Several questions about the de-velopment ofWolwerivier hu-man settlement and the ex-
pected impact onKoeberg’s evacua-tion plan were raised last week.Speaking during the quarterly
Public Safety Information Forum(PSIF) meeting held at Koeberg,Waleed Adams, an official from theCity of Cape Town’s human settle-ments department, provided anoverview of the project . But hispresentation got off to a bumpystart when Adams admitted to notreading the Koeberg evacuationmodel. He believed that as the occu-pants of the new development werealready living within the 16kmzone, the development would notincrease the population within thezone.
Evaluation“Just like any other formal devel-
opment, this site went through anenvironmental authorisation andduring evaluation the site was as-sessed and the impact on the evacu-ation zone assessed.”Forum members raised several
questions about the number of peo-ple and how the City would ensuremore people did not move into thearea.Adams said due to the existence
of two informal settlements nearthe Vissershok dump site, the
project was necessary to create aplace for the occupants to live.“If we don’t move the people, the
City would lose its licence and thedump site will have to close. Thereare approximately 300 families liv-ing on the dump site.”
PopulationIn addition, he said next to the de-
velopment, there is an informal set-tlement situated near Wolwerivierand the City plans to place thesefamilies in the development. This,Adams, explained, meant the Citycould close the informal settlementand bring the total amount of fami-lies who will occupy Wolwerivierto just over 400.Adams said the planning rights
only allowed for 500 units and theCity planned to leave land for pub-lic open spaces and other facilities.Questions were also raised about
increased population in Dunoonand a member raised concernsabout information found on theCity’s website indicating Wolwe-rivier could be the solution.According to Adams, Dunoon is
over-populated and the City isstruggles to control the influx ofpeople. “The only way to deal withDunoon is to have alternative ac-commodation which we do nothave and therefore there is a mas-sive planning operation looking atvarious possibilities to solve theproblem.

“At the moment, there is no immediate planto move any more people to Wolwerivier aswe do not have the infrastructure capacity,”said Adams.
Another resident questioned how occu-pants will be evacuated in the case of anemergency at Koeberg. In response, officialsfrom the City’s Disaster Risk Managementdepartment explained the evacuation planwas a model which had been changed to in-clude Wolwerivier.
Responding to questions about the possi-
bility of backyard dwellers, Adams said theplots were too small to accommodate addi-tional structures.
Ward councillor Nora Grose also ad-dressed the meeting and explained that fol-lowing several questions and meetings, theplanning took a “different turn” threemonths ago.
She said because this was an IncrementalDevelopment Area (IDA), the housing of in-formal settlement residents was deemed anemergency.
“It’s not like an informal settlement. It’sjust a structure to move them from a sitewhere they are not allowed to stay becauseof health risks. We have engaged in trainingand participation with the four groups. Theoriginal Wolwerivier estate includes a verysmall group. Then there is Rooidakkies,Takkegat, Spoorkamp and Skandaalkamp,”said Grose.
She said the City has met with communityleaders andall occupantshadbeen recorded.She said there would only be 465 houses,
with a maximum of four occupants.“Only those who were documented will be
moving over, we have had meetings and ses-sions to help them with the integration.They are also being assisted with how tolook after their land and houses. There willnot be a clinic on the site, instead there willbe a mobile clinic.”
Grose also said a piece of landhas been leftvacant and has been earmarked for two Ear-ly Childhood Development (ECD) centres, asports field and other facilities.

