Union Public Service Commission will be conduct-ing Civil Services (Main) Examination, 2013 at 19Centres from 02.12.2013. The Commission hasuploaded the e-Admit Cards on its website athttp://www.upsc.gov.in. The candidates are advised todownload their e-Admit Cards and take a printoutthereof. The candidates will have to produce the print-out of their e-Admit cards at the allotted venue(s) forappearing in the examination. In case the photographis not visible or available on the e-Admit Cards, can-didates are advised to carry identical photograph foreach session along with proof of identity such asAadhar Card, Valid Identity Card, Voter Identity Card,Driving License, Passport etc. to the venue of theexamination. No paper Admit Card will be issued forthis examination by the Commission.

CBI to file fresh FIR in coal scamNEW DELHI, Nov 7:
CBI will be filing a freshcase in connection with allegedirregularities in connection withallocation of coal blocks by theend of this month in which itmay name a corporate and cer-tain former officials of the CoalMinistry.
CBI sources said analysis ofdocuments received from theCoal Ministry has shown onemore instance of alleged irregu-larity.
The sources said a privatecompany and some ex-officialsof the coal ministry are underthe scanner of the agency inconnection with the allegedirregularities.
Refusing to give specifics ofthe case as it might hamper itssearch operations, the sourcessaid the agency has completedits initial ground work andwould register a case by the endof November.
CBI has registered 14 FIRs
so far in connection with thealleged graft in allocation ofcoal blocks in which AMR Ironand Steel, JLD YavatmalEnergy, Vini Iron and SteelUdyog, JAS InfrastructureCapital Pvt Ltd, Vikash Metals,Grace Industries, GaganSponge, Jindal Steel and Power,Rathi Steel and Power Ltd,Jharkhand Ispat, GreenInfrastructure, Kamal sponge,Pushp Steel and Hindalco havebeen named as accused.
The Supreme Court is moni-toring the probe in the coalblock allocation scam to“restore the larger public inter-est and confidence of the peopleinto the case of this magnitude”.
The court is scrutinising coalblock allocation since 1993 onthree PILs seeking cancellationof blocks on the ground thatrules were flouted in givingaway the natural resources andthat certain companies werefavoured in this process. (PTI)
Rs 12 lakh looted from cash van in Delhi
NEW DELHI, Nov 7:
In yet another incident ofcash van heist in the nationalcapital, Rs 12 lakh wereallegedly looted by six armedassailants from a cash collec-tion vehicle in Central Delhithis afternoon.
“The incident took place ataround 12 noon when the vanowned by CMS cash collectioncompany was intercepted by awhite Honda City car near B LKapoor hospital at RavidasMarg.
“Two people on a bike, whowere probably following thecash van, also reached the spotand held the guard, custodiansand the driver at gun-point.
“Meanwhile, four peoplealighted from the car, openedthe hatch and shifted the cashtrunk to their car. The cashtrunk had approximately Rs 15lakh,” said a senior police offi-cial.
As the occupants of the cashvan resisted the robbery bid, acountry-made pistol of the rob-bers fell in the vehicle.
The two assailants left theirbike on the spot and all of themfled in the car. The guard firedone round from his 12 bore gunwhen the assailants were escap-ing but the bullet missed the tar-get, police said.
A CMS official later said thatthe cash trunk had Rs 12 lakh.The van was coming after col-lecting cash from the LifeInsurance Corporation and theDelhi Jal Board offices.
According to a seniorpolice officer while fleeing thecar had also hit another vehiclebut the assailants did not stop.Later, they abandoned the carat Pusa road. Their trail fromhere is unclear. We haveimpounded the two vehiclesand the arm which was leftbehind in the cash van during
the scuffle.A case has been registered at
Prasad Nagar police station andseveral teams have been consti-tuted to nab the culprits, the offi-cial said.
Police are questioning theoccupants of the cash van andverifying their claims from thecompany officials and localCCTV footage, police said.
The incident comes close tothe heels of a string of suchloots in the city. The last suchloot was reported on October28 when four armed unidenti-fied men had robbed off Rs 88lakh from a cash collection vanin Damodar Park area ofDilshad Garden in East Delhi.Police are yet to make anymajor breakthrough in thecase. Guwahati HC quashes resolutionthrough which CBI was set upGUWAHATI, Nov 7:
In a curious judgement, theGuwahati High Court has struckdown the resolution throughwhich the Central BureauInvestigation was set up andheld all its actions as “unconsti-tutional”.
The judgement by the divi-sion bench, comprising justicesI A Ansari and Indira Shah,came on a writ petition filed byone Navendra Kumar challeng-ing an order by a single judge ofthe High Court in 2007 on theresolution through which CBIwas set up.
“We hereby...Set aside andquash the impugned Resolution,
dated 01.04.1963, whereby CBIhas been constituted... We dohold that the CBI is neither anorgan nor a part of the DelhiSpecial Police Establishment(DSPE) and the CBI cannot betreated as a ‘police force’consti-tuted under the DSPE Act,1946,” the court said.
It further said the aforemen-tioned Home Ministry resolu-tion was “not the decision of theUnion Cabinet nor were theseexecutive instructions assentedto by the President”.
“Therefore, the impugnedResolution...Can, at best, beregarded as departmental instruc-tions, which cannot be termed as‘law’,” the judgement said.
The court then set aside andquashed the charge-sheet, sub-mitted by CBI, against Kumar,along with the trial.
Further, the court said “theactions of the CBI, in registeringa case, arresting a person as anoffender, conducting search andseizure, prosecuting an accusedetc. offend Article 21 of theConstitution and are, therefore,liable to be struck down asunconstitutional.”
The court, however, saidquashing of the proceedings thatare pending in the CBI courtwould not be a bar to any furtherinvestigation by police havingjurisdiction over the subject-matter. (PTI)2005."(PTI)
No state model idealfor nation: Sinha
KOLKATA, Nov 7:
Senior BJP leader YashwantSinha today said no state modelof development was ideal forthe nation's growth as manynational issues are not dealtwith by them.
Sinha's comment was made inresponse to a query on whether itwas the Gujarat model or theBihar model which was good toreplicate at the national level.
"The state model is valid for anumber of areas like agriculture,rural development, education andhealth," he told the interactivesession organised by BharatChamber of Commerce here.
"Many national issues likebanking and markets are notdealt by the states," he said.
Commenting on the presentstate of the country's economy,Sinha, a former Union FinanceMinister said, "Policy makers'pathetic dependence on the USFed is not good ... Steps shouldbe taken to reduce this vulnera-bility." (PTI)
