/o Hari Ram Verma. Accordingly, they were arrested vide a Kalandra through DD No. 34 u/s 41.1(d)/102 CrPC, PP SGM Hospital, PS Mangolpuri, Delhi and investigation taken up.

INTERROGATION:

On sustained interrogation, accused persons disclosed that they have formed a gang comprising of 8-10 persons and all are resident of adjoining villages of District Gonda, UP. Ghanshyam @ Baba is their Gang leader and they work as per his command. Initially, they used to commit petty thefts in running trains and later on they started to commit thefts of belongings of passengers by using intoxicant pills i.e Colonotril-2.

They further disclosed that they keep the intoxicants in the shape of powder, paste or liquid form with them. They target around 10-15 persons in a month and have succeeded in almost all the attempts. They always target only innocent and alone persons who easily accept the drinks or eatables offered to them. Their gang leader Ghanshyam @ Baba procures these tablets from the chemist shop by showing the old wrapper on the pretext that he is a patient of insomnia and the doctor has prescribed that medicine to him.

MODUS OPERANDI:

The modus operandi of the gang is that they used to board in general compartment of train, pretending to be the passengers. Initially, 4-5 members of the gang occupy seats in the compartment and would identify their soft targets. After that, they used to offer seats to one or two persons who did not get seats. Slowly, they would get friendly with the target and offer him some eatables or substance to drink duly mixed with some intoxicating substance. After consuming the substance, the target would feel sleepy and gradually he would become unconscious. The accused persons would then get down from the train with the belongings of that passenger.

1. Ghan Shyam @ Baba (46 years) s/o Asarfi Lal r/o Swami Narayan Bazar, PS Chhapiya, Distt Ghonda, Uttar Pradesh is a school dropout. He is married and six children. Presently, he is residing near Metro Station, Nangloi, Delhi in a rented house. He came to Delhi six years ago for search of employment but started to commit petty thefts at Railway Stations and in running trains. He is previously involved in a case FIR No. 9/10 PS RPF, RMD, Delhi.

2. Peer Hanif (24 years) s/o Abdul Rehman r/o Swami Narayan Bazar, PS Chhapiya, Distt Ghonda, Uttar Pradesh is a school dropout. He is married and has two children. He is residing in his in-laws house in Mubarkpur, Aman Vihar, Delhi. he is desperately wanted in several cases of drugging to passengers and thefts by Western UP Police.

3. Shyam Narain (23 years) s/o Hari Ram Verma r/o Vill Tola Ganj Grant, PS Chhapiya, Distt Ghonda, Uttar Pradesh has studied up to 10th class. He married and has father, mother, four sisters and two brothers in his family. In the year 2004, he had left his house and came to Delhi. He was arrested by GRP Police in the year 2004-05 and remained in Dasna Jaily, Ghaziabad for about one year. He is previously involved in a drugging case registered vide FIR No. 432/2004 PS GRP, Ghaziabad, NDPS case FIR No. 436/2004 PS GRP, Ghaziabad and theft case FIR No. 437/2004 PS GRP, Ghaziabad, UP.

GANG OF DESPERATE BURGLARS BUSTED: THREE ACCUSED ARRESTED AND TWO COUNTRY MADE PISTOLS WITH FOUR LIVE CARTRIDGES AND STOLEN JEWELLARY RECOVERED

With the arrest of accused Kuldeep Singh @ Tinda (22 Years) s/o Vijender Singh r/o B 4/22 Bhalaswa Dairy, Delhi, Nitin Kumar (21 Years) s/o Dinesh Chander r/o Village Sevar P.O. Mahawar, District Kasi Ram Nagar, U.P. and Surender Kumar (35 Years) s/o Muneshwar Bhagat r/o D 1/602 Bhalaswa Dairy, JJ Colony, Delhi, the staff of PS Prashant Vihar recovered two country made pistols along with two fired cartridges, four live cartridges and stolen jewelry.

INCIDENT/BRIEF FACTS: -

On the intervening night of 1/2-03-11, SI Mahabir, HC Ramesh No. 495/OD, HC Rakesh, Constables Manoj Kumar No. 2968/OD, Sandeep No. 1413/OD and Puneet No. 2983/OD were conducting patrolling in the area. When they reached near DDA market Sector-13, Rohini, Ct. Manoj Kumar and Ct. Sandeep stopped an auto for checking and enquired about their presence in odd hours. Two youths came out of the auto and fired at the police party and tried to flee away from the spot. Fortunately, the bullet did not hit any of the members of patrolling party and both alongwith auto driver were overpowered by the patrolling party. They were identified as desperate burglars namely Kuldeep Singh @ Tinda, Nitin Kumar and Surender Kumar. Two country made pistols with four live cartridges were recovered from their possession. All the accused were arrested and a case vide FIR No. 95/11 u/s 186/353/307/34 IPC & 25/27 Arms Act PS Prashant Vihar was registered and investigation taken up.

