inefficient, which they inevitably cover up.”Don Sheasby’s harsh words directed to the

City of Cape Town are, according to him,completely justified.TygerBurger reported in May on his and

Lorna Quinton’s then three-year battle to getone of their properties in Rugby categorisedfrom informal residential to contiguous va-cant land.

for finance said at the time: “The propertyin question has been inspected and the usagewill be amended to contiguous vacant land.”

The case escalated to the ombudsman whotold Sheasby in June that it would be amend-ed.

Paying doubleSays Sheasby: “Two days later the om-

budsman advised us that, due to rates policyamendments, the erf will be now be catego-rised as vacant land.”

What all this means is that Sheasby andQuinton are paying double rates on an adja-cent property.

The council has agreed to refund a value

of about R5 700 to Sheasby for incorrect valu-ation before June, but after the rates policyamendments were made in June, Sheasby issupposed to be paying double rates.

Or is he? He continues: “On the city’s web-site the existing use of the property in ques-tion is informal residential rebated, not non-rebated. The former should be charged sin-gle rates and the latter double rates.”

SubdivideNeilson responded comprehensively to

TygerBurger’s enquiries, and says the coreissue is the fact that Sheasby and Quintondecided to subdivide his property.

“We are certainly not targeting them. The

City of Cape Town applies the policies fairlyand equally to all residents. Sheasby electedto subdivide his property, which indicatesa clear intention either to sell the vacant por-tion or to develop it, so he cannot enjoy theresidential rates on both portions.

“The intention of the rates policy was al-ways to levy rates at the full tariff on vacantland. National legislation that governs thevaluation of the properties, the MunicipalProperty Rates Act 6 of 2004, requires thatevery property that is separately registeredin the Deeds Office is valued separately.”

SheasbyandQuinton subdivided theprop-erty in 2008.

A correct in-terpretation would be to say that residen-tial properties are rated lower thannon-res-idential ones,” continues Nielson.Sheasby highlighted several issues he

finds incomprehensible and passionatelydefended these.Says Sheasby: “We checked the valuation

adjustment increase on each vacant erf inthe vicinity and oh boy! Our plot has an in-crease of 25 % (it used to be 38 %), two oth-ers have an increase of roughly 11 % andanother an increase of 0 %! Now, aren’t theowners of this last property very lucky, nothaving a valuation adjustment increase?Who do they know? According to me coun-cil is totally inept.”Council is, according to Nielson, acting

well within the law.

In the rates policy of 2013/2014 the follow-ingdefinitionsareprovided: “Non-Residen-tial Property”means all properties (includ-ing all undeveloped properties) other thanthose defined as residential which proper-ties are rated at the ratio of 1:2 to the ratelevied on residential properties. The cent-in-the-rand for all properties other than res-idential is therefore twice that of the resi-dential cent-in-the-rand; while “Residen-tial Property” means improved propertythat is used predominantly (60 % or more)for residential purposes, and includes anyadjoining/adjacent developedproperty reg-istered in the name of the same owner andused together with such residential proper-ty as if it were one property. This use mustindicate that the two properties cannot bedealt with as individuals but must beowned and used as if they were one proper-ty (any such grouping shall be regarded asone residential property for valuation, raterebate and valuation reduction purposes).

The eyes of the world turned to the fu-neral of Nelson Mandela last week, butin doing so Milnerton itself also gotsome media attention.Milnerton resident, retired Arch-

bishop Desmond Tutu’s house was bur-gled last Wednesday when he went toSoweto to speak at Madiba’s memorial.This is the second time his house has

been targeted in the last few months.In August thieves gained access to

Tutu and his wife Leah’s home whilethey were asleep.Small items were stolen and the cou-

ple was unharmed.It is not yet clear what exactly was

stolen in the latest incident. The onlyavailable information is that the housewasburgled between 19:00 and 21:00 andthat it was not pillaged.All the biggest news outlets reported

on the matter.Some outlets seemingly rubbed their

proverbial hands together to come upwith headlines such as this one used bywww.frontpagemag.com: “Crime-Rid-den South Africa: Tutu’s House RobbedDuring Mandela Memorial”.The introduction reads: “There are

few better juxtapositions that showwhat a disaster South Africa has be-come than Tutu’s house being burglar-ized while he sings Mandela’s praises.”The worst sentiments are, however,

to be found in the comments section ofNews24.