The utilisation of traffic department ve-hicles in ward 4 has come under scrutinyfollowing a motion by the ward commit-tee.
The motion tabled at the monthly Blaa-uwberg subcouncil meeting, raises vari-ous concerns about how City of CapeTown officers use traffic vehicles.
Written by Cedric Segal, the motioncalls on the City to find different ways tooptimise the utilisation of resources afterhours.
In the introduction, Segal explains thepublic is often told the department doesnot have enough resources.
He claims theCity doeshave enough re-sources but they are not “gainfully util-ised”.
Segal raises three main issues. Firstly,he says, he has noted that after 17:00 themajority of these vehicles are parked inprivate driveways across the city, “leav-ing skeleton staff to patrol our roads dur-ing the evening peak and at night”.
Other issues raised includevehicles be-ing stationary at the homes of officerswho are off sick or attending court.
In addition, Segal highlightsmany carsare stationarywhenofficers are doing ad-ministration work.
Ward councillor Joy McCarthy saidshe believed Segal “had a point” and themotion would be sent to the City’s execu-tive director for Safety and Security,
Richard Bosman, for a response.According to Bosman, officers are as-
signed a vehicle for which they take re-sponsibility and use it to get to and fromwork.
This, he says, is because officers workshifts and are placed on stand-by duty.
“Where an officer is on leave, the vehi-cles are taken in and used by other staff.If the officer is on sick leave for any peri-od longer than two days, the vehicle is re-turned for other officers to use,” Bosmansaid.
In his motion, Segal suggests all offi-cers be required to travel to work in theirownvehicles andnovehicles be takenoutof service.
For court appearances, he suggests offi-cers be dropped off and collected and ad-min be done at or around shift changetimes.
In addition, he notes that officers con-ducting driver or vehicle testing do notrequire state vehicles.
Asked whether the City was able to im-plement these, Bosman says: “The firstthree are not practical and cannot be im-plemented. The testing officers do not getvehicles except where we use staff to doenforcement and testing as part of theirduties. Over the last few years we havebeen employing testing officers as astand-alone post which does not requirethat they get vehicles”.V Do you think traffic services vehicles are utilisedoptimally? Afootbridge between Dunoon and Rich-wood could curb pedestrian fatalitiesalong the N7.
This is one of many proposals the provin-cial transport department is considering,following a public meeting on the issue.According to a recent statement by the de-
partment, the portion of the N7 behind Du-noon has been declared a hot spot for pedes-trian fatalities. Low visibility due to mist,coupled with bad lighting, wet roads andspeedingmotorists are a recipe for disaster.However, along this stretch of the N7
there is an added risk as pedestrians runacross the busy highway as theymake theirway to work in the morning. Each morningbakkies and trucks can be seen parked inthe emergency lane as men run across theroad to get to the vehicles.
Soccer crossingIn the afternoon, youngboys are seen run-
ning across the N7 as they make their wayto an open field situated between the twolanes to play soccer.In a letter to TygerBurger, motorist Fran-
cois Geldenhuys, who travels along the N7regularly, raised his concerns about pedes-trian safety after seeing a body covered ina silver blanket on Tuesday 23 June.“The body was lying in the left lane of the
N7 right opposite Dunoon, travelling to-wards Cape Town. Paramedics and policewere already on the scene and had blockedoff the left lane. The body was completelycovered with a silver blanket, blood wasstreaming from under the blanket. Notsomething anyone should ever have to see,”he writes.Geldenhuys said in October last year he
nearly became a statistic when a pedestrian
ran across the road into the back of his mo-torbike causing it to swerve violently fromside to side.After two nearmisses along theN7, Geld-
enhuys has questioned when a pedestrianfootbridgewill be constructed to reduce pe-destrian fatalities.“How much blood must be spilt before
our government will erect a pedestrianbridge over the N7?” he asks.
High death rateAccording to the transport department,
between June and August last year 164 pe-destrians died after being hit by vehicleson Western Cape roads.Department spokesperson Siphesihle
Dube said of the 164 fatalities, three oc-curred along the N7 near Dunoon. This in-cluded an incident involving a nine-year-old boy in July. In August, two men aged32 and 64 also died along this stretch ofroad.Dube explains the road has been identi-
fied as a hot spot for accidents involving pe-destrians due to the high volume of pedes-trians crossing it daily.“Pedestrians cross the road to go towork.
They see it as the shortest route to their re-spectivedestinations. There is also apreva-lence of people being picked up on the sideof theN7 bymotorists, whether they be em-ployers or otherwise.“Additionally, most of these pedestrians
are not wearing reflective clothing for mo-torist to be able to see them. This is an evenbigger issue over the winter months whendays are shorter and night time longer,” hesays.
ClampdownDube says the department will be clamp-
ing down on vehicles parked in the emer-gency lanes. He said during a recent public
meetingwithRichwood residents, anumberof interventions were proposed.“This includes the construction of a foot
bridge along the N7 as a possible long termintervention. There is an underpass at apoint along that road. Other short term in-terventions have included education andawareness activities, particularly at theschools, warning children about issues sur-rounding pedestrian safety.”

