The concept is being met with some opposition, but the government says it’s doing what it can to make the tran-sition as painless as possible, hopefully in the end benefit-ting local hunters and anglers. Saskatchewan’s angling and hunting licence vendors that are transitioning to the new online automated Hunting,

Trapping and Angling Licence (HAL) system will still be able to sell paper licences for this year. “We are taking a decades-old paper system and moving it online and there have been a few growing pains this spring,” Environment Minister Ken Cheveldayoff says. “In support of the stakeholders who are going through this

transition with us and to make sure anglers can hit the water this spring issue free, we will make paper licences available as a back-up, in the event of computer problems or chal-lenges with data entry.” The back-up paper licences will only be available for this year. In 2014, the HAL licens-ing system will be entirely electronic. Only vendors who

are adopting the new elec-tronic system will be issued the paper licences. “Hunting and angling licence vendors play an impor-tant role in the partnership for managing Saskatchewan’s fish and wildlife resources and we want to ensure that the best possible system is avail-able to them,” Cheveldayoff adds.

“By bringing the licensing system online, we receive real-time information on how our province’s fishing and hunting resources are being enjoyed which benefits our stakehold-ers, guests and the Ministry of Environment’s conservation efforts for generations to come.”

System to go paperless: transition support network in place

New disability strategy to unfold It’s anticipated a new citizen consultation team being organized by the province will help improve the lives of the province’s disabled. “We have designed a process to involve and hear from as many peo-ple as possible on this important issue,” Social Services Minister June Draude comments. “At the end of this process, the Disability Strategy will support our goal of making Saskatchewan the best place in Canada to live for persons with disabilities, by support-ing people with disabili-ties to fully participate in and contribute to the province’s growing econ-omy.” Nominations are now open for residents who feel they can contribute to the process. The Disability Strat-

egy will focus on the priority areas specifi ed in the Plan for Growth: accessibility, affordabil-ity and availability of housing; transportation; employment; education; support for community inclusion; and support for caregivers. Other priorities may emerge during the consultation process. Members of the pub-lic are invited to submit their nominations for the Citizen Consulta-tion Team by download-ing the application form from the Ministry of So-cial Services website at www.socialservices.gov.sk.ca. Nominations will be accepted until June 28, 2013, and the team members will be ap-pointed in the fall of this year.

The 12-15 members of the team will provide advice on the consultation pro-cess and priorities and content of the Disability Strategy.Members of the public who are not selected for the Citizen Consultation Team will have other opportunities to contribute to the process, including participation in working groups, pub-lic consultations and one-on-one meet-ings. The public consultations will be held next spring, to be followed by the pub-lic release of the Disability Strategy in late fall of 2014. Preliminary plans

call for a number of consultation meth-ods to be utilized, including video con-ferencing, online submissions, written submissions and face-to-face public fo-rums to ensure access for persons with disabilities. Community forums will also be held across the province. “As our province grows, we need to ensure that everyone is able to share in the opportunities created by that growth,” Draude concludes. “To do that, we need to hear from as many people, and as many different view-points, as possible in the development of our Disability Strategy. The mem-bers of our disability community de-serve nothing less.”

Red Cross calls for Power of Humanity nominees The Canadian Red Cross in Saskatchewan is now accepting nomina-tions for the prestigious Young Humanitarian of the Year Award and the Humanitarian of the Year Award. These awards will be presented at the Red Cross Power of Humanity Gala on Thursday, Sept. 12 at the Ramada Hotel in Regina. Nominations

are accepted until June 25, 2013. The gala is held to: in-spire individuals to pur-sue humanitarian goals; recognize the spirit of hu-manity in Saskatchewan; and generate funds to further the humanitarian work of the Canadian Red Cross in the province. Nomination forms are available at redcross.ca or by calling 306-721-1601.

“If you know someone who is a pillar of commu-nity spirit, someone who goes above and beyond the call of duty to show compassion for others and make their community a better place to live, then please consider nominat-ing that person for a hu-manitarian award,” says Cindy Fuchs, Provincial Director of the Red Cross in Saskatchewan.

