Cllr Pelling declared an interest in Financial matters for invoices due to his business. 131.12 To approve the Minutes of the previous meeting held on 22/12/11 It was proposed, seconded and agreed to approve the minutes. 132.12 To receive the Clerks Report. Details had been circulated with the agendas and were updated at the meeting as shown below:- One of the Ramps in the central bank at the skate park had become detached. Following consultation with Cllr Shinkins this has been welded back into place. A tree on back lane was reported as being blown down – reported to LCC by Police A burial took place on 5/1/2012 and two interments of ashes into existing graves are planned for 3/2/2012. There has been a report of artificial flowers being removed from a grave – it is thought this might be young children as a 20p payment seemed to have been left!!! Lynne Leconte from SKDC grounds maintenance has visited the office whilst in the area. Deeping Gate PC Councillor has visited to find out the PC’s plans for the Jubilee. Two telephone calls have been received to comment about the Planning Application for the Jubilee Beacon on Thackers Way open space – both callers made comments against it. They may attend the Council meeting to ensure all the Council is aware of their views. Langtoft Parish Council have been in touch to see how DSJPC deals with dog waste from dog bins. Due to staff illness, the Community Payback Team has not been in the village during January – it is hoped that they will resume shortly. The Clerk has met with SKDC and Carol Precey to discuss placing a flower bed outside Exeter Close on Millfield Road as part of DSJ In Bloom. The Clerk will be on leave from 4/4/12 to 12/4/12 inclusive

Minutes of the meeting of Deeping St James Parish Council held on Thursday 26 January 2012 at 7.30 pm at The Institute.

Present: Councillors Barber, Baxter, Blessett, Coulson, Dilks, Gamble, Gilbert, Lindfors-Windsor, Pagella, Pearce, Pelling, Shinkins, Stevens, Thompson and Wallis along with the Clerk S Ashby.

129.12 To receive apologies for absence.Apologies were received from PCSO Clarke and County Councillor Exton

130.12 To receive notifications of interest, if any.Cllr Pelling declared an interest in Financial matters for invoices due to his business.

131.12 To approve the Minutes of the previous meeting held on 22/12/11 It was proposed, seconded and agreed to approve the minutes.

132.12 To receive the Clerks Report.Details had been circulated with the agendas and were updated at the meeting as shown below:-• One of the Ramps in the central bank at the skate park had become detached.

Following consultation with Cllr Shinkins this has been welded back into place.• A tree on back lane was reported as being blown down – reported to LCC by

Police• A burial took place on 5/1/2012 and two interments of ashes into existing graves

are planned for 3/2/2012. There has been a report of artificial flowers being removed from a grave – it is thought this might be young children as a 20p payment seemed to have been left!!!

• All surrendered Allotment Plots have been allocated but one of these is unpaid – so will be re-allocated to the next on the list.

• The picnic bench at millennium woods had been dragged from the front and out of the back of the woods almost into the field behind. This has now been put back in place. Some pegs will be found to keep it secure.

• A falling branch from the Church Hall gardens was reported to the Church Hall and now removed.

• A resident has requested a bus shelter on Campion Drive – this will be referred to Transport Committee

• A resident has been in touch seeking support for improved Broadband speed on Church Street

• Tyres dumped at the Outgang Road end of Hall Meadow Road have been reported to SKDC for removal. Neil has found 150 plus empty beer cans in that area.

• A resident from Tooley Way has complained about the unmade roads – this was forwarded to LCC and the developer.

• A certificate has been received from Compton’s Estate Agents for DSJ In Bloom being one of their customer nominated charities.

133.12 To receive the report of progress in relation to matters arising from the Minutes not dealt with elsewhere on the agenda.Details had been circulated with the agendas and were updated at the meeting as shown below:-• Planning Application for the Beacon has been sent to SKDC• CfBT were contacted with the suggestion that any governorship would be subject

to legislative change and asked for a copy of Dept For Education advice. A response has been received and circulated. The Clerk has met with Double & Megson and agreed fees to represent the Council. LCC have contacted the Clerk to see if they can help in the process. The Clerk has asked whether LCC would purchase the land or swap other land it owns in DSJ. The solicitors for CfBT have also telephoned with an update. LCC have since advised that they have no land available in Deeping St James.

