To reduce the number of candidates for written examination for one category of post, screening of applications will be carried out and can be restricted to a min of 50 times No of vacancies for each category based on the percentage of marks obtained in the examination mandated as essential QR. No screening of application is required in case of physical test wherever required. The candidates who fail to qualify in the physical test (wherever applicable) shall not be permitted to undergo written test. Shortlisting of candidates for interview shall be carried out based on the performance in written exam and physical test/skill test (wherever applica- ble). 10. It is made clear that merely fulfilling the basic essential qualification requirements does not automatically entitle a person to be called for test/interviews. The selection will be made strictly on merit basis. The decision of appointing authority regarding selection/rejection will be final. It is also made clear that the numbers of posts/vacancies are tentative and recruitment process can be cancelled/suspended/terminated by the Appointing Auth at any stage, due to administrative reasons. 11. The number of candidates to be called for interview may be restricted to ten times the numbers of vacancies to be filled. 12. A select panel equal to the number of vacancies notified and based on the performance of candidates in the interview will be drawn up. All the candidates on the select panel will be offered an appointment subject to medical fitness on medical examination and other satisfactory require- ments before actual appointments. The reserve panel will be operated strictly as per merit only in case a candidate from the select panel refus- es appointment or is disqualified. The reserve panel will not be operated for any subsequent recruitment i.e. additional vacancies in the same year or next year. Sd/- (Giani) Lt Col Officer Commanding To be Cont on Page 13 Railways concerned about dip in passenger and freight earnings NEW DELHI, Jan 15: The financial woes for rail- ways has multiplied with the dip in passenger and freight earnings target in December last year causing serious con- cern to the Railway ministry. Besides facing target short- fall, the cash-strapped Railways is facing a Rs 12,000 crore cut in its gross budgetary support and also an impending Rs 32,000 crore burden due to the 7th Pay Panel recommen- dations. Railways earned Rs 9533.07 crore from goods loading in December 2015, as against the target of Rs 10,918.53 crore target, a 12.69 per cent decrease. In passenger segment, rail- ways collected Rs 3786.12 crore in December last year as against the target of Rs 4032.61 crore, a decline of 6.11 per cent, according to Railway Ministry data. There were total 682.47 million tickets booked in December 2015, as against the target of 717.96 million, a neg- ative growth of 1.94 per cent. Acknowledging the short- fall in meeting target, a senior Railway official said “general- ly targets are fixed at higher side keeping the prevailing economic scenario in mind. Though December earnings are not very promising, we are hopeful that the loadings and passenger bookings will go up considerably during January- March period.”(PTI) New standards for Common Effluent Treatment Plants notified NEW DELHI, Jan 15: The Centre has notified the revised standards for Common Effluent Treatment Plants (CETPs) operating at various industrial clusters in the coun- try with an aim to minimise water pollution. The Environment Ministry notified the standards which were finalised after extensive consultations with industries and other stakeholders and detailed deliberations with the Central Pollution Control Board (CPCB). “The Environment Ministry has notified the revised stan- dards for Common Effluent Treatment Plants (CETPs) operating at various industrial clusters in the country. The pri- mary aim of the revised stan- dards is to minimise water pol- lution,” an official statement said today, adding that the revised standards were notified on January 1. The revised standards will help in significantly improving the performance of CETPs through implementation of design inlet quality, addressing the problems of the coastal pollution due to industrial dis- charges. It will also help in improv- ing the CETPs performance by keeping a close watch on the impact of discharge of indus- trial effluent on soil and groundwater quality. Under the revised stan- dards, a provision of soil and groundwater quality monitor- ing twice a year (pre- and post- monsoon) has been intro- duced. This has been introduced to study the impact of disposal of treated effluent on land, in case of mode of disposal as ‘on land for irrigation’ and the monitor- ing will be carried out by the respective CETP management. “The mode of ‘Discharge into sea’ (marine outfalls) pro- viding very high dilution will qualify for a relaxed maximum permissible concentration of Chemical Oxygen Demand (COD). “The maximum permissi- ble concentration of Fixed Dissolved Solids (FDS) by constituent units to CETP has been specified in terms of maximum allowable contribu- tion value,” the statement added. (PTI) National IPR policy to give fillip to economic growth: Paswan NEW DELHI, Jan 15: The Government is drawing up the contours of a national Intellectual Property Rights (IPR) policy and its implementa- tion will provide an impetus to growth, Union Minister Ram Vilas Paswan said today. The Department of Industrial Policy and Promotion (DIPP), under the aegis of the Ministry of Commerce and Industry, had in 2014 prepared and circulated the draft IPR policy and sought public comments. The final policy is being worked out. "The national IPR policy is in the offing and we hope that with the release of this policy, India will get the much-needed push in its economic growth and socio-economic developmen- tal agenda," Paswan said at an event on 'Illicit Trade' organised by industry body Ficci here. India's role as a global economic powerhouse and status of an investment destination are increasingly linked to its ability to ensure IPRs are protected with strong IPR rules and enforcement of laws and regulations, the minister said. Paswan, who is in-charge of the Food and Consumer Affairs Ministry, also noted that on the one hand the value of 'Indian made' intellectual rights is on the rise while on the other rising counterfeit and fake products are posing as a key threat to the country's economic growth. Acknowledging that counterfeit products have a direct impact on consumers, Paswan said the priority of the govern- ment is to protect consumers and several measures have been taken to ensure consumer safety and check unfair trade prac- tices. The minister, however, struck a note of caution, saying consumers have to be aware not just of commercial aspects of sale and purchase of goods, but of health and security consid- erations. He also suggested that the companies should set aside part of their corporate social responsibility funds for awareness among consumers on such issues. (PTI) PFRDA to organise NPS Service Week from Feb 1-6 NEW DELHI, Jan 15: Pension fund regulator PFRDA will organise a week-long service-oriented campaign, aimed at building awareness and improving information dissemination towards flagship National Pension System (NPS), from February 1. Pension Fund Regulatory And Development Authority (PFRDA), which will be completing two years of its statutory status on February 1, has "observed" that the subscribers/employees in state governments as well as the Centre are not fully aware of various functions and facilities available under the NPS. "A large number of the queries/grievances received from these subscribers pertain to elementary issues like non-receipt of Statement of Transaction, I-PIN, T-PIN etc. "However, it is seen that majority of these information gaps are on account of non-availability of the latest contact details of the subscribers in the respective documents/ PRANs...," PFRDA said. In order to promote awareness regarding importance of updation of latest contact details in Permanent Retirement Account Number (PRAN), the regulator said it will be organ- ising the 'NPS Service Week' from February 1-6 in all nodal offices under the Centre and state governments. During the service week, the activities to be undertaken include printing of transaction statement for the subscribers on specific request and updation of subscribers details. NPS is an attempt towards finding a sustainable solution to the problem of providing adequate retirement income to every citizen of India. NPS has been implemented for all government employees (except armed forces) joining central government on or after January 1, 2004. Most of the state/UT governments have also notified the NPS for their new employees. It has been made available to every Indian citizen from May 2009 on a voluntary basis. (PTI)

Railways concerned about dip inpassenger and freight earnings

NEW DELHI, Jan 15:

The financial woes for rail-ways has multiplied with thedip in passenger and freightearnings target in Decemberlast year causing serious con-cern to the Railway ministry.

The Centre has notified therevised standards for CommonEffluent Treatment Plants(CETPs) operating at variousindustrial clusters in the coun-try with an aim to minimisewater pollution.

National IPR policy to give fillip to economic growth: Paswan