make a difference was once again on dis-play when three people suspected of anumber of burglaries in the peninsulawerearrested by Table View police last weekThursday.Says Table View Neighbourhood Watch

(TVNW) spokesperson, Gemma Rede-lingshuys: “A suspicious vehicle parkedoutside a house in Oakdale Circle (with onewoman inside) was spotted by our mem-bers. The registration of the vehicle was ra-dioed in and the members kept a hawk eyeon it. Two men who had just tried to breakinto the the residence climbed into thevehi-cle and drove off.”A TVNW member relayed her observa-

tions to the control room, who in turn noti-fied the police, Star Alarms and ComplexPatrols.According to Redelingshuys a roadblock

was being staged nearby, so a police officerdrove towards Oakdale Circle to investi-gate. The officer in turn spotted the vehicle,and thanks to the TVNWmember who tookdown the registrationnumber he could pos-itively identify it.The three suspects were arrested and lat-

er connected to various other burglaries inthe area.The incident was reported on TVN’s Fa-

cebook page and received a whopping 387likes at the time of going to print.There were also 98 comments – most of

these extremely positive.Redelingshuys continues: “One should

be vigilant this time of year. Burglars tendto target homeswhere it seem as if the own-ers are on holiday. One should get a neigh-bour or a friend to (collect the mail)...”

The NSRI Melkbosstrand helps people with disabilities to surf.

Peoplewith disabilities experienced the joysof surfing recently when the National SeaRescue Institute (NSRI)Melkbosstrand gavethem some fun in the surf.The organisation Extreme Abilities and

Surfing South Africa (EASSA) approachedthe NSRI and asked if they could assist peo-ple who have disabilities ranging frommildto partial paralysis due to spinal cord injury,amputees, visually impaired as well as thehearing impaired.The crew jumped at the opportunity.Realising that safety was always going to

be the highest concern, the organisers (EAS-SA) hadmade provision for every eventuali-ty.NSRI crewmemberswould assist the disa-

bled in the water and in other areas as re-quired by the organisers.Crewmembers fromStation 4Mykonos al-

so pitched in and together with their Melk-bosstrand counterparts, they reported forduty last week Sunday at Big Bay in Blou-bergstrand.Rhine Barnes, NSRI station commander

says : “This was an opportunity to not onlygive back to our community but to focus onthose members of our society who for onereason or another, have the additional bur-den of overcoming their disabilities as theygo about their daily lives. We can only imag-ine what it must be like to lose our freedom

of movement, our hearing or our sight. Tobe able to give these folk an opportunity toexperience what we take for granted everyday, is a privilege, not to bemissed. Apple for teacher: Parklands College has taken part in the Apple in Education Awards for thepast three years and has been recognised each year for their innovation and creativity throughthe use of technology in the classroom. There were over 750 entries across 35 subjects enteredinto the nine categories. Out of the six categories that Parklands entered, they won two andwere placed runners-up in another two. There was much excitement when the winners wereannounced and presented with their certificates and iPod Nanos. Each month, hundreds of trauma sufferersin Cape Town are assisted by the Communi-ty Intervention Centre (CIC), which mightsoon have to close its doors due to a lackof funds.

The victims of crime in Table View, Mil-nerton, and Melkbos, including its informalsettlements, may now be left without criti-cal physical and emotional support.

The CIC has been operational since 2001and serves as a dedicated resource centrefor all people in crisis situations. Amongthe crises for which 24-hour services are of-fered by its trained trauma counsellors in-clude rape, murder, suicide, family crisis,domestic violence, traumatised children,armed robbery and substance abuse.

This non-profit organisation offers a tem-porary safe house for abused women andchildren, training for the private sector ontrauma procedures and protocol, and edu-cational services to the youth. In partner-ship with the police, it assists an averageof 220 people a month, translating to morethan 29 000 people since being established.

