Every Chapter is required to develop and maintain a Community Land Use Plan (CLUP). These Plans outline future land use related improvements anticipated for a community. Plans such as these can focus on community issues; whereas, the LRTP is too broad. Transportation related issues at the community level are important and can be facilitated by the LRTP and incorporated into the planning efforts of the CLUP. The CLUP is designed to hone in on local problems and generate solutions directly related to land use; however, a thriving community must also take into consideration the roadways, bridges, and sidewalk connections that allow people to arrive at their desired destinations, regardless if they drive, walk, bike, fly, or take transit. The Navajo Nation Long Range Transportation Plan (LRTP) is a path forward for multimodal transportation investment within Navajo Nation. The LRTP defines a set of goals to provide funding guidance in order to improve overall transportation system conditions within Navajo Nation, and direct funding towards the types of investments that are needed most. The LRTP encompasses over 27,000 square miles, limiting its ability to focus on specific details. Therefore it serves as the defining vision for the region’s transportation needs. Describe any proposed new roads or sidewalks that should be examined as part of future improvement projects. If a new road is proposed, why does this road create a new connection? Why is it important to your community? Will it change an existing circulation pattern? Will this improve or affect safety? If a new sidewalk is proposed, what facilities/activiy centers are being connected? Describe any proposed enhancements for transit, walking and bicycling. Describe any proposed enhancements to access other transportation systems. Describe any proposed airport/aviation enhancements. Describe how any proposed transportation enhancements will promote economic development identified in the CLUP-C Plan. Describe any roads that you believe have motorist, bicycle and/or pedestrian safety issues. Describe how proposed developments in the CLUP-C Plan would require spending money on roads and sidewalks to connect to the new development. Describe how proposed developments could be developed without additional spending on roads and sidewalks. Describe if the proposed developments would increase truck traffic. Is the current road meant to carry heavy truck traffic? Describe how proposed improvements would be paid for. Did you receive a funding grant? Who will have maintenance responsibility of this? Have they been involved in the discussions? Does the new improvement involve a State Highway? Has the DOT been involved in these discussions?
