JOHN Robert A. Eleccion, a fourthyear Far Eastern University (FEU) Po-litical Science student, recently pre-sented a paper at the 3rd Internation-al Conference on Local Governmentheld in Khon Kaen, Thailand last Nov.14-16.

Eleccion’s paper“Fiscal Decentraliza-tion of Local Govern-ments in the Philip-pines” takes a deeplook into the struc-ture of the fiscal man-agement system inthe Philippine govern-ment and its pros andcons for LGUs.

In his presentation,Eleccion posited thatcentralized controlcontributes to the in-efficiency and ineffec-tiveness of LGUs andlimits their ability tobecome bigger con-

tributors to the coun-try’s economic devel-opment. Among therecommendations in-cluded in the paperare certain changes inthe taxing power ofLGUs and shifting toa federal system ofgovernment.

“ONE YEAR you’re costars, thenext year you’re up againsteach other,” said comedienneAi Ai de las Alas, who wasoriginally a part of the MetroManila Film Festival entry SiAgimat, Si Enteng Kabisote atSi Ako with Vic Sotto.

The film was supposed tobe the follow-up to the come-dy tandem’s Enteng Ng InaMo, the top grosser of lastyear’s fest. However, due to“technical and legal issues” re-lating to her contract withStar Cinema, Ai Ai had toback out, and do Sisterakas in-stead.

But despite their foiled re-union, Ai Ai maintained thatthere’s no bad blood betweenher and Bossing. “We talkedabout it. He understands the

situation, and there are nohard feelings at all,” shetold reporters at a recentpress con.

“I told him, ‘Bossing,you know how I am.I’m a good soldier,and I’m just fol-lowing orders,’”she added.

To the contrary,the 48-year-old come-dienne said that herfriendship with Vic isnow stronger thanever. “He knows allabout my secrets!”she said.

In a previous in-terview, Bossing saidthat he’s not closinghis doors to the possibility ofdoing another film with Ai Ai.

“That would be great,” AiAi said. “If he asks me again,
