John Craemer ser ved in the par t of the world wherethe Taliban was formed and gave UW-WashingtonCounty students a glimpse of the experience during aVeterans Day program at the school Nov. 11.
Craemer, Master Sgt. with the US Army Civil Affairs
Battalion out of El Paso, served in Kanduhar,Afghanistan in 2011-12 as part of the provisional recon-struction team that is comprised of Navy and Air Forceunits as well as the 82nd Civil Affairs Battalion and theRhode Island National Guard, all of which support the82nd Airborne and 10th Mountain Divisions.
Craemer recited the mission of the Civil AffairsBattalion, which is “to support commanders by engagingthe civil component of the operational environment toachieve stated US objectives and ensure the sustainedlegitimacy of the mission and transparency and the cred-ibility of the military force before, during and after othermilitary operations.”
Craemer explained that the civil affairs wing seeks tofill gaps in capacity in government, government entities,communities and society as a whole. Craemer’s workinvolved meetings with the area governor and the din-ners afterwards.
“We go into places like Iraq, Afghanistan, Kosovo
and we work with levels of government to build theircapacity to function,” he explained.
The civil affairs unit oversaw the construction of apolice station and conducted joint patrols with theAfghan security force. While the main compound wasnever struck, there were police substations that werestruck. He later showed a photo of a piece of debris thatcame from a car bombing that occurred about a third ofa mile away from the governor’s compound.
“We had pieces that big falling on our compound,”he said.
The civil affairs unit creates a network to addressproblems ranging from water and sewer to building andsupplying and schools and training police and firefight-ers. In addition, civil affairs works with civil society

“People fail to realize how much thesedifferent society organizations can steer theway that we live. This is part of somethingthat is missing in these organizations, they
don’t have that women’s group that standsup and says ‘no, this isn’t right. We need todo it this way.’”
Craemer displayed several photos fromhis experience in Kanduhar, including train-ing and photos of the city. A used car lot,photos of boys selling ice cream andafghan soda were among the photos. Helater showed a photo of cats that wereadopted to keep smaller rodents awayfrom the area.
Craemer worked in the governor’spalace. Craemer described the governor ofKanduhar as a “great guy” who was bornin the city but who fled when the Sovietsoccupied the country in the 1980s. Thegovernor first went to Switzerland thengraduated from the University of Nebraska
with a degree in agriculture and taught inWausau for a time.
“He could leave at any time, he doesn’tneed to be there. He could come back tothe United States and teach,” Craemer saidof the governor. He added there werenumerous attempts on the governor’s life.
“He stayed because of his commitmentto his people,” Craemer said.

"Foodspoiling in the refrigerator or an uncom-fortable temperature in your home maybe the least of your worries. When thepower's out, your home's sump pumpwon't work and could cause flooding.
