Separate sealed bids for construction of the Valley County – Milk River Road Bridge Replacement project will be received by Valley County at the Office of the Valley County Com-mission located in the Valley County Courthouse at 501 Court Square; PO Box 1; Glasgow, MT 59230-2405 until 11:00 a.m. local time on May 16th, 2017 and then publicly opened and read aloud.

The project consists of the construction of a new bridge located approximately 2 miles northwest of Hinsdale in Valley County, Montana. The new bridge will replace the existing four-span 159’ bridge on Milk River Road over Beaver Creek. The proposed, 166’- 9” two-span bridge will be constructed of precast, prestressed concrete bulb-tee beams on driven pile founda-tions. Improvements consist of, but are not limited to: removal of the existing bridge, structure excavation, installation of structural backfill, riprap, supply and drive steel pile, construction of cast-in-place concrete pile caps, supply and installation of the precast, prestressed concrete bridge superstructure, cast-in-place concrete wingwalls & end diaphragms, bridge rail, approach guardrail, and other miscellaneous items.

NOTICE OF CALL FOR BIDS

NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk-Treasurer of Glasgow, Montana, until 5:00 p.m., May 1, 2017, for the purpose of securing the best interest rate for Repurchase Agreements for the City of Glasgow. It is estimated that the City will maintain funds in the Repurchase investment within a range of $250,000.00 to $8,000,000.00.

The City of Glasgow will make deposits on a daily basis. All City warrants would be cleared through the bank with the successful bid. The bank will deduct for all warrants and checks clear-ing that day and the excess money will be invested into a day-to-day agreement to repurchase securities sold to the City at a daily interest rate stated by the successful proposal. The City will furnish its own checks and warrants and will require a daily bank statement.

The bank will pay an interest rate, as established in your bid, upon a daily balance of funds in the investment account at noon each day. This balance is all to be considered collected funds. The rate of interest bid is to be tied to the rate established at the weekly auction on the U.S. Treasury Bills 26-week maturities, which could vary from week to week. The interest rate bid would be effective from Tuesday noon of one week through Tuesday noon of the following week and be paid to the investment account each Tuesday.

The bid will be for a one-year period (1) period beginning June 1, 2017, and ending May 31, 2018. Bids shall be sealed and marked “Interest Bid for City Repurchase Agreement” and be delivered to the City Clerk-Treasurer at City Hall, 319 Third Street South, Glasgow, MT 59230. A copy of the Master Repurchase Agreement is available at City Hall. Bids will be opened at the May 1, 2017, City Council Meeting. Saturday, April 1, 20171616 A Glasgow male re-

quested a VIN inspection on a homemade trailer.

1637 A motor vehicle accident person is awake and conscious at this time, but “pretty beat up.” A Hinsdale male called to report a Chevy Silverado just went off the road into their yard. He said the driver’s face was beat up pretty bad, and his nose was a mess. He gave the vehicle description and plate number. A deputy was notified. Two Hinsdale EMTs called for information on the call. MHP requested the deputy meet with the driver of the vehicle at the hospital and the hospital was notified.

1823 A Glasgow female re-ceived a scam call from someone saying they were associated with the lottery. She said it came up as private on her caller ID and they didn’t give her a call-back number, just that they would call her back on Monday. They told her she had won $4.7 million and a pearl white Mercedes Benz as long as she went to the post office and got them a money order for $160. Once she proved she had sent it, they would go further with the instructions. She was given an address to send it to Florida. The male she was speaking to gave her his name, James Lee Pie. He gave her a claim number and her confidential code word was “wa-ter fruit.” She did not give them any information about herself.

1806 Vivent received a resi-dential burglar alarm from a Nashua residence. A deputy was notified. A few seconds later, still at 1806, Vivent called back and canceled the alarm.

1809 A Nashua female caller, who wished to remain anony-mous, reported a young child helping a female move. She said another female showed up and started dragging the boy around by the arm and the child was screaming. She said someone else showed up and the other female immediately left, but when that person left, she came back and continued to torture the child. The caller felt the child was around 8 years old. A deputy was notified. The deputy knocked on the door, but no one answered. He was able to speak with the sister of the woman who was abusing the boy, and all was okay with the child. The deputy was able to locate the vehicle the woman abuser drives going westbound

on Hwy. 2 from MM 547, but did not observe enough driving be-havior to pull the vehicle over.

