Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:

A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

A phase two environmental site assessment of the RSC property, which includes the evaluation of the information gathered from planning and conducting a site investigation, a report, and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

The information represents the site conditions at the sampling points at the time of sampling only and the conditions between and beyond the sampling points may vary.

As of 2012/11/30, in my opinion, based on the phase one environmental site assessment and the phase two environmental site assessment, and any confirmatory sampling, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that would interfere with the type of property use to which the RSC property will be put, as specified in the RSC.

Ground water sampling has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

I have, within the six months immediately before the submission of this record of site condition, given written notice of intention to apply non-potable ground water site condition standards to the clerk of the local municipality in which the property is located and the clerk of any upper-tier municipality in which the property is located.

As of 2012/11/30, in my opinion, based on the phase one and phase two environmental site assessments and any confirmatory sampling, the RSC property meets the applicable full depth generic site condition standards prescribed by section 37 of the regulation for all contaminants prescribed by the regulation in relation to the type of property use for which this RSC is filed, except for those contaminants (if any) specified in this RSC at Table 2, Maximum Contaminant Concentrations Compared to Standards Specified in a Risk Assessment.

As of 2012/11/30, the maximum known concentration of each contaminant in soil, sediment and ground water at the RSC property for which sampling and analysis has been performed is specified in this RSC at Table 1, Maximum Contaminant Concentrations Compared to Applicable Site Condition Standards.

I am a qualified person and have the qualifications required by section 5 of the regulation.

I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.

I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.

The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location.

1.0 INTRODUCTION

The following document presents the Phase Two Conceptual Site Model for the Property located at CVSP

Block 6, Altone West in Brampton, Ontario. The Phase Two Conceptual Site Model is part of the report

titled “Phase Two Environmental Site Assessment, CVSP Block 6, Altone West, Brampton, Ontario”,

January 31, 2013, prepared by Terraprobe Inc. A Phase One ESA Update was completed for the Property

on November 4, 2014 per our report entitled “Phase One ESA Update, CVSP Block 6, Altone West,

Brampton, Ontario”, November 4, 2014. Based on the Phase One ESA Update, the Phase Two ESA was

updated on November 13, 2014.

1.1 Property Description

The Phase Two Property is located on the east side of Churchville Road in the City of Brampton. The

Property is located approximately 100 m east of Churchville Road, 0.6 km west of Chinguacousy Road

and north of Steeles Avenue West. The Property is an approximately triangular shaped parcel of

undeveloped land that covers an area of approximately 4.9 ha (approximately 12 acres). The Property is

located in a mixed residential, parkland and farmland area of the City of Brampton. The location of the

Property is shown in Figure 1. General site features are presented in the Survey Plan (Appendix A),

prepared by J. D. Barnes Limited, Ontario Land Surveyor, dated April 10, 2013.

The Phase One Property was undeveloped, covered with natural vegetation including tall grass, bushes

and trees. The Property is proposed to be developed as a residential sub-division consisting of town

houses, access roads and parking areas.

1.2 Current and Future Uses of the Property

The current use of the Property is agricultural. The Property is proposed to be developed as a residential

subdivision consisting of town houses.

The land use of the adjoining and surrounding areas is summarized below:

1.3 Applicable Site Condition Standards

The applicable Site Condition Standards for the Subject Property were considered to be those contained in

Table 3 of the April 15, 2011 Ontario Ministry of Environment (MOE) “Soil, Ground Water and

Sediment Standards for Use Under Part XV.1 of the Environmental Protection Act” for residential/park

land/institutional) property use in a non-potable ground water condition for coarse textured soil (Table 3

RPI Standards). These are considered to be the applicable Standards for the property based on the

following reasons:

The entire Property is currently undeveloped. The proposed land use for the Property will be

residential. Therefore residential Standards would apply to the subject site.

The proposed development will be serviced by Region of Peel for municipal piped water and

sanitary sewers. The adjoining new developed properties are municipally serviced with municipal

piped water by the City of Brampton. The City of Brampton obtains its drinking water from lake

water sources. Therefore, non-potable ground water Standards would apply.

Based upon the above rationale, it is determined that the applicable soil and ground water standards are

found in Ministry of the Environment (MOE) Table 3 (Full Depth Generic Site Condition Standards for

R/P/I Property Use in a non-Potable Ground Water Condition).

No exceedances of the MOE Table 3 standards were identified in any of the soil or ground water samples

analyzed. Based on the laboratory results, no contaminants of concern (COC) are present at the Property.

2.0 INFORMATION FROM THE PHASE ONE ENVIRONMENTAL SITE ASSESSMENT

2.1 Areas Where Potentially Contaminating Activity Has Occurred

No potentially contaminating activities (PCAs) were identified for the Phase One Property.