• Contributing to the al-leviation of human suffer-ing, protection of life, or the promotion of health; • Educating the public on the meaning and im-portance of humanity and human dignity • Promoting respect for human beings. As the world’s larg-est humanitarian move-ment, the Red Cross/Red Crescent has close

to 100 million volunteers in 187 countries around the world. Canadian Red Cross volunteers have worked as part of this movement for more than 100 years and continue to provide community-base services and assistance while also supporting the larger international move-ment through disaster ap-peals and health and de-velopment programs.

Individuals can access the automated licensing system to establish an account and be assigned a unique HAL identifi-cation number. They will only ever have to register once and then they will be able to purchase all future licences as they become available.

Individuals can pur-chase their licences: • online through their personal comput-er any time; • through private issuers, Ministry of Environment and select Provincial Park offices; or • by phone at 1-855-848-4773. For this year, spring bear licences must be purchased from a local

licence issuer, Ministry of Environment or select Provincial Park offices. All remaining licences will be avail-able online in time for the fall hunting sea-son. Detailed instruc-tions for signing up for a HAL number and how to purchase a licence are available at www.gov.sk.ca/huntingandfishing.

Going online and paperless

Now that spring has fi nally arrived and the prospect of a beautiful sum-mer lies ahead, the Saskatchewan Trails Association (STA) has an-nounced that Saskatchewan Trails Day will be held on June 1 in com-munities all across the province. The day provides a great oppor-tunity for communities to promote healthy, active living as well as em-phasizing the importance of the prov-ince’s trail system. Saskatchewan has kilometers of recreational trails that people all over the province en-joy year-round for walking, cycling, horseback riding, snowmobiling, and ATV tours. “I would like to encourage every-one to participate in some way on June 1. Saskatchewan Trails Day is a wonderful occasion to enjoy our province’s natural beauty and high-light how trails contribute to an ac-tive and healthy lifestyle,” says STA President Cathy Watts. “Trails can play an important role

in building healthier and more inclu-sive communities for everyone to en-joy.” Because of the signifi cant contri-bution trails make to healthy liv-ing, economic development, tourism and environmental preservation, the STA also hopes that participants will make a donation to the Saskatch-ewan Trails Fund. This new fund will provide grants to local trail organizations and com-munities to help support trail devel-opment and maintenance projects in Saskatchewan. Donations can be made online at www.sasktrails.ca. The STA was established in July 2004 as a non-profi t organization dedicated to the maintenance and expansion of the Trans Canada Trail, and other recreational trails in Sas-katchewan. Also falling under the STA man-date is the responsibility to increase levels of usage and promote trails in the province.

It’s an evening of great entertainment and an important mes-sage of hope. Award winning group – Tenore – is slated to perform in Yorkton. The tenors are cur-rently making their way from North America to Kampala, Uganda to remind the women and children of Watoto that they’ll never walk alone in their journey to change their future and bring about a new generation of leaders. Mark David Williams, Jason Catron and Kevin Pauls are spending a week at Watoto, a holis-tic childcare ministry birthed out of a local church in Kampala, Uganda’s capital. Watoto, which was founded by Gary and Marilyn Skinner, was initiated in response to the growing number of vulnerable and orphaned children.Upon return home the tenors will be embark-ing on a Canadian multi-city tour high-lighting their work with Watoto and inspiring others with their music for change. The trip to Uganda is a continuation of the vision of Jill Ann Siemens – Founder of the multi-platinum recording group, The Tenors (previously known as The Canadian Tenors). Her unwaver-ing work has encom-passed creating musi-cal projects that help the world’s most needy and vulnerable chil-dren. Through a God-given inspiration and vision that is now being carried forward by The Tenors, millions of dol-

