OPTIMALIZATION BY TRANSPORTATION INFRASTRUCTURE UTILIZATION
1. Background
Desa Karangtengah is a tourist village owned by the districts of Bantul, located in
Karangtengah, Imogiri, Bantul, Yogyakarta. Desa Karangtengah is located in hilly areas is
approximately 15 kilometers south east of Yogyakarta, and only about 2 miles from the
cemetery of the kings of Java (built by Sultan Agung Hanyokrokusumo 1645). The village
is also known as a tourist village, one you'll enjoy the comfortable village atmosphere of
naturalness in this Desa Karangtengah. The interesting thing other than a comfortable
village atmosphere is lodging with the traditional feel of wood but still awake and
cleanliness.
The village in recent years developed into the region agropolitan with reforestation
program that aims to transform degraded land into forests that cultivated silkworm
cultivation in cashew nut trees, avocado, soursop, mahogany, keben and dadap.
Agropolitan land is part of the Sultanate Ground, and later expected to be the location of
silkworm colonies. Villagers Karangtengah majority are poor. Some of them are local
transmigrants came from the small traders in the tourist area Parangtritis. Others are
victims of Yogyakarta earthquake in 2006.
In addition to this potential, many other potential of the region that have not been explored
to the maximum. For example in the presence of cooperative activities that do not Catur
Makaryo only deal with the problem of silkworms, but also other crafts. For example
batik, wood lathes, sewing, herbs, and so forth. Some business units were also able to
absorb a lot of human resources from the center of the village reef.
2. Problem Identifications And Analysis
The location of a site showing the strategic value of the place, its position as an entity
separate room and constelations with elsewhere shows how much value location
accessibility. Therefore, assessing a region should certainly be seen lying on a larger area,

both at the macro, meso, and micro levels, given the spatial position of a place on this
earth is unique, has certain coordinates which of course there will be not duplicated. Desa
Karangtengah, is one of the villages located in the Sub-district Imogiri as part of the
District of Bantul, Yogyakarta Province. Here will be described a strategic position in the
constellation Desa Karangtengah, Regional Province of Yogyakarta, Bantul, and the Sub
District of Imogiri, both administratively and functionally.
Geographically position Desa Karangtengah located at the southeast of the downtown Sub
District Imogiri. The Location of Desa Karangtengah strategic enough, a meeting of
liaison channels between the City of Bantul, the Capital Sub District Imogiri, and
Gunungkidul. The strategic location makes the region has the potential for physical growth
is quite high, although the current agricultural activities still appear to dominate most areas
of the Desa Karangtengah.

Access to the Desa Karangtengah very easily, supported by a good road network and can
be reached from all directions. To reach the Sub District Imogiri there are several
alternative public transport routes, namely:
• Descending or urban transportation in the province that connects with other modes of
medium connecting bus: Terminal Giwangan - Jl. Scouts - Jl. Umbulharjo -
Karangtunggal - Karangkajen - Ring-road - Jetis - Imogiri - Siluk - Bake, PP
• Rural transport mini-bus (Line 10: Siluk - Imogiri - Kembangsongo - Wonokromo -
Terminal Giwangan, PP) and (Line 11: Goa Cerme - Siluk - Imogiri - Singosaren -
Pucung - Segoroyoso - Market Pleret, PP)
• Non rural bus transportation department Dlingo Market - Imogiri - Barongan - Jetis -
Manding - Hospital - Simpanglima - gose - Market Bantul, PP.
However, based on field observations, to get to the Desa Karangtengah not served by
public transport, so that the dependence on private vehicles maih very high. As the liaison
between the Bantul and Gunungkidul course these conditions are less favorable, especially
this time Karangtengah Village was launched as a tourist destination, and Agro Tourism
Village in need of good transportation facilities in addition to transport infrastructure that
has been available.
Existing land uses in the Desa Karangtengah shows that the dominance of agricultural
activities are still clearly visible, with an area of 115.7 ha rice field (40.2%) of the total
area of 287.77 ha, at first glance can be compared with other villages in the District
Imogiri. While based on field observations, the utilization of space in the Desa
Karangtengah showed varying activities, namely: houses, shops, stalls, workshops,
industry, and others. Status of land in the study area is largely Sultanat Ground, which is
land owned by the Sultan of Yogyakarta, which is partly used for captive breeding of wild
silk worms and cashew nut plantations are managed by Royal Silk Foundation area of 60
ha (20.9%). Initially this area is a barren region, and has now become a green area with a
tight enough vegetation, particularly trees cashew, apukat, and mahogany. The species is a
venerated for supporting life of wild silkworms gold, and its cocoon is harvested to be
processed as a spun yarn and craft materials as a sideline Desa Karangtengah community.

Settlement patterns in the village belong Karangtengah distributed in clusters of housing to
adapt to natural conditions, particularly conditions of landscape and topography. Have not
seen the tendency of "leap frog development" although in some places has seen a growth
in single buildings in the surrounding paddy field, but still at the village main road. In
general, the grouping of settlements in Desa Karangtengah can be divided into two major
parts, namely the settlements in the highlands and the lowlands residential area. Building
density in the lowlands look higher, while in the hilly residential dispersion in an organic
pattern. Building density is supported by the population density of inhabitants, the man-
land ratio shows the level density in a region.

