Cautious Calm Prevails in Tahrir

Tahrir Square and Abd al-Mu’،im Riyad Square, downtown Cairo, have reportedly regained it calm after the before yesterday night incidents.

Clashes occurred before Tuesday night between protesters in Tahrir Square and street

venders.

The clashes resulted in 108 injuries, 82 of them are of the protesters.

Eyewitnesses said the majority of the attackers were not street venders, but people who allegedly wanted to defame the protestors and tarnish the image of the Tahrir demonstration to find a pretext to evacuate the square.

Spokesman of the ministry of Health Muhammad al-Shirbini said injuries were mainly

caused by birdshot pellets and live shots. Petrol bottles were also used in clashes.

Egypt Votes

Elections Preliminary results occupied wide spaces in Egyptian newspapers. A general

Islamist dominance seems so close to the mark. The first stage of the elections to the People’s Assembly (the Lower House of Parliament) was held in nine governorates: Cairo, Alexandria, Fayyoum, Kafr al-Shaykh, the Red Sea, Assyout, Luxor, Damietta and Port Sa،id. Muslim Brotherhood’s Freedom and Justice comes first, Salafi al-Nour second and the Egyptian Bloc “seeking the third position,” al-Ahram headlined.

Freedom and Justice is leading in seven governorates out of nine, followed by Salafi al-Nour then the Egyptian Bloc. Runoff voting is expected for many individual seats. The vast majority of the revolution list is absent.

In the fourth constituency in Cairo a runoff voting is expected between former MP

Mustafa Bakri and former State Security Officer Ahmad al-Darawi for the brackets seat. Ramadan Umar Ali of the Freedom and Justice won the workers seat.

At the Eighth constituency runoff voting is expected for the Freedom and Justice’s Jamal

Hanfi and independent candidate Khalid Farouq. There are also indicators suggesting a runoff voting for candidates to the workers’ seat.

The Egyptian Bloc leads in Heliopolis and Qasr al-Nil constituencies.

Islamist parties are also leading in Damietta. In Luxor Freedom and Justice slates come first with 118387 votes, followed by al-Nour

Party with 50652 votes and the Egyptian Bloc comes third with 41559, then al-Wafd with 35523 followed by the Freedom Party with 25279 before al-Wasat al-Jadid who got 10009 votes then Justice and New Egypt Party with 8270 votes then al-Ghadwith 7494 votes, then Hurras

Al-Thawrah with 5895, then the Reform and Development with 5723 votes and finally the Conservatives Party with 3296. Meanwhile, 25 thousand votes were invalidated because of voting violations (al-Ahram gave no further details).

In Kafr al-Shaykh Islamist parties prevails through the Muslim Brotherhood,s Freedom

and Justice and Salafis represented by al-Nour Party. In Alexandria Salafis won over the Muslim Brotherhood’s Freedom and Justice in many constituencies.

Al-Ahram’s Husam Zayid reported that 11 judges and three employees were injured and one member of a vote count committee died in the nine governorates. Sayyid Halim Ata Allah died during the vote counting process in Asyut.

The Final results of the first stage of the elections were expected to be declared today. However, Yusri Abd al-Karim, vice president of the High Commission of High Elections Commission announced that the result could not be declared because of the delay of three diplomatic portfolios. The high turnout caused a delay in vote counting in Saudi Arabia, Kuwait and the United Arab Emirates.

Yusri asserted that HEC was not concerned with any unofficial results and it was not

supporting any party at the expense of the others. The Final results are expected to be declared today in a press conference held by Abd al-

Mu’izz Ibrahim, head of the High Judicial Electoral Commission.

The Azhar Grand Imam Intermediates

The Azhar Grand Imam Ahmad al-Tayyib offered to play the role of a mediator between SCAF and the Revolution Youth Coalition who is staging a sit-in in Tahrir Square.

The Grand Imam received a delegation from the Revolution Youth Coalition.

The delegation was headed by Dr. Saif al-Din Abd al-Fattah and Judge Muhammad Fu’ad.

