The second phase of the elections to the lower house of the Parliament started today in nine Egyptian governorates: Giza, Munoufiyah, al-Shraqiyah, al-Ismailiyah, Beni Swef, Suez, al-Buhairah, Sohag and Aswan.

Al-Ahram of today headlined its front page: “19 million voters choose 180 members of

Parliament out of 33 parties and independent candidates in the second phase of elections.” 3387 candidates from 33 parties are competing for 180 seats, in addition to 2116 independent candidates.

According to the State Information System Service, 18.7 million eligible voters will vote in 4589 polling stations.

The Muslim Brotherhood’s Freedom and Justice is running with 169 candidates (120 for slates and 49 candidates for individual seats), al-Wafd with 118 candidates (16 candidates for individual seats and 102 candidates for slates), Salafist al-Nour with 169 candidates (49 candidates for individual seats and 120 candidates on slates).

The Armed Forces and the police will be in charge of securing the polling stations day

and night.

The Armed Forces also launched a campaign to urge people to vote in the elections. The Azhar also called on Egyptians to vote for efficient candidates regardless of their

affiliations to a given group or religion.

The High Elections Commission decided to postpone the elections in the second constituency in al-Buhairah, the second constituency in Sohag and the first constituency in al-Munoufiyah to December 21 and 22, which is the date of the runoff votes of the second phase.

The decision was made following three court rulings issued, before yesterday, to add a

number of slates on ballots. The time was too short to reprint the ballots with the new slates. Hence the elections were postponed.

Following the Islamist lead in the first phase, liberal parties decided to cooperate to face Islamists. A list of 51 candidates for individual seats was issued by various liberal parties to focus liberals’ votes.

However, the efforts have been menaced when the Continuing Revolution Party, the Revolution Youth Coalition and al-Adl (Justice) Party rejected the list.

Al-Ahram reported that SCAF resources had denied news about conducting the vote

counting in substations, asserting that the vote counting will be done in the same way that was followed in the first phase.

Salafists suggested that the results be declared by judges immediately after the vote counting to avoid errors and rigging.

In Sohag ballots were found with people before the beginning of the elections. A photo of Former NDP’s MP, Ahmad Hajji, carrying a ballot was circulated. Hajji claimed that he found the photo with people.

On his part, General Abd al-Aziz Nahhas, Assistant Minister of Interior said he did not receive any official claims or complaints in this response.

Nermin al-Shawadfi reported on rumors and torn signs as main pre-polls featured in al-Sharqiyah. From Suez, Amr Ghunaimah reported on heated race between Islamists and liberals. In Ismailiyah Tamer Abd al-Raouf reported that advocates of al-Wafd blocked the agricultural highway to protest against excluding their slates from the elections.

Mustafa Fuad reported that 15 parties and 186 independent candidates were competing in Beni Swef on 18 seats.

In another context, al-Ahram’s Suad Tantawi reported that 800 foreign journalists are going to cover the second phase.

The second phase of the parliamentary elections kicked off, Wednesday morning, in nine governorates: Giza, Beni Suef, Monofiya, Sharqiya, Ismailia, Suez, Beheira, Sohag and Aswan.

The High Elections Commission (HEC) decided to postpone the polls in Beheira’s second party-based constituency, Sohag’s second party-based constituency and Monofiya’s first party-based constituency to December 21 and 22.

The decision was taken after three judicial rulings were issued, late Tuesday, to add more parties to the candidacy lists in the two constituencies.

The three constituencies included 20 parliamentary seats.

After the HEC decision, the elections will be held on 60 individual and 120 party-based seats.

A total of 3, 746 candidates will be vying for 180 seats in the nine governorates.

Freedom and Justice Party (FJP): 120.

Number of candidates of each party:

Al-Nour Party: 120.

Reform and Development Party: 120.

Al-Wafd Party: 104.

Egyptian Bloc: 104.

Al-Wasat Party: 92.

The Armed Forces were deployed to secure polling stations in the nine governorates. Electoral banners were removed and phosphorous ink was provided to all stations, said Head of the Military Police Major General Hamdi Badin.

Al-Azhar issued a statement, urging citizens to renounce violence, discord and sectarianism and to base their choices on efficiency and experience when choosing their representatives at the Parliament.

For the first time in the history of the State Council, four counselors staged a sit-in because they were not included in the team of judges supervising the parliamentary elections.

HEC Chairman Abdel-Moez Ibrahim received a delegation from the Carter Center, which participates in monitoring the elections.

Hours before the election race starts, several parties traded accusation over violations of electoral publicity rules.

The FJP accused Al-Nour Party of violating the 48-hour pre-election silence period in Giza. The FJP also accused Al-Nour of using religion and worship places in electioneering.