MyCiTi commuters will now getmorevalue for their money following aplan by the City of Cape Town to re-
duce the peak-hour period.According to a statement, the morning
and afternoon peak-hour period for theMy-CiTi bus service will be shortened by 45minutes each as from today (Wednesday 1July).
With this change,more commuters standto benefit from the lower off-peak or saverfares if they avoid travelling in the newshortened peak-hour period.
Over the past few months, Transport forCape Town (TCT), the City’s transport au-thority, has developed products such as thenew R530 monthly package and a R30 Mov-er package to make the MyCiTi servicemore affordable to commuters.
“Pivotal to these developments is the de-cision to shorten the morning and after-noon peak-hour period. Commuters whotravel outside the new peak-hour periodswill see significant savings, in particular ifthey loadMover points on their myconnectcards,” says mayoral committee memberfor transport Brett Herron.
SavingsAccording to the statement, depending
on the distance travelled, commuters whomake use ofMover points can save between20% and 33% on their fare when they travelearlier or later.
“We hope that this incentive will encour-age commuters to avoid the busiest timesof the day and to start their journeys beforeor after the peak periods where possible, sothat they can benefit from the change. Im-portantly, if you tap in just before the peak-hour period begins, you will pay the saverfare even if you finish your journey withinthe peak period,” Herron says.
Peak-hour periods onweekdayswill be asfollows:
. In the morning from 06:45 to 08:00 asopposed to 06:30 to 08:30; and
. In the afternoon from 16:15 to 17:30 asopposed to 16:00 to 18:00;
There are also new products, these in-clude:
. A new R30 Mover package (currentlythe cheapest Mover package is R50);
. A R530 monthly system-wide package(excluding Cape Town International Air-port) – this new package will benefit thosewho are travelling longer distances onweekdays, such as from Mitchell’s Plain,Khayelitsha and Atlantis to the Civic Cen-tre or Hout Bay. This package covers thecommuter’s first two journeys for the day,inclusive of the transfers. It is valid for 30days from the day that it is loaded on themyconnect card;
. A R780 monthly system-wide packagethat includes journeys to the Cape Town In-ternational Airport, with the same condi-tions as the cheaper monthly package men-tioned above;
. Amyconnect card will cost R30 insteadof R35.
Penalty reducedTo help users to get used to the MyCiTi
service, a lower penalty fare of R10 will bededucted for the first three instances onnew cards. Thereafter, the penalty farecharged will be the usual R22 (or R83 at theairport).
Commuters should please note that ifthey are usingMover points to travel on theMyCiTi buses, they can load only one addi-tional package (for example: one of eitherthe monthly premium or non-monthly pre-mium packages) on their myconnect cards.The Mover points are valid for three yearsand the three year expiry date is being re-calculated each time that a Mover packageis loaded. A commuter therefore can onlyload a second additional package on theirmyconnect card once the existing packageon their myconnect card has expired (usu-ally within 31 days, depending on the pack-age).

The Blaauwberg subcouncil is to startgathering information on community-based organisations for their proposal
for a community court in Table View.Theproposal dates back to 2013when sub-
council chairperson Heather Brenner sub-mitted a motion expressing the need for acommunity court within the subcouncil.At the time, she expressed the frustration
of residents, ratepayers, Community PoliceForums (CPFs), police, Law Enforcementand others over the number of offences leftunpunished due to a lack of easily accessi-ble court processes.This, she said, had resulted in an appeal
for a community court in the southern partof the Blaauwberg Subcouncil, which in-cludes wards 23, 4 and 107.

tor the execution of the punishment andsubmit a report thereon to the courts. If thepersonwho has committed a contraventiondoes not pitch, the court will then issue awarrant of arrest.”

