Invermay move successful The temporary reloca-tion of long-term care resi-dents and staff from the Invermay Health Centre has been completed. Following the recent discovery of some struc-tural damage and air quality concerns, repairs required at Invermay Health Center necessitat-ed temporary suspension of visiting health services and temporary relocation of the long-term care resi-dents to health facilities in neighbouring communi-ties. “Every step in this pro-cess was coordinated in consultation with resi-dents, their families and our staff members,” says Sunrise Health Region President and CEO, Suann Laurent. “The facilities receiving resi-dents and staff have been extremely accommodating in making everyone feel welcome and to make the transition as easy as pos-sible in this difficult situa-

tion.” The relocation of long-term care residents and staff is temporary. Now that the facility is empty, air quality teams are onsite and structural experts will be onsite next week to assess the dam-age and develop a go-for-ward plan. The move of residents and staff back to Invermay is anticipated as soon as the remediation work is complete and the facility is deemed safe. Residents were temporarily relocat-ed to facilities within Sunrise Health Region in Canora, Foam Lake and Yorkton. Sunrise Health Region employees and members of the senior leadership team were on-site at the facilities throughout the

process to ensure that the transition was smooth for all. “The residents have been received at these facilities with open arms and the cooperation of everyone involved was amazing,” adds Laurent. “Seeing everyone come together as a team to look after the safety and com-fort of our residents is incredibly inspiring. I want to thank all of our residents and their fami-lies, our staff members from Invermay, the SUN and CUPE union repre-sentatives, our entire health region team, the handi-bus drivers, and representatives from the Village of Invermay for their support throughout this process.” Additional information about the situation at the Invermay Health Centre is posted on the Sunrise Health Region website at www.sunrisehealthre-gion.sk.ca.

It’s happening by leaps and bounds. Saskatoon and Regina were the fastest grow-ing and youngest cities among census metropol-itan areas (CMAs) be-tween July 1, 2011 and July 1, 2012, according to a report released to-day by Statistics Cana-da. Saskatoon secured top spot for growth for the third year in a row, jumping by a rate of 40.4 persons per thousand of population. This was the strongest annual growth rate of any CMA in 15 years. Saskatoon was also the youngest city among CMAs, with a median age of 34.9 years. Regina landed in a close second for both population growth and

age among CMAs, with a growth rate of 31.5 persons per thousand of population and a medi-an age of 36.0 years. Re-gina’s median age tied Calgary for second place and was well above the Canadian average of 40.0 years. “It is no secret that this province is experi-encing unprecedented population growth, and the strength of our Sas-katchewan people can be thanked for that,” Economy Minister Bill Boyd comments. “Both Saskatoon and Regina abound with job opportunities and busi-ness confi dence, making these cities ideal loca-tions to live, work and invest.” Populations in Sas-katoon and Regina saw

signifi cant increases over Statistics Canada’s 2010-2011 numbers, up 11,000 and 7,000 respec-tively. The report cred-its sustained increases in international and in-terprovincial migration for the surge in these centres. Saskatoon and Regina’s birth rate ver-sus death rate ratio was also cited as a factor in their younger popula-tions. “People who left Sas-katchewan for better opportunities are fi nd-ing their way back, and more and more newcom-ers are putting down roots and calling this province home,” Boyd adds. “These are all signs of the great optimism and youthfulness that can be found in this province.”

A Quantitative Study of the Business Succession Market in Canada published by RBC Royal Bank found only three per cent of business owners plan to wind down their operations at retire-ment. A whopping 88 per cent intend to have the enterprises taken over by family mem-bers, by employees or partners, or by third party entities. The rest simply don’t know. Although a large per-centage of small busi-ness owners are consid-ering succession of some sort, most haven’t planned for it. A TD Waterhouse poll found that 76 per cent do not have a succession plan. It’s a large percentage but much can be attrib-uted to emotion. Most small business owners have invested years of “sweat equity” building their compa-nies. They are proud of their accomplishments and the companies have become a big part of their identity and self-esteem, so it’s not surprising they find succession planning difficult to contemplate. Fort-unately, the pro-

cess can be less daunt-ing than it seems and there are many options, particularly for those who want to keep it in the family. BDO Dunwoody LLP Chartered Accountants and Advisors say that shareholder agree-ments require careful consideration and should cover share ownership rules, buy/sell rules, and the death or disability of a share-holder. The conduct of shareholders and any areas of potential con-flict also need to be spelled out. Share ownership rules stating who can own the shares of the business are of utmost importance when mari-tal breakdowns occur. BDO points out that shareholder agree-ments may prohibit in-laws from becoming owners but provincial family property equal-ization rules can result in shares becoming property of the ex in-

law. Properly struc-tured agreements can address this by requir-ing family members to have specific conditions in marriage contracts, in order to be eligible for share ownership. Buy/sell rules are another important con-sideration. The Family Firm Institute says that 70 per cent of fam-ily businesses will not survive into the second generation and 90 per cent won’t make it to the third. When family members want (or need) to sell their shares, buy/sell rules help by outlining where and to whom shares can be transferred and