1912 An operator reported a residential alarm, but it was a false alarm.

Sunday, April 2, 20170005 A Glasgow male stated

his mother’s neighbor was ter-rorizing his mother. He stated the man comes out of his house and just stares at them. He would like an officer to come talk to him. Dispatch told him she would send them over as soon as they were done with the call they were on, and the caller hung up on Dispatch.

0323 A deputy advised there was a green couch in the ditch at a Glasgow location.

0750 A St. Marie man reported two of his hired men live in St. Marie and had their house bur-glarized yesterday. They didn’t notice until today when they were getting ready for work because it was odd items like coats and jeans. He said he had them still at the house making a list of every-thing that was taken. The caller said there was no sign of forced entry on the house.

1053 A Vivent operator re-ported a residential burglar alarm for the downstairs lighthouse door at Fort Peck. They tried the panel and got no response and they also got no response from any of the key holders. A deputy spotted a red Jeep-type vehicle and he knew of a male that drove a vehicle like that one. He thought that person may have just dropped something off at the house and that set the alarm off.

1832 Someone kicked in the door at a Hinsdale female’s rental last night, and it appears they slept there. She said she checked on the house last night around 7 p.m., and everything was fine. When she came back today around 5:30 p.m., the door was damaged and there were beer bottles inside and blankets laid out on the floor. She was patched up with a deputy.

2214 Kenco reported an alarm going off at All Seasons. They called back at 6:07 p.m., and re-ported they got ahold of someone from All Seasons and he gave the incorrect pass code, so they ended the call. An officer at the scene advised everything seemed to be secure at this time. At 10:32 p.m., the officer and someone from Kenco had checked every-thing out and all was okay.

2255 A Glasgow female ad-vised she had a motor home in her grass. MHP was contacted, per a deputy. The deputy advised

that both parties exchange in-formation and they will have to figure out how to get everything fixed.

2314 A residential alarm sounded at a Hinsdale residence, but all was reported fine and no ambulance was needed.

Monday, April 3, 20170834 A Glasgow female re-

quested an officer for a male who was out of control and aggres-sive. An officer was notified.

1442 A Glasgow male report-ed someone had fired off a high-powered rifle in the trees behind the back side of the hospital. He didn’t see anyone, he just heard the shot and was now leaving. He felt it was within a hundred yards of the hospital. Deputies were notified. An officer found a male along the river shooting beavers or something. The officer was given the number to F&G war-dens per the man’s request.

1526 An operator said they re-ceived a fire alarm from Agland in Nashua. Dispatch called Agland and spoke with a male there, who said everything was okay. The battery for the alarm was low, so they were changing it.

1533 A Valley County person reported to someone at Valley Veterinary that there was a horse caught in the fence at the rodeo grounds outside of Hinsdale. A person was notified who said he’d take care of it.

1559 A card was started at a deputy’s request for a civil com-plaint/issue.

1641 A Glasgow male re-quested an inspection on a dark green trailer with a green boat. A deputy will meet him at his residence.

1623 A Glasgow female re-ported she received a Dish Net-work scam call on Saturday. She gave them some of her informa-tion and was patched up with a deputy.

1739 Dispatch received a hang-up call from a cell phone. Dispatch called the number back, asking them to return a call. They did return the call and a female reported everything was okay and that the screen on her cell phone was messed up. A deputy was advised.

2038 A deputy advised it had been reported to him that a Dan-iels County transportation bus hit a deer. There were no injuries. The deer was deceased. The bus was not drivable and had made more than $1,000 worth of dam-age. There was no road blockage. Helena HP was notified, who advised they would send an HP there, who was already in Wolf

Point. A message was left for DOT. The HHP also spoke with the driver of the bus.

Tuesday, April 4, 20171141 A barking dog complaint

from Glasgow. The caller’s neighbors have five German shepherds, four chihuahuas and one black mutt that bark con-stantly.

1209 CarQuest complained about several semis that were parked in front of their business and had been there for quite awhile.

1459 A Glasgow female re-ported a gas drive off from yes-terday of $22.45. She said it was a white 4-door car with a woman driver. An officer spoke with the car owner, who said she put her card in and it acted like it took it, so she thought it was paid but will come back and pay again.

1614 A card was started for a scam at a deputy’s request.

Wednesday, April 5, 20170253 An officer reported be-

ing out on a public assist on US 2 by the Holiday in Glasgow.

1133 A brush fire was reported on Oswego Creek Road north of the Horseshoe. Dispatched both Nashua and LR. By 4:05 p.m., the trucks were back in their barns at the fire halls.

