Ganzouri: Security Is Our Top Priority
Egyptian Prime Minister Kamal el-Ganzouri held his first cabinet meeting, in which he discussed the government’s plans for securing the coming election phases.
He also said that no action could be taken without security. He plans on restoring security to the Egyptian streets to confront criminals and outlaws. “Violence, verbal or physical will not be used against protesters and no tear gas will be shot,” added Kamal El-Ganzouri.

Ministerial Cabinet Sit-In Continues
Protestors in Tahrir moved their sit-in to the ministerial cabinet headquarters in Kasr El-Einy Street. They warned against any attempt to use violence in dispersing their sit-in.
Representatives of political forces inside the sit-in stated vowed to continue their sit-in
until El-Ganzouri’s government leaves. They consider their sit-in a statement against Kamal El-Ganzouri’s government and his
interior Minister, Mohamed Ibrahim. Protestors threatened to escalate if their demands are not met. Similar news was reported in Masry youm page 4, 6 + the sit-in prevented PM Kamal El-
Ganzouri from entering his office. He was forced to hold his meetings in The Ministry of Planning in Nasr City

El-Mulla: Armed Forces Budget Remains Autonomous
Supreme Council of the Armed Forces (SCAF) member Major General Mokhtar El-Mulla
asserted that the budget of the Armed Forces will remain autonomous from parliamentary oversight.
El-Mulla said that the People’s Assembly will not fully represent the Egyptian people. Thus, the new parliament will appoint 100 members for the Constituent Assembly that
will draft a fresh constitution. Assembly members must also be approved by the interim cabinet and the newly created “Advisory Council.”
The civilian Advisory Council is designed to set the criteria for choosing Constituent

Second Election Phase
The HJEC has started its preparations for the second phase of the elections. The commission has decided to increase the number of judges supervising the elections
and reconsider the locations of polling stations. Egyptian embassies and consulates abroad started receiving the ballot papers of 105,000
expatriates who have the right to vote in the second election phase.

New Interior Minister
Egypt’s new Interior Minister, Mohamed Ibrahim, on Thursday pledged not to use violence or tear gas to disperse sit-ins or demonstrations, confirming that the police’s main role is to provide security for citizens.
Ibrahim confirmed that he would work to restore security by increasing the presence of
security personnel. In a meeting with his aides, Ibrahim affirmed the importance of discussions with

Al-Khodairy: Voters’ Choice Must Be Respected
Former president of the Alexandria Judges Club, Mahmoud Al-Khodairy, who won the
brackets seat of Alexandria's second district, maintained that the winning party does not have the right to form the government according to the constitutional declaration.
Commenting on the domination of the Islamic currents on election results so far, he said
“this is the people’s choice which must be respected, adding, our country will never be anything but a civilian state.”

Bakri Responds To Forgery Accusations
Mostafa Bakri testified yesterday before the Cairo’s prosecutor to defend himself against an accusation claiming that he forged the elections. His accuser presented a report from the HEC’s website with the vote count showing that Bakri lost.
Bakri denied all accusations saying the HEC does not post results on its website calling
the report a defamation attempt.

Moussa: A Presidential Regime Is Better
In a public conference, presidential hopeful, Amr Moussa urged all political forces to respect election results.
He maintained that a presidential regime is more suitable to run the country now than a
parliamentary regime, especially after limiting a president’s authorities. As part of his publicity campaign, Amr Moussa carried a tour in Ain Shams where he
prayed in a mosque, delivered a speech in a church and visited an association for the deaf-mute there.

FJP Withdraws From SCAF’s Advisory Council
Dr. Mohamed Saad Katatni, FJP Secretary General, stressed that the party has made a decision to withdraw from SCAF's Advisory Council, saying “Our initial decision to participate in the Council was based on the understanding that it is an advisory body to assist (SCAF) in the management of public affairs during the transitional period.”
Later it became obvious that the Advisory Council’s tasks are “a derogation of the legislative institution and interference in the preparation of the Constituent Assembly.” he added.

Lawsuit to Enable Alaa Abd El-Fattah to Vote
The Egyptian Center for Social and Economic Rights filed a lawsuit to demand that detained activist and blogger Alaa Abd El Fattah be permitted to cast his vote in the second phase of the parliamentary elections.
“The accused is innocent until proven guilty, until the investigation is concluded and a
sentence is issued, the detainee must be allowed access to all his political rights,” said the center’s statement.