• The Clerk has booked the Deepings School conference room for the Annual Parish Meeting on 8/5/12 and has visited to see what facilities are available.

• The Clerk has contacted the Probation Trust about funding the Payback Team and a response is awaited.

• A freedom of information request was sent to LCC concerning Bus subsidy. A response has been received and circulated separately by email. This is listed under correspondence.

• The Precept request has been sent to SKDC.• A new office CCTV system has been ordered and delivered. Installation will be

completed shortly.• The new accounting software has arrived and has been installed by the Clerk.

The Clerk and assistant are loading the existing accounts information on to it to test it. It hasn’t yet been possible to set it up so that both the Office PC and Laptop can access the same database. It has been installed on the laptop and testing will continue. First impressions are that it will be adequate for the council’s purposes and will be an improvement on the system of spreadsheets currently in use.

• More of the Play equipment funded by SKDC Community grant has been installed and the Clerk has met the installer of a Climb Over and Play House. A Grocer Shop Play Panel and Toadstools have been installed on the Church Walk play area. A springy whale should have been installed at Churchfield Close on 11/1/12 but the wrong bolts were sent – this was rescheduled for 20/1/12 which has been cancelled due to wet weather The Climb over and play house are due to be installed on 24/1/12. Thackers Way has already had chinning bars installed in December and the playhouse is due to go here too. Unfortunately it is not possible to install a hopscotch graphic at Thackers Way as the intended surface is rubberised tarmac which will not cope with the required heat – SKDC have indicated that an alternative would be acceptable.

It was proposed, seconded and agreed to delegate the decision for an alternative item of equipment to Cllr Shinkins and Cllr Dilks – the Clerk will find alternatives. • Shaw’s buses have agreed to change their timetable and route. The date of the

change has yet to be decided.• LCC have now moved the Village name sign so that it is just before the entrance

to the Nature Reserve on Crowland Road.• The agreed comments for the Planning Obligations Supplementary Planning

Document have been submitted• The meeting room has been booked for all the Council and Committee meetings

for the year.• Installing the pathway @ Woody Heights is due to start on 30/1/12 including

repairs to the skate park surface and hard standing underneath the Youth Shelter.

• A new gate has been installed at the Allotments.134.12 To receive and agree the Council’s response to correspondence received

Item 7 – Rotary Club Road Race and Fun Run – permission was agreed to pass through Woody HeightsItem 30 - Spinal Injuries Assn Fish & Chip Supper 18/5/11– the latest newsletter is already full.Item 31 – Market Deeping Town Council Annual Civic Dinner – Cllrs Stevens and Pagella to attend.Item 35 – Govnet Public Sector Efficiency Expo – Cllr Baxter expressed an interest.Item 40 – Social Housing consultation – Cllr Blessett will look at this for inclusion on the next Planning Agenda.Item 43 – Bus Subsidies – This will be included on the next Transport Committee agendaItem 44 – NHS – Appeal against Determination of Rurality for DSJ on 24/2/12 – Cllrs Pelling, Baxter and Dilks to attend if available.

135.12 1. To receive the minutes and recommendations of the Planning Committee meeting held on 19/1/2012.The minutes were introduced by Cllr Blessett and the Committee’s approvals were noted.In relation to the South Kesteven DC Community Infrastructure Levy Consultation on Draft Infrastructure Delivery Plan, it was proposed, seconded and agreed to respond as follows:-1. The analysis provided excluded both the Deeping St James Priory Church and

Catholic Church along with the Deeping St James Cemetery2. The lack of open space in Deeping St James should be flagged (the report

combines Deeping St James with Market Deeping)3. The report shows a 3.12 hectare open space shortfall across the Deepings.

This is felt to be too little across the Deepings as a whole and there is an extreme lack across Deeping St James (over provision in Market Deeping, Insufficient provision in Deeping St James)

4. When the levy is paid there need to be proper mechanisms to ensure it is fed back into the local community.

5. The problem of Waste Water capacity for the future needs to be addressed.

2. To decide on the following applications not received at the time of Planning Committee

a. S11/3199 – Deeping St James Parish Council – Erection of brazier beacon (approx. 5.5 metres tall) at land off Thackers Way Deeping St James

b. S11/3128 – Ms L Wright Tyes Mead Spalding Road Deeping St James PE6 8SB – Car port extension, alterations to facilitate disabled access, provision of wall There was no objection to either application.

