Updates on the Case of NGOs and Foreign Funds
The Egyptian Judicial Authorities uncovered a plan to divide Egypt and documents that
prove the charges against the suspected NGOs.
In an attempt to contain the situation, US Army Gen. Martin Dempsey, chairman of the
joint chief of staff is to arrive in Cairo within days.
In a press conference held yesterday, Judges Sameh Abu Zaid and Ashraf Ashmawi,
who are in charge of the investigations in the NGOs case, declared that the investigation
committee confiscated detailed maps of Egypt in the headquarters of the American April 7
Organization. There were hand-made lines on the maps dividing Egypt into four parts. There
were also maps of churches’ locations and reports about the locations of the Armed forces in
Ismailiya and Suez. The judges asserted that the decision to uncover the secret bank accounts
and the suspects’ names was taken after thorough investigations and after hearing the
witnesses’ testimonies.
They also declared that all the suspected NGOs had applied for authorizations and their
applications were rejected. However, they illegally started their activities. Al-Ashmawi and Abu
Zaid also declared that the activities of the concerned NGOs were political and not social.
Moreover, their foreign staff had no job permission in Egypt.

The two judges declared that the five American NGOs spent US $ 55 billion in the
period between March and December, 2011, while the two German NGOs spent two million
and six hundred Euros in the same period. The foreign funds donated to the suspected
Egyptian NGOs were US $ 85 million.
The foreign suspects are not allowed to leave Egypt and the names of the nine suspects
who had escaped are listed on the airport watch list.
For the first time to comment on the issue, PM Kamal al-Ganzouri asserted that Egypt
will not surrender under any pressure.

Al-Akhbar also reported on 67 evidences that prove the illegal activities of the suspected NGOs.
On the American side, the US Secretary of State announced having received the related
document s including and the official claim of 100 pages. “Now we have an official claim,”
Victoria Nuland declared.
In what al-Akhbasr’s Ahmad Majdi called “indirect American reaction to the NGO case,” the
American Embassy in Cairo posted a report on NGOs in the United States on its official website.
The report explains how NGOs allegedly function in the United States. The report starts
praising the nongovernmental activities and their important role in the flourishing of
democracy.
On the German side, Safa Nawar and Mustafa Abduh reported on the German Press reactions
to the decision to prevent two German citizens from leaving Egypt. Head of the suspected
German Konrad Adenauer in Egypt and his assistant are on the list of suspects who are
prevented to leave Egypt.
Head of the German Academic Exchange Service [DAAD] declared that the NGOs case would
not affect the cooperation in the field of education.

Mansour Hassan not Sure Yet
Head of the Advisory Council Mansour Hassan said he would decide whether or not to
nominate himself for the presidential elections.
Hassan advised SCAF to supervise a process to release the tension in Port Said and to draw
urgent plans to ensure the security of the people of Port Said.
Mansour also thanked SCAF for the prompt response to the Advisory Council’s
recommendations.

CBE Denies Mubarak Looted $9 Billion
The public funds prosecution received a report from the Central Bank of Egypt (CBE) on
a bank account of a $9 billion credit, alleged to be at the disposal of former president Hosni
Mubarak.
The amount is deposited at the CBE in the name of the Egyptian government, judicial
sources told Al-Masry Al-Yom.
The former president has not withdrawn any funds from the account in question,
sources said.
The Finance Ministry was aware of existence of the bank account but had no supervisory
power over it, the sources noted, adding the money was originally a non-repayable grant
offered by five Arab countries.

Abu-Ismail: SCAF Interferes in Constitution Drafting
The Supreme Council of the Armed Forces (SCAF) is exercising pressure on political
parties, including Islamist ones, to add some articles to the constitution that give privileges to
SCAF, said Presidential candidate Hazem Abul-Ismail.
SCAF is interfering in the constitution to ensure privileges in the final draft, Abu-Ismail
said during an interview aired on Al-Arabiya News channel.