The Muslim Brotherhood: No Clash with SCAF and no Alliance with Salafis
The sweeping victory of the Muslim Brotherhood’s Freedom and Justice in the first phase of the parliamentary elections has scared many people.
Rumors spread about banning wines, imposing Islamic dress code and injustice towards minorities.
Al-Ahram interviewed Dr. Saad al-Katatni, secretary general of the Freedom and Justice Party (FJP) who denied the rumors, describing the fears to be created and promoted in the media by an “elite,” but the society is calm and reassured.
In the interview al-Katatni says that “some” people want to tarnish the image of the Muslim Brotherhood by spreading rumors.
There have also been fears that the rule of the Muslim Brotherhood might shed a bad light on tourism in Egypt because of alleged restrictions on freedom.
Al-Katatni, however, argues that the Muslim Brotherhood realizes the importance of tourism industry in Egypt. He is aware of the fact that tourism is one of the main sources of the Egyptian national income and hundreds of thousands of people make their livings from tourism. He believes that any serious party would imply plans to improve tourism in Egypt.
He asserts that the Muslim Brotherhood would never impose Islamic dress code neither on Muslims nor on Christian women.
As for Copts, al-Katatni says that they are “our partners in our country and their rights are guaranteed by the Islamic Law.

Speaking about politics and the relationship with the Supreme Council of Armed Forces, al-Katatni does not expect any clash with SCAF but in one case; if SCAF retained its grip on power and the revolution goals were threatened of abortion.
Answering a question about the Muslim Brotherhood’s possible alliance with Salafists, al-Katatni asserts that the Muslim Brotherhood looks for alliances of wider range with all political parties and players. “We do not like and do not want ideological alliances,” al-Katatni said.
Furthermore, the Muslim Brotherhood will not be against a woman or a Coptic president if it is according to people’s will.
With regards to other Muslim minorities, al-Katatni says that freedom of belief is granted to everybody. However, he believes that some beliefs like Bahaism and the Ahmadiyya should be curbed. He also believes that the Egyptian society is not a fertile soil for the Shiite school; “for Egypt is a Sunni nation and will never be Shiite,” he says.
The Freedom and Justice believes in friendly relations with all the nations of the region and the world.
Al-Katatni also believes that Egypt should respect all the international accord it has signed with periodical revisions of the accords to guarantee the interests of all parties. He referred to the necessity to reconsider the unfair gas exportation treaty with Israel.

Abu Ismael: Tarnishing the Image of Islamists
Shaykh Hazem Abu Ismael, Islamist potential presidential candidate asserted that the circulating rumors about Islamists alleged intentions to establish a tyrannical rule, eliminate tourism and impose jizya (a per capita tax) on Copts were mere distortion to defame Islamists.
In a press conference Abu Ismael said that if he succeeded in the presidential elections he would not impose restrictions on people.
Abu Ismael added that after the January 25 revolution people granted the freedom of expression and this is something that should be protected and maintained.

Tourism-workers Demonstrate
Thousands of workers in tourism demonstrated yesterday in al-Rimayah square calling to secure the tourism industry that has been badly affected since the 25 January Revolution.
Minister of Tourism in the salvations government Munir Fakhri Abd al-Nour backed the demonstrators in the square and asserted that Egypt tourism would recover soon.
Abd al-Nour reassured the demonstrators asserting that Egypt would keep its openness and tourism would recover soon.

Abu al-Futouh: the Constitutional Declaration will be the Parliament’s not SCAF’s
Responsibility
Potential Presidential Candidate Abd al-Munim Abu al-Futouh said the Supreme Council of Armed Forces should not interfere in the drafting of the new Constitution.
Abu al-Foutouh said that the new constitution was the responsibility of the coming Parliament and SCAF’s ideas were welcome as far as they were not imposed.