Leader of the Egyptian Social Democratic Party Mohamed Abul-Ghar denied reports that the party candidacy list includes several members of the now-defunct National Democratic Party.

The second phase of parliamentary elections will take place today and tomorrow (Wednesday and Thursday) in 9 governorates. Parties and independent candidates will be competing for 150 seats in parliament; 2241 candidates are competing for single-members constituencies and party lists are competing for 120 seats. Three major party coalitions are going through elections, which are: The Democratic Alliance, headed by the Freedom and Justice Party, the Egyptian Bloc and the Revolution Continues Alliance. The second phase includes 45 districts; 15 for party lists and 30 for single-member constituencies.

Major party lists belong to the FJP, Al-Nour Salafi Party, Al-Wafd Party, Al-Wasat, Reform and Development, Conservatives as they provided party lists for all 15 districts. The Egyptian Bloc, Revolution Continues Alliance, Al-Horeya, and Al-Ghad came second with their party lists, followed by a weak presence for parties such as Al-Adl, Al-Wa’ei, Al-Ahrar, Al-Ummah, and others.

In an interview to Al-Gomhoreya journalists, Dr. Yaser Borhami, one of the founders of Al-Nour Salafi Party, said media spreads many lies about Salafis. “Salafis were first to form popular committees to protect Egyptians during the days of the January 25 revolution without making distinctions between Muslims and Copts. It never occurred that a Salafi attacked a Coptic Christian and there is not a single church that was attacked by Salafis,” said Borhami. When asked about his opinion in the role of SCAF, Borhami said that Salafis are giving an opportunity for SCAF to hand power over to an elected civilian authority in reasonable time, “because we do not want chaos to spread in our country.”

In Sohag, 300 independent candidates compete for 10 individual seats. 17 slates are fiercely competing on 20 seats in the lower house of the Egyptian Parliament.

The electoral campaign of the Muslim Brotherhood’s Freedom and Justice in al-Munoufiyah includes distributing what they call the “voters’ cards”. The Muslim Brotherhood’s youth are present with two laptops outside the main mosques in the villages to provide people with information about their polling stations. The information is printed on one side of a yellow card with the voter’s name. The other side, however, shows the logo of the party.

Sheik Nasser Radwan al-Qitt, al-Nour’s spokesman and candidate in al-Buhairah filed a claim against the Continuing Revolution Party, the Egyptian Bloc, al-Adl (Justice) Party, al-Wayy (Awareness) Party, the Reform and Development Party and the Democratic Front Party because they had supported his nomination in newspapers. Al-Qitt believes that the liberal support reflected badly on his campaign as a Salafist.

Dr. Rouh al-Fuad Muhammad and Muhammad Yusuf of al-Gomhouriayh reported that Abd al-Nasser Muhammad Ali, the executive manager of Candidate Tallat al-Suwaidi’s campaign in al-Sharqiyah disappeared. Al-Suedi is on the top al-Wafd’s party slate in the city. Extensive investigations are being conducted into the issue.

Nearly 19 million voters will head to polling stations on Wednesday, the first day of the second phase of the parliamentary elections on a new test of democracy.

The Freedom and Justice Party (FJP), the political arm of the Muslim Brotherhood, filed five complaints with the High Elections Commission (HEC) against Salafist Al-Nour Party for violating the electoral rules.

According to the complaints, Al-Nour Party abused religion and worship places in its electoral campaigns and has been spreading vicious rumors against its competitors.

Six judges have so far officially asked to be exempted from supervising the elections over seniority issues. The judges said the HEC did not take into consideration the level of their experience when it distributed judges on polling stations.

Egyptian Shiites will vote for the FJP in the elections, said senior Shiite leader el-Taher el-Hashimi.

Shiites will vote for the FJP because it is more tolerable than the ultra-conservative Salafists, who, according to Hashimi, adopt the Wahabi ideology.

A group of FJP supporters beat political activist Wael Essawi in El-Sa’a a Square in Beheira governorate.

Essawi, a member of the Youth for Change Movement, was partaking in a campaign launched by the group to encourage the people to cast their votes in the elections.

SCAF sources said that measures were taken to secure the second phase of the parliamentary elections, taking into consideration geographical and social dimensions, to ensure safety of voters and to prevent possible clashes. An informed source told Al-Tahrir newspaper that “Armed Forces took charge of securing polling stations last night, Tuesday, and checked them to make sure there were no problems with securing the areas during the two days of elections.”