US Embassy Warns National: Don’t Resist Thieves
The US embassy in Cairo warned its nationals of the growing rate of car theft in Egypt.
The embassy advised its nationals not to resist thieves when attempting to steal their
cars.
Car thefts usually take place late or in the early hours of the morning, the embassy said,
adding new cars were the mainly targets for looters.
It also urged US nationals to avoid driving in rural areas, jammed streets and garages.

Barricade No. 9 Built around Interior Ministry
Relative calm reigned over the vicinity of the Interior Ministry premises in Downtown
Cairo after Armed Forces personnel erected the ninth concrete barricade to separate between
security forces and protesters.
Life is gradually getting back to normal in Downtown’s Mansour and Mohamed
Mahmoud streets for the first time since Thursday.
The number of protesters near the Interior Ministry premises has decreased significantly
after the construction of the ‘separation wall’ in addition to the cold weather.
Traffic flow was back in Tahrir on Wednesday evening as protesters continued their sit-
in in the central park of the square. Some altercations took place with the heavy presence of
street vendors.
A number of political powers tried to persuade the protesters to leave the area but all
attempts were in vain.

Tantawi: Egypt is at a Critical Juncture
Lieutenant General Sami Anan, Chief of Staff of the Armed Forces and Deputy Head of
SCAF, held a meeting with Minister of Higher Education Dr. Hussein Mostafa, along with the
head and deans of Helwan University and deans of the faculties of Al-Azhar University, at the
headquarters of the Ministry of Defense.
Anan presented the huge efforts exerted by Armed Forces since the beginning of the
January 25 revolution to preserve the security and stability of the country during this critical
phase. He confirmed that the Armed Forces do not intend to remain in power and will hand
over power to a civilian elected authority according to the timeline set.
Field Marshal Mohamed Hussein Tantawi, Head of the Supreme Council of Armed
Forces, confirmed that Egypt is at a critical juncture. “We must be aware of this. Each of us is
responsible for fulfilling the role he was assigned in order to protect Egypt and its stability,”
Tantawi said.

Al-Azhar’s Grand Imam: Do Not Let our Country Bow Down
Al-Azhar’s Grand Imam Dr. Ahmed Al-Tayyeb called on Egyptians to refrain from
participating in the general strike and fulfill their duties towards their families, work and their
country.
He said that Egypt’s economic conditions are highly unstable due to the revolutionary
events that took place.
He called on Egyptians not to put pressure on the economy of the country by this strike. “There
are those who want our country to bow down and beg for assistance from other countries. Do
not listen to calls for sabotage and disruption of work made by some young people who were
fooled to think this is the right action,” said Al-Tayyeb

Clashes Renewed In Tahrir
Clashes around the Interior Ministry renewed after a state of relative calm that prevailed
following five days of clashes. The number of protestors in the Interior Ministry vicinity
decreased greatly after residents stopped a march heading towards the Ministry.
A number of MPs and revolution movement representatives visited Tahrir and nearby
Streets to make sure CSF had retreated.
Protestors inside Tahrir square chanted against FJP and Nour Salafi Party, who won the
Parliamentary majority, but took no serious steps to achieve the demands of the revolution.

EU Envoy meets PA members
Representatives of the European Union met with PA members from the Foreign
Relations Committee for the first time. The Foreign Relations Committee is headed by Essam El-
Erian.
EU Special Envoy, Bernardino admitted that they made mistakes in their relations with
Egypt, as their relations to some civil society organizations in Egypt contributed to dictatorship
in the country.

Article 28 in the Constitutional Declaration
The distorted constitutional state still poses a problem on the presidential elections.
There are fears that the presidential election results might be deemed unconstitutional for
article 28 in the constitutional declaration states that the decision of the Presidential Election
Commission are final and cannot be contested. This strips presidential candidates from their
legal right to resort to the Judiciary over the results.