Dr. Abd al-Fattah said the delegation visit was based on the Grand Imam earlier

initiative to send a messenger to address the protesters. Dr. Abd al-Fattah expressed their trust in the Grand Imam to deliver the message

honestly to SCAF.

The Tahrir Sniper in Jail

Lieutenant Muhammad Subhi al-Shinnawi, known as the “eyes sniper,” turned himself in to the police.

Lawyer Jamil Sa،id the suspect defender denied what had been rumored about the

suspect escape outside Egypt. A Youtube video showing al-Shinnawi shooting at a demonstrator in Muhammad

Mahmoud Street which outraged the Egyptian community.

Many calls to arrest and punish him were spread on the Internet.

Al-Shunnawi was wanted by the Attorney General and will be tried for killing demonstrators.

SCAF Meets Political Forces Again

Lieutenant General Sami Anan, Chief of Staff of the Egyptian Armed Forces, held a meeting, along with other SCAF members, with a group of political and national forces to discuss solutions for the ongoing political crisis in addition to discussing the preliminary results of the first phase of parliamentary elections.

The meeting tackled mainly the framework of the Advisory Board proposed for the

new government. An informed source told Al-Masry Al-Youm that it will include 50 political figures belonging to various political backgrounds to assist El-Ganzouri’s government. Five potential presidential candidates refused to join this board.

Violence continued to characterize the scene in Tahrir Square but this time clashes

erupted between protesters and groups of street vendors for over 6 hours on Tuesday night. They began when protesters demanded some of the street vendors in Tahrir to leave

due to their suspicious and immoral behavior. Street vendors refused and collected a group of thugs and attacked protesters, using guns and Molotov Cocktails. Ministry of Health announced that the number of protesters injured during these clashes went up to 108.

Meanwhile, 23 political movements and groups called for protests and a memorial

march next Friday under the title “Paying Respect to Martyrs of Mohamed Mahmoud Battle.”

Case Filed against MOI Teargas Imports

A shipment of teargas that arrived through Al-Adabiya Port has caused anger among the people of Suez who threatened to organize protests against the MOI anti-riot imports.

The Egyptian Council for Economic and Political Rights filed a lawsuit to demand a

trial for those responsible for importing the teargas shipment and a court order that prevents the MOI from using them against protesters.

The 7-ton shipment has already arrived and another 21-ton shipment is expected to

arrive. Customs employees underwent interrogationsover their refusal to receive the teargas

shipment.

HEC Chairman:Election Results to be Officially Announced Today

Chairman of the Higher Elections Commission (HEC) Abdel-Moez Ibrahim told a press conference the results of single-member constituencies will be announced on Thursday.

Cairo Airport received 27 diplomatic pouches containing the ballots of Egyptian expatriates, who voted in the first phase of the parliamentary elections. Due to excessive work and effort, a ballot station representative in Asyut passed away during vote counting. Following a visit to Cairo on an election-observing mission, US Congressman David Dreier hailed the high turnout observed in the polls.

The Muslim Brotherhood’s Freedom and Justice Party (FJP) has dominated the first phase of the election amid expectations that would take over 45% of the seats. After counting 15% of ballot stations in the nine governorates:

The FJP got 45% of the votes, the Egyptian Bloc (20%), the Islamic Coalition, led by Salafist Al-Nour Party (20%) and Al-Wafd Party (5%).

Counting in Cairo’s first constituency resumed after an 11-hour hiatus as the military police secured the location after the citizens gathered in masses outside. Egyptian embassies abroad finished counting the votes of expatriates and submitted the results to the HEC, Foreign Ministry spokesman Amr Roshdi said.

The One World Foundation for Development and Civil Society Care, one of the NGOs observing the elections, reported a number of violations during the elections and limited violent altercations. Turkish Prime Minister Recep Tayyip Erdogan hailed the Egyptian elections, calling them an “important and huge step forward.” President of the Central Agency for Public Mobilization and Statistics (CAPMAS) Abu-Bakr el-Gendi said the turnout in the first phase of the elections was beyond the expectations.