1327 A Larslan male has a truck he needs a VIN inspec-tion on.

1413 A Park Grove male called in to complain about another male’s dog again. The caller’s grandson went to collect the mail when he was visiting his grandfather, and the dog was out again and attacked the grandson. He did not break the skin. At 2:14 p.m. a correction was made in that the dog didn’t attack the grandson, but was very aggressive.

1504 A Glasgow male and a driver for Big Equipment both called to report damage to a light pole near the Durum in Glasgow. One of the men was patched up with an officer.

1640 A deputy arrested a Glasgow woman and served two District Court warrants to her.

1655 A Glasgow male re-ported two of his neighbor’s dogs were out. They were just chasing his granddaughter, who was rid-ing a bike and caused her to wipe out. A deputy drove around the area but didn’t see the dogs.

1824 An anonymous female caller from Frazer reported a motorcycle and a truck were racing back and forth. They had been going by every five minutes and her kids were outside. The caller was laid up, so was unable

to give a vehicle description. The caller said this had been going on for a few days now. A deputy and Roosevelt 911 were advised.

1829 A Glasgow male re-quested an inspection on a home-made trailer. He was advised to get the paperwork from the Trea-surer’s Office first. At 7:05 p.m., the inspection was completed.

1837 A Glasgow female said she had a couple of buckets in her yard. She said someone had been in her yard because they put oil in one of her buckets.

1912 A Glasgow male re-ported that three or four of his neighbor’s dogs were running loose and shitting in everyone’s yard, and he reported where the dogs were right then. A deputy spoke with the dogs’ owner. The owner stated that the dogs hadn’t left the yard and they will keep a closer eye on them.

2047 A Glasgow female re-ported that someone tagged the Senior Citizens’ Center. They used black spray paint by the kitchen window. Kids have also been trashing the back porch and going into the back entryway. She believed the kids were com-ing from the Connection. She said the vandalism occurred in the last one to one and one-half weeks. She was patched up with an officer.

Thursday, April 6, 20170826 A Glasgow female called

in to report the “creepy guy in the white Chevy S10” was parked by the museum’s house.

0906 Assist a citizen who was acting up.

1321 A drug offense call, but no further assistance was needed.

1358 A Frazer male reported a large pile of wood set up for a bonfire. He was very con-cerned due to its location and the dryness of the grass in the area. He said they told him that they already had a burn permit. Dispatch told the caller that she hadn’t issued a permit and also checked with RC911, and they hadn’t either. Dispatch voiced concerns to RC911 of the dry-ness of the area and that having the wood ready as they did could spur some irresponsible party to light it on fire early.

1401 A Glasgow male re-quested a VIN inspection. By 6:58 p.m., the inspection was completed.

1828 A Valley County male reported a hydrant that was spraying out water. He said it was where the state kept their gravel trucks about one-half mile north of the bowling alley near

#3 Jensen Trail. When Dispatch notified Dry Prairie, they said they’re flushing the hydrants so they could send samples in to the state.

Friday, April 7, 20171220 A St. Marie female

called in to complain that her landlord’s maintenance man had entered her residence twice without permission. She gave her landlord’s name and the name of his maintenance man.

1249 A Valley County male called in to report he was fol-lowing a white car northbound by Rose Hill and that the driver was all over the road, including the other driver’s lane. While still on the line with Dispatch, he followed the female driver to her house to verify if she was ill, and she said she was fine.

1405 A detective called in for the conductor on train 8. There was a woman traveling with an infant and a young child. The children were very unkempt, and the baby had not been changed. When someone attempted to get information on her, she told them to go away and went back to sleep. They were concerned for the welfare of these children. Dispatch patched the detective up with Chief Barstad. By 3:15 p.m., Chief Barstad and an offi-cer were on scene with CPS.

1416 A Valley County male called in to report a powder blue car had hit a deer on the curve. Dispatch contacted MHP and a deputy. At 2:33 p.m., the deer was dispatched by a deputy, per F&G.

1756 A Glasgow male called in stating he was draining the old gas out of the U-Haul behind the motel. He had about 15 gallons out now and thinks there will be about 20-25 gallons total. When he gets done, he wanted to know what to do with the gas. Dispatch notified someone who will take care of this.

1830 A young Glasgow man called in wanting to know if the burn permit on Sunny Hills Dr. was still in effect. He then stated that no one was around where they were burning and now it had flared up again. Dispatch called a man who went out to check on it. That man stated it was just smoldering and he would put some water on it. He also stated there was nothing around it and no need to call out the FD.

2125 A Glasgow male at the GPD station wanted to speak to an officer about his ex-wife, who he stated was making slanderous remarks and threats about him on Facebook.