El-Ganzouri is Playing Games
SCAF’s attempts to manipulate the people by claiming that the door for candidacy for presidential elections will be opened next month have failed. During a press conference he held yesterday, Prime Minister Dr. Kamal El-Ganzouri said “the regime will remain until June 30 (..) As the ruling authority, the military council insists on the timeline set and will not leave power until June 30.”
El-Ganzouri explained that the political map for the transitional period is clear. The Shoura Council elections will be concluded, then the door for candidacy for presidential elections will be opened on March 10, and at the same time the Constituent Assembly will be formed to draft the constitution.
Referring to the Port Said massacre, El-Ganzouri said that Arab countries and the West do not wish to see Egypt become a strong country, “but Egypt will not bow down and we will pass this crisis.” He considered the success achieved by his government during the past months to be the reason for an indirect attack against the country at this time.

The Prime Minister did not consider security chaos to be one of the reasons for the Port Said massacre, Al-Tahrir journalists wrote. He contradicted himself when he said that Egypt is facing a crisis and praised at the same time his government.
Political experts said El-Ganzouri did not provide solutions for the crises of diesel fuel or propane tankers. They believe he also failed completely to restore security in the country, which is apparent in the increasing rate of armed robberies, kidnapping and killing.
Dr. Hassan Abo Taleb, political expert, said El-Ganzouri is obviously confusing the army and SCAF because “he considers both of them to be one entity which cannot be separated. Thus, he does not understand how the people can demand the overthrow of the military council,” Abo Talib said.
Dr. Yosri Al-Ezbawi, political science researcher, said El-Ganzouri should have been more transparent and talked about the reality of what happened in the MOI and the Port Said clashes. Al-Ezbawi denied that El-Ganzouri’s government was able to achieve anything since he came to power.

MB Supreme Guide: We Will Reach Agreement with Political Forces on Presidential Candidate We Will Support
In an interview with Reuters, the Muslim Brotherhood Supreme Guide Mohamed Badei
said that the organization did not yet determine the presidential candidate they will support.
He said this matter will be decided after the period of registering formally for presidency is
complete.
Badei said the MB support a mixed political regime so that there won’t monopoly of
power by the president or the parliament. “This is the best political regime for us now,” he said.
“The Muslim Brotherhood does not have any presidential candidate and we will wait
until the period set for candidates to register formally for presidential elections is complete,”
Badei said.

Port Said Residents Form Human Shields to Protect Suez Canal
The repercussions of the crisis that followed Al-Masry and Al-Ahly football match are
still clear in the streets of Port Said.
Unknown flyers were disseminated around the city calling on people to occupy the
building of the Suez Canal Authority and prevent ships from passing through the canal. Port
Said residents rushed to protect the building and formed human shields, raising signs that say
“No to Sabotage.. No to Chaos.”
Residents said Port Said is suffering from an economic boycott by other cities since the
bloody catastrophe of the football match. There is a shortage of food supply and other services
in the city.

Troops Back on the Streets
The Egyptian Armed Forces are back on the streets in Egypt.
A military source asserted that Field marshal Hussein Tantawi, head of SCAF had given orders to spread the Army troops again on the streets to protect the vital and public facilities.
The decision was also in the frame of preparations to face potential emergencies during the strike and civil obedience called for by the 6 of April Movement and other activists.
Armored vehicles can be seen on Cairo’s streets and in the other governorates.
There are signs on the armored vehicles that read slogans that were raised during the 25 Jan Revolution last year and assert the Armed Forces’ keenness on protecting the people.

Potential Presidential Candidates Protest at the Supreme Constitutional Court
Potential Presidential Candidates protested the condition of getting 30 thousand public
approvals in order to have the right to presidential elections nomination.
Muhamamd Mursi, the information advisor of Potential Presidential Candidate Amr Moussa
stated that Moussa was willing to nominate himself as an independent candidate.
Dr. Fares Imran, spokesman of the 11 candidates told al-Yom al-Sabei that the conditions set by
the Judicial Presidential Elections Commission were so complicated and did not rely on any
legal texts. He called on the commission to change the conditions and let the candidates present
their programs to the public who would decide.