He expected the overall turnout in the elections to reach 85%.

A survey conducted by the Misr University for Science and Technology on 1,500 citizens in 10 governorates showed that:

49.5% will vote for the FJP. 10.7% will vote for Salafist parties. 9.3% for Al-Wafd Party. 6.9% for the Justice Party. 3.8% for the Egypt National Party.

The Carter Center commended the electoral atmosphere in the Red Sea governorate.

New Anti-SCAF Protests on Friday

A number of political powers called for holding a million-people rally under the theme “Friday of Escalation” against the SCAF, urging the Army to return to its barracks.

The protests will also express rejection of the Kamal el-Ganzouri government.

Cairo Airport authorities deported a German national for inciting protesters in Tahrir

Square during the bloody incidents that occurred outside the Interior Ministry HQ in Downtown’s Mohamed Mahmoud Square.

The Health Ministry announced that 108 were injured during the altercations that occurred two days in Tahrir Square between protesters and street vendors.

A state of cautious calm prevailed in Tahrir after the protesters kicked out thugs,

beggars and vendors from the iconic square.

PM: New Government to Be Announced Within 48 Hours

Appointed Prime Minister, Kamal El-Ganzouri, announces the new government within 48 hours.

He stated that the new ministerial portfolio will include new ministries. He plans on forming a ministry for therapeutic affairs. There will also be a Ministry of

Supply and Home Trade in addition to the Ministry of Youth Affairs and Sports. The Ministry of Civil Aviation will be headed by a civilian not a military minister as he

said. Kamal El-Ganzouri, in a press conference, stated that he asked 5 presidential candidates

whom he did not name- to join the government but they all refused. He is still considering whether to appoint vice prime ministers or not. He meets candidates for ministerial portfolios, today. He promised to make the Ministry of Social Affairs and Insurance a separate ministry

again.

Phase One Estimates: FJP Leads the Polls

Vote count in the nine governorates of the first phase started yesterday.

Preliminary results showed that in 6 governorates FJP and Salafi Parties head the polls, followed by the Egyptian Bloc, a coalition of liberal parties. HEC Head, Abd El-Moez Ibrahim, stated that the final results of the first elections stage will be announced in a press conference on Thursday evening, instead of Wednesday.

Judge overseeing the count in North Cairo’s first constituency decided to cancel the process marred by chaos and violations. Later, he resumed the vote. Preliminary results in South Cairo’s 9th constituency show FJP leading the polls with 41%, followed by Al-Nour and the Egyptian Bloc. Wafd Party is out of the competition.

Mohamed Morsy, FJP head, stated that the success of the first phase was the people excluding former NDPs.

Mohamed Badei, supreme guide of the Muslim Brotherhood, stated that the people

voted for democracy in the elections, after preliminary indicators showed that FJP is heading the polls.

Judges’ Club Chairman, Ahmed El-Zend, calls on SCAF to issue a writ to allow vote

counting in substations instead of transferring them to the main stations which opens the door to rigging.

The Supreme Council’s Administrative Court rejected two lawsuits calling for the cancellation of the first phase elections; due to violations of including the religion check beside candidate names.

Washington Post commented on the elections scene in Egypt saying that the biggest winner from the peaceful elections is SCAF as it avoided a new revolution.

In Cairo’s first single-seat constituency, FJP’s bracket candidate is leading, followed by

the Egyptian Bloc’s, then Al-Nour. FJP’s laborers candidate comes also on top. The Muslim Brotherhood issued a statement confirming that the preliminary results

show that their candidates are heading the polls in the first phase of the parliamentary elections.

Essam Sharaf, caretaker government head, announced that 70% of Egyptian expatriates

participated in the elections, adding that 100 embassies already sent their vote counts. Democratic Front candidate in Kafr El-Sheikh, Abd El-Razek El-Kilany, accused MB of ballot stuffing.

Observers of Sharek wa Raqib, translating as participate and observe, Campaign detected more than one incident of violation in different constituencies where MB and Al-Nour supporters entered the stations with votes. They also said that Wafd and Democratic Peace parties offered bribes.