theMedicalResearchCouncil,witha 76ma-le / 24 female split. The most common sub-stances clients had been usingwere crystalmethamphetamine (tik), dagga, alcohol andheroin.“Our treatment sites accommodated the
highest number of clients of any serviceprovider in the province between July andDecember last year and this proves a num-ber of things,” said City mayco member forhealth, Siyabulela Mamkeli.“Firstly, it underscores the great need for
treatment, but also speaks to the quality ofservices that clients have access to whenthey enrol in our programme,” said Mam-keli.
Early interventionAdditionally, the City’s Social Develop-
ment and Early Childhood Directorate hasbeen driving preventative initiativesthrough its Substance Abuse Programme,including the Strengthening Families Pro-ject, Soft Skills prevention programme inschools and the “Be Smart, Don’t Start” the-atre campaign.This financial year, the projects reached
an audience of more than 23 000, most ofthem young school children.“Childrenare exposed to substanceabuse
so we have had to develop and implementprogrammes that speak directly to them.This is why the bulk of our interventionsare done at primary school level,” he said.

stance related trauma and accidents inSouthAfrica far exceed those of other coun-tries and intoxication is a major factor inroad accidents.According to SACENDU, South Africa
has the highest percentage of FAS (or Foe-tal Alcohol Syndrome) worldwide and alco-hol dependency has increased.Social services organisation Badisa pro-
vides services to individuals who are sub-stance dependent.
Their approach is governed by their com-mitment to serve and theymanage two pro-grammes.The Ramot Treatment Centre forsubstance dependency inParowEast catersfor about 400 patients a year.Only 100 of their 400-bed capacity are
funded by the department of social develop-ment, meaning the balance of patients haveto be privately funded. Social worker Enyavan Zyl said fresh food remains one of theirbiggest challenges, since the patients showan increased appetite once they have com-pleted their physical detoxification. and introduce a new direct route to the Civ-ic Centre.They City states commuters from Atlan-
tis will no longer need to transfer to a newbuswhen they arrive at TableView station.The Atlantis passengers can sit and wait
in the bus while commuters board for thetrip to the Civic Centre station.City mayoral committee member for

Council, mapping trends over a decade,shows murder by a relative or loved one,often referred to as intimate femalehomicide, has become the leading causeof women being killed. Researchers foundlittle had been recorded in police docketson prior abuse history. This is alarming,as murder is seldom the first act ofviolence against an intimate partner.Perhaps if a history of abuse had beenrecorded, the murder could have beenprevented.Children don’t fare much better. than two children are murdered in SouthAfrica every day, according to the 2011/12crime statistics. Our rate of child homici-de is more than double the global avera-ge, according to the World Health Organi-sation. Over a third of these murderstake place in the child’s home and morethan a third of children are killed bysomeone they know. There was also ahigh rate of sexual assault in these cases.In fact, over 50 children are raped daily
in our country, according to the 2013/14crime statistics. And these are just thereported cases.These statistics should scare you. They
should leave you feeling disturbed. Theyshould spur you to action, either to leavea dangerous situation or help those whofind themselves in one.Hiding behind your curtains is no
longer an option. Preventing theseatrocities is everyone’s concern.

The National Nuclear Regulator (NNR) is mandated as the national competent authority in terms of the NNR Act,1999 (Act 47 of 1999) for providing for the protection of persons, property and the environment against nucleardamage through the establishment of safety standards and regulatory practices suited for South Africa.
In terms of the NNR Act, the nuclear installation licence holder, ESKOM is required to establish a PSIF to informpersons living in the relevant municipal area of the Emergency Plan which has been established as well as ofrelevant nuclear and radiation safety matters applicable to the Koeberg site.
In accordance with Section 4 of the updated Regulations No. 968 dated 12 September 2008, the Board ofDirectors of the NNR hereby invites nominations, from members of the public to serve as Chairperson of theKoeberg PSIF. The appointee must reside within the formal emergency planning zone of the Koeberg site, shallhold office for a period of two years and perform their duties without financial compensation.

Province 800m athlete, but a serious kneeinjury forced me to quit and that is how Istarted cycling,” said Cathy.Her list of achievements reads like the
perfect script. In 1985 she set the3000m South African track recordand won over 300 fun rides between1985 and 1990.In 1985 shewon themixed tandem

Thefollowing year she broke the Argusrecord for women by about 30 min-utes. “I still remember that day, ev-erything was just going very welland I can’t remember the precisetime, but I beat the record by abouthalf an hour. After that dream race,I won it for the next four years.”After winning the national cham-