Due to the tough economic times that are

being experienced, some of the CIC’s donororganisations have had to slash their finan-cial contributions to the organisation, leav-ing them with the very real possibility ofhaving to close their doors on 1 February2014.

The police’s annual crime statistics for2013 indicate that the number of drug-relat-ed crimes in Milnerton increased seven-fold between 2003 and 2013. In nearby Melk-bosstrand, drug-related crimes increasedeight-fold in that time. Comparatively, thenumber of drug-related crimes nationallyincreased only three-fold in this time. Overthe same period, total sexual crimes in Mil-nerton almost doubled while nationally, thenumber of total sexual crimes in this periodeffectively remained unchanged.

Dr Saville Furman who practices in Mil-nerton as a GP says he has found the NPOinvaluable: “It would be a great loss to ourcommunity if the CIC were forced to closedown,” he says.

spirit would live on. He called for “kind-ness in our world and to our children”.

The City of Cape Town aims to create 37 500jobs in the 2013/14 financial year, through itsExpanded Public Works Programme (EP-WP).This is according to a report submitted to

theBlaauwbergSubcouncil in their subcoun-cil meeting recently.The EPWP aims to create work opportuni-

ties through both direct and indirect employ-ment methods.In the last financial year, (2012/2013) the

City created 35 556 EPWP work opportuni-ties, exceeding their target of 35 000 jobs forthe year.Work opportunities were created through

the implementation of 1 100 projects by line

departments in various sub councils basedon their service delivery mandates.Most of the EPWP jobs created were for the

city’s utility services, with Solid Waste Man-agement creating 10 965 work opportunities.To date, 118 projects have been submitted

by different subcouncils to the EPWP officefor this financial year.These range from general maintenance

and cleaning work, to home-based care andsocial development projects.These proposals have been logged and for-

warded to various line departments for con-sideration.The city’s “Policy for the Recruitment and

Selection ofWorkers from theCommunity byCouncil and its Service Providers” is cur-rently under review and a workshop was re-cently held with subcouncils.

City plan for job creation

As the year comes to a close it is time, onceagain, for the Stor-Age Create Happinessdrive to kick into gear and locals are en-couraged to donate their unwanted goods totheir nearest Stor-Age store for charities inneed.The annual campaign encourages people

to drop off items that they do not use athome such as any unwanted books, clothes,toys and non-perishable items at their near-est Stor-Age store where they are safelystored. These are then distributed to vari-ous charities in need across the country bythe organisation The Round Table.Amassive 100m² of goods was collected at

Stor-Age stores in the 2012 Create Happi-ness Drive was were donated to organisa-tions such as theMaranatha Care Centre inPretoria, which was devastated by a fire

earlier this year, and to Sister BettyGlover,an 83-year-old ordained minister who runsa soup kitchen and chapel from her homein Noordgesig in Soweto.Stor-Age hopes to surpass the number of

goods collected last year and is confidentthey can reach at least 150m² of goods withthe help of the public.Capetonians can drop their donations off

The Forum will address any topic that the members feel couldimpact their health, environment and safety from a nuclear and emergency preparedness point of view. Koeberg serves as the secretary fort h e F o r u m , w h i c h i s r u n u n d e r t h e a u s p i c e s o f t h e N a t i o n a l N u c l e a r R e g u l a t o r ( N N R ) .

Not trying to be what they’re not

Simon & the Bande à Part perform the title track off their album, Blinking and Breathing, on theOrange Couch this week.


“They’re honest songs that aren’t re-ally trying to be anything they’renot.”

That’s how Simon van Gend describes themusic of his band, Simon& theBande àPart.“They’re all abouthow it feels to be awhite

guy growing up in the southern suburbs,growing up in Observatory, somewherenear the beginning of the newmillennium,”he explains.Simon says describing their sound de-

pends on who you ask. “If you ask a radioDJ, they’ll probably say it’s contemporaryfolk rock,” he says. The band’s refreshinglywhimsical and simple sound has also beendescribed as introspective indie/folk/rock.Simon is joined in the band by drummer,

Ross Campbell and Eric Michot on bass.The band released their third album,

Blinking and Breathing, earlier this year af-ter working with Australian producer, IanPritchett.

