A Closed Circuit Television (CCTV) net-work of 27 cameras, which will keepa watchful eye on suburbs stretching

fromMilnerton toMelkbosstrand,will be upand running by the end of May.This anti-crime initiative will be funded

through ward allocations and cost approxi-mately R2.6 million.The Licence Plate Recognition (LPR) cam-

eras will cover wards 4, 23 and 107. The

project has the support of the respectiveward councillors JoyMcCarthy, NoraGroseand Heather Brenner.The LPR project has been discussed at nu-

merous public meetings, and while the con-cept is embraced bymost, it has nonethelesscaused a few headaches.Some, such as a local ratepayers’ associa-

tion, insist they should be represented on ev-ery committee.Angry and disrespectful words have been

exchanged at numerous meetings, but somein the community reckon this is nothing

more than nit-picking.“CCTV footage has become integral to

dealing with crime proactively as it meansa quicker response time to incidents. It alsoassists withmapping crime hot spots and se-curing convictions. Police investigatorshave access to footage which is accepted asevidence by the judicial system, so while itis an expensive investment, the benefits can-not be disputed,” says the City of CapeTown’smaycomember for safety and securi-ty, JP Smith.So by the end of next month the western

seaboardwill takeagiant step towardsbeinga safer place for all.The network will be linked to the City of

Cape Town’s TransportManagement Centrein Goodwood that will provide 24-hour sur-veillance and convey categorised informa-tion on vehicles entering and exiting the ar-ea to a select number of neighbourhoodwatch control rooms in the three wards.The watches will in turn forward that in-

formation to authorities in the wards whocan then act accordingly.

running and Grose has undertaken to drawup a draft business plan, the lead will be ta-ken in establishing a steering committee toplan the way forward for the project and itsenhancement.The City’s CCTV network forms the lar-

gest public area surveillance agency in Afri-ca and is the only agency that covers resi-dential areas and informal settlements as

well as central business districts in sout-hern Africa.In yet another CCTV rollout, the City is in

the process of of installing cameras in Voor-trekker Road, Nyanga and Gugulethu, to na-me but a few.Authorities hope to link all the LPR came-

ras in the City and host a “data island” (aserver which is accessible to accredited se-curity entities).Thismodelwill be based on the one inLon-

don, where the city owns 15 000 cameras, buthas access to over two million.

A car hooting at 02:46 on Sunday morn-ing woke residents.

On Saturday at 10:52 loud musicwoke residents.

On Friday 11:58 someone once again hoot-ed and woke residents up.

And this was a relatively quiet and beara-ble weekend for residents living near TableView’s KFC 24-hour drive through.

During December they would have beenwoken three times a night.

It got so bad that one resident, GarthRaul-stone, created awebsite onwhich each indi-vidual complaint, with an accompanyingphoto, has been published.

Last week a daily newspaper ran an arti-cle about the ongoing feud between the resi-dents and KFC.

In the article, KFC communications man-ager Gail Sham said they were aware of thecomplaints and have put measures in placeto address these, which have resulted in areduction in noise levels.

‘Measures and controls’Saidmeasures include 24-hour store secu-

rity on site, signs requesting customers toreduce noise and hooting, the installation ofa chime to alert staff members of cars enter-ing the drive-through, leaving the lobbyopen so that customers who want to social-ise cando so inside, andalternativedeliverytimes for suppliers.

Sham also said they are working closelywith Table View police and the local neigh-bourhood watch vehicle.

A response to the article has since beenpublished on the Public Disturbance web-site.

It reads: “The residents were never askedif the noise has improved after the ‘meas-ures and controls were put in place’. The

‘measures and controls’ are not working.The 24-hour security ignored people danc-ing and making a noise for an hour rightoutside the building during the early hoursof the morning.”

Ongoing battleThe battle is seemingly far from over for

irate residents, since security is seeminglynot making a difference.