lars have been raised in support of Bulembu International, a tiny town in Swaziland car-ing for orphaned and abandoned children. After that successful endeavor, her dream of helping the world’s most vulnerable contin-ued. Siemens had been looking for another similar opportunity where she could con-nect her latest project, Tenore, with a humani-tarian organization which and found that opportunity with Watoto. “Our overall mission is to bring joy and heal-ing through our music and to get our hands dirty helping the women and children,” Siemens says. “However, in the end the faces of those beautiful orphans will be revealed to us so that when we come back to North America and head out on tour in May, we will be able to bring the hearts of those children in Watoto back to our fans.” Tenore donates 10 per cent of all CD sales to Watoto, raises spon-sorships at concerts and help the communi-ty as they seek to res-cue an individual, raise each one to be a leader and rebuild a nation. The Yorkton concert will be held on May 28 at the Ann Portnuff Theatre beginning at 7:00 p.m. Tickets are $15 in advance. Children under 12 years of age are free. We all understand that stock market fluc-tuations are a fact of life but that doesn’t stop investors’ hearts from beating faster when markets are unsettled. Negative media reports further increase ten-sions, causing knee-jerk reactions and irrational behavior. Calm inves-tors use this to their advantage and profit from the emotional swings of the jittery. One way is by incorpo-rating momentum investing into an overall portfolio strategy. The basic premise of this approach is that large increases in the price of a stock will be followed by additional gains. The same applies on the flip side for declining val-ues. The strategy takes advantage of the impact of behavioral finance, and seeks to capitalize on the continuance of existing market trends. Some parts of behav-

ioral finance have been likened to jumping on the bandwagon, where investors who are con-sidering a stock pur-chase use short-term performance as a con-firming signal. Likewise, long-term investors look to recent performance as validation of their original thesis for pur-chasing the stock. This “follow the herd” men-tality, with investors buying into a rising stock simply because they don’t want to lose out on a perceived oppor-tunity, ultimately drives prices up. Momentum investors seek to profit from it. Momentum investing isn’t only about continu-ally rolling into stocks that have been outper-forming. Research shows that it can be a viable strategy for long-term investors. Consider the Morningstar Canada Momentum Index, which is comprised of 30

Canadian companies and is screened for above average returns on assets and equity, with an emphasis on upward earnings estimate revi-sions and technical price momentum indicators. The index has returned 17.03 per cent over the last 10 years. The S&P/TSX Composite index had returns of 9.66 per cent over the same peri-od. Momentum investing is not without risk and is certainly not for the faint of heart. Although some momentum portfo-lios have good long-term track records, this investing style tends

toward high volatility. The constant rebalanc-ing and the frequent trading also add signifi-cantly to the fees and other costs, and the strategy’s high turnover generally makes it inef-ficient from a tax per-spective. To balance the risks, investors should com-bine a momentum strat-egy with a value approach. The two strategies are negatively correlated, generally resulting in lower vola-tility and superior returns over the long-term. As well, adding value keeps investors from buying hype.

Rather, they look for the momentum trends but also ask whether they are actually solid invest-ments. An easy way to incor-porate the strategy into a portfolio is to add exchange-traded funds into the mix. For instance, investors could purchase the First Asset Morningstar Canada Momentum ETF (TSX: WXM) and the First Asset Morningstar Canada Value Index ETF (TSX: FXM). The former uses price momentum as a core component of its screen-ing process while the latter screens for price-to-earnings ratios, cash flow ratio, price-to-book value and sales, and

earnings estimate revi-sions. Investors who decide against ETFs and instead want to try momentum investing on their own, should allo-cate only a small portion of their portfolio and be prepared for volatility.