136.12 To approve Accounts for Payment as per the enclosed schedule Enc 6It was proposed by Cllr Dilks, seconded by Cllr Pagella and agreed to pay invoices totalling £7,534.80.Cllr Pelling abstained from the vote and took no part in the discussion.

137.12 To receive and consider minutes of committees, reports from advisory committees, members reports from external bodies, members reports of meetings, seminars and training attended on the Council’s behalf

1 To report and update members on the DSJ in Bloom initiative.Cllr Stevens reported that the Clerk and Carol Precey had met with SKDC at Exeter Close about installing a Flower bed and a non permanent bed had been agreed. This will probably be an octagonal bed made from Railway sleepers. Cllr Stevens is meeting Daphne Ledward next week about the design and layout and the Round Table will help with its construction. There are 18 tables for the Quiz.2. To receive the minutes and recommendations of Youth & Community Committee held on 19/1/2012

Cllr Shinkins introduced the minutes.It was explained that for the Play Scheme there had previously been problems obtaining a venue. The organiser of Jimmy D’s play group had made an approach and felt that as they already operated from DSJ School it would be easier to obtain accommodation. Sue Bell and Madcaps have done a wonderful job in the past but had problems getting access.

It was proposed by Cllr Shinkins, seconded by Cllr Blessett and agreed that Jimmy Ds are asked to organise this years play scheme for mornings of the two weeks beginning 23/7/12 and 30/7/12 in line with the proposal submitted to the Council.Cllr Dilks asked that a letter was prepared for him to sign thanking Sue Bell for her hard work in organising previous play schemes.

The Committee had agreed that the Contractors installing the new footpath should be asked to provide a tarmac base for the Youth Shelter at the same time. A firm quote had been received from Malc Firth and it was proposed by Cllr Shinkins, seconded by Cllr Blessett and agreed that this additional work should be done at a cost of £2,658.00 plus vat.3. To receive the minutes and recommendations of Allotments, Footpaths and Open Spaces Committee held on 19/1/2012

Cllr Baxter introduced the minutes.A dog waste bin will be installed on Church Walk near the central junction point and Posters will be obtained from Keep Britain Tidy to encourage the picking up of dog waste.The following allotment tenancy changes were proposed by Cllr Baxter, seconded by Cllr Pagella and agreed.a. rubbish and waste shall not be deposited or left in the hedgerows, roadways or anywhere else on the Allotments siteb. the site speed limit of 5 mph must be kept to by all driversc. That the plot should not be sub let or shared with another person without the written consent of the Council.It was then proposed by Cllr Baxter, seconded by Cllr Pagella and agreed that Garford’s should be asked to acquire a pole for the Jubilee Beacon at a cost of £200.00 plus vat.It was then agreed to form a Jubilee Beacon Event Working Party – Cllrs Baxter, Shinkins, Stevens, Dilks, Pelling and Pagella volunteering to be on the working party along with any other interested parties.The proposal to approach SKDC to name the Thackers Way / Crowson Way Open Space “Jubilee Park” was deferred with the intention of consulting residents with an article in the Newsletter.3. To receive reports on any events attended by Councillors on behalf of the Parish Council including:-

Allotments Assn Annual General Meeting of 22/1/2012 – This was attended by Cllr Baxter and Cllr PagellaSKDC Engagement with Parish Councils Drop In Session – 24/1/2012 – This was attended by Cllr Dilks, Stevens, Thompson and Pagella with 3 to 4 SKDC Officers in attendance. Cllr Pagella had raised Section 106 planning funding.Police Community Panel – this had been attended by Cllr Pagella when the main Police issue was Speeding traffic

138.12 To receive an update on the Annual Parish Meeting 2012 Details had been circulated with the agendas and were updated at the meeting as shown below:-• Cllr Stevens has contacted Martin “Wolfie” Adams to attend the Annual Parish

Meeting – to make the Making a Difference Awards - and he has accepted. Cllr Stevens has also invited the Chair of SKDC.

• The Clerk has cancelled the booking at the Church Hall and booked the Conference Centre at the Deepings School for 8/5/2012.

