NOTICE TO VALLEY COUNTY TAXPAYERS2016 MOBILE HOME TAXES

First half of the 2016 Mobile Homes taxes levied and assessed will be due and payable on or before 5 p.m. on Tuesday, May 31, 2016, or within 30 days after the tax notice is postmarked, whichever is later, and unless paid prior to that time, the amount due will be delinquent and will draw interest at the rate of 5/6 of 1% per month from the time of delinquency until paid and 2% will be added to the delinquent taxes as a penalty. Taxes will be considered delinquent on Wednesday, June 1, 2016, and will be charged penalty and interest.

Second half of the 2016 Mobile Home taxes levied and assessed will be due and payable on or before 5 p.m. on Wednesday, November 30, 2016, unless paid prior to that time the amount due will be delinquent and will draw interest at the rate of 5/6 of 1% per month from the time of delinquency until paid and 2% will be added to the delinquent taxes as a penalty. In accordance with 17.55.114(1)(b) of the Administrative Rules of Montana, the Montana Department of Environmental Quality (DEQ) hereby gives notice of a 30-day public comment period on its proposal to delist the Oswego Landfill Facility (Facility) in Oswego, Montana, from the Comprehensive Environmental Cleanup and Responsibility Act (CECRA) Prior-ity List. This Facility is located in Valley County. In February 2016, DEQ researched ownership of this Facility. The Facility is located on the Fort Peck Indian Reservation. The research concluded that the Facility is located on land held in trust by the United States of America for the Fort Peck Assiniboine and Sioux Tribes. DEQ is not exercising jurisdiction under its CECRA authority at sites on tribal-trust owned land on the Fort Peck Reservation, and conse-quently the Facility should not have been listed on the CECRA Priority List. Therefore, DEQ proposes to remove the Facility from the List. The public comment period on this proposed delisting will begin on May 25, 2016, and written comments must be received in the DEQ office by midnight on June 23, 2016. NOTICE OF ROAD LEVY ELECTION

NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Valley County, that pursuant to Resolution No. 10-2016, duly adopted by the Board on March 3, 2016, an election of the registered voters of Valley County, excluding voters within the incorporated boundaries of Glasgow, Fort Peck, Nashua and Opheim, will be held on June 7, 2016, (the Primary Election) for the purpose of voting on the question of authorizing the Board of County Commissioners to make an additional ten mills levy of approximately $243,000 per year for ten years, upon the taxable value of all property within the County subject to taxation for the purpose of construction, maintenance and improvement of public highways. Said election is authorized by Montana Code Annotated §§ 7-14-110 and 15-10-425.

The Board of County Commissioners has reviewed and considered the necessity of the additional mill levies for construction, maintenance and improvement of public highways. The Board has determined that there are insufficient funds to crush gravel and gravel county roads and the reasons are set forth in the Resolution. The levy, if approved, will be effective for fiscal years 2016-2017 through 2025-2026. The financial impact will be approximately $21.60 on a home valued at $100,000 and approximately $43.20 on a home valued at $200,000.

This ballot issue will be on the regular Primary ballot.The Resolution is on file in the Office of the County Commissioners in the Valley County

The City of Glasgow no longer has storage facilities on site. All bids will have to have fuel availability on a 24-hour basis with a cardtrol system or similar.

Envelopes containing bids shall be marked “BIDS FOR GASOLINE AND DIESEL FUEL,” and shall be addressed to the City Council of the City of Glasgow, 319 Third Street South, Glasgow, Montana 59230.

Any bid submitted that reserves the right to pass onto the City future price increases in fuel over the term of the contract must also provide future price decreases for declining fuel prices. Such future price decreases shall be passed on to the City during the term of the contract.

Contract award for gasoline and diesel fuel will be made on the basis of the aggregate fuel costs in accordance with the total quantities specified for all of the above products. Separate contracts will not be awarded for the various fuel classifications.

Saturday, May 7, 20160917 A female caller with her

number blocked, reported dogs barking again on 4th Ave. S in Glasgow. An officer went to the address and reported they weren’t barking now, but he would stay in the area to see if they start again.

1139 A female called request-ing an officer for an aggressive patient at FMDH in room 109.

1301 Another female request-ed an officer for an aggressive patient in the same FMDH room. An officer will come to the scene as soon as he is free.

1305 A mailman called stating he was bitten on the lower leg by a dog, and his leg was bleeding. It was on 7th St. N in Glasgow. The dog is now on a leash. An officer advised the dog was a Yorkshire terrier.

1350 Dispatch received a 911 hang-up call. When they called the number back the first time, they hung up on dispatch. The second time it went to voicemail and dispatch got the name of the subject. They called the boy’s mother, who said the boy was watching the smaller kids and was probably letting them play with the phone. Dispatch did speak to the boy, who stated his little sister was playing with his phone, but he wasn’t going to let her do that anymore.

1442 MHP stated there ap-peared to be an abandoned vehi-cle at MT Hwy 24 S, but then the owner came and said the vehicle had just quit on him. He had a tow truck enroute to pick it up.