Two off-site PCAs were identified within the Phase One Study Area as described below:

#28-Gasoline and Associated Products Storage in Fixed Tanks. Historical and current presence of

above ground heating oil storage tank at the southern adjoining property (8157 Churchville

Road). The Contaminants of Potential Concern (CoPCs) are petroleum hydrocarbon (PHCs). The

CoCs may have impacted the soil and ground water.

#30- Fill Material of Unknown Quality. Historical and current presence of railway lines adjacent

to the west boundary of the Property. Fill materials were likely used to raise the site grade for

railway tracks and embankment. The Contaminants of Concern (COCs) are metals & inorganics,

and polycyclic aromatic hydrocarbons (PAHs). The CoPCs may have impacted the soil and

ground water.

2.2 Areas of Potential Environmental Concern

The Areas of Potential Environmental Concern are presented on Figure 2. The following Table

summarizes the potential environmental concerns identified for the Phase One Property.

2.3 Subsurface Structures and Utilities

Various utility agencies were contacted to identify buried services on public land in the vicinity of the

subject Property. A private locator was retained to survey the proposed borehole locations for buried

services. The Property is undeveloped and includes no underground utilities for contamination transport

purposes. Based upon this, it is unlikely that any potentially contaminated ground water would migrate

along the utilities; and the potential that underground utility trenches in the area may affect contaminant

distribution and transport is unlikely.

3.0 PHYSICAL SETTING OF THE PHASE TWO PROPERTY

3.1 Physical Setting

The Phase One Property and Study Area are located in a mixed parkland, residential and agricultural area

of Brampton.

Based on the 1982 Ontario Base Map information the ground surface is at approximately 195 m geodetic

elevation that decreases towards the east, west and south. The Property is located approximately 120

metres above the level of Lake Ontario. The site topography is naturally undulating and generally slopes

to the southwest and to the southeast.

According the topographic map of the site (Map 30 M/12, 7th Edition, Brampton), which covers the

Property, the ground surface at the vicinity of the Property slopes in a southwesterly direction. The

nearest water features are, the Credit River located approximately 0.5 km southwest of the Property and

an unnamed tributary of the Credit River located approximately 100 m east and south of the Property

boundary. Regionally, the ground surface slopes down to the southeast.

According to the geological map entitled “Quaternary Geology of Ontario-Southern Sheet” Map 2556,

published by the Ministry of Northern Development and Mines, dated 1991, the overburden in the region

of the subject property consists of Halton Till from the Ontario-Erie Lobe. This material is generally

characterized as a silt to silty-clay till matrix.

According to Map 2176, Brampton Area, Southern Ontario, Industrial Mineral Resource Sheet, dated

1966, prepared by Ontario, Department of Mines, the Phase One Property is located in area that consists

of clay or silt till of Wisconsinan formation of Pleistocene.

According to the bedrock geology map entitled “Bedrock Geology of Ontario-Southern Sheet” published

by the Ministry of Northern Development and Mines, dated 1991, the bedrock in the area consists of

Upper Ordovician, Queenston Formation. The Queenston Formation, consists of shale, limestone,

dolostone and siltstone.

3.2 Site Stratigraphy

The stratigraphic conditions at the site have been assessed on the basis of sampled boreholes, and grain-

size analysis. Approximate borehole/monitoring well locations are identified on Figure 3.

The stratigraphy encountered at the Property is described below and shown on Figures 6A and 6B:

Surficial Materials: The ground surface was covered with grass and a veneer of topsoil at each borehole

locations.

Fill materials/ Disturbed Native. Possible fill materials/weathered native soils consisting of sand to silty

sand with trace amounts of clay and gravel and inclusion of natural organics (rootlets) were encountered

at each borehole location to maximum depth of 0.6 m to 1.2 m below the existing grade. The fill/disturbed

native layer was underlain by undisturbed native soil deposits. The fill material/disturbed native soils was

generally moist. No staining or odours were noted in any of the soil samples obtained from the

fill/disturbed native layer.

Native soils. All boreholes penetrated into undisturbed native soil deposits. Generally, the native soils

consisted of moist sand to silty sand trace clay and trace gravel to depths of 1.2 to 2.4 m below existing

grades. The sandy material was underlain by moist to wet clayey silt to silty clay with trace amounts of

sand and gravel and extended to the full depth of investigation to 15.9 m below grade. No staining or

odours were noted in any of the native soil samples.

Bedrock. Bedrock was not encountered at any of the borehole locations.

3.3 Site Hydrogeological Characteristics

A hydraulic gradient based on the limited number of monitoring events may be unreliable, and thus one

was not provided herein.