Right sound“We found out about IanPritchett through

getting to know the music of Angus and Ju-lia Stone, an Australian band,” explainsRoss.“We really loved the sound of their album,

it was really beautifully simple and acousticandhad loads of space,” he says, adding: “Wein fact used their album as sound referencefor our previous album and this time wethought, well let’s just try and get hold of theactual producer.”The band sent him an email and he re-

plied. “We sent him songs and he loved thesongs,” Ross says.With the help of their financiers, Jump

Media, in Dubai, the band brought Ian toSouth Africa.Three songs off the album,namely the title

track, “Blinking and Breathing”, “Am I theWorm?” and “Complications”, have been

submitted to radio stations and 18 radio sta-tions across the country have already play-listed one or all three of the songs.Locally, their songs can be heard onMFM,

Radio Helderberg, UCT Radio, Bok Radioand Two Oceans Vibe Radio.“We feel quite special being on there be-

cause they playmostlyAfrikaansmusic, butthey were happy to play our songs,” Simonsays of Bok Radio. He says he was hesitantto contact Afrikaans stations at first but re-alised that his music would touch people no

matter what the language.

Feelings“I guess I don’t really consciously write

about anything in particular,” Simon saysof his songwriting. “When I write a song, itusually comes up out of some kind of diffi-cult feeling I am feeling,” he says, adding:“For example I’ll be sitting at home, feelinglonely or anxious about something, and I’llpick up my guitar, mostly as a way to kindof soothe myself, I guess.”

Simon says for him, songwriting is theprocess of taking something that’s difficultand transforming it into something that’splayful and joyful and inspiring.“There’s kind of an alchemy that happens

in art where difficult feelings get trans-formed into something beautiful,” he says,adding: “That’s basically what happenswhen I write songs. I sit there with this feel-ing and it throws up emotions and it throwsup ideas and thoughts and I just kind of letmy soul do the talking and the words streamout.“That’s what ends up being the song and

somewhere in that process I catch an ideathat sums up what I’m feeling and that be-comes maybe the chorus, if there is a cho-rus,” Simon explains.

NarrativeHe says he is also starting to move into

more of a narrative style of songwriting andisworkinghard onpractising this side of thecraft.Simon says the group want to get their

songs out there. “We’re working really hardto get our songs heard by as many people aswe can,” Simon says.“Wewant to get these songs into thehearts

andminds of people out there in the countryand in the world,” he says.They are planning to go toAmerica in Sep-

tember next year, to do a house concert tourfor a month. They will be based in Philadel-phia.They are also already starting to think

Rookie driver a9yearold ace

Charl Michael Visser and Thando Mnyanda are a winning combination on the provincial andnational karting scene.

CharlMichaelVisser racedhisRKTZanardi(no 77) go-kart in the Maxterino schoolboyclass (aged 9-13) in the 2013 season onprovin-cial and national level.

The nine-year-old pupil from KenridgePrimary School received the followingawards at theKartingAwards held recently.

He finished third in the Maxterino cham-pionship in Western Province.

He was also voted as the Rookie Driver ofthe Year in Maxterino class.

He placed fifth national in the Maxterinochampionship and was again voted as Rook-ie Driver of the Year on national level.

But, this is only one side of the story.CharlMichael could not achieve all this withoutthe dedicated commitment of his mechanic.

Thando Mnyanda, a 30-year-old man froma township in East London named Mdant-sane assisted himwith all his go-kart setupsand fine tuning.

Thando came from East London in 2008

looking for a job.Thando’s services was required in the be-

ginning of the year to assist Charl Michaelas his go-kart mechanic by building all his-karts anddoing all the setups for the chassis.