Confusion and chaos that characterized the performance of the HEC during the first

phase of parliamentary elections will most likely prevail in the second one, a high-level source told Al-Tahrir newspaper. The source also said over 150 judges, who are above 55 years old, refused to supervise the second phase of elections. They presented written statements to the State Council to be exempted from supervising elections. Senior Judge Hassan Al-Badrawi, board member of the State Council Judges Club, admitted there is a general state of discontent among State Council senior judges due to the poor management of the process of supervising elections by the HEC. “It is unacceptable that senior judges are assigned the task of supervising elections in substations, while younger judges are supervising major polling stations,” he explained. Senior Judge Abd Al-Moez Ibrahim, Head of the HEC, denied this, saying that the distribution of judges took into consideration the levels of their experience.

There is a heated competition between different political parties and blocs competing for seats in the Giza districts, particularly between the Egyptian Bloc and the Democratic Alliance. Most political parties placed the best figures on top of their party lists to attract more votes in this governorate. For instance, Dr. Essam Al-Erian, prominent leader in the Muslim Brotherhood, and Azab Mostafa, former deputy, are running for the Parliament on top of the FJP list. Al-Nour Salafi Party continued its campaigns, using microphones and large speakers, large banners and marches in the streets.

Although the pre-election silence was supposed to come into effect two days before

the voting begins, many political parties and candidates violated this and continued their campaigning, Al-Tahrir reporters noted.

Black lists were created, including the names of all former members of the infamous

National Democratic Party who are running in elections. April 6 movement made huge campaigns to call on citizens not to give their votes to those who corrupted the political life in the country.

Today marks the beginning of the second phase of the parliamentary elections in 9

governorates, Al-Masry Al-Youm journalists wrote. Islamist parties and groups made huge campaigns in the governorates of the second phase to prepare for a fierce competition against secular/liberal parties and blocs. Liberal blocs changed their strategies to gain more votes during the second phase.

The Freedom and Justice Party, political arm of the Muslim Brotherhood, in addition

to other political parties in the Democratic Alliance, and Al-Nour Salafi Party are competing for 55 out of 60 seats in the single-member constituencies. On the other hand, liberal parties and blocs declared that they will take new measures to prevent Islamist parties from influencing voters at the polling stations and form committees to legally pursue those who violate the rules of the HEC.

The Higher Elections Commission decided to postpone party-lists elections in three

districts (second district in Beheira, second district in Sohag, and first district in Al-Menoufia) to December 21-22 due to “the adherence of the commission to the implementation of all three judicial decisions that require adding choices of other parties in ballot papers,” a statement for the HEC said.

“Parties of the Democratic Alliance, headed by the FJP, suspended their campaigns to

show their commitment to the HEC rules, despite the fact that many parties are violating them,” said Dr. Wahid Abd Al-Megid, general coordinator of the Democratic Alliance. Also, Azab Mostafa, a member of the higher council of the FJP, said strict orders were given to supporters of candidates and members of the party to stop campaigning in front of polling stations.

Dr. Yosri Hammad, spokesman for Al-Nour Salafi Party, said “the party is competing

for 56 seats in single-member constituencies and we also have candidates on the party’s list,” confirming that they did not give up single-member constituencies for the FJP candidates. He expected his party to gain more votes during the second phase as they have more popularity in the governorates of this phase.

Mohamed Mansour, engineer in charge of the HEC website, said 79.341 out of 102.524 Egyptian expatriates received their ballot papers through the website of the commission. The percentage of voting was up to 77.4%, reaching its peak in Saudi Arabia.

On a different level, Al-Azhar called on all Egyptian citizens to vote in the second

phase of elections and choose their representatives based on their efficiency and commitment, away from sectarianism and tribalism. “The Egyptian people were the first nation to build a civilization and they will still be able to overcome all the difficulties facing them. Our nation is still solid in terms of the integrity of its social fabric. Despite the various opinions and political positions, our nation is civilized and people respect the right to have a different opinion so long as they express it peacefully,” said a statement for Al- Azhar’s Grand Imam Sheikh Ahmed El-Tayyeb.

The second phase of the parliamentary elections kicked off on Wednesday morning in nine governorates: Giza, Beni Suef, Monofiya, Sharqiya, Ismailia, Suez, Beheira, Sohag and Aswan.

In this stage, the elections will be held in 12 party-based constituencies with 1,429 candidates competing on 120 seats. They will also be held in 30 single-member constituencies with 2,241 contenders on 60 seats.

The High Elections Commission (HEC) decided to postpone the polls in Sohag’s second party-based constituency and Monofiya’s first party-based constituency to December 21 and 22.

The decision was taken after three judicial rulings were issued late Tuesday to add more parties to the candidacy lists in the two constituencies.

A US judicial delegation visited members of the HEC as part of cooperation between the two sides, a statement issued by HEC said.

As for candidate preparations, the Egyptian Bloc and the Revolution Continues Coalition along with a number of liberal parties agreed to field a unified list for the single-member constituency in Beheira governorate to stand up against Islamists.