• The Clerk visited the School on 9/1/2012 to see the facilities.( A further visit will probably be needed as the room was in use at the time)

• There is space for seats for up to 150 people sitting in rows or there are 12 Tables seating 8 people These can be set up either as full tables or half tables seating 4 – possibly lined up 3 across the room. There is a projector and screen and a sound system which includes a microphone which can be passed around the audience if needed. If tables are used we could reserve at least one seat at each table for a councillor.

• It would probably be best to have seating for 70-80 set out with the remaining space at the rear of the room used for local groups to put on table top displays.

• The room is on the 1st Floor and there is a lift available. A lobby room to meet and greet and serve drinks / food and a small kitchen with water boilers for Tea and Coffee making – and around 100 cups and saucers.

• Paper or plastic plates would need to be used – which will make washing up easier.

• Refreshments need to be decided. It was proposed by Cllr Stevens and

Seconded by Cllr Lindfors-Windsor to ask Margaret Flegg.• The alternatives are tea and coffee with a large supply of biscuits provided by

the school at £1.10 per head, an alternative caterer or a do it yourself solution. • The Clerk will invite local organisations and groups to attend along with District

and County Councillors, MP, previous winners of awards. Please let the Clerk know of any groups, people or organisations that should be invited to make sure that they are on the list.

• The first ad for Making A Difference Awards will be in this months Newsletter – Closing date for nominations is 14 April 2012.

• The Scouts have been asked to attend to tell everyone about their Swedish Jamboree visit last year.

139.12 To consider the latest position concerning the Parish Council Playing Field land and decide any amendments to the offer of the lease to CfBT / Deepings AcademyThis matter was again debated at length and took account of recent correspondence and contacts from CfBT Solicitors and Lincolnshire County Council.It was proposed by Cllr Pearce, seconded by Cllr Shinkins and agreed that the Parish Council now withdraws its offer of a 125 year lease to CfBT but that the Parish Council welcomes further negotiations and continued dialogue with interested parties.

140.12 Parish-pump: Report of urgent information and notice of agenda items for the next meeting. Request to Trim Back Trees in a Conservation Area – Waterton Arms – It was agreed that this application should be resistedIn May the Open Door Church has its 25 Anniversary with international speakers attending the celebration. An Open Invitation will be sent to the Parish Council.Olympics Torch 4/7/12 – This will be an item on the next agenda. Chris Briggs has received a positive response from Shaw’s who are willing to trial the new timetable for 6 months to see if they obtain more revenue. Shaw’s have made one amendment that is to run the bus the opposite way around the loop originally suggested and County have agreed to pay the registration change fee and provide publicity. County will let us know when it is to commence so we can inform the parish

Improvements to the way in which we engage with our Parish Councils and Local Communities

Holding 5 informal drop in sessions one at The Deepings Community Centre on Tuesday 24 January 2012 from 4 pm until 7 pm. Publicity leaflets have been provided. They also intend to issue a quarterly newsletter to all Parish Councils. 57.12 South Kesteven District Council Community Infrastructure Levy - Consultation on Draft Infrastructure Delivery PlanCllr Blessett introduced this matter. The Community Infrastructure Levy will replace Sec 106 agreements from 2014 onwards and SKDC need to analyse the existing infrastructure.It was agreed to recommend to Council that a response is sent as follows:-

6. The analysis provided excluded both the Deeping St James Priory Church and the Deeping St James Cemetery

7. The lack of open space in Deeping St James should be flagged (the report combines Deeping St James with Market Deeping)

8. The report shows a 3.12 hectare open space shortfall across the Deepings. This is felt to be too little across the Deepings as a whole and there is an extreme lack across Deeping St James

9. When the levy is paid there need to be proper mechanisms to ensure it is fed back into the local community.

58.12 Acquisition of Open Space LandThis was discussed but the there was nothing to recommend at the moment as no land is available and SKDC have not designated any land in the Development Plan as being for Open space. This may change if LCC agree to either purchase or swap land for the Playing Fields.