“In one instance customers made a noisein thedrive through for over anhourat 04:30on a Sunday and there were no guards stop-ping them.The customers ignore the guardsand the no-hooting signs, then a guard doesnothing while a customer throws a tantrum

for 15 minutes, some customers continuehooting in the drive through and finallynothing can stop them from arguing withone another,” reads the response.City ofCapeTownmedia liaison officerHayley vander Woude, stated: “The City would be theones to get involved if, for example, KFCwas causinganoisenuisanceaspart of theirtrade, like with a noisy factory. The healthofficials would go out and take readings, is-sue fines, and so forth. Living next door to a 24 hour KFC drive through can be problematic according to a few TableView residents.

Waverider: Tristan Cox (in Grade 3 at Milnerton Primary School) competed in the SAPro wakeboarding competition. The first round was held at Misverstand dam recently.Tristan was the youngest rider to enter and because there weren’t any other boys his agehe had to compete against kids two years older than him. He placed second in thewakeboarding division and third in the wakeskate division.

CiTi rapid bus transport sy-stem also known as IRT, bil-lions have been spent on theimplementation of the infra-structure as well as rollingstock.Despite MyCiTi having ta-

ken on over 10 million pas-sengers, problems continueto persist with overcrow-ding, failed audio and visualdisplays, as well as stickingstation doors to name a few.Hundred of commuters

complain of long rush hourqueues with “sardine-pac-ked” buses. During cold win-ter mornings these passen-gers line up outside stations

in the rain waiting to besqueezed into the overcrow-ded busy buses.Fortunately tram lines can

be built onto the existing redlanes which will continue tobe shared with the smallerfeeder buses.De Lille admits that the Ci-

ty has made a judgement er-ror asmost cities choosing toupgrade street level trans-port are opting for the“sexier”, more desirabletram option as used in TelAviv, Europe USA and Mel-bourne.The advantages of the

trams are apparently nume-rous.Apart from cost effective

electric power, up to threeextra coaches can be hookedon during peak travel thusdoubling or even triplingpassenger capacity, resul-ting in a more comfortablemore efficient and quietercommute. The trams are farmore economic to run andwill be air conditioned withmore luxurious interiors to-gether with their sleek lookwill takeCapeTown to the fo-refront of modern day lux-ury transport, but, since it’sApril Fool’s Day, it’s only adream.

Hul-le het begin speel met resepte en verledejaar in September het hulle begin om vat-bier te maak en in die restaurant op dieplaas, Ke-Monate, verkoop.

“Dit was baie gewild en ons kon nie voor-bly nie. Ons het toemaar 180 liter op ’n keergemaak – so vier keer per maand – en wasdikwels uit voorraad.”

Dit het hulle laat besluit om ’n groter vo-lume te maak en dit te botteleer. Nou botte-leer hulle 3 600 bottels per maand – sowat1 584 liter per maand. Als word met diehand gedoen.

Die twee biere is vernoem na die wildediere wat in die wildskamp op die plaas ge-vind word. Op wildsritte kan elande,springbokke, ribbokke, sebras, swart wil-debeeste en volstruise gesien word.

Albei biere is gemaak van ’n aal (Engelsebier) wat ge-lager (verouder) is. Die Yster-vark Lager is ’n ligte styl bier, gemaak van

water, koring, gars en mout.Die Bontebok Five Crops het ’n meer

vrugtige smaak en is vir 21 dae verouder.Dit is gemaak van water, gemoute gars, ko-ring, mielies, rys, hop en gis.

De Wit beplan om nog ’n winterbier temaak – iets in die lyn van Guinness, maarhy is nog nie seker nie.

Die enigste ander wynkelders wat bierverbou, waaroor TygerBurger op die inter-net inligting kon kry, is Walker Bay-land-goed naby Standford met sy Birkenhead-brouery en Karusa Vineyards naby Oudts-hoorn.