According to Freeze and Cherry (1979) and the Ministry of the Environment (1997), the typical hydraulic

conductivity of the strata investigated is:

3.4 Approximate Depth to Bedrock

Based on the published information, the bedrock in the area consists of the Queenston Formation which

consists of shale, limestone, dolostone and siltstone. According to the borehole logs, the depth to bedrock

at the location of the Property is over 15.9 m.

3.5 Approximate Depth to Water Table

The approximate elevation of the ground water table with reference to an assume benchmark of 100 m

ranges from 83.90to 97.01 mbgs.

3.6 Section 41 or 43.1

Section 41 of the regulation (Environmentally Sensitive Areas) is not applicable to the Phase

Two Property. The site is not considered to be a ‘sensitive’ site under O. Reg. 153/04. Section

43.1of the regulation (within 30 m of a natural water body), as described under O.Reg.153/04.

Therefore, the applicable Site Condition Standards for the Subject Property were considered to

be those contained in Table 3 of the April 15, 2011 Ontario Ministry of Environment (MOE)

“Soil, Ground Water and Sediment Standards for Use Under Part XV.1 of the Environmental

Protection Act” for residential/park land/institutional) property use in a non-potable ground

water condition for coarse textured soil (Table 3 RPI Standards).

The proposed development will be serviced by Region of Peel for municipal piped water and sanitary

sewers. The adjoining new developed properties are municipally serviced with municipal piped water by

the City of Brampton. The City of Brampton obtains its drinking water from lake water sources.

Therefore, non-potable ground water Standards would apply. Therefore, non-potable ground water

Standards would apply.

3.7 Soil Placed On, In or Under the Phase Two Property

No soils have been imported or placed on, in or under the Phase Two Property since the Phase One ESA was

completed in January 2013. Soils may be placed on the Property as part of the future development. The

quality of the any imported soil material must meet the applicable Table 3 RPI standards.

3.8 Proposed Buildings

The Property will be developed as a residential sub-division consisting of town houses, access roads and

parking areas. The proposed development will be serviced by Region of Peel for municipal piped water and

sanitary sewers.

4.0 CONTAMINATION IN OR UNDER THE PHASE TWO PROPERTY

The APECs identified in the Phase One ESA were investigated in the Phase Two ESA; and soil and

ground water samples were collected and tested for contaminants of potential concern (COPC). The

parameters analyzed for soil and ground water samples included: petroleum hydrocarbons (PHCs fraction

F1 to F4), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs) and metals and

inorganics parameters. Based on the findings of the Phase One ESA, the potential contaminants of

concern for the Phase Two Property included the following:

Soil: Metals, As, Sb, Se Cr (VI), Hg, Electrical Conductivity, Sodium Adsorption Ratio, PHC (F1-F4),

and PAHs

Ground Water: Metals, PHC (F1-F4), VOCs and PAHs

4.1 Summary of Sampling Plan

The sampling program was developed with regards to the potentially contaminating activities identified in

the Phase One Conceptual Site Model. The sampling program involved investigation of soil and ground

water quality across the Phase Two Property. The analytical parameters included petroleum

hydrocarbons, volatile organic compounds, metals and inorganic parameters, and polycyclic aromatic

hydrocarbons. This range of parameters addressed all of the COPC identified for the Property.

The table below summarizes the sampling program conducted by Terraprobe and the number of samples

analyzed. In addition, duplicates samples; field blanks and trip blanks were analysed for ground water

samples as per the QA/QC protocols.

The following is summary of the findings of the Phase Two ESA conducted for CVSP Block 6, Altone

West, Brampton:

The Phase Two ESA consisted of drilling five (5) boreholes and installing monitoring well in

each of the boreholes to collect representative samples at the Property.

A total of eleven (11) soil samples including quality control (QC) duplicates were analysed for

PHCs (F1-F4), PAHs, and metals and inorganic parameters.

A total of four (4) ground water samples including quality control (QC) duplicates were analysed

for PHCs (F1-F4), VOCs, PAHs, and metals and inorganic parameters.

The results of the samples submitted for chemical analysis were compared to the full depth

generic site condition standards in a non-potable ground water condition for coarse textured soil

as contained in Table 3 of the Ministry of Environment (MOE) publication “Soil, Ground Water

and Sediment Standards for Use Under Part XV.1 of the Environmental Protection Act” for

residential/parkland/institutional (RPI) use, April 15, 2011.

No exceedances of the applicable Standards for parameters analysed were found in any of the soil

samples tested.

Ground water samples collected from three monitoring location met the applicable Table 3

Standards for all parameters analysed. As a result, groundwater at, in, under the property meets

the applicable MOE Table 3 standards.