Shehab Human Rights Center observed that 5 ballot boxes went missing in Alexandria.

Preliminary results in Alexandria show that FJP heads the polls in multi-member

constituencies and single-member constituencies as well, followed by Egyptian Bloc and Revolution Continues candidates.

In Asyut, the Egyptian Bloc is a close second to FJP in the first constituency.

The Administrative Court in Cairo cancelled the first phase of the elections in Asyut, after proving there were major violations. However, the Supreme Administrative Court has not yet received any contestations to this ruling.

Election Results in Port Said will be postponed till expatriates’ votes are received through international mail.

In Luxor, Islamists are leading the polls in all constituencies.

Over 500 women in Luxor staged a march, yesterday, protesting inability to vote. Vote recount in Luxor after discovering that a member of vote count committee stuffed votes.

Tahrir Clashes Leave 79 Injured

Yesterday’s clashes in Tahrir between protestors and street vendors left 79 injured; 7 of

whom were injured by birdshot pellets. Ministry of Health announced that the injuries resulted from birdshot pellets or rock

hurling. Thousands arrived to Tahrir in solidarity with protestors after hearing about the clashes.

Skirmishes started two days ago after protestors tried to clear the area of street vendors, who brought in thugs and hurled stones and fire balls back.

Security sources assured that there was no police presence in the square during the clashes. All police forces were concentrated around Interior Ministry, and in locations to secure constituencies.

Revolution Youth Coalition accused the Ministry of Interior of standing behind the

events. They accused the Ministry of planting thugs in the square in an attempt to defame protestors.

MB Won First Round of Elections, Salafis are still Competing

After 82 years of conflict with political regimes, the Muslim Brotherhood seems very close to achieving their long-awaited dream. Preliminary results of the first phase of parliamentary elections reveal that Islamists, Freedom and Justice Party and Al-Nour Salafi Party, are gaining the majority of votes. The major bloc of votes for the Muslim Brotherhood’s party came from rural areas and villages outside Cairo, whereas most of the votes liberal parties received belonged to middle classes.

The newly-established Egyptian Bloc competed heavily with FJP and Al-Nour Party

and was able to gain a good amount of votes. Also, the Revolution Continues Alliance succeeded to gain some of the votes, in addition to independent candidates of the revolution who won or came close to victory. However, NDP former members and Mubarak’s artificial opposition parties came last.

The Muslim Brotherhood seeks to form the new government, based on the majority

they obtained during the first phase of elections, and they said they expect similar results during the second and third phases. “The parliament has the right to withdraw confidence from the government if it was not able to achieve the demands of the people. Forming the government will remain an issue of negotiations between SCAF and Islamist parties after parliamentary elections are complete,” said Helmi Al-Gazzar, secretary general of FJP in Giza.

The Egyptian Bloc said in a statement that they are glad of the votes they were able to

gain during the first phase of the elections. They said that this indicates that they are moving towards becoming a solid bloc competing in parliament. “Despite of the many violations made by our opponents, our will remains strong to run for parliamentary elections and win,” said Dr. Hani Serag Al-Din, a member of the board of directors of the Free Egyptians Party.

Tahrir Protesters Call on People to Return to the Square

Protesters now bear the responsibility of protecting Tahrir Square from SCAF’s army

and police forces and from street vendors and thugs. As soon as ballot boxes were sealed and transferred, a group of street vendors and thugs started attacking Tahrir protesters causing injuries to 108 of them.

Clashes occurred when a group responsible for maintaining order in the square asked

street vendors to leave due to their improper or criminal behavior. Some of them refused to leave and quarreled with protesters. Moments after that, a group of street vendors came along with thugs and attacked protesters, using weapons.

Following these clashes, protesters continued their two sit-ins in Tahrir Square and in

front of cabinet headquarters and declared their intentions to continue until the revolution’s demands are achieved. They called for another protest next Friday to honor the memory of the martyrs who died in Mohamed Mahmoud St. during clashes with security forces.