INTERROGATION:

On sustained interrogation, accused Kuldeep @ Tinda revealed that he alongwith his associates used to roam in auto rickshaw to commit burglaries and transport the stolen articles in auto. They used to enter the Housing Societies by cutting barbed fencing wire or scaling over the wall, then enter in the society and search for the flat which is locked and commit burglaries. He further disclosed that he alongwith his associates i.e. Dev Raj, Sanjay and Prem @ Tinda have committed number of burglaries in the Trans Yamuna area, Ghaziabad, Noida, Meerut and Mumbai.

Lottery Fraud busted by Crime Branch

A Nigerian National arrested along with a Manipuri lady associate

Victims were told that they had won a Mega Millionss Jackpot Lottery Programme, London worth UK 7,50,000 pound sterling No such lottery exists.

A team of officers of Crime Branch led by Inspr. Jitender Kundu and consisting of SI. Anil Malik, ASI Jagdish, ASI Rishi, HC Ghanshyam, HC Sanjay Singh, HC Narender Dabas, HC Veerpal, HC Naresh, HC Anil, HC Abrar and Ct. Virender under the supervision of Addl. DCP Joy Tirkey have busted a Email Lottery Fraud in Delhi run by a Nigerian National alongwith his lady associate who is from Manipur, India.

The Crime Branch had received a written complaint from Rakesh Gupta (aged 21 years) r/o Khajoori Khas, Delhi that he had been cheated of Rs. 90,000/- by someone who had promised him an online lottery of UK 7,50,000 pound sterling via E mail. A case under the appropriate sections of the law was registered by Crime Branch. During investigations ObasekiPrince (32 yrs) s/o Obaseki r/o Village Maidangarhi, Delhi, a Nigerian National and Boni Sushila James(26 yrs) d/o James r/o Safdarjung Enclave, NCC Camp, Humanyunpur; New Delhi were apprehended on 24.2.11 from outside IGI Airport.

They were subjected to intensive interrogation. It was revealed that Obaseki Prince came to India in March 2008. Some of his Nigerian friends in India were already in the Lottery Fraud and helped him launch his E mail fraud. He met Boni Sushila James through some friend and together they planned this Email Lottery Fraud.

Modus Operandi

Obaseki Prince specializes in sending fake spoofed e mail of lottery wins through e mail ID. [email protected]. The location of the sender is difficult to find in such spoofed E-mails. The lottery promises a windfall of UK pound sterling 7,50,000/- to the winner (victim) on an authentic looking web page. Once hooked the winner (victim) is asked to send sensitive information to a free e-mail account generated by ObasekiPrince. At the same time a cleverly drafted E-mail advised the victims to keep the matter secret till the Lottery Amount was received by them. He then notifies the victim through E-mail that releasing of the funds would require some small fee on the pretext of citing cost of transfer fee, Insurance, Registration, RBI endorsement fees, Government Clearance, Income Tax procedures, Customs Duty, Money Laundering Certificate, Anti Terrorism Certificate or Anti Drug Trafficking Certificate. Once the victim sends the fee, Obaseki Prince promptly, invented some other fictitious fee to further fleece the victim. To make the offer seem authentic calls were made by some persons from England using telephone numbers +448713159061, +447010995814 and +447045755224. The bank accounts numbers used by Obaseki belonged to persons known to him. Most of the accounts used by him belonged to his friend and co-accused Boni Sushila James. Sometimes the victims were provided Mobile Phone number of Indian origin which were usually taken on fake Identification documents.

Software used

Obaseki Prince used different softwares to facilitate his fraud.

1. AMS Advanced Mail Sender It is a spamming tool. It is used for sending spam mail. Obaseki used this program to send one single lottery mail to millions of people across the globe.

2. E Mail Pro This is another spamming tool. Obaseki used this program to also send his mails to many e mail IDs at the same time.

3. E Mail Validator This was another software used by Obaseki to sort and segregate live E Mail IDs from dead ones. His sphere of work only required the live e mail IDs.

The victims

Investigations have revealed that the victims belong to different parts of India and are mostly well to do and educated people. The scam has a distinct Metro City signature. The worst affected area were Delhi, Bangalore, Mumbai, Chennai, Kolkata, parts of Uttar Pradesh and Kerala. The lure of huge amounts of lottery money led them to deposit their hard earned cash into the Bank Account Numbers provided to them by the scamsters.

Some of his Nigerian friends in India were already in the Lottery Fraud and helped him launch his E mail fraud. He met Boni Sushila James through some friend and together they planned this Email Lottery Fraud. The authenticity of his passport and Visa credentials are still being verified.