4.2 Sampling Program Quality Assurance and Quality Control Measures

Soil and ground water samples obtained during the investigations were handled in accordance with

generally accepted professional practices under the Protocol for Analytical Methods Used in the

Assessment of Properties under Part XV.1 of the Environmental Protection Act and the MOE Guidance

on Sampling and Analytical Methods for Use at Contaminated Sites in Ontario.

Laboratory-supplied sample containers, containing the appropriate preservatives as required by the given

analyses, were used for all sampling conducted on the Property.

All sample containers were labelled accordingly to identify the sample location. Documentation related to

sample location, depth, and time of sampling was recorded for each sample. The samples were

immediately placed in coolers packed with ice.

Until delivery to the analytical laboratory, custody of the samples was maintained by Terraprobe.

Terraprobe transferred custody of the samples for analysis to AGAT Laboratories within an adequate time

frame to ensure ‘hold times’ would be within the acceptable criteria. Chain of Custody forms identifying

the samples and analyses were submitted to the respective laboratory to document the transfer of custody.

Quality control samples included field duplicates and blanks. The following quality control measures

were implemented for this investigation.

A clean pair of disposable latex gloves was used for each sample (soil and ground water)

that was collected.

During sampling, non-dedicated sampling equipment (split spoon barrel sampler, shovel,

auger, trowels) were washed prior to re-use.

Ground water samples were collected using Mega Masson Submersible pump.

Soil and ground water field duplicates were submitted at a frequency of one duplicate

sample for every 10 samples.

The field instruments were calibrated prior to use.

There were no deviations from the procedures set out in the quality assurance and quality control program

set out in the sampling and analysis plan.

Laboratory sample analyses were provided by AGAT Laboratories of Mississauga, Ontario. AGAT

Laboratories is accredited by the Standards Council of Canada and Canadian Association for

Environmental Laboratories in accordance with ISO/IEC 17025 (1999) for the parameters tested in the

investigation.

The quality assurance and quality control program includes a collection of field duplicates, trip blanks and

trip spikes. In addition, AGAT Laboratories included a standard internal QA/QC program consisting of

the analysis of replicates and assessment of surrogate recoveries.

Based on a review of the field and laboratory QA/QC data, there are no issues that would affect the

quality of the laboratory data or interpretation of the results.

4.3 Contaminants Associated with Each Area

The applicable Site Condition Standards (SCS) for the Subject Property were considered to be those

contained in Table 3 of the April 15, 2011 Ontario Ministry of Environment (MOE) “Soil, Ground Water

and Sediment Standards for Use Under Part XV.1 of the Environmental Protection Act” for

residential/park land/institutional) property use in a non-potable ground water condition for coarse

textured soil (Table 3 RPI Standards). The pH of the surficial and sub-surficial soil ranged between 6.18

to 8.02. This pH range is within the MOE range of 5.0 to 9 for surface soil (up to 1.5 m depth) and 5.0 to

11 for sub-surface soil (over 1.5 m depth).The results of the samples submitted for chemical analysis were

compared to the MOE Table 3.

Investigation was completed at the areas of potential environmental concern and COPC were assessed

based on the laboratory analyses. The contaminants of concern associated with each area of the property

are identified in Table 4.3-1 below:

4.4 Medium in Which Contaminant are Associated

The COPC were associated with soil and ground water. Phase Two investigation has confirmed that there

are no contaminants present at the Property.

4.5 Information Known about Each Contaminated Area

No contaminated areas were encountered in the Phase Two ESA investigation.

4.6 Distribution of Contaminant

There are no contaminants present at the Property. No contaminated areas were encountered in the Phase

Two ESA investigation; hence distribution of contaminants is unlikely.

4.7 Reasons for Discharge of Contaminants

No contaminants were found at the Property.

4.8 Migration of Contaminants

There are no contaminants present at the Property. No contaminated areas were encountered in the Phase

Two ESA investigation; hence distribution and migration of contaminants is unlikely.

The proposed residential sub-division will include town houses and one level of basement structure. It is

anticipated that underground services will be above the water table. As such the utilities do not offer a

pathway for contamination to migrate and enter the ground water table.

4.9 Climatic or Meteorological Influences on Migration

The climatic conditions and fluctuations in the groundwater levels have a negligible effect on the

migration of contaminants within the groundwater as no large temporal fluctuations in the groundwater

levels were measured.

4.10 Soil Vapour Intrusion into Buildings

No potential for soil vapour intrusion is identified.

There is no impact identified with the soil or ground water at the Property.

4.11 Relevant Construction Features of Buildings

No building is currently present at the Property. The proposed residential sub-division will include town

houses and one level of basement structure.

4.12 Building HVAC

The proposed residential sub-division will include town-houses. The town houses will have independent

air condition systems. There is no impact identified with the soil or ground water at the Property, hence

any intrusion and distribution of soil vapors through the air conditioning system is unlikely.