Ed, my neighbor next door, just hit one of those black weeks when feeling lousy kept get-ting worse. It was a nasty virus that came out of nowhere and drop-kicked Ed in the head, throat and lungs. We heard all about it from Ruby, Ed’s wife, who kept seeking ref-uge at our house. Ed was so sick that he

whined for his mother, but she has been deceased for five years. With Ed acting in relentless petulance Ruby was torn between sympathy and murder. Sadly, Ed’s virus was the kind that attacks like a wolverine and sticks like a miser to his last penny. First, it was aches; then chills, fever, heavy chest, sore

throat and non-stop coughing; and lastly, swollen sinuses in his face. Each day, both Ed and Ruby waited for the virus to weaken, but it seemed to be just as strong every new day as the day before. When I suggested maybe Ed should see the doctor, Ruby just said, “Whose army is going to get him there?” After seven straight days, Ed was barely able to have his first cigarette by his garage door. I called to him across the fence to see

if he was back to nor-mal. He would have come to the fence to talk, but I warned him about sharing the virus with me. Ed informed me that the virus had closed in like a black hole with no light for five days on end. It was only after dragging around lethargic and low that on the sixth day that Ed saw a spark of light. On the seventh day, Ed decided that he might recover after all and celebrated with a cigarette. Ed informed me that

I needed to be careful, for at my age if I caught the virus I could be done for in three days. All conversation stopped when Ruby found Ed out having a cigarette. She said some strong things and Ed got in the house quick and I moved away fast. When people start scolding, they don’t always stop at the one they started with. Ed’s battle with a virus reminded me how fortunate we often are when it comes to our health. No one likes to be sick, but good health often gets taken for granted rather than being at the top of our, “Thank You, God” list. It has been said that our good health always seems much more valu-able after we lose it. After we lose our good health, we see that it is better than wealth.

One of the reasons people flocked to Jesus was because he went about preaching the good news. Another reason was that he also went about healing every disease and sick-ness among the people. The Bible says, “People brought to him all who were ill with various diseases, those suffer-ing severe pain, the demon-possessed, those having seizures, and the paralyzed and he healed them all.” The enemies of Jesus were not impressed that Jesus healed the sick, blind or paralyzed. They rejected him because he sometimes healed on the Sabbath. They also opposed him for befriending and for-giving sinners. Jesus answered his critics by indicating that God is about mercy, for the sick and sinful.

It’s Missing Persons Week in Sask.

The Government of Saskatchewan offi cially pro-claimed the week of May 5-11 as Missing Persons Week in the province. Justice Minister and Attorney General Gordon Wyant and Minister responsible for Corrections and Policing Christine Tell joined families and communi-ty members in Regina earlier this week to recognize missing people in Saskatchewan. “A missing loved one is a distressing experience for any family,” Wyant says. “This is an important time to support families and communities by recognizing the on-going need to resolve missing persons cases in our province.” “Sadly, there are 114 men, women and children missing in Saskatchewan today,” Tell adds. “We are working together with our partners to ensure that we continue to be diligent in our response to cases of missing persons.” Missing Persons Week is an opportunity to raise awareness about the reasons people go missing and provides an understanding about what families and friends can do when someone goes missing. Through-out the week, specifi c cases from across the province are being profi led. “Having a family member or friend go missing is not an experience for which most people prepare and so often, in those critical fi rst hours, people hesitate,” Saskatchewan Association of Chiefs of Police Presi-dent Chief Troy Hagen says. “One of the goals of Missing Persons Week is to dispel myths with clear direction, which we hope will resolve missing per-sons cases quickly and with positive outcomes.” In 2006, the Provincial Partnership Committee on Missing Persons was created to raise awareness, promote prevention strategies, and encourage a col-laborative approach to better support families and communities of missing persons. The committee consists of representatives from government, police, First Nations, Métis and community-based organi-zations. This will be a permanent full-time position, and successful candidate may choose to work from either one of the Tisdale or Yorkton Branches of Cornerstone Credit Union. Travel between these two branches will be required from time to time.

QUALIFICATIONS:The successful candidate will have post-secondary education majoringin Finance or Accounting plus four to six years related experience in increasingly senior roles or an equivalent combination of education and experience. Related nancial institution experience including an understanding of credit union products and services would be bene cial. Strong verbal and written communication skills and the ability to develop solid working relationships and be a strong team player is required. A commitment to continuous learning and development, including enrollment in a senior level of a recognized designation (CFA or CMA) and/or obtaining a securities license is required.