“I still remember that I built CharlMichaels’s kart on a Friday night before theSaturday race dayafter hehadabig accidentand the kart was badly bent. I worked until22:00 that Friday evening at the track andhe still tested it in the pits to see if it wasworking.

“The best part is that Charl won that re-gional event the next day with this kart.

“I have seen this boy grow in the last 12months to be an extremely competitivegokart driver and we work well together.

“ I am so proud of his achievements in hisfirst year ofMaxterino karting butmust alsogive him credit for all the commitment andpractise he puts in to his gokarting,”Thandosaid.

Die Transagulhas-uitdaagvaart vir rub-berbote is al bestempel as die taaisteen langste rubberbootwedvaart in die

wêreld. Vanjaar word dié vaart vir die 26stekeer aangebied en soos gewoonlik sal die ja-ers, die bote en die enjins tot die uiterste ge-toets word.

Meer as dertig spanne, waaronder ’n paaruit die noordelike voorstede, het reeds inge-skryf vir die 2013-wedvaart wat oor vyf daeen 900 km beslis word.

Hierdie uitmergelende wedvaart, watjaarliks aangebied word deur die AgulhasInflatable Boat Club (AIBC), begin op 28 De-sember in Plettenbergbaai en eindig op Nu-wejaarsdag 1 Januarie in die Strand.

Die plaaslike spanne wat gaan deelneem,is FJ Buter en Dian Beyers van Brackenfell,J Matthee en M van Geems van Kuilsrivier,Nickie Smit en Dewald Theron van Durban-ville, Christiaan en Wardo Kriel van Kuils-rivier en Stefan Lindeque en Tony Ingramvan Melkbosstrand.

KlasseDie spanne kan vir een van vier klasse in-

skryf: die standaardklas; die nuweling-stan-

daardklas; die professionele klas en die ge-modifiseerde klas.

Die wenners van die 2012-wedren het al-mal aangedui dat hulle weer vanjaar diebranders gaan aandurf. Hulle is: J. Mattheeen M. van Geems (standaardklas-wenners,geborg deur Van Loveren); Peter Groenen-stein en Nichol Parr (nuweling-standaard-klas-wenners, geborg deur Valumax, Ami-gos en Excellparts); Wimpie Ackermann enWhitey Louw (professioneleklas-wenners,geborg deur Imperial Cargo); en Dave Bar-nett en Tjaart Oosthuizen (gemodifiseerde-klas-wenners).

Elf spanne het vanjaar vir die eerste keervir die Transagulhas-uitdaging ingeskryfen hulle sal almal meeding in die nuweling-klas. Verlede jaar se wenspan, Peter Groen-enstein en Nichol Parr van Gordonsbaai,sal vanjaar in die standaardklas deelneem.

KontrolepunteDie bote moet elke dag verskeie kontrole-

punte bereik voordat hulle na die eindpuntkan beweeg. Op dag een, skof een (28 Desem-ber), begin die wedvaart by Hobie-strand eneindig dit by Santos-strand in Mosselbaai.

Die strand-kontrolepunte op die roete is bySwartvlei, Wildernis, Glentana, Grootbra-krivier en Kleinbrakrivier. Die eerste skofis die langste van die resies en strek oor 189km.

Op dag twee (29 Desember) vertrek die bo-te van Mosselbaai na Stilbaai. Hulle moetby Vleesbaai en Gouritsriviermond sestrande aandoen voordat hulle na die eind-punt kan jaag.

Dag twee se skof is 86 km.Op dag drie op 30 Desember word ’n af-

stand van 161 km afgelê.Die spanne trek die oggend weg uit Stil-

baai, vanwaar hulle aandoen by Witsand enWaenhuiskrans voordat hulle by Struisbaaiop die hoofstrand eindig.

Die vierde en vyfde skof vind plaas op Ou-jaarsdag. Die bote sal uit Struisbaai vertreken aandoen by Die Damme, Pearly Beach enUilenskraalmond voordat hulle by Herma-nus se ou hawe eindig.

Die finale skof van die Transagulhas-uit-daagvaart oor 131 km begin om 09:00 by Her-manus se nuwe hawe.