how they will be val-ued. There is much to con-sider when drafting buy/sell rules. Some families want restric-tions that only allow share transfers to other family members, or that offers must be pre-sented to the family before selling to non-family members. Some want conditions gov-erning any sale to non-family members and, of course, there is the

question of what hap-pens if the business is sold. Buy/sell rules should dictate the approval procedures for any share sales. Finally, shareholder agreements should cover the more sensi-tive areas such as dis-ability or death of a shareholder. If a share-holder is an employee and they become dis-abled, shareholder agreements need to clarify what benefits are paid and whether any share sales are required. In the event of death, the agreement should cover the inevi-table transfer of shares to the heirs and the use of proceeds from any corporate-owned life insurance. There are many more aspects to this topic but

the important point to take away is: Get advice and get started. Succession planning is an evolutionary process that should begin early. Don’t let an unexpected event, such as illness or injury, force you to make key decisions without the benefit of time to consult and reflect.

Boy is Ed, my neigh-bor next door, spooked right along with me. Fact is, I’m still trying to get my stomach to stop rolling around as thoughts come back to haunt me. I can’t say if it has happened to others, but both Ed and I found ourselves gasping as we cringed through endless graphic killings in the movie “Django Unchained.” Ed never goes to the movies, at least hasn’t for twenty years. I am feeling guilty that it was me who said to him, “Come with me to the movie. I think it’s a western about bounty hunters!” What does it take to get two grown men feel-ing sick to their stom-achs? Well, from the first segments of the movie, brutality and sudden killing slaps you in the face. This movie is a hor-ror film in that the direc-tor leaves nothing to the imagination, but puts the audience ankle deep in the middle of killing and blood and gore. If murder and mayhem are what audiences want, Ed and I are the excep-tions. Turns out, the movie is about two boun-ty hunters: Django, a runaway slave, and the man who frees him, a German named Dr. King Schultz. He frees Django so he can identify three men the German wants to collect bounties on. It seems to me, no one

is likable in this whole sad movie. Schultz and Django team up as boun-ty hunters who shoot from a distance or face to face the outlaws they are hunting, without any concern for taking them alive. In old westerns, they would be lower than dirt for their calculated, cold-blooded murder of outlaws for the price on their heads. When the pair set off to rescue Django’s wife, who is a slave, the movie goes from bad to worse. Whites in the south come to the screen as sadists, morons or absolute mon-sters that watch in joy as a runaway slave is torn apart by dogs. Slave owners are nightmare characters who watch their slaves fight and win their match by breaking the bones of their opponent. Their owners then give them a hammer to finish the job. By the end of the movie, Django has freed his wife and killed so many people he comes across as just one more monster like everyone else in the movie.

I have been reading on the internet and it says, “Quentin Tarantino’s ‘Django Unchained’, slave saga is a Best Picture Oscar nominee.” Ed and I say yes, it is worth an Oscar for mak-ing people want to heave and for showing people at their worst. The date at the beginning of the movie says 1853 and today slavery is out-lawed, but sadly, gory movies of endless kill-ings are box office hits here in 2013. Movies are not actual truth and can be dis-missed. Not so with God. The Bible warns that at any time people can know of God but not glo-rify Him or give thanks for Him. Their thinking can be futile -full of envy, murder, strife, deceit, and malice. They become God-haters, senseless, faithless, heartless, and ruthless. What a sad, sorrowful thing when these things rule lives. Thankfully, God is about forgiveness, love, mercy and serving others and there is real hope in these.

Participants in the summit include industry lead-ers, producers, communicators, government repre-sentatives and other partners involved in agriculture. Discussions will include a scan of current agriculture awareness efforts, ways to better educate the public about agriculture and how to encourage people in the industry to tell their positive stories. The summit will result in a more coordinated, collaborative strategic plan going forward. “As producers, our crops and livestock are key to our businesses and are treated with the utmost respect,” Ministry of Agriculture Youth Advisory committee chair and producer from Lafl eche, Derek Tallon adds. “It is vital that the public understands agriculture so we are able to continue to provide safe and healthy food, as well as contribute to a growing province and economy.” The Summit included speakers from some of the most well-respected businesses in agriculture and food, including Farm Credit Canada, the Centre for Food Integrity, McDonald’s Restaurants of Canada Inc. and Maple Leaf Foods Inc. In 2011, Saskatchewan exported more than $10 bil-lion in agri-food exports, surpassing oil and potash. The Saskatchewan Plan for Growth outlines four agriculture-related objectives, including increasing agri-food exports by 50 per cent and increasing crop production by 10 million tonnes. RCMP in Weyburn are requesting the public’s assistance in locating the following adult male: Kenneth G. KORVEN 44 years old, from Wey-burn, SK. RCMP advise Mr. Korven was last seen in the city of Weyburn on Friday afternoon, February 1 at 4:00 p.m. Mr. Korven has not been at work and his family and friends are concerned for his well-being. Korven owns and operates a 1997 Ford F-150 pick up truck (photo attached) red in color with