A non-profit organisation (NPO) in Du-noon is pleading with the public tohelp them break the “cycle of poverty”

for children in need.The people at the NPO, Repairers of Bro-

kenWalls,were appalledwith the abject con-ditions some children in the informal settle-ment live in and in May last year, vowed todo something about it.They went door to door asking for used

clothes, blankets, toys, books and food, butto date they have had little support from thewider community.Director Pamela Igwe elaborates: “We

have discovered that poverty is the root ofcrime, teenage pregnancy, prostitution,drugs and alcohol abuse, homelessness andneglect of children.Without assistance, chil-dren will continue in the cycle of poverty.”The NPO appeared in another community

newspaper and only received donations offood and clothing from four people.“Whilst appreciated, thesedonationswere

simply not enough. Our goal is to restorechildren’s lives andhelp themfindapurposein life. Unfortunately at themoment the pro-gramme has been on hold for about fiveweeks because of lack of donations,” says Ig-

support with donations of clothes and food,but also financial assistance to set up a awebsite and to purchase two or four tempo-rary/modular classrooms.Igwe says these rooms will be used as a

children’s community centre where theywill be trained in sport, drama, dance, mu-sic, life skills and other activities.Every child kept off the street is a victory

for the NPO.“We are currently providing one meal a

week for about 50 children, with the inten-tions of increasing to seven days a weekthrough the help of the community and com-panies. Any gift or a gift of any amount willchange the lives of these children and helpthem make good choices in life,” adds Igwe.Repairers ofBrokenWalls’ vision is topro-

on the second one said: “Kree-kree...”The first looked at the third expectantly.“Kree-kree,” added the third.After a brief discussion, the three came to

the conclusion that anything is better thanthis stifling heat.They took the plunge from the Nelson

Mandela Gateway at V&A Waterfront, ho-ping against hope that theirwings could car-ry their weight.They should have listened to the fourth

chick, who despite being a smarty-pants,knew a thing or two about gravity.The chicks pummelled down towards the

ground in hypnotic patterns, something themass of on looking swift tern chicks thoughtmight indeed be better than the hot roof.

NosediveThe fourth chick looked on in horror as

all of his friendsnose-dived into thedeckandinto the ocean.“Kree-kree,” he said haughtily while

bouncing from one foot to the other.The scene transpired on one of the hottest

days ever in Cape Town in March.Eighty-seven chicks were saved from cer-

tain death by Southern African Foundationfor the Conservation of Coastal Birds(SANCCOB) volunteers and the TwoOceansAquarium.Some are still recovering at SANCCOB’s

rehabilitation centre inTableView,while 65have recently been released from Robben Is-land.“Itwas absolutely horrifying,” says volun-

teer Edna Hime from Sea Point.She and her partner, Ted van der Meulen,

were called to the harbour on the day the

temperature soared into theforties.Whatwaited for themwas

the dreadful scene of tens ofswift tern chicks wrigglingaround on the warm deckand some struggling to stayafloat in the ocean.On land a security guard

helped them to collect thechicks and putting them inboxes andon thewater, stafffrom the Two Oceans Aqua-rium fished out the birdsand a diver also lent a handto collect as many as possi-ble.Edna said the most appal-

ling sight of the rescue mis-sionwas that chicks and yo-unglings continued toplummet from the roof as alast resort to escape the un-bearable heat.SANCCOB sent two bakkies to the Wa-

terfront, so that the heat-stressed chickscould be rushed to the centre in TableView.The centre’s spokesperson, Francois

Louw, elaborated: “The recent rise in tem-peratures inCapeTown causedmost of theadult birds to temporarily leave the nestsin order to escape the heat. Unfortunately,many of the the chicks followed suit wit-hout being able to properly fly yet andplummeted to the bottom of the building.”Upon arrival at SANCCOB, the little

chicks were immediately stabilised, exa-mined by the veterinarian for possible in-juries, treated for heat stress and providedwith a unique identification number to in-dividually monitor each chicks’ rehabili-tation progress.“During the next couple of weeks, the

chicks will receive a balanced nutritional

diet of squid and pilchards, a daily dose of vi-tamins, kept hydrated with electrolyte fluidsand provided with fresh water to cool downin,” said Louw, before adding that the hand-ling of the birds will be kept to a minimum

to make their stay at SANCCOB as stress-free and comfortable as possible.