SCAF Meets Political Forces to Discuss Advisory Council
Sami Anan, vice president of the Supreme Council of the Armed Forces (SCAF), met on
Thursday with a number of personalities from various political forces and revolutionary youth coalitions to discuss the Advisory Council.
The council would be comprised of 30 members, including Coptic business tycoon
Naguib Sawiris, Islamist presidential candidate Selim al-Awa, Presidential hopeful Amr Moussa, legal expert Ahmed Kamal Abul Magd, in addition to the heads of several political parties.
The council might later be turned into a national defense council with military personnel
as members, in which case it would be able to “make important decisions.” The council is meeting on Sunday to elect a chairman and deputies. Similar news was repeated in Akhbar (p.10)

New Alliance between Liberal Parties
To confront the continuous rise of Islamic parties in the elections, The Egyptian Bloc has
agreed with a number of liberal parties and the (Revolution Continues Alliance) to coordinate in the upcoming phases of the parliamentary elections and support their candidates on individual seats.
They held a meeting on Wednesday in which they agreed to support the candidates who
stand for a modern civilian state. They plan to include all parties in a united list to face the domination of Islamic currents.

Washington: We No Longer Export Tear Gas to Egypt
An Amnesty International report issued Wednesday called on the US to halt the export of tear gas canisters to Egypt, and make sure that no form of US weaponry is used in killing protesters in Egypt.
Amnesty International has information about three recent shipments of arms to Egypt
by Combined Systems, a US company, since January. US State Department spokesperson, Mark Toner, has said that there are no current
licenses for exporting tear gas canisters to Egypt, and that the last shipment of canisters took place a week ago.
Toner also said his administration has strongly denounced the violence that took place
during demonstrations in Egypt. “Egyptian security forces must adhere to UN sanctions on the use of force,” said Brian

Democratic Alliance Nominates Candidate to Head Parliament
Informed sources told El-Masry El-Youm that the Democratic Alliance, which is led by
the Muslim Brotherhood’s Freedom and Justice Party (FJP), plans on nominating Judge Mahmoud al-Khodairy, a Democratic Alliance figure who won the professional seat of Alexandria's second district, to head the parliament.
The FJP is considering the nomination of one of its leaders for the post of deputy
speaker, and leaving the second deputy post to other parliamentary forces.

Expat Voting For the Second Phase Starts
Starting Thursday, ballot papers were available on the HEC’s website to enable expatriates from voting in the second phase of the parliamentary elections.

The results of Asyut’s second and third constituencies will not be announced until the Administrative Court hands down its ruling regarding the invalidation of the elections in
both constituencies. In the second phase of the elections, Liberal parties and candidates intend to intensify
their publicity campaign to achieve better results. In Beheira, liberal parties are offering transportation for the voters to the polling
stations. FJP staged their first electoral march for supporting their candidates in Ismailia. In Banha, around 90 candidates compete over the constituency’s individual seats.55

El-Essawi: No One Died In Mohamed Mahmoud
In his first interview after leaving his office, Former Interior Minister, Mansour El-
Essawy, maintained that factional strikes and demonstrations were the reason behind the lack of security.
He said those who were killed in front of police stations were “thieves and thugs,”
doubting that any one has died of tear gas suffocation. “There was no need for purging the National Security Forces, as there was no deviation
to start with,” he added. He stated that no one was killed in Mohamed Mahmoud Street and his forces did not

Presidential Candidates Comment on Islamists Rise in the Elections
Ayman Nour maintained that the coming parliament will be the most powerful and
closest to represent the Egyptian street. It will preserve diversity despite all fears, he said. Abd El-Moneim Abul Fotooh said that the worst parliament will be the one dominated
by only one current. Abdullah Al-Ashal attributed FJP results to the fact that people know them through the
services they provide. That is why many –who are not MB members- voted for them, while other parties resorted to publicity only.

In Suez, a publicity war is taking place between Al-Nour Salafi party and FJP. Al-Nour

Burhami: Salafists protected Churches although Christians are non-believers
Salafist leader in Alexandria, Sheik Yasser Burhami said during a conference in Shubra al-Khaimah that the Islamic Law should be applied so that people can feel the value of
God’s rule.
He said “we protected churches during the revolution although we knew they (Christians) were heathen.”
Burhami called on Salfists to discard rigging in the elections and to apply the Islamic Law during the campaigns and the polls where men and women should be separated.

Maspero Events Investigations
The State Supreme Prosecution summoned 24 new suspects in Maspero events that took
place on October 9th and resulted in 27 deaths. Investigations revealed that 15 prominenet political names were found involved in the
events. The prosecution refused to reveal any names. Those figures instigated suspects to attack police and armed forces to incite chaos in the
streets. Security Cameras showed there are 9 more suspects, with criminal records, attacked and
injured police and armed forces.