1507 A female found a black and white short dog with no collar running in the middle of the road by the 6th Ave. bridge. She had the dog in her car, but it wanted out. She was going to bring the dog to the pound. The owner called in claiming the dog. He will have to wait until morn-ing to retrieve his dog.

1639 A female from call 1139 requested an officer at 1700 hours so they could serve dinner to the patient in room 109.

1648 A male caller at Nemont Manor requested help because his wife fell and he couldn’t lift her up. He didn’t think she was hurt.

1655 A female called wanting an officer to come to the hospital to fill out paperwork on the dog bite call he had earlier. The offi-cer advised he had already filled out the paperwork and faxed it to the County Health Department.

1811 A call came in for a coroner at US Hwy. 2 E. in Hinsdale.

1837 A male caller reported a dark green 2-door vehicle (possi-bly a Pontiac) pulled out in front of him at the intersection of U.S. Hwy. 2 and Skylark Rd. in Glas-gow. He said he had to swerve to keep from getting hit. The vehicle headed into Glasgow. The caller was willing to come into town and sign a complaint. At 1849 an officer advised he drove all the way out to Thompson’s and didn’t see this vehicle.

1843 A female caller on 5th St. N in Glasgow stated they had been out of town. Her husband just got home and found the front door open. A window was broken and at least the TV was gone and she didn’t know what else yet.

2051 A female on 4th Ave. S in Glasgow reported her phone stolen out of her truck, but called back at 2100 to report the phone was found.

2113 A female caller reported two dogs barking down the street and that they had been barking for more than an hour. The caller wished to remain anonymous. An officer did speak with the dogs’ owners, and they will be taking them in for the night.

2144 A female called in re-porting a suspicious vehicle that had been in the parking lot all day. She said it was a silver Tahoe. An officer advised her that the vehicle was owned by a railroader, who was now in Minot.

2241 A female reported she had just come home from Bill-ings, and there was a vehicle at Nemont Manor with its lights on. She went into her apartment and looked out the window, and the lights were still on. She wanted someone to check out the vehicle. An officer went to the scene, and did find the vehicle, but no one answered when he went to their door.

2318 A female caller reported the RR crossing arms at the crossing at the Hwy. 24 S and the Cutacross Road did not go down and the lights did not flash when a train went by. Dispatch called BNSF and reported to them.

Sunday, May 8, 20160442 A female caller reported

a white woman just kicked in her door. She stated they were driving a white car and she was wearing a grey sweatshirt, pink sweatpants and had blonde hair pulled up into a bun.

0445 A Chevy Suburban head-ing towards Glasgow from Nash-ua, was believed to be driven by a drunk driver. An officer was unable to make contact with that vehicle.

0632 A male caller reported he saw a special-needs woman walking by the underpass on 1st Ave. S. He was concerned be-cause the woman was all alone, and the officer was going there to see if she needed help.

0811 A female caller at FMDH requested an officer so she could have assistance feeding her pa-tient.

1306 A female caller reported a white van that was all caged in driving around Frazer that was now heading towards Glasgow.

1359 A female caller reported there was a female who stuck her head in the Northern Lights Casino and was looking around. When the caller asked if she needed some help, she said no and left. The suspect was clean, carrying a black duffle bag with a pink floral print on top. The suspect had short hair, about 5’5” - 5’6”. The suspect had left, heading west through the parking lot. While the caller was on the line with dispatch, the suspect returned, saying she was lost. The suspect appeared to be in her late teens to early twenties in age.

1626 A bartender at Vick’s Bar advised about a guy on the sidewalk in front of the bar that was passed out. A deputy picked the man up and put him in his patrol car. The deputy advised to log a BAC of .399. The subject had a warrant confirmed through MHP in Glendive.

1755 A deputy stopped a tran-sient at U.S. Hwy. 2 and Fish and Game in Glasgow. The check on the transient came back with a warrant out of Hill County. He was then taken to the PD.

2124 A female caller reported branches and wood blocks in the eastbound lane on Hwy. 2 be-tween Trailside and John Deere.

2311 A female caller reported her ex-mother-in-law had kicked her out of the house and she was

drunk and wouldn’t let her back into the house to get her stuff and her son.

Monday, May 9, 20160933 A deputy was requested

to assist MHP on a search at US Hwy. 2 in Glasgow.

0944 An employee at FMDH reported they had someone in the ER who was bitten by a dog last night. The wound was on the hand and did break the skin, but it doesn’t appear to need stitches. She gave the name of the dog’s owner and the victim.

0951 A deputy advised he received a call from a man with MDOT who said someone had run down a bunch of signs be-tween MM 514 and 519 on Hwy. 2. There was a black Dodge pickup that was disabled in the area that appears to have maybe been the vehicle that caused the damage. A deputy did make con-tact with the subject at the two truck businesses, and by 1224 hours had found one stop sign, one deer crossing sign, two delin-eator posts and three mile marker signs that had all been damaged. The suspect vehicle had started leaking oil after hitting the first sign, which left a trail straight to where it was sitting, disabled.

1218 A female caller found a mostly white with some tan medium-sized dog on Hwy. 2 by Ezzie’s Westend. She was going to call the number on the collar and if they didn’t answer, she would call dispatch back.