Gratitude“Once the birds have passed all SANC-

COB’s release criteria, which includewater-proofing evaluations and flying tests, theywill receive identification rings and will bereleased at Robben Islandwhere theywill bemonitored in the future,” he concluded.This week the spokesbird of the swift tern

chicks sent a letter to TygerBurger in whichhe, most possibly, expressed his heartfeltgratitude to all involved in the rescue missi-on.When looking at the emphasis on the se-

cond syllable, it is likely that he was one ofthe birds who jumped off the building.There exists some speculation that the

on for the annual Swim for Hope, the mostdangerous open water swim in the world.This 8km extreme openwater swim raises

funds for the Little Fighters Cancer Trust,a local charity, which supports several fami-lies and children with cancer in the Nort-hern Suburbs.The dramatic swim will commence the

moment the wind drops below 12 knots andthe swell below 2.5 metres.This exclusive open water swimming

event was initiated by swimmer andmusici-an Carina Bruwer in 2013, when she bravedhypothermia, jellyfish, sharks and tempes-tuous weather.Since then the event has gained strong

support and was even mentioned in parlia-ment last year, receiving standing applausein the National Assembly.“This amazing organisation does a lot of

work, especially at the Tygerberg hospitaland has never turned away a single childwho has needed support, receives tremen-dous awareness by means of this event,”says project manager Mandie Erasmus.“Swim for Hope has no equal as an open wa-

ter swimming event in South Africa,and possibly not even international-ly,” says Erasmus.Last year the event raised R120 000

Eskom has extended the cut-off date for so-lar water heating systems rebates.

Since Eskomhanded the rebate program-me to the department of energy in Februa-ry, the two entities have agreed to extendrebate claims for high pressure systems,with an installation cut-off date of 30 Aprilthis year.

Claims have to be submitted by both in-stallers andhomeowners no later than 16:00on 29 May.

Installers’ sign-off dates are used to deter-mine the date of installation and Eskomsays homeowners are reminded to ensuretheir respective installer signs and datesclaim forms the moment installations arecomplete.

No new solar system supplier or installerregistrations are being processed.

To fund the Solar Water Heater RebateProgramme, which was started in 2008, theNational Energy Regulator of South Africa(Nersa) allocated funds to cover program-me development, marketing and fundingthe incentives to consumers to pay rebates.

1.8 Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemenewaardasie of aanvullende waardasie, na gelang van omstandighede, in werkinggestel word. Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoekemet die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derdemaand na dieinwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige kortingvir daardie boekjare toegestaan word nie.

2. VERBRUIKSTARIEWE EN -HEFFINGSWater, sanitasie, elektrisiteit en vaste-afvalbestuur word teen 14% BTW belas.

2.1 WATER

Drie stelle watertarieweword voorgestel (10%-verminderingstarief, 20%-verminderingstariefen 30%-verminderingstarief). Elke tarief is gekoppel aan die vlak vanwaterverminderingwat opgelê word.Aangesien die 10%-verminderingstarief as normby dieWaterverordeningingesluit word, sal dít die tarief wees wat geld.Dit kan egter later na gelang van verderevereiste beperkings hersienword.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om ’ngratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’n Beëdigdeverklaring sal vereis word, en die aansoek sal op grond van die persentasie vandie hoofgebruik ondersoek en oorweeg word.

Hoogtepunte van voorgestelde wysigings

• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, word nie vir die boekjaar 2015/16 aanbeveel nie.

• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die konsepbegrotingsdokument uiteengesit.

• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.

2.2. SANITASIE

Drie stelle sanitasietariewe word voorgestel (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan dievlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.

’n Verhoging van 11% in sanitasieverbruikstariewe word voorgestel.

• Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.

• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.

• Gratis basiese elektrisiteit: Hulptariefkliënte wat minder as 250 kWh per maandontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegene wat tussen250 kWh en 450 kWh per maand ontvang ’n gratis basiese toevoer van 25 kWhper maand sal kry.

• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.

• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.

• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.

• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.

• Kommersiële tariewe ondergaan ’n effens bogemiddelde styging as gevolg van dieverhaling van die subsidie wat vir die tydspesifieke tarief vir Atlantis voorsien word.

LETWEL: Maandelikse diensheffings word bereken as die daaglikse diensheffing,vermenigvuldig met die getal dae in die rekeningtydperk.

She’s been launching local singing ca-reers for years, but now Protea Heights’Riana van Wyk is celebrating her own

international release.Riana’s local singing school is

well known across the NorthernSuburbs and she’s already re-leased many of her own albums,but this will be her first interna-tional release after signing withAmerican record company,Tate Music Group.

Riana describes Speak Life ascompletely different from herprevious albums. For a start,this album is in English, likeYou’re my Glory before it.

Riana experienced an aneu-rysm in 2010 and says the al-bums God has laid on her heartsince then have simply been inEnglish. She has written newAfrikaans songs, but says the time isn’t rightto release them yet.

She describes the music on Speak Life ascountry gospel. “I’ve been singing a lot ofcountry all my life.” When she performs secu-lar shows, she always adds a country song ortwo with a nice story.

Add the fact that Tate Music is based inTexas, the heart of country music, and SpeakLife’s direction couldn’t have been clearer.

When Riana first heard from Tate Music,she was almost turning 50 and was shockedthey’d be interested in working with her. Shehad been sending her students’ demos torecord labels and guesses that’s how the com-pany came across her.

“I actually said to them, I think you’ve got

the wrong person,” but the company repre-sentative assured her they’d heard her demoand the “anointing in my voice”.

Five of the songs onSpeakLifewere writtenby Hilandi du Toit while three, including thetitle track, were written by Riana herself.

She’s always focused on writing praise andworship songs, but her aneurysmchanged her idea of worship. Atthe time, she didn’t know if she’sbe able to live a normal life again,let alone sing, which had a hugeimpact on the way she viewed life.

Her new album carries the mes-sage that no matter how toughthings get, “you must keep speak-ing life, because there is power inyour tongue and every word youspeak”.

“God has given us the authorityto change our situations by speak-ing positive changes over it.”

Which is exactly what she’sdone with Speak Life, for herselfand listeners. Riana isn’t too wor-

ried about where her songs are heard, as longas they are heard and she can be used as aninstrument to change other people’s lives.

Americans got their first taste of Speak Lifein March already, but the album will only beofficially launched in Cape Town in August.

Capetonians will get to hear her new musicbefore that though. As soon as she has re-ceived stock of the album, she plans to takeher album to local churches as part of herministry.

less managed to finish the season in thirdoverall for the SA motocross champions-hip.With a few new changes for 2015, Ant-hony started the year off fresh and injuryfree as he heads into the second nationalfor the year at Zone 7 MX Park in Vissers-hok on 11 April.

Fresh seasonEquipped with a new bike brand, heal-thy body and motivation, he’s ready totackle the 2015 calendar – all of which goesa long way in the mentally and physicallydemanding sport of motocross. Anthonyhas been working hard during the off-sea-son and with great support behind him,the season ahead looks very positive.At the first national, which took placein Harrismith earlier this year, he mana-ged to show that he is back on top of hisgame with speed and fitness regardless ofone or two mistakes in the second motosof each MX1 and MX2 class.

ExcitingWith the pre-national race taking placeon 4 April at Zone 7, it is in itself a ‘mininational’ with a few of the top national ri-ders coming down from around the coun-try. This build-up race will show who hasbeen doing their homework.This event will be exciting to watch inits own right and show you what is to beexpected at the annual Cape Town natio-nal.
