LINWOOD FAMILY FUN DAY September 10, 2016 The day is filled with a huge variety of activities for all ages peppered throughout the grounds. The KIDDIE MIDWAY along with TOMMY’S PETTING ZOO, EXOTIC ANIMAL, PONY RIDES, and the CLYDESDALE HORSES that were a big hit last year are all back. The kids always have a blast in the BOUNCY HOUSES, and this year we are adding HAMSTER BALL, fun for all ages. At noon you can venture back into the building to try your luck at the FISH POND and CAKE WALK. You could go home with dessert. Hungry? Visit one of our many FOOD VENDORS or sample some chili at this year’s new CHILI COOK- OFF, you can then vote for your favorite, or if you like you can enter the Cook-off. Getting tired? Sit back and enjoy the wide variety of entertainment that will be on the main stage throughout the day; THE TOONIES, MARY HALL, the magical talents of KARL ACHILLE, and a PIE EATING CONTEST, which you can watch or enter. Hall of Fame

Linwood Township has a long and rich history of community involvement by its citizens. Who comes to mind when asked, “What person really cares about our community and makes Linwood a great place to live?” Various volunteer organizations have over the years, worked hard to enrich the quality of life in our area. Certain individuals have spent great amounts of their time and talent to make Linwood the very special community that we are all proud to call home. It is fitting that our community honors, remembers and recognizes the efforts and contributions of these individuals with a Linwood Hall of Fame!

The Linwood Hall of Fame poster showing all past year recipients is proudly displayed in the Town Hall. This year’s Hall of Fame recipient will be announced and presented with a plaque on Linwood Family Fun Day.

We ask your help in nominating the 2016 recipient of this annual award. The criteria for consideration are quite simple: 1. The nominee must have demonstrated a commitment to the betterment of our community by volunteering

of time/talents.

2. This commitment has been demonstrated through involvement with our school, township, area churches and/or other Linwood organizations.

3. The nominee must be a resident of Linwood Township. Deadline for nominations is August 19, 2016.

Composting

State law prohibits putting brush, tree and yard waste in your garbage, (Minnesota Statutes § 115A.931).  “Yard waste” includes garden wastes, leaves, lawn cuttings, weeds, shrub and tree pruning waste. Composting yard waste makes a valuable soil amendment and mulching lawn waste naturally fertilizes and strengthens the lawn to make it more resistant to disease. Simply mow and leave the clippings where they lay. No cost, no bagging, no hauling. 

Linwood’s yard waste compost site at the Recycle Center is a good option when you have large quantities of leaves or grass clippings you are unable to compost or leave on your lawn at home. The compost site is open on the 4th Saturday of each month or by making prior arrangements with the Town Office. Past yard waste contributions have resulted in seven yards of finished compost this year, which was picked up by grateful residents. More compost should be ready this fall.

Mark your calendar for 4th Saturday Recycling Center upcoming dates: July 23rd, August 27th, September 24th, October 22nd, November 26th, December 24th from 8 am – noon.

Recycling AwardThe Linwood Recycle Center received an award from Anoka County for being pioneers in starting a reuse program. Linwood is the first municipality in Anoka to start such a program. In 2015; 8,440 pounds of material for reuse was collected. Items included used clothing, food products, small gas engine equipment for Tried and True, Bikes for Kids and household items for Bridging. Everyone benefits from reusing our unwanted assets.

Filing Period for Local Election Races August 2- August 16, 2016

In addition to the other General Election races, the following four Township positions will be on the November 8, 2016 ballot.The positions are:

ClerkThese positions will be voted on during the November election. Each position will be held for a four year term.What is a township?In the late 1700s, Congress ordered a survey that divided the territory that became Minnesota into 36 square-mile tracts of land called townships.  When Minnesota became a state, its legislature created a process for those living within these “congressional townships” to organize themselves into a form of local government called town government.  Today, towns and cities are the two forms of general-purpose local government that exist in Minnesota.What is a town board?A town board is an elected body chosen to conduct the affairs of the town. Five supervisors comprise the town board and are supported by a clerk and a treasurer.  All position are four-year terms.  The powers and duties of towns and town officers are set out in state statute. What are the duties of a town supervisor?Town supervisors are charged with the duty to make decisions on behalf of the town.  While the clerk and treasurer positions have a specific set of duties, supervisors “have charge of all town affairs not committed to other officers by law.”  Minn. Stat. § 366.01, subd. 1.  Supervisors have the responsibility to see that the town fulfills its duties to the state and to town residents. What are the duties of a town clerk?Town clerks perform a variety of duties for their town including: keeping meeting minutes; providing notice of meetings; filing and preserving the town’s records; serving as the chief election officer for the town; and many other tasks designed to assist the town’s operations.  The primary duties of the clerk are listed in Minn. Stat. § 367.11, but there are many other references to clerk’s duties spread throughout the statutes.What should be considered before deciding to run for town office?* Do you have sufficient time throughout the year to attend meetings, listen to concerned residents, perform assigned tasks outside of meetings, and attend training sessions to learn and remain current on the constantly evolving duties of public office?

* Do you currently hold a public office that might be considered incompatible with serving on a town board, thus requiring you to resign the earlier position?

* If you are interested in running for town supervisor, do you currently contract with the town or have an interest in contracting with the town in the future that may constitute a prohibited conflict of interest?