• Recoating/Repainting Skate Park – The Clerk met with Russell Leisure after receiving details of cost. Russell Leisure also looked at the central bank of ramps to get an idea of what needed to be done to realign them. After a couple of weeks a response was received withdrawing the previous quote and saying they weren’t interested in realigning the ramps and saying they’d passed details on to a contractor for them to contact us. Nothing has been heard yet.

• One of the ramps had become detached but this has been welded back into place. A small realignment of the other ramps was done at the same time but all need to be lifted, separated, cleaned underneath and then repositioned using spacers and welded together.

• The fence has been made safe. Replacement bolts will be fitted shortly.• The Clerk and Cllr Shinkins have met with Wicksteed Leisure who have agreed to remedy

the work on the edging around the flying saucer. They will also build up the soil level around the ball court at the same time if the PC provides topsoil.

• A quote has been obtained from the installer of the Woody Heights path to repair the skate park surface when the path is installed.

To consider a proposal for Play scheme 2012 and make a recommendation to Council – Proposal from Jimmy Ds enclosedCllr Shinkins introduced this item and it was agreed to recommend to Council that Jimmy D’s are asked to organise this summer’s play scheme in line with the enclosed proposal.

Cllr Shinkins also said that in the past the scheme has worked well with Sue Bell and Madcaps having organised the event but that there had been problems with getting access to a school in DSJ which has meant that the scheme only operated for one week. As Jimmy D’s have better access to the school and its facilities then these issues would be resolved more easily.If Council agrees the recommendation, Cllr Shinkins would like to meet with Sue Bell to explain the decision.

Update on installation of Play Equipment etc under SKDC grant.

• The climbing bars were installed at Woody Heights in December, a date for the path has been pencilled in as the beginning of February.

• The Chinning bars were installed on Thackers Way in December and the Play House will be installed there on 24 January. Unfortunately the Hopscotch graphic cannot be installed there as the surface is rubberised tarmac and is not suitable as heat is used to apply the graphic. Members felt that if the graphic could not be installed, could an alternative item be provided instead. The Clerk will contact SKDC for their views.

• A grocers play panel was installed in the Cemetery Play area on 11/1/12 and Toadstools installed there on 11/1/2012. The toadstools were cordoned off by the Clerk whilst the concrete set fully.

• The Springy Whale for Churchfields was due for installation on 11/1/2012 but had to be put off as the manufacturer had included the wrong bolts in the pack and this was only discovered when the installer was here on site. There had been an issue about re-instating the play area surface which would have meant a delay of 8 days after installation before it could have been used but this has been resolved by the missing bolts. The Toadstools had originally been envisaged for Churchfields but there is insufficient circulation area for both the Whale and toadstools – hence the toadstools are at the Cemetery.

• The Whale is now due to be installed 20th JanuaryTo approve a. Tarmac repairs at the Skate Park @ £170.00 plus vat, and, b. purchase of 4 tons of Topsoil at a total of £210.00 plus vat to build up ground level around ball court.It was proposed, seconded and agreed to repair the tarmac at a cots of £170.00 and to purchase 4 tons of topsoil at £210.00 for Wicksteed Leisure to lay when they repaired the Flying Saucer surround.

37.12 Youth shelter – soil erosionThackers Way Play Area, Bench – Soil ErosionIt was proposed, seconded and agreed that the contractor who is installing the footpath and repairing the tarmac should be asked to install hard standing under the Youth Shelter at the same time with a spur to and from the new path.It was agreed that the Maintenance Worker would be asked to lay paving slabs in front of the bench which would need to be set in concrete. (Cllr Barber had previously offered to assist and Cllr Shinkins also offered to assist).

38.12 Update on the latest position at the Youth Centre.Cllr Shinkins reported that LCC have agreed to pay utilities for all of 2012. Funding is now available for 3 nights a week due to grants from Deeping St James PC, Market Deeping PC and the Round Table. However there is little money for events and activities. An option is to hire the centre out for evenings and weekends to generate income but this would need approval by LCC – this will be followed up by Carol Precey – possibly a percentage would need to be paid to LCC to cover utility costs. The centre could also try to encourage more users to the centre as the staff numbers could manage up to 30 which would bring in additional income. A further experienced trustee has been found to help out with managing the centre.

