3. Introduction
REHDA Institute organized its first ever study trip (VIP Singapore Study Trip 2017) from the 6th – 8th
December 2017. REHDA Institute’s Chairman, Dato' Jeffrey Ng Tiong Lip led a small delegation of 45
pax consisting of senior council members and senior developer personalities from Malaysia to
Singapore. The delegation had planned to visit several types of development in Singapore such as
award winning HDB developments, fully integrated Transit Oriented Developments (TOD), Co-working
and Co-living spaces, and high CONQUAS scoring developments among others.
On top of that, the delegation had also made courtesy visits to Real Estate Developers’ Association of
Singapore (REDAS), Housing & Development Board (HDB) and Building and Construction Authority
(BCA) to further understand their roles in Singapore’s property development sector. It was an eye-
opening experience for the developers who were seeking new ideas and solutions that will help
address some of the current issues faced by the developers in Malaysia such as oversupply, quality of
property developments and product offering.
4. Objectives:
To visit selected sites and briefed by the respective architects on the latest construction
technologies, construction and building practices, layout and design of the latest award winning
HDB Developments and commercial mixed developments in Singapore.
Guided tours to the latest fully integrated TODs in Singapore and to learn what are the various
TOD elements that we can incorporate in Malaysia.
Site visits to some of the latest co-living and co-working spaces in Singapore which are possible
solution to oversupply of commercial retail and offices.
Courtesy visit to HDB HQ and briefed by HDB officials about the latest practices and development
on the SERS, some ideas which could be applicable for affordable housing in Malaysia.
Courtesy visit to BCA HQ and briefed by BCA officials on CONQUAS practices, and site visits to the
latest high CONQUAS scoring developments in Singapore.
Lunch gathering with REDAS and short presentation by local experts on Singapore’s current
property market outlook and the latest property development practices.

a) Tanjong Pagar Centre (TOD) – (9.30 a.m. – 11.30 a.m.)
The 160,000-square-meter Tanjong Pagar Centre provides a mix of uses, comprising office, residential,
retail and hospitality, in the central business district. A large public component includes a “city room,”
which features public art and outdoor performance areas, ground-level retail, and an underground
pedestrian network that will connect to the existing MRT station.
Guoco Tower – The office tower was designed to drive business efficiency, whereby the column-
free floor plates can maximise space, accommodating flexible configurations and adaptable
workspaces. The high ceilings and floor-to-ceiling
glazed curtain walls maximise natural lighting and city
views.
Recognitions: It is currently the tallest
building in Singapore. The development won the 2014
World Architecture News Mixed-Use Award for
Future Projects subcategory, finalist at the
2015 World Architecture Festival Commercial Mixed-
Use Award in the Future Projects subcategory.

Wallich Residences - Located from the 39th to 64th floors, 180m to 290m above sea level, Wallich
Residences is home to a limited collection of 181 luxury residences where the delegates had the
opportunity to view some of the show units as well as take breath-taking photos of Singapore’s
CBD on top of the highest building in Singapore.
Sofitel - Part of a futuristic urban development plan that juxtaposes high-rise multipurpose towers
with leafy parks, the delegates had a quick guided tour of the hotel which is an icon of French
sophistication in the heart of Singapore’s vibrant CBD.

d) Hmlet (Co-living space) – (4.30 p.m. – 6.00 p.m.)
Established in 2016, Hmlet is a tech co-living company that offers rooms and full apartments for rent
in the heart of the city. They believe that living in shared accommodation not only reduces rent for
would-be tenants, it also makes it easier for them to make friends and network while most of their
waking hours are dedicated to working and career-building.
The delegates were broken into smaller groups for a guided tour inside Hmlet’s 4 multi-storey
block in the Joo Chiat neighbourhood.
At every floor, residents will have their own bedroom units with access to bathroom, WiFi, large
kitchen, dining room, store room, co-working spaces among others.
The co-living concept is very interesting as it gives developers some ideas on how to create new
demand for the underutilised commercial and residential spaces in Malaysia.

e) Housing Development Board (HDB) HQ - (10.00 a.m. – 11.30 a.m.)
The Housing & Development Board (HDB) is Singapore's public housing authority.
HDB have planned and developed Singapore's housing estates, built homes and transformed
towns to create a quality living environment for all. They have also provided various commercial,
recreational, and social amenities in their towns for their residents’ convenience.
It is interesting to note that HDB flats are home to over 80% of Singapore's resident population,
whereby more than 90% of the residents proudly owned their home.
There are also various programmes under HDB with one of the most popular ones being the
Selective En-bloc Redevelopment Scheme (SERS) where residents will be offered new homes with
a new 99-year lease. The programme is also very popular among residents.
HDB’s “My Nice Home Gallery” featured five fully furnished HDB show flats – Studio Apartment
(SA), 2-, 3-, 4-, and 5-room units where viewers can have a glimpse of some of the Eco-friendly
features and elderly-friendly fittings for their future homes.

f) Skyville@Dawson (HDB) – (2.00 p.m. – 3.30 p.m.)
This development’s design provides variety by offering buyers flexible floor plans with a column free,
beam free main space, eliminating waste and allowing diverse lifestyles, such as home office or loft
living as well as future flexibility. The design is modular, and is fully precast and prefabricated, reducing
waste and errors on site.
As this is the company's first public housing project, WOHA came up with three main themes
which form the basis of WOHA’s design approach: community, variety and sustainability.
This project is big on green features, with over 1.5 hectares of publically accessible garden space
in which they received the BCA Platinum Green Mark – Singapore’s highest sustainable rating.
One of the highlights of the tour was when Ms. Pearl brought the delegates up to the roof garden
on the 47th floor, which had a spectacular view of the city and it is also where the residents can
meet and socialize with their neighbours.