* Realize that holding public office, even on the board of a very small town, is considered a public trust that can carry very significant criminal and civil penalties if that trust is violated.When is the town election?Linwood’s election is held on the first Tuesday after the first Monday in November on even numbered years. (To clarify, the 2016 election happens to be on the second Tuesday of the month, because the first Monday is not until the 7th.  Normally the election is the first Tuesday of November,)Am I eligible to run for town office?To be eligible to run for town office you must be:  (1) an eligible voter; (2) a filed candidate for only one position at the same election; (3) be at least 21 years old at the time of assuming the office; and (4) be a resident of the town for at least 30 days before the election.  How do I run for town office?Those interested in running for a town office can contact the town clerk to file for an office.  The filing period is August 2, 2016 – August 16, 2016 at 5:00 PM. To file, a person completes an affidavit of candidacy and hands it to the town clerk along with a $2 filing fee.  Those who properly file for office will have their name printed on the town’s election ballot. Do I have to file to be elected to office?No, the ballot form contains an open line for each office up for election that voters can use to write in the name of the person they would like to see elected.  Sometimes people actively pursue a write-in campaign for a position they did not file for. If I run for office, am I required to campaign?No, whether you choose to campaign for the office is entirely up to you.  However, you may not campaign in any way at the polling place or within 100 ft. of the polling place door on Election Day.  Also, all candidates must complete a certificate of filing form and file it with the town clerk.  If you spend over $750 campaigning, a detailed disclosure report is required.

Prize for the participant who travels from the farthest distance away. No gloves are allowed but you can lick your fingers as many times as you like. Most important-remember to HAVE FUN!

Helping Hand Scholarship Winners!

This year the Helping Hand group awarded two $500 scholarships. Recipients are Emma Stockinger and Mitchell Young. Both are 2016 graduates of Forest Lake High School. They were selected from nine applicants

Stockinger, with an interest in Chemistry and pre-pharmacy, is headed to UM-Morris. Young is attending UW-River Falls in the fall, with an interest in Communications and Speech.

Jim and Cheri Stockinger, Emma’s parents attended the awards luncheon. Mitchell’s parents, Brian and Rita Young, also attended.

OPEN BURNING INFORMATION AND REGULATIONS FOR LINWOOD TOWNSHIP

A burning permit is required for the burning of vegetative combustible materials: brush, tree limbs, and stumps. The Linwood Fire Department operates under the following open burning regulations.

ONLY UNTREATED VEGETATIVE MATERIALS MAY BE BURNED

Materials that CANNOT be burned are: leaf piles, household garbage, oil, rubber, plastics, tires, railroad ties, treated lumber, shingles, tar paper, sheetrock, wiring, paint and hazardous and industrial wastes. A complete list of materials that cannot be burned is found in MN law 88.171.

NO BURNING PERMIT IS REQUIRED:

• For fires contained in a charcoal grill, camp stove or other device for the purpose of cooking

• For a campfire or recreational fire, provided it is NOT LARGER than 3 feet in diameter, and the ground is cleared of combustible materials 10’ around the base of the fire

• There is snow cover of 3” or more surrounding the immediate area of the fire

WHEN YOU SIGN AND RECEIVE A MINNESOTA BURNING PERMIT YOU AGREE:

• To burn from 6PM (evening) to 8AM (morning)

• To clear combustible material 10’ around the base of the fire

• To pile the material to be burned, and keep the piles no larger than 10’ X 10’ in size

• To keep the piles at least 50’ from any structure (including your own)

• To use a clean burning device to start the fire

• To keep the fire under control at all times

• To assume responsibility for all damages and costs that may result from your fire

• To attend the fire until it is completely extinguished

• To not allow the fire to smolder without flame

• To extinguish the fire immediately if the permit is revoked

• The ensure that the prevailing wind is away from nearby buildings

• To have the permit available at the burn site for inspection

• Not to burn paper, cardboard, or household garbage

• Not to allow the fire (per MN Statute 609.704) to be a public nuisance, and extinguish the fire if the smoke creates a nuisance

• Not to burn if there is an alternative method for disposal such as chipping or composting Burning permits are valid for 3 days and can only be issued to start the day of issuance or the following day, depending on conditions such as low humidity, high temp or gusty winds.

Burning permits are available during office hours at the Town Hall or from local fire wardens.

Stargazing Class with Mike Lynch Is coming to Linwood

Thursday, October 13th - 8:15 p.m.Mike Lynch, broadcast meteorologist at WCCO radio has been teaching astronomy classes to the general public since 1973. It’s a great introduction to the world of stargazing and you will learn a lot!  Starts with 1/2 hour indoor orientation of the night sky with maps and constellation diagrams, then you go outside and take in the beautiful celestial show. You’ll take a constellation tour and share Little Bear, Lore of the Bear, Cassiopeia, and many more. Bring the entire family to experience this night of wonder.

AGING MASTERY PROGRAM

The Linwood Senior Center is pleased to announce that we will be offering a ten-week health and well-being package to residents 55 and over. The program is called Aging Mastery Program. It was developed by the National Council on Aging (NCOA). The NCOA awarded 13 grants in Minnesota to pilot this project and Linwood Senior Center is one of them.   This is a wonderful opportunity for older adults participate in, and reap the benefits of, this cutting edge wellness program. We are currently recruiting adults (age 55+) to participate in the educational program. The goals of this program is to empower older adults to make and maintain small but impactful changes. The classes will explore navigating longer lives, physical activity, sleep, healthy eating and hydration, financial fitness, medication management, advance planning, healthy relationships, falls prevention, and community engagement. For each of these classes, we will provide basic educational materials developed from highly trusted sources, a checklist of action steps, and a system for tracking behaviors. Ten week course is Mondays, September 19 – November 21, 2016. MUST register. Limited to 30 participant’s. We will be having an informational meeting on Monday, September 12th at 10:30 in the Linwood Senior Center at 22817 Typo Creek Drive, Stacy, MN 55079. If you are interested in learning more about the program, please call the senior center at (651) 462-5565.