NHRC: Parliamentary Elections Are Sectarian
Nassar Human Rights Center in Alexandria detected that elections in Egypt’s second
capital was sectarian to a large extent. It stated that 80% of the voting was based on religious principles.
It mentioned that both mosques and churches participated in this; mosques were
divided in to those supporting FJP while the rest supported Al-Nour Salafi Party, churches also distributed lists with candidate names and slates that the church recommends.
The center has also tracked numerous violations especially when it comes to the
publicity. The report issued by NHRC described this elections round as better than its
predecessors but can never be called “impartial.” Similar news was repeated in yom7 (p.4)

Abd El-Moez: Second phase Starts on December 14th
HEC Head, Abd El-Moez Ibrahim announced that the names of candidates proven to have received foreign aid will be revealed before the end of the third elections phase.
The commission urged SCAF to issue a decree that allows vote count in substations.
Otherwise, the vote count will continue in the main stations. The second phase of the elections takes place in 9 governorates: Giza, Bani Sweif,
Menoufia, Sharquia, Ismailia, Suez, Behaira, Souhag and Aswan. The elections will be held on December 14th and 15th, while runoffs will take place on December 20th and 21st .

It Takes al-Ganzouri 15 Minutes to End the Sit-in
Protesters have prevented the newly appointed Prime Minister Kamal al-Ganzouri from accessing the Cabinet headquarters.
Muslim men of religion and popular public figures intervened to end the crisis between the protesters and al-Ganzouri.
Al-Ganzouri said protesters were attacking him without knowing him well.
He said he had to speak about his achievements during the Mubarak mandate when he allegedly suffered with the regime.
Dr. al-Ganzouri reiterated his concern about regaining the security in Egypt.
He said that the government was able to end the sit-in in 15 minutes, but he did not want to hurt any citizen.

Elections Updates
Al-Yom al-Sabee highlighted preparations in the nine governorates for the second phase of the elections.
Political players are trying to find ways to resist the Islamist lead in the elections.
On its front page, al-Yom al-Sabee reported that six different parties and political players coordinated to face Islamists in the second phase.
Al-Yom al-Sabee mentioned coordination between the Egyptian Bloc, the Continuing Revolution, Justice Party, al-Awai and Reform and Development Party were among the players who cooperated against Islamists.
Al-Yom al-Sabee published that 52 candidates in nine governorates were waiting for the alliance support in the second phase of the elections.
Governors of the nine governorates have announced polling stations ready with all the needed administrative documents.
Dr. Mazen al-Sarsawi, the Slafi leader launched a barrage of criticism against liberal players who had shown discontentment at the Islamist lead in the first phase of the election.

FJP: No Talks with US Regarding Egypt-Israel Peace Treaty
Freedom and Justice Party denied claims published in the Israeli newspaper Yedioth
Ahronoth that the Muslim Brotherhood held talks with the US administration regarding the Egyptian-Israeli Peace Treaty.
The Secretary-General of Freedom and Justice Party, Mohamed Saad El-Kataany, stated
Thursday that the Israeli newspaper report was completely false and that no such talks with American or Israeli counterparts on the peace treaty have taken place.
El-Kataany added that the party’s stance is fixed when it comes to international treaties;
the party respects all international treaties as long as they achieve their goals, noting that the parliament has the right to revise any treaty that does not achieve its goals.

1597 Complaints at the National Council for Human Rights
The Elections Support Unit at the National Council for Human Rights (NCHR) called on political parties and candidates to stop their campaigns on Monday and Tuesday. NCHR also denounced any use of religion in the electoral campaigns.
NCHR also called on the High Elections Commission (HEC) to take all measures to avoid the mistakes and errors of the first phase.
The National Council for Human Rights had received 1597 complaints of violations in the first phase of the elections.

Vote for Salafists and Go to Heaven
The Salafist Friday orator at al-Ikhlas Mosque in Kafr al-Dawwar asked the public in the mosque to vote for Salafist al-Nour candidates, asserting that he who votes for Salafists will go to heaven. He orator repeated his demand several times and called on the public to pray for al-Nour Party candidates.
Many people shave however denounced using mosques in electoral campaigns, which is also a violation of the High Elections Commissions regulations.
In a related context other imams and orators in other mosques in Giza and Cairo warned yesterday from the danger of sectarian campaigns in the elections.