Desa Karangtengah lays on fourth number of rank in population density when compared
with other villages in the Sub District Imogiri, with a fairly high population growth
(0.8%) would bring impacts accelerating the increase of population density in the future,
especially if the projected 20 - 30 years to come.
Policy Direction of DIY shows that the Sub District Imogiri strategic areas in the context
of DIY is an integrated economic development area of the province for the Bantul
District, together with Sewon, Kasihan, Banguntapan, Sedayu, Srandakan and Piyungan.
Imogiri in the same context, based on the existing potential cultural heritage area is the
province, namely the existence of the Tomb of the Kings of Mataram.
Based on the data and information obtained either directly or indirectly identified several
main issues, namely:
1. Unintegrated Market System: commodity marketing and potential (tourism, agro)
region which was "individual"
2. Unsupported Infrastructure: the existing infrastructure does not yet support the
activities of "agro tourism, trade" so that "regional marketing" is not going well
(supply chain)
3. Unsupported Institution: institutional setting has not been supportive of "agro tourism,
trade", which is not yet clear institutional arrangements, community business plan
unexplored

Based on the potential and problems in the field, this event aims to: Optimalization of
Agropolitan Market System by Improving Transportation Infrastructure for Agropolitan
Area Development.
To achieve that goal gradually, then set some targets of activities, namely:
1. Integrate the agropolitant market systems (local, regional, global).
2. Revitalization of Local Institution to support the agropolitant market system
3. Reducing travel time of agropolitant commodity transportation
4. Reducing cost of agropolitant commodity transportation
5. Providing Supply Chain System (logistic) for Agropolitant Commodity
6. Determining feasible locations for agropolitant market development (local, regional,
global)
7. Determining fesible locations for transportation & logistic infrastructure (gudang,
inland/dry port, dll)
Both goals and objectives need to be developed to achieve the vision of regional
marketing, as seen on spatial network concept below :

4. Methods And Techniques To Be Used
4.1. Methods used
Several methods will be used in this project.a. Analysis of land use growth (Block B)
Principle of good land use system will be used to analyses the condition of current
system in study location. This principle also to be used in the design process.
b. Analysis of spatial planning (Block B)
In the context of spatial development, this approach will be used to provide better
spatial planning, including the use of GIS and RS (if possible).
c. Analysis the economy aspect (Block C1).
We will try to use the economy approach to analyse this area such as the use of
CBA (not full scale) to see whether this project feasible or not.
d. Analysis the infrastructure impact on community development (Block C2).
The approach to see whether the infrastructure can be a benefit for community will
be used such as to see the possibility of this project to serve, create interaction or
even create transformation for people. The methods of social analysis also be used
in this project
e. Analysis of traffic generation and its impact (Block D).
The methods of transport planning will be used to identify the transport demand
from this location. The four step model (not in full scale) will be used.
f. Analysis of possible financing scheme and its governance (Block E).
This methods will be provide possibility using several financing scheme like using
public spending or public private partnership. The use of good governance
principle also be used in possible to provide the institutional system of the
implementation of this project.
g. Analysis of appropriate infrastructure design (Block F1)
In our proposal we will try to propose infrastructure to support our plan with
certain function that specified to achieved our objectives. Whole System Design
approach will be used to provide requirement of many infrastructure system in this
area.

4.2. Techniques will be applied
a. Spatial analysis using GIS (Block B)
The techniques of spatial analysis will be used such as GIS techniques to analysis
the information and provide recommendation for better system.
b. Spatial statistics analysis(Block B)
This technique provides analysis for spatial statistics data, such as type of
relationship between area.
c. Surveys (Block B)
This technique to be used when gather information from field, like what type of
data, how to use them
d. Social analysis (social survey, social statistics, social impact) (Block C)e. Environment impact of settlement development (Block D)
f. The technique of EIA will be used learned from Block D providing insight analysis
of environment impact.
g. Stakeholder analysis (Block E)
It is important to do stakeholder analysis, and technique from Block E will be used
to analyst the interest, the power and the influence of the stakeholder in the project
location.
h. Modeling and scenario development (Block F)
Some development scenario will be produce and will be analyst using techniques
that learn from block E and F. Some modeling for infrastructure design also will be
used for this project.
i. Proposal writing and communication techniques (while doing surveys) (Block H)
Principle of good proposal writing will be used in this project, and also techniques
in communication when doing surveys or consultation with people in the project
location.
5. Group Organization
Iwan Aminto Ardi will be as coordinator of this project. Coordinator will ensure the
project can be conducted as scheduled, including lead the presentation of project team. As
spatial and physical analyst he will also provide observation result, preparing methods and

Bima Setya Nugraha will take the role as economic policy aspect. His job is make
observation about economic policy impact in the project area as well as the
implementation of agropolitan area development through marketing optimization system
with transportation logistics infrastructure utilization.
Gusnita Noor Aini will take the role as environment expert, provide analysis of the
environment condition of the project area, doing analysis of environment policy, provide
input for infrastructure design and reporting the environment aspect of the project.
Mia Zuhara Primasari will take the role as social and community expert, provide analysis
of project area mainly on social and community development. The role of actors and their
interest in the project will be part of her task as well as providing policy analysis and
recommendation. As important part of the study, social and community development
concern in the infrastructure design will be provided by her.
