Background

Applications by batch means the request from housingdevelopers that SYABAS receive in large number (bulk).

Special NAPS module is developed in to assist SYABASstaff in administering, managing and monitoringsubmitted applications for approval. This module is alsomeant to ensure that application and approval processare accurate and efficient.

The existing batch application process turnaround timein NAPS is about 1 to 2 weeks.

However, this module and related process is still inadequate when itinvolves large numbers of application.

A lot of time and energy was spent by SYABAS staff in performing thedata key-in and recording the information and generating output fromthe system.

Currently, the use of NAPS in the approval process of new water supplyapplications are used by SYABAS Development Department and units atSYABAS Districts’ Offices.

The NAPS module in BASIS system was developed according to new waterapplication procedure since 2005 and 2008, and further improved in 2010 byDevelopment Department and Billing and Recovery Department

New Process

Auto NAPS module will expedite the new water supply application that handles ‘bulk’submission.

This module introduces ‘data import’ for account creation prior to site inspection andinstallation bill and deposits. A softcopy template is designed for applicants to

populate the information required. This template is designed in MS Excel to ease thetraining effort.

Upon uploading of the data from the softcopy file, system will validate on duplicationrecords, blank record and blacklisted records.

This improvement will be more efficient if the submission and communication is donevia email.

An installation/deposit bill will be generated with the amount required uponsuccessful validation. This bill can also be sent via email for the applicant to preparetheir bank draft/cheques.

The installation/deposit bill also will only be generated for successful record submittedfrom the ‘softcopy file’. The unsuccessful records can also be downloaded and can beemailed to the applicant.

The applicant will then visit SYABAS counter bringing along the bank draft/chequeprepare as specified in the bill and the printed bill itself. The process at the counter is

further simplified since the installation bill is printed with the barcode printing.