Anan Negotiates with Political Powers Formation of Advisory Council

Chief of Staff of the Armed Forces Lieutenant General Sami Anan met a number of

political powers representatives and presidential candidates for consultations on the “advisory council.”

The advisory council will be established to play a mediatory role between the SCAF, government and people.

The meeting took up mechanisms to for setting up the council and its composition.

Muslim Brotherhood Beating the Drums of Victory

Preliminary results of the first phase of the parliamentary elections show the dominance of

the Muslim Brotherhood’s Freedom and Justice Party (FJP).

In Cairo, the FJP received 43% of the votes, followed by Salafist Al-Nour Party and the Egyptian Bloc.

In Kafr El-Sheikh, the FJP won 30% of the votes in the second constituency. In the Red Sea, the Democratic Alliance for Egypt garnered 40,000 votes, followed by the

Egyptian Bloc (19,000), the Egyptian Citizen Party (16,000) and Al-Wafd Party (11,000). The competition in Damietta was mainly between the FJP and Al-Nour Party. In Fayoum, the Democratic Alliance for Egypt got the lion share of the votes (about

200,000), Al-Nour Party (130,000), the Freedom Party (26,000), the Revolution Continues Coalition (22,000), Al-Wasat Party (18,000), Al-Wafd Party (16,000), the Reform and Development Party (12,000) and the Egypt Bloc (nearly 10,000).

Luxor: The Democratic Alliance for Egypt (118,000), Al-Nour Party (50,000), the

Egyptian Bloc (41,000), Al-Wafd Party (35,000) and the Freedom Party (25,000).

Port Said: The FJP came first, followed by Al-Nour Party and Al-Wafd Party.

The operations room of the Local Development Ministry said it did not receive any complaints about vote-rigging incidents in the nine governorates, where the first stage of the parliamentary elections took place.

Judicial sources at the State Council said elections in four constituencies in Cairo and Assuit

could be nullified.

The move could take place after the Higher Elections Commission (HEC) did not enforce a ruling issued by the Administrative Court to include the Democratic Peace Party in candidate lists in Cairo’s second and third constituencies.

The HEC also neglected a court ruling not to change the attributes of two candidates in

Asyut from “brackets” to “farmers,” sources said.

Western newspapers shed light on the elections in Egypt:

The Washington Post said Egypt’s ruling generals can ‘pretend’ that the political process in the country is on the right track after they were accused of undermining the democratic transition in the country.

The Los Angeles Times considered the Egyptian elections with a positive and a negative

side. SCAF seems persistent to hold on power even after a new president and parliament are elected, the paper said.

Le Figaro reported that despite the general credible atmosphere of the elections, some

vote rigging incidents could have occurred due to the police’s laxity. Le Monde highlighted Israeli concerns over the MB victory in the elections.

US Congressman David Dreier told Al-Shorouk he did not expected the elections in Egypt to go that smoothly and credibly.

Calm Back in Tahrir

Calm was restored in Tahrir Square, a day after clashes erupted between protesters and street vendors.

Clashes broke out when protesters tried to kick out the vendors from the square. The

vendors responded with firearms, gas cylinders and Molotov cocktails, injuring 80 people.

About 23 political movements and groups called for staging a million-people protest on Friday to pay homage to the 43 people who were killed in recent bloody clashes outside the Interior Ministry and Cabinet premises last week.

Among the movements that signed the statement were the Socialist Popular Alliance

Party, the Egyptian Social Democratic Party, the Democratic Labor Party, the Revolution Youth Coalition, the Baradei Support Campaign and the Maspero Youth Union.

Ahmed Badawi, one of the protesters who were severely injured in clashes outside the

Interior Ministry on November 19, passed away on Wednesday.

His death raises the death toll of the incidents to 41. He died of gunshot wounds.

A delegation of the Revolution Youth Coalition met Al-Azhar Grand Imam Ahmed el-Tayyeb, seeking Al-Azhar’s mediation between the Tahrir protesters and the government.

Cairo Airport authorities detained an Australian passenger over possession of a large collection of audio and visual recordings of the Tahrir Square incidents.