2. Boni Sushila James(26 yrs) d/o James r/o Safdarjung Enclave, NCC Camp, Humanyunpur; New Delhi She is a permanent resident of Daili Village, Kangpokpi, Senapati District, Manipur. James Boni Sushila was born in Daili village PS Kongpokpy Distt Senapati Manipur. She completed her primary education in her village school. She completed her B.A. from Manipur University in year 2006. After that she came to Delhi with a friend. Initially she lived in Dwarka and started working as a sales executive cum customer care executive for a private firm in Gurgaon. Then she got a job in KAYA Skin Care. Then she met one of her classmates who introduced her to some Nigerian Nationals. Then she met Obaseki Prince and together they planned the Email Lottery Fraud.

2. And whereas, preservation of peace and tranquillity in and around the examination canters is considered essential for orderly conduct of the examination.

c. Carrying, collection or preparation of stones or other missiles or instruments or means of casting or impelling missiles.

d. Raising of any slogans or loud voice facilitating copying in exam from outside the hall.

e. Exhibition of placard/ banners.

Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centers) prominently known as Call Centers, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safely and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec. 144 Cr.PC 1973 (No. 2 of 1974) read with Govt. Of India, Ministry of Home Affairs, New Delhis Notification No. U- 11036/(i) UTL dated 09-09-10, I, DR. RAJEEV SHARMA, Assistant Commissioner of Police, Sub-Division, Saraswati Vihar do hereby make this written order that all such organizations like BPOs, Corporate & Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division, Saraswati Vihar, North West Distt., Delhi shall:-

a. Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them for access by the police as and when required.

b. Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

c. Ensure Verification of antecedents of all their employees including contractual employees.

d. Ensure that women employees are not made to travel alone with the cab and a duly verified security guard or a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

e. Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped.

f. Ensure that during the night hours cab involved in transportation of women employees picks up and drops such employees right at their houses and remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

g. Ensure that, whenever the house of a woman employee is so located that the approach road is not motor able, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot up to her house and takes a confirmation about her safe arrival.

h. Exercise effective check and control on the vehicles movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

i. Get GPS system installed in the cabs used in the transportation of employees, especially of women employees within two months time.

6. These orders shall come into force with effect from 14-02-11 and shall be effective for a period of 60 days up to 14-04-2011 (both days inclusive) unless withdrawn earlier.

All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned on whose jurisdiction the premised fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.

Whereas a large number of people sell and purchase Second Hand Vehicles including Motor Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

1. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No. 29 and Form No. 30 ( part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

2. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

3. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

4. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhis Notification No.U-11036/(i) UTL, dated 26.11.2008, I, Dr. Rajeev Sharma, Asstt. Commissioner of Police, Sub-Division Saraswati Vihar, North-West District, Delhi do hereby make this written order that all such vehicles dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division Saraswati Vihar, Delhi shall :-

a. Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.

b. Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of transaction.

c. Affix photographs of the seller and purchaser on the register.

d. Keep copy of identification documents like election card, ration card, PAN card, Driving license etc. as well as copies of Form 29, Form 30 (Part-I & II) and Delivery Letter of access by the police as and when required.

e. Inform the nearby police station if the seller of buyer is found suspicious.

3. These orders shall come into force with effect from 07.02.2011 and be effective for a period of 60 days up to 07.04.2011 (both days inclusive) unless withdrawn earlier.

Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centres ) prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and antisocial elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec. 144 Cr.P.C. 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhis Notification No.U-11036/(i) UTL dated 09.09.2010. I, Jai Bhagwan ACP/Jh. Puri do hereby make this written order that all such organizations like BPOs, Corporate& Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub Division, Jahangir Puri, Delhi Shall :-

a. Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

b. Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

c. Ensure verification of antecedents of all their employees including contractual employees.

d. Ensure that women employees are not made to travel alone with the cab driver and a duly verified security guard or a male colleague (regular employees of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8PM to 7AM.

e. Choose the route in such manner that as far as possible a woman employee is not the first one to be picked up or the last to be dropped.

f. Ensure that during the night hours cab involved in transportation of women employees picks up and drops such employees right at their houses, remains halted at the point where a woman employee has been dropped till she confirms about her arrival/ reaching at their residence/place of stay through a telephone call.

g. Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house and takes a confirmation about her safe arrival.

h. Exercise effective check and control on the vehicles movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designed route etc.

i. Get GPS system installed in the cabs used in the transportation of employees, especially of women employees within two months time.

6. These order shall come into force with effect 01.03.2011 shall remain in force for a period of 60 days up to 29.04.2011 ( Both days inclusive) unless withdrawn earlier.