Evaluation of the First Phase of Elections
Political analysts and intellectuals commented on the Islamists’ victory in the first phase of the elections.
They attributed the Islamists’ influence to their financial support of poor people in poor districts and the huge funds they get from Gulf countries, in addition to the high level of illiteracy.
The Freedom and Justice success is also mainly because the Muslim Brotherhood was the only well-organized political player after the revolution. Their success, argues Dr. Shawqi al-Sayyid, lecturer of law, is the result of 82 years of political activism.

flag and videos of Egyptians from all political hues chanting “We Are All One Hand”. Now it is quite the opposite, everyone has decided to defend his beliefs by making fun of other political parties or currents. We need to understand that we are all on one ship. Egyptians need to unite again.

The Military Council decides to form an Advisory Council to express its intake on national matters and issues that are important for the public opinion. The Advisory Council includes 30 members.
SCAF has issued a decree for the formation of the Advisory Council and setting its responsibilities and authorities.
The Supreme Council of the Armed Forces (SCAF)
Sami Anan, Armed Forces chief of staff, met a number of political forces to discuss the Advisory Council. He asserted that its main responsibility is to assist SCAF in running the country until the formation of the parliament.
Its priority now is to discuss the draft laws on electing the president and the formation of the Constituent Assembly. The Military Council renews its commitment to the road map of the transitional period that ends on 30/6/2012.

FJP Receives Polish Ambassador in Cairo Friday, December 9
Dr. Essam El-Erian, Deputy Chairman of the Freedom and Justice Party (FJP), met with
Piotr Puchta, Polish ambassador in Cairo. The ambassador stressed that the government of his country is supportive to the
Egyptians' will towards democratic change. He also added that it respects the outcome of the elections and will be working with the upcoming parliament for the best interest of both countries.
El-Erian pointed out that FJP is keen on working with all parties to smoothly get past
this stage. Concerning coalitions, El-Erian stressed that FJP is now part of the Democratic Alliance
for Egypt and has not yet discussed any other potential coalitions with other parties, pointing out that the next constitution will be a responsibility of all Egyptians and the parliament will elect a drafting committee from inside and outside the parliament.
Furthermore, El-Erian expressed his wishes for economic development in Egypt
following the democratic transition and countering corruption while reforming the legislation, which will allow an atmosphere of free competition and provide equal opportunities for all.
Katatny Explains Why FJP Withdrew from SCAF's Advisory Council
Thursday, December 8
Dr. Mohamed Saad Katatni, Secretary-General of the Freedom and Justice Party (FJP) stressed that the party has made a decision to withdraw from SCAF's Advisory Council. “Our initial decision to participate in the Council was based on the understanding that it is to be an advisory body to assist the Supreme Council of the Armed Forces (SCAF) in the management of public affairs during the transitional period, and to give advice and opinion on urgent legislation during this stage and until the completion of parliamentary elections,” he stated.

After participating in the first sessions of discussions and as a result of several press
releases, it transpired that the tasks to be undertaken by the Advisory Council are far beyond what we thought to be its mission, and represent a derogation of the legislative institution and interference in the preparation of the Constituent Assembly which will draft Egypt’s new Constitution. This forced us to withdraw from participation in this Council.
Dr. Katatni added that the FJP believes that the next stage requires respect for the will of
the people and cooperation between all parties and stakeholders, especially between the military and the interim government and the elected parliament, to take Egypt smoothly through the democratic transition period and onto the shores of safety and stability.

During Mohamed Mahmoud clashes, military investigation agents would enter the square and offer protestor’s armed weapons to use in their fight but protestors always refused. However there are some simple-minded protestors in the square agree with them saying that the protests should no longer be peaceful.
A peaceful revolution is any revolution that aims at overthrowing the regime without
resorting to any military techniques. The moment you carry a gun your revolution is no longer peaceful and your revolution might even be called thuggery. If half the nation started a revolution and the other half decided not to join it for whatever reason then they could start a civil war. That is the well-known American plan; if you cannot oppress a revolution turn it into a civil war.
So far, the council has managed to stay in power with the aid of all political forces that
did not join demonstrations. This time, they managed to distract the people from the second wave of the revolution using elections.
However, they are fully aware by now that they are hated. If the people fail to topple
them now they will succeed later, that is why they send their agents to the square to instigate violence among protestors. If protestors use arms, they can apply the martial law and stay in power.