27 Egyptians Voted in Israel

Preliminary results of the expatriate Egyptians votes showed that 27 Egyptians, out of the 55 registered in the Egyptian Embassy in Israel, vote.

Egyptians in Saudi Arabia were the biggest in number with 35 thousand voters. Kuwait came second with 26 thousand casted ballots. UAE came third with 12 thousand votes.

Mass Demonstration on Friday

23 political movements and parties in Egypt called for a mass demonstration on Friday in Tahrir Square.

The demonstration will be honoring the martyrs who fell during the post-Mubarak era

in general and latest clashes in Tahrir and Muhammad Mahmoud Street. The Demonstration is called “Friday of the Regained Dignity.” Potential presidential candidate Amr Mussa expressed his support of the demonstration,

valuing people’s right to peaceful demonstrations. On the other hand, the “Public Campaign to Support the Field Marshal as President” called for a mass demonstration in Abasyyah to celebrate the success of the first phase of the elections and to confirm their support of Kamal al-Ganzouri, the Prime Minister-designate.

Al-Yom al-Sabe، reported on the preliminary results of the first stage of elections to the People’s Assembly.

It referred to the big success of the Islamist parties in the first phase. The Muslim

Brotherhood’s Freedom and Justice is leading and Salafi al-Nour and the Egyptian Bloc follow while al-Wafd party seems to be deteriorating.

Al-Yom al-Sabe، highlighted the problems encountered during the vote count. Some

Preliminary First Phase Results

HEC Head, Abd El-Moez Ibrahim, announces today in a press conference the final results of the first phase of the parliamentary elections.

He will announce results of single-member constituencies; winners, runoffs- and multi-

member constituencies as well. In multi-member constituencies, they will announce the number of votes each slate got.

He affirmed that the elections will not be cancelled in Shubra constituency in Cairo. The Foreign Ministry confirmed that they have received most results of expatriates’

votes through diplomatic portfolios except those in Emirates, Kuwait, and Saudi Arabia. For a candidate to win in a single-member constituency, he must receive 50% of the

votes+1, otherwise he will conduct runoff elections. Runoffs of the first phase will be held next Monday. The Judge of the Vote Counting Committee in Cairo’s first constituency announced on

Wednesday that the elections will be cancelled. HEC Head, Abd El-Moez Ibrahim, revoked his ruling and announced that the elections

will not be cancelled under any circumstances.

Preliminary results show the FJP won in all 9 governorates with 35-45% of the votes, followed by the Egyptian Bloc and Al-Nour Salafi party.

George Isaac, human rights activist, lost the individuals seat in front of Akram El-Shaer

in Port Said. Estimates show that Amr Hamzawy won in Heliopolis’s single-member constituency. In Kafr El-Sheik, Al-Nour heads the polls followed by FJP, in preliminary results. In the Red Sea, estimates show FJP heading the polls with 35% followed by the Egyptian

Bloc with 16%. Results in Port Said will be postponed until they receive the results of expatriates’

voting. Final indicators in Asyut, show that FJP won 7 seats out of 16 seats , Al-Nour 6 seats and

the Egyptian Bloc 2 seats. Wafd, Nour and Egyptian Bloc are still competing over the last seat. In Alexandria, FJP won 45% of the votes, followed by Al-Nour and The Revolution

Continues, after counting 75% of the votes. Most political parties are content after hearing the preliminary results, except Wafd

party whose head admitted losing in the first phase. FJP stated that they consider the elections a success, adding that the negativities did not

exceed 1%. The Egyptian Bloc said that Islamists committed numerous violations. However, that

did not affect the fairness of the elections. International newspapers commented on the elections scene in Egypt: New York Times: Islamists agreed to the constitutional amendments that they now reject

after being sure of winning the elections. Daily Telegraph: The events in Tahrir did not affect the voting process or the vote count.