Saskatchewan licence plate # 953 ISH. The truck has a topper on it as well – no further description at this time. Korven is described to be a white male, wears glasses, 173 cm tall, 86 kg, with grey hair and blue eyes. No clothing description is known at this point. (See photos at left.) A strong majority of Canadians (78 per cent) believe that not enough is being done to stop bullying in their com-munities, according to a new national survey commissioned by Big Brothers Big Sisters of Canada (BBBSC) and Invesco Canada Ltd. Three quarters of Canadians polled (76 per cent) think stronger anti-bullying legislation and stricter enforce-ment of those laws would be an effective way to reduce bullying. Ninety-four per cent of respondents also think that teachers and school administrators share responsibility for the prevention of bullying. Moreover, 87 per cent of Canadians think that providing children and teenagers who bully others with a volunteer mentor is an effective intervention. A reason why Canadians feel so strongly against bully-ing is that 59 per cent of those surveyed report they were abused by bullies as a child or teenager and 45 per cent believe they suf-fered lasting harm.The Ipsos Reid survey was designed to exam-ine current attitudes about bullying. The research studied the incidence of different forms of bullying, long-term harmful effects and what Canadians perceive as the most effective ways to stop or

reduce bullying.Key Findings • Among bullied Canadians, 72 per cent said they were teased in a manner designed to humiliate; 71 per cent experienced verbal abuse and taunting; 43 per cent were slapped, shoved, hit or beaten and five per cent experi-enced online ridicule and humiliation. • 42 per cent of bullied Canadians believe they would have benefited from having a volunteer mentor, such as a Big Sister or Big Brother, to provide sup-port. • Among bullied Canadians who suffered lasting harm, injurious effects included lack of confidence (69 per cent); low self-esteem (53 per cent); depression (29 per cent); anger man-agement issues (23 per cent) and poor academic achievement (20 per cent). • School-based inter-ventions to stop bully-ing are seen as an effec-tive deterrent by 90 per cent of Canadians. • Ninety-two per cent of Canadians believe that peer pressure by those who witness or hear about acts of bully-ing is an effective inter-vention. • Ninety per cent of respondents also believe that intervention by parents to protect their child or stop their child from abusing others is effective. • Public awareness campaigns for children and teenagers to encour-age them not to bully

and to intervene when they see acts of bullying are viewed as an effec-tive intervention by 84 per cent of Canadians. • Internet campaigns to identify and discour-age bullies were per-ceived as an effective deterrent to prevent or reduce bullying by 72 per cent of respondents. BBBSC is celebrating its 100th anniversary with a year-long public education campaign to give Canadians fresh insights into the soci-etal value of youth men-toring. The various youth mentoring services pro-vided by volunteer Big Brothers and Big Sisters have proven to be instrumental in reduc-ing bullying and other related negative behav-iours such as lack of interest in school; tru-ancy; low self-esteem and drug and alcohol abuse. The Ipsos Reid survey was commissioned by Big Brothers Big Sisters to mobilize Canadians against bullying in their communities. From February through April, Big Brothers Big Sisters agencies across Canada will be challenging indi-viduals and companies to “step up and strike out bullying” by partici-pating in fundraising bowling events called Bowl for Kids Sake. “Ninety-five per cent of Canadians agree that freedom from bullying is the right of every child and teenager,” says Bruce MacDonald, president and CEO of Big Brothers Big Sisters

of Canada (BBBSC). “Clearly there is strong support for action to reduce bullying and its harmful effects on our communities. We invite Canadians to make a positive impact by par-ticipating or donating to the Bowl for Kids Sake event closest to them.” People and businesses can donate to the Bowl for Kids Sake campaign or volunteer to fund-raise by visiting www.bigbrothersbigsisters.ca. Canadians who want to stop bullying can also contact their local Big Brothers Big Sisters agency for information about local Bowl for Kids Sake events.

Land sales net big profi ts The fi rst sale of Crown petroleum and natural gas rights for 2013 generated $11.9 million in revenue for the prov-ince, bringing fi nal land sale revenues for the 2012-13 fi scal year to $88.9 mil-lion. February’s sale included 104 lease parcels that brought in $11.8 million in bonus bids and two petroleum and nat-ural gas exploration licences that sold for $125,000. While investment in the Bakken re-mains strong, industry continues to identify opportunities province-wide. The Lloydminster area received the most bids with sales of $5.9 million. The Weyburn-Estevan area was next at $3.7 million, followed by the Swift Current area at $1.3 million and the Kindersley-Kerrobert area at $1.0 million. “Land sale revenues remain steady

as producers show confi dence in the oil and gas markets and the competitive environment found in Saskatchewan,” Minister responsible for Energy and Resources Tim McMillan says. “It is encouraging that in this climate of record production industry continues to identify new prospects and compete in our land sale, often fi ercely, for the right to explore these prospects.”The highest price for a single parcel was $967,555. Ranger Land Services Ltd. acquired this 210-hectare lease north of Lloydminster. The highest price on a per-hectare basis was $10,265. Plun-kett Resources Ltd. bid $332,277 for a 32-hectare lease parcel south of Wey-burn. The next sale of Crown petroleum and natural gas dispositions will be held on April 8, 2013.