g) SkyTerrace@Dawson (HDB) – (3.30 p.m. – 4.30 p.m.)
This design embodies three key ideas; housing in a park, connectivity to surroundings and multi-
generational living. It comprises five residential blocks of 40 and 43 storeys. Special features include
six sky terraces, an outdoor amphitheatre for communal activities, lush greenery as well as metal mesh
stair walls that let in more light and create better ventilation.
The configuration of the housing modules allows for
extended families to occupy interconnected loft units, which
recreates the multi-generational village in a vertical arrangement.
Interestingly, SCDA used black and grey paints on the blocks
as the darker colours make the estate's greenery stand out and the
white outlines highlight the development's unique flat
configurations.
The six sky garden bridges which links the respective blocks
encourages elevator-free leisure for occupants and also helps to
reinforce a sense of community among the occupants living there.
Recognititons: SCDA's design has won the RIBA Award for
International Excellence 2016, highly commended at the World
Architecture Festival 2015 for Public Housing and winner for the
HDB Design Award 2015.

h) The Pinnacle@Duxton (HDB) – (5.00 p.m. – 5.30 p.m.)
The Pinnacle@Duxton is an award-winning 50-storey residential development in Singapore's city
center, next to the business district. The project features the world's two longest sky gardens of 500
metres (1,600 ft) each, on both the 26th and 50th floors. All seven connected towers are collectively
the world's tallest public residential buildings. Unique amongst Housing and Development Board
(HDB) projects, it is the design winner of a worldwide competition which attracted more than 200
entries. The development has been featured in
numerous local and foreign documentaries, including
Discovery Channel's "How we invented the World:
Skyscrapers".
During the visit, the delegates had the
opportunity to walk across the world’s longest
residential sky garden located at the 50th floor of the
residential development.
The delegates were treated to amazing
scenic views of the city from the 50th storey sky
garden of this iconic public housing project.

i) Oasia Hotel Downtown (Iconic Architecture & Design) – (9.30 a.m. – 10.45 a.m.)
Committed to providing green solutions to urban landscapes, they have made an impact with an
architectural design that goes beyond rooftop gardens. The 30-metre tall sky gardens break up the
distinct strata of Soho, Hotel and Club rooms, and allow cross-ventilation across the atria. And with
the sheer amount of garden space incorporated, the development boasts an impressive green plot
ratio of 750 percent.
For the building’s façade, WOHA have decided to go with five different shades of red colour as it
gives good contrast to the lush greenery and cool blue sky which allows the building to stand out
amongst the dull coloured downtown skyscrapers.
The facade is covered up with a total of 21 species of creepers to ensure that the green facade is
always lush and the arrangement of different species on elevation is solely based according to
their preference of sunlight, resilience to wind and growth speed to maximize their adaptability.
Unlike most buildings, Oasia Hotel Downtown has a total of four structural cores in each corner of
the building to free up space within the tower for external urban spaces in the sky.
The sky terraces located at the 12th storey (lobby), 21st storey (clubhouse) and 27th storey (roof
garden) allows breeze to pass through the building for good cross-ventilation.

j) SBF Center (CONQUAS) – (11.00 a.m. – 12.00 p.m.)
SBF Center has emerged as a premier commercial development at the heart of Singapore’s Central
Business District. The 31-storey development comprises offices, medical suites and F&B outlets, with
lush garden terraces distributed across different levels to bring a refreshing holistic ambience to the
office environment. It also has the highest CONQUAS scoring under the commercial projects category.
• The forest plaza at the first-storey public concourse area features a grove of Brazilian
ironwood trees and mural panels that are 10 metres high, alluding to trunks of large rainforest trees
reaching up to the sky.

The delegates were brought up to the 3rd floor, where the view from the lift lobby opens up to a
narrow courtyard terrace and a long reflective pool cuts across the linearly planted shrub rows.
The poolside carries the urban forest concept, culminating at a green wall with a pixelated
expression of arboreal foliage and a linear allée of trees along the pool which provides privacy and
filtered views towards the cityscape.
The project not only serves mainly the office community but, also acts as a space for all walks of
life, age groups and families.

k) Mapletree Business City II (CONQUAS) – (1.30 p.m. – 3.00 p.m.)
At 30 storeys, MBC II is Singapore’s tallest business park building, offering commanding views of the
sea and surrounding parks – a most refreshing respite from the hustle and bustle of work. The tower
will terrace down to eight-, six- and five-storey blocks offering a dramatic architectural transition.
Mapletree is mindful to incorporate infrastructure that reduce and mitigate environmental impact.
MBC was designed to meet the most stringent green standards and it has received the highest level
Green Mark certification by the Singapore BCA.
After the briefing, Mr. Kenneth then lead the
delegates through a 1,000 sq ft inner garden, further
complemented by landscaped walkways, open
green spaces and roof terraces in order to get to the
office tower at MBC 2.
The delegates were then brought to the highest
floor of MBC 80 which presented commanding
views of the sea and the surrounding areas. The
entire floor was built in such a way that viewers can
get a stunning 360° view of the surrounding area.

The Building and Construction Authority (BCA) is an agency under the Ministry of National
Development, championing the development of an excellent built environment for Singapore. Their
primary roles is to develop and regulate Singapore's building and construction industry by ensuring
that buildings in Singapore are designed, constructed and maintained to high standards of safety
through its building regulatory system. Among the main initiatives are the Construction Quality
Assessment System (CONQUAS) and the BCA Quality Mark. In short, CONQUAS is the yardstick to
measure the quality of building workmanship in Singapore while the BCA Quality Mark assesses the
workmanship of individual residential units.