39.12 SKDC Engaging With Parish Councils – questions for Drop In session on 24/1/12 at Deepings Community Centre 4.00 pm to 7.00 pm. It was felt that questions should be asked about the Deepings Special Expenses Precept and what it was spent on, Section 106 moneys and how that was spent and investment plans for the Leisure Centre.

28.12 Clerks report and matters arising not considered elsewhere on the agenda. • Break Ins have been reported from the allotments in October and December – In

October little was taken, In December tools and a sprayer were removed.• New boardwalk panels have been ordered and delivered. A new gate was installed on

18 January and the old gate post in the middle of the entrance was also removed. Additional meshing needs to be installed to make it more secure. New hedge plants have been received and planted by the Allotments Assn.

• Plot 7 was cleared as was plot 36 which has now been re-allocated.• The renewals process has been completed with the last rent paid in December. Seven

½ plots have been re-allocated since September, one however has not signed the tenancy or paid the rent so will be re-allocated again. Notice to quit was served on one tenant and this will be re-allocated once the plot has been cleared of hut and tools.

Members agreed that the former tenant of the plot that had been repossessed should be written to and advised to remove the shed and belongings otherwise the council would either bill for its removal or pass it on to the next tenant.• The Planning application has been submitted for the Jubilee Beacon and a decision is

awaited. Two complaints have been received from residents about the plan. Garford’s have advised that they can source a pole for £200.00.

29.12 To receive any comments from the Allotments association and make any recommendations to CouncilThe Assn had no separate issues to raise but contributed to the specific agenda items affecting the allotments.

30.12 To consider complaints about dog mess in the village. It was agreed that the existing dog waste bin should be installed at the central junction of Church walk, that an amount should be precepted for two additional bins in Eastgate and Spalding Road next year, that posters should be obtained from Keep Britain Tidy and put up in relevant places, and that an item should be included in the next newsletter.This should also be raised with then PCSO especially if culprits are known.

31.12 To approve a contractor to cut the Allotments Hedge It was proposed, seconded and agreed to approve the hedge is cut by Malc Firth Landscapes at a cost of £640.00 plus vat.

32.12 To make suggestions for Plot 32B (Former Sense and Age Concern Plot)It was agreed to place an article in the Parish Newsletter asking groups or individuals to put their names forward. The second option would be to move the raised planters elsewhere in the village – perhaps on grass verges in suitable spots.

33.12 To consider making the following additions to the conditions of tenancy agreement for new tenants and to be incorporated into existing tenancies at an opportune time (a & b suggested by the Allotments Assn):-It was agreed to recommend to Council the following Tenancy agreement changes

a. rubbish and waste shall not be deposited or left in the hedgerows, roadways or anywhere else on the Allotments siteb. the site speed limit of 5 mph must be kept to by all driversc. That the plot should not be sub let or shared with another person without the written consent of the Council.

34.12 To consider whether a news letter should be sent to all Allotment Tenants including speed limit, dumping, security, cultivating plots etc..It was agreed that the Clerk should produce a news letter and include the above items and any others including perhaps the Rose & Sweet Pea Show competition, In Bloom and the benefits of joining the Allotments Assn.

36.12 Queens Jubilee Beacona. To consider the cost of a pole at £200 (in addition to the cost of steel already agreed by Council for the basket) and make a recommendation to CouncilIt was agreed to recommend to Council that a pole should be acquired through Garford’s at a cost of £200.b. To consider the Beacon Lighting Event It was agreed that an event should take place and that a local brewery and sausage factory should be invited. A gathering could commence from around 9.30 pm until 11.00 pm with the beacon being lit between 10.00 pm and 10.30 pm – possibly by the Fire Service. It was estimated there might be up to 1,000 attendees. Licensing would need to be arranged via SKDC.The Clerk advised that there needed to be consideration given to issues such as toilets, security, safety, first aid, marshals, parking etc..It was agreed a recommend to Council the formation of a separate working party.It was also agreed to recommend to Council that SKDC are approached to rename the Thackers Way/Crowson Way Open space to Jubilee Park

37.12 To decide attendance at Allotment Assn AGMIt was agreed that Cllrs Pagella and Baxter would attend

38.12 SKDC Engaging With Parish Councils – questions for Drop In session on 24/1/12 at Deepings Community Centre 4.00 pm to 7.00 pm.It was felt that Sec 106 funding could be raised.
