A NEW $100 million development inSubiaco will give rise to 130 newdwellings, cafes and commercial space inthe Western Suburbs.

Centro North will be built on thecorner of Station Street and SalvadoRoad, and is proposed to have a fivegreen-star rating.

Two leading Western Australiancompanies, Pindan and Qube PropertyGroup, have been named as thesuccessful developers to realise thevision for Centro North.

Jones Lang La Salle capital marketsnational director John Williams said thedemand for Centro North was highlycompetitive in a relatively subduedmarket, which showed that developerswould step up for a high-quality product.

“We originally received eight bids,which were narrowed down to fourshort-listed proponents. The outcome

was outstanding design concepts andland values, representative of theexceptional location,” Mr Williams said.

Subiaco Redevelopment Authoritychief executive Tony Morgan said alldevelopers demonstrated a commitmentto delivering SRA’s vision for CentroNorth – to create a vibrant residentialand commercial precinct with activepublic spaces that will integrateseamlessly with the surrounding areaand complement the existing SubiCentro community.

“Centro North will create new livingand working opportunities for people inSubiaco, attracting approximately 230new residents and 200 employees to thearea,” Mr Morgan said.

Subdivision works for Centro Northwill be completed this month and thebuilding developments will be fullycompleted by 2014. ■

130 new dwellings.

Concern at copping new rulesREAL estate agents will be required toact as "policemen" under new rulesclamping down on foreigners buyingresidential property, the industry haswarned.

Real Estate Institute of Australiapresident David Airey has requested ameeting with Assistant Treasurer NickSherry to clarify the role of Australia's100,000 real estate agents under thenew rules, which prevent non-residentsbuying established Australian homes.

The restrictions, announced bySenator Sherry a week ago, reinstateforeign investment rules dumped in2008. They include requiring temporaryresidents – such as students – to selltheir houses or apartments when leavingthe country.

The Government will establish newpenalties under civil law that also applyto real estate agents.

Mr Airey said real estate agents whobroke the law should be prosecuted.However, he said it was not appropriatefor agents to “police” foreign investmentguidelines.

“Are we supposed to ask people fortheir passport or residency visa?” heasked.

The Government plans to produce aguide for real estate agents, but detailswere not yet available, Mr Airey said.

While there were no figures available,Mr Airey said the REIA estimated thatabout 5 per cent of residential purchaseswere made by foreign buyers.

There have been several reports thisyear of offshore buyers – mainly centredon Asian investors – outbidding locals atauctions, fuelling already hot housingmarkets.

The median price of Perth housing hasclimbed 15 per cent in the past year. ■

With building costs anticipated to increasebefore the start of the new financial year,managing director of Wilson & Hart buildersAnthony Kinder is urging owners to moveforward their plans. Mr Kinder said thatbuilding costs were driven by the supply ofskilled labour and the price of materials.

“Improving economic conditions havealready resulted in major manufacturers ofproducts for the building industry increasingprices during early 2010,’’ he said.

“However, based on growing strength of theeconomy, manufacturers are expected tosignificantly increase prices when theytraditionally review them at the start of thenew financial year.

“These manufacturers have held costs downduring the world financial crisis and will seek torecoup lost profits by passing on higher pricesto new home builders during the 2010/2011financial year.”

Latest ABS figures for project home pricesshow that they are now beginning to rise aftera period of stagnant and even falling prices.During the second half of 2009 project homeprices rose by 0.6 per cent compared to a fallof 0.3 per cent for the first six months of 2009.

Mr Kinder said rising material costs duringearly 2010 have added at least $10,000 to thecost of a modest two-storey home.

“At the same time labour costs are set to

rise during 2010/2011 due to fallingunemployment rates in WA flowing from themajor new investment in the resourcessector,’’ he said.

“The WA economy is now on the cusp of amajor recovery, with major new developmentsincluding the $50 billion Gorgon project andthe $4 billion world-class deep-sea port atOakajee, Geraldton.

“All of these new projects will placepressure on the supply of constructionpersonnel as well as materials.

“The WA economy has demonstrated in thepast that an upswing can occur very rapidly andthis can have a major impact on the new homeconstruction market in just a matter ofmonths.”

Mr Kinder said if the WA economy gainedmajor traction during the next financial year,then it is very likely that new homeconstruction prices could rise quite sharply.

“Rising building costs will have a majorimpact on more expensive homes, which havea much larger component of materials andlabour input,’’ he said.

“It therefore makes sense that anyoneconsidering building for instance a two-storeyhome should make a decision to build nowrather than later and therefore avoid risingbuilding costs.

“Any cost increases in labour or materialsare amplified in more expensive and two-storey homes due to the complexity, quality offinish and timeframes taken.’’ ■

Generally it is bestto get three different marketestimates from three local agents,as this should give you a prettyaccurate idea of the range you arelooking in.

Q: My settlement agent hastold me I must do a finalinspection of the home I ambuying just before I settle on it.What am I supposed to belooking for in this inspection?

A: A final inspection is really toensure that the property is in thesame condition as when you boughtit, and to check that any conditionson the contract have been satisfied.For example, if the property had alush garden when you put youroffer in but the garden has nowdied, the seller must ensure it isreturned to its former lush state.Also, if the contract states that allgas, plumbing and electrical itemsmust be in good working order atsettlement, you should check all thelights, power points, taps, stove etc.If you find something is notworking, the seller must rectify theproblem before settlement.

Q: I have had my property onthe market for two monthsand have it listed with mycurrent agent for another twomonths. However, I am nothappy with what they are doingand wish to cancel the listingagreement. Can I do this?

A: The best thing to do here is tohave a meeting with your agent todiscuss your concerns. The SalesManager and/or licensee may alsoattend. If you cannot come to someagreement you can ask the agent torelease you from the contract.Most agents will do this in order toretain goodwill.