MB Statement on the Start of the First Phase of Parliamentary Elections

To the great people of Egypt, We chose to address you before the election results are announced, to offer you our sincere thanks and appreciation. This huge turnout, unprecedented in the entire history of Egypt, is simply fascinating. As we offer you this sincere gratitude, we praise the unique and tremendously civilized performance in the high turnout to the ballots as witnessed by the whole world. Regardless of the results, we respect your will and accept your choice. These are the basics of the democracy we call for and abide by. The scene, with all those huge crowds of patriotic citizens marching into the polling stations, yesterday and today, has great significance: That the Egyptian people are not a negative, submissive nation, as described by the unscrupulous, but positive free aware and generous people. That the people triumphed in the January 25 revolution, broke the fear barrier, and made sacrifices of precious lives and blood. That the decision to hold elections on time was the right decision. That is what we always called for.

Whilst we express our happiness for this great democratic event, we feel great sorrow for the unfair media campaigns that targeted us before and during the elections. We believe those will not simply stop after the elections. A few days ago, the influential "Foreign Policy"

described the situation as an agitated political eruption in the Egyptian media against the Muslim Brotherhood.

The election results we received, after the completion of vote counting in most polling stations indicate that the Freedom and Justice Party (FJP) is leading with more than 40%, followed by Al-Nour party, then the Egyptian Bloc, followed by Al-Wasat and Al-Wafd parties.

Sorting operations have already been completed in the second constituency of Kafr El-

Sheikh, based in Desouk. Results there show that the FJP has won 92,750 votes out of 301,139 total votes i.e. 30.79%, followed by Al-Nour 67,641 votes i.e. 22.46%, then the Al-Wafd 46,540 votes i.e. 15.45%. However, the end result will be postponed until ballots of Egyptians abroad are added.

For ‘individual’ seats, semi-final results suggest wins for Dr. Akram Al-Sha’er (Port Said), Samir Khashaba (Asyut) and Essam Mokhtar (Nasr City - Cairo). Estimates indicate that leading candidates are Ramadan Omar (Helwan - Cairo), Yousri Bayoumi (Misr Alqadima - Cairo), Mustafa Mohamed, Saber Abu Fotouh and Mohammadi Sayed Ahmed (Alexandria). A number of our candidates are likely to partake in several governorates’ run-off elections.

The above figures and indicators reflect that the future of Egypt is not confined to a certain party or political current.

Vote counting started on Tuesday evening for the first phase in Egypt’s parliamentary

elections 2011. Right from the beginning, and until now, preliminary results show that the Freedom and Justice Party (FJP) is the biggest winner so far, followed by Al-Nour party and then the Egyptian Bloc.

Preliminary results also indicate popular exclusion of the remnants of the defunct National Democratic Party, both those who fought these elections on the ballots of political parties established after the revolution, or those who joined already established parties.

Fayoum Governorate occupies first place in the proportion of voting for the FJP, followed by the Red Sea Governorate, then Cairo and Assiut. Meanwhile, there is much competition between the FJP and Al-Nour party in Alexandria and Kafr El-Sheikh governorates. As for ‘individual’ seats, estimates are that a number of FJP candidates are winning the race in nine governorates. In the Helwan constituency, (Omar Ramadan) is leading the race, while in Hadayek Al-Qubba (Amr Zaki) is ahead, (Issam Mukhtar) in Nasr City, (Dr. Akram Al-Sha’er) in Port Said, (Mustafa Muhammad) in Montaza, (Mohammadi Syed Ahmad) in Al-Raml, and (Samir Khashaba) in Asyut.

Transfer of ballot boxes witnessed several violations, some of which were contained and resolved immediately, while others are still to be addressed. Violations and offenses included:

** Vote counting was stopped in Cairo’s first constituency, after confusion led the polling station director to stop the count and threaten to stop the election in the constituency.

** In Cairo’s fourth constituency, specifically in the ballot sorting centre at Tora Cement Club, our representatives observed some irregularities in the counting process and the places allocated for it. The General Committee was informed of this, especially as members of staff took charge of the sorting process in the absence of a number of judges.

The police sniper, accused of injuring dozens of protesters by aiming directly at their