Meanwhile, the Egyptian Bloc denied its members have been receiving funds from businessman Naguib Sawiras.

More than 10 individual candidates in Beheira’s second constituency withdrew from the race to oppose the electoral campaigns of the Freedom and Justice Party (FJP), the political offshoot of the Muslim Brotherhood.

The candidates said the FJP’s campaign expenses have hit millions of pounds, thus surpassing the limited expenditure ceiling set by the HEC.

About 35 supporters of Al-Wafd Party in Beheira staged a sit-in outside the State Council to object a court ruling on referring a challenge they filed to the State Commissioner’s Authority.

The members have filed a challenge against a ruling on excluding the candidacy list of Al-Wafd Party in Beheira’ second constituency.

More than 3,000 supporters blocked the highway in the governorate for over three hours in objection to the decision.

They set fire to tires and erected steel barriers to block the road.

The party’s leader in the governorate Ismail el-Kholi persuaded the unruly group to open the road and wait for the State Commissioner’s Authority decision.

Meanwhile, the April 6 Youth Movement in the governorate launched a campaign aiming to make voters aware of the parliamentary candidates of the once-ruling National Democratic Party (NDP).

Supporters of former NDP member and parliamentary candidate Shams-Eddin Anwar were incensed by the campaign and engaged in fist fights with the movement’s members.

In Sharqiya, Governor Ezazzi Ali Ezazzi announced a state of emergency in preparation of the polls. More than 9,000 armored vehicles of the Armed Forces were deployed across the governorate to secure the elections.

Sharqiya has 3,735 polling stations overseen by 2,118 judges, Ezazzi said.

About 3.5 million people are eligible voters in the governorate.

Vice President of the State Council and Head of the Higher Administrative Court Magdi el-Egaty denied media reports that the results of the elections were nullified in Alexandria’s third constituency.

In Beni Suef: About 1.4 million are eligible voters, said Governor Maher Baibars.

The polls will be held in three single-member and two party-based constituencies for a total of 18 seats.

Sohag: 626 candidates, including 43 women, are vying for 30 seats.

Sohag has 2.3 million eligible voters.

Monofiya: 200 candidates are competing for 52 party-based seats and 12 party lists for 16 seats.

For the first time in many years, Amin Mubarak, the cousin of deposed president Hosni Mubarak, was absent from the electoral scene in Shebin El-Kom.

Al-Yom al-Sabee described the second phase of the elections that started this morning as the “round to escaping from sectarianism.”

Salafist al-Nour Party intensified its campaign in Giza. They distributed leaflets, asking to refute allegations about their policies being rigid, especially with women. They refuted the arguments against them by referring to the Koran verse, stating that there is no compulsion in religion.

The Egyptian Bloc denied what was circulated about the Church’s alleged support, asserting that the Church was not institutionally supporting them.

Muslim Brotherhood candidates, former ministers and members of the Parliament are competing in al-Sharqiyah.

In al-Buhairah, Muhmmad al-Ibiari and Nasser Joudah reported that 237 candidates were competing for 10 seats in al-Buhairah.

Fierce competition is reported in Giza between the Freedom and Justice and al-Nour Party.

In Ismailiyah, 17 slates and 165 candidates for individual seats are competing.

Nermin Abd al-Zaher reported on a Nubians’ decision to boycott al-Wafd Party in the elections.

The High Elections Commission postponed the polls in three constituencies in al-Buhairah, Sohag and al-Munoufiyah following court rulings to approve a number of candidates on the slates. Adding the candidates’ names could not be done within the time limit before the elections. Hence the polls were postponed in three constituencies in the three governorates.

HEC decided to postpone slates elections in 3 constituencies: the 2nd constituency in Behira Governorate, the 2nd constituency in Sohag constituency and the 1st constituency in Menofeya constituency, to be held on December 21 and 22.

The postponement was decided upon a judicial verdict to add more slates to choices, which requires reprinting voting cards.

Security sectors launch disciplinary campaigns in Ramsis Square, downtown Cairo. The campaign will organize traffic and to remove all road occupancies, dealing with street vendors and arresting prison fugitives.

Ministerial committee on revolution victims held its first meeting today, presided by Dr. Ganzoury. The committee is to submit a thorough report to the Prime Minister detailing victims count, degrees of injuries and the compensations dispensed.

Dr. Ganzouri affirmed the release of 20103 political detainees since February 2011 up till now. He added that of all the 68 detainees currently held, only 48 received sentences, and 8 are pending investigations.

Less than a year since the Tunisian Revolution started: The elected constituent assembly convened on November 22. The President of the Republic was sworn in on December 13. Tomorrow, the President, who belongs to the minority party, will assign Hamadi al-Gibali, who belongs to the majority party, to form a coalition government.