Interior Ministry Prepares For Transferring Mubarak to Tora
Interior Minister, Mohamed Ibrahim, issued his orders for the transfer of ousted
president, Hosni Mubarak, to Tora intensive security prison. The People’s Assembly has asked
the Minister to expedite transferring Mubarak from the International Medical Center to the
hospital in Tora.
The authorities concerned are working on drawings for building new annexes to Tora
hospital. Three rooms will be built, one intensive care unit, one nursing unit, and one room for
his medical team. The construction should be over within two months.
Unnamed security sources told the paper the rooms would be built out of special
material that cannot be affected by gunshots and RPGs.

Farouk Discusses Presidential Election Law
Head of the Presidential Election Commission, Farouk Sultan, announced that no
coordination would take place between the Military Council and the Commission over the
presidential elections schedule.
Sultan said that the People’s Assembly as a legislative authority has the right to
introduce amendments to the Presidential Election Law later on.

The Proposals and Complaints Committee inside the People’s Assembly recommended
issuing a new law for regulating demonstrations. It also recommended activating the law of
protecting private and public facilities.

Egyptians Divided Over Feb 11 Civil Disobedience
Calls for a civil disobedience on February 11th, the day Mubarak stepped down,
intensified to pressure the Military ruler to hand over power. However, political forces and
parties disagreed over joining the civil disobedience.
Around 14 universities announced their participation, in addition to a number of
syndicates and Labor Unions.
Karama Party Head, Mohamed Sami, described it as “chaotic and irresponsible.” Other
vocational syndicates, like the Egyptian Syndicate of Engineers, called its members to work an
extra hour on that day.
FJP, the Salafi Call in Egypt, and Al-Gama’a Al-Islamiyah announced boycotting this
call. While, Wafd party decided to continue the sit-in in Tahrir until “all state institutions are
purged and all revolutionary demands are met.”
Dar Al-Iftaa, issued a Fatwa (religious ruling) that bans civil disobedience and justifying
it by saying “it worsens the economic conditions and leads to dismantling the state and its
downfall.”

In the first phase of the Shura elections, FJP, the Muslim Brotherhood’s political arm,
headed the polls after winning 46 seats out of 76 seats; 59%.

I have no doubt that our people will prevail. We will most certainly end Military rule and start building a state of freedom, social justice and dignity.
After the death of 75 young men who wanted to enjoy their time at a football match, we can only say that we have accepted dignity and humiliation.
Taking a stance or adopting a certain technique for continuing the revolution does not mean it must be adopted by all. Calls for civil disobedience are adopted by a number of activists and Youth Parties who believe this is best for the revolution. Attacking them or accusing them of treason is an unsuccessful method.
When we demanded opening presidential candidature early, it was meant to expedite handing over power. Opening candidature on March 10 and still handing over power in June does not make sense.
March referendum concluded that the president must be elected before drafting the constitution. Respect the people’s will and respect the road map the people choose.
Dr. Mohamed Morsi, FJP chairman: we are ready to assume responsibility in front of the Egyptian people according to the Parliamentary majority the party has won, and form a coalition government, where all are relatively represented.

Egyptian Cabinet:
Prime Minister Kamal el-Ganzouri held a meeting yesterday to discuss the Port Said incidents and their consequences, including clashes between protesters and security forces near the Interior Ministry and other governorates. The meeting will tackle also efforts exerted to restore calm in the vicinity of the Interior Ministry.
The Cabinet continues efforts to end the security chaos and boost the production and the economy.

Religion in Service of The State
Just like in April 2008, and 25 January 2011, both Al-Azhar and the Coptic Church, the
two main arms of the state’s religious establishment, have come out to denounce the calls for
general strike and civil disobedience planned on 11 February 2012.
Add to the list of course, the Muslim Brotherhood. Their leadership did not endorse
the 6 April 2008 strike, neither did they endorse the 25 January 2011 protests (they only
officially lent support to the revolution on its fourth day), and now are they are denouncing the
calls for this coming 11 February strike.

does not contradict God’s laws!
We suffered a lot from calls to respect “the other’s opinion.” The revolution was greatly
harmed by this so-called other’s opinion.
There are people who believe we are working as foreign agents and who would like to
see us in prisons. Is this the other’s opinion or freedom of expression?