1608 An HP informed that he was east of Glasgow on Hwy. 42 and headed to Glasgow. He informed dispatch that a vehicle failed to yield, and requested she send someone from Glasgow PD to assist.

1634 A male requested a wel-fare check on his father. He said his father called him about 15 minutes ago. He doesn’t believe that his father is aware that he called him and that he was very incoherent and now he’s not answering the phone. An officer checked on the father and found that he had slipped off his cart. The officer helped him up and everything seems okay now. He called the son back to let him know.

1648 A man was missing a Camo Mathew’s bow for about 24 hours. He doesn’t know if he misplaced it or if someone possibly took it from his pickup. He will let dispatch know if he finds it.

1705 A male caller said the wind blew his gate open and his brown male shi tzu got out. The dog was wearing a multi-colored collar with tags. The collar has his neighbor’s information on it on 5th Ave. N. At 1741 he advised he found his dog. It had gone to its old residence.

1720 A male reported that the overhead door at weed control was dented in. He was patched up with an officer.

1750 A caller reported a red and white dirt bike that was rac-ing back and forth and popping wheelies on 3rd and 4th Ave. S in the area of CHMS in Glasgow.

2104 A female caller said they’ve been having a problem with her 7-year-old son stealing from the Irle School. She would like an officer to stop by and have a talk with him.

2203 An officer reported a power outage in Fort Peck to NW Electric. There were no lights on the face of the dam to the Gate-way. They thought maybe they should notify NorVal Electric, also. Dispatch reached a person at the Corps of Engineers, who said everything was okay on his end, but they will have to wait until morning to get it fixed.

Tuesday, May 10, 20160510 A female called in to

report the construction area on Hwy. 117 was really bad because of the rain. She stated that some parts had more than 3 inches of water flowing over it and that it was incredibly muddy.

0538 An employee from Holi-day Station Stores reported a gas drive-off and that the man was stumbling drunk. He was driving a red car and he turned up 1st St. N.

1111 A male advised he and his wife bought tickets on AMTRAK, which they paid for by credit card. He said the credit card confirmed the purchase went through, so they know the process had been completed.

He said they have now received two calls from an 800 number saying that they need to pay for their AMTRAK tickets. He feels this is a scam and thinks they are probably making quite a lot of money preying on people who may not realize it as a scam. The caller wanted the number to the local FBI office, and he was given the number.

1306 A male caller would like to speak with a man about being around his house. The caller was concerned there could be a repeat of the incident from last year with his dad coming to his residence with a gun. He was patched up with an officer.

1429 A male requested a welfare check on his dad. He said he called him that afternoon and believed he was talking to someone else. He said the dad was disoriented and acted really strange on the phone. The caller thinks the dad may be having some type of sugar issue. He requested an officer to go see his dad. The officer reported every-thing was okay with the dad and he was going to go and get him a sandwich.

1522 An anonymous caller reported that a male was parked backwards at the Irle School for 10 minutes. He was parked by the sidewalk and was creating a blind spot for the children. He was driving a red Dodge pickup. An officer went to the scene.

1613 A male caller wanted to speak with an officer at the depot. He said he was disabled, 56 years old and had diabetes and heart problems. He used up all his funds and would like to get some sort of assistance. At 1631, the man called back and said he was in the BN office. Dispatch informed him that an officer was just over there, but couldn’t find him. The officer requested that the PD get the man a room for the night. Pastor Lonnie Eidson okayed a room at the LaCasa and he was given a food voucher for the Holiday at Pastor Jay Ash-baucher’s request. The man was informed that PD wouldn’t be giving him any more rides, that this was a one-time deal.

1616 An officer reported the Yield sign by ShopKo was run over.

1648 A male reported a power line was sparking between Taco Shack and Blue Rock. It had now quit sparking, but the Worx had no power. The officer notified NW Electric. The officer advised that the 700 block of 6th Ave. N was without power. Notified NW Electric. The stop light at 4th St. and U.S. 2 was out also. The of-ficer found a power line that came unhooked from the power pole behind the Taco Shack. There was still some smoldering, but didn’t need the fire trucks.

1819 Glasgow Weather Ser-vice said a man reported that the dam broke at Borden Coulee. The water was headed to the second dredge and cattle in that area would need to be moved.

1911 A male caller wanted to talk with an officer He said his mother was holding the keys and title. He was patched up with an officer.

Wednesday, May 11, 20161108 A man reported to a

deputy that sometime in the last week and a half to two weeks, he had 200 gallons of regular gas stolen out of a 300-gallon tank. He believes it would have been between 1800 and 2100, because he was playing cards but he doesn’t remember what day he played.

1453 A man reported that a man named Eric Miller called and told him his wife owed him $300. The caller believes this is a scam. He was patched up with an officer. The officer called the number given to the caller from the scammer, and it was a discon-nected number.

2023 A male advised there was a young kid on a little red and white Honda dirt bike that kept going by popping wheelies. He said the kid was wearing a helmet, but was too young to have a driver’s license and the bike didn’t have a plate on it. He said it was on 9th St. S between 3rd and 4th Ave.
