Among the special voters are those who are bed ridden, have some form of disability, pregnant women and those who unintentionally find themselves in an area where they had not registered to vote. About 5.1 million registered voters were expected to flock to 228 voting stations yesterday. Overseas, 27 000 South African voters successfully registered for voting. Gogo Nogijima Mbeje (100) from Sobantu was among a group of special voters who were visited on Monday. Speaking from her home, an excited Mbeje said that this year’s elections reminded her of 1994, as she could not wait to cast her vote. “I want young people to see that although I am old and cannot walk anymore, I am still an active participant in this country’s democratic elections.” Although she does not remember how many times she has voted, she said that she has never missed any voting opportunity. POTHOLES continue to dominate Pietermar-itzburg streets.

The ward audits report in the recentExecutive Committee (Exco) agenda showsthat there are a number of identified potholeswhich need to be repaired by the Msunduzimunicipality in various wards.

Msunduzi municipality spokesperson,Madeleine Jackson-Plaatjies, urged residentsto report potholes to themunicipal call centre.

She said that the pothole repair pilotproject, which was introduced last yearFebruary, was a once off project for threemonths.

“This has since been completed. Potholesare attended to as an on-going exercise.Potholesareaworryingfactoreverywhereanddevelop due to moisture penetrating into theunderlying road layers and washing out fineswhich are gravel materials in road layers thatare less than 2mm. Water or moisture is themain enemy of the road, that is why potholesdevelopeverywhereduring the summer rainyseason. The other challenge is that potholescannot be effectively repaired when wet, or ifthere is high moisture content in the roadlayers,” explained Jackson-Plaatjies.

Shesaidthat thereareexpensive,proactivemaintenanceactivitiesthatneedtobecontinu-ouslyadministered toaroada fewyearsdownthe line after construction.

These include surface overlay, cracksealing, removal of weak spots, eradicatingover-loadingof roads throughmanagementofoverloaded heavy vehicles and effectivestorm-water control.

AFTER overcomingearthworms and rarealoes, a R300 million

project, which will providehousing to nearly 1 000families, has finally beengiven the green light.

The Msunduzi HousingAssociation’s plan for thehousing project in theWestgate/Grange area firststalled because thousands ofendangeredearthwormshadto be carefully relocated fromthe site.

Then itwas rarealoes thathad to be moved.

Justastheassociationwasgetting ready to finally get theproject underway, they werestopped in their tracks.

MHA CEO Ivor Caldecottexplained that theywere toldofaclauseintheir“conditionsof establishment” whichindicated they would have towait for upgrades to theDarvill sewerage plant to becompleted before they wouldbe given a certificate ofcompliance enabling them toregisteraconsolidationat the

deeds office.TheDarvillupgradeisonly

expected to be completed intwo years. However, a com-promisewasreachedand thedevelopmentisbackontrack.According to Umgeni Water,so too is the upgrade on thesewerage works.

Caldecott said afternegotiations between theMHA’s conveyancer and themunicipality, the relevantdocuments for consolidationwere lodged at the deedsoffice last week.

To expedite this process,they had to request a relaxa-tionoftheconditionsofestab-lishment regarding theclause on the Darvill sewer-age upgrade. He said themunicipality had been help-ful in this regard.

“I was told the upgradewould be completed during2016 and therefore thisnaturally makes it unreason-able to hold a developmentuntil that time, as buildingcosts escalate monthly,”Caldecott said.

“Once the consolidation isregistered and the building

plan approval processfinalised,wehope tomakeanimmediate start on theprojectasthedelayshavecostus large sums of money todate,” he added.

For the MHA, a privatenon-profit company engagedin social housing, it has beena long haul with overR8,5 million spent before theproject has even got off theground.

The MHA Westgate/Grange housing project onthe Richmond Road will seetheconstructionof952rentalhousing units. TheMsunduziMunicipalityhaddonated the14-hectare piece of land fortheproject.Caldecott said thedevelopment will consist offacebrick-based units inthree-storeybuildings.Therewill be 287 units catering forhouseholds earning up toR3 500 per month and thebalanceof665unitswillbeforfamilies with an income ofabout R7 500 per month.

Other features of thecomplex will include acommunity hall to house acrèche and a full-sizedfootball pitch which willeffectivelydividethedevelop-ment into two villages.

Funding for thedevelopment will come fromthe KZN Department ofHuman settlements, theSocial Housing RegulatoryAuthorityanda loan fromtheNational Housing FinanceCorporation.

The project is expected tobe completed in 2016 — thesameyear that theDarvill up-grade will be ready.

Buthelezi is also an artist and former hostof the Jika Majika dance show that wastelevisedonSABC1.Buthelezi said that hewasapproached by a German tourist, CatherinePoth,who is also anartist.He saidPoth invitedthemto come toGermanyandbepart of the33music festivals that will be happening inHamburg.

“Therewill be festivals thatwill be happen-ing in Germany from 12 June to 13 July. Theaim is for us to go there and showcase our ownSouthAfricanmusictalent.It’sagreatopportu-nity but we need sponsorship to make thathappen. We have to be able to buy ourselvesflight tickets to and from Germany,” saidButhelezi.

Theideaofspecificity in termsoffitness is not understood by manyfootball leaders. The principle ofspecificity is vital because of therelationship between fitness andthe development of football skills.

Apold-Aasen, director of physi-ology at the Norwegian Centre ofFootball Excellence says: “We donot want to develop betterathletes.Wewant todevelopbetterfootballers.”

It is important that fitness islinked to skills and teamworktraining since this is paramount innurturing footballers. The intensi-ty,distanceanddirectionofaruninfootball is determined by a ball,teammatesandopponents.So,anyrunning cannot be trained inisolation of these factors, includingother factors like the importanceofa result, the score etc.

Fitness is long term.Theseriousproblem facing South Africansports in general is the lack ofoutdooractivities foryoungpeople.

Football activities in early child-hood lay the main fitness founda-tions for the future footballer. It isnotpossibletomakeupfortheworknot done early.

Footballers rely on thequality oftheir football skillsand thestatusoftheir health to make a living.

Competitionsat thehighest levelof footballdemandsalotphysically.It is critical therefore that a playerunderstandstheimportanceofcor-rect training,restandpropernutri-tion. These are pillars of perform-ance sports. The reality is thatmany promising footballers lackproper support and guidance.

Football associations, educa-tional institutions andgovernmen-taldepartmentshaveaduty toedu-cate the football community.Presently, SAFA structures havemore clerks, security and cleanerson their payroll than technicians.Football is played in the field notoffices.

We will only be able to attractmore fans and bigger televisionaudiences once the quality of thegame improves.

It is important that we under-stand the difference between trackandfield fitnessandfootball specif-ic fitness.

We are presently producingmore horses than footballers. If wewanttoproducetopfootballers,un-derstanding the task, challengeanddesiredendresultisimportant.

The 26-year-old who wasborn in Mthatha and

schooledatStPatrick’sCollege in Kokstadbefore Epworthrecognised herworth, told Echothataftersufferingapotentially career-crippling injury, itwas always goingto be a bigchallenge toreturn tointernationalhockey.

“Therehab time-line afterAchilles

tendon surgery is usually four to sixmonths. My two main goals duringrehab were to make the team for theChamps Challenge here in Glasgow[SAwonthebronzemedalonSunday]and make myself available to beconsidered for theWorld Cup [whichtakesplace inHolland fromMay31 toJune 15].”

Perhaps a further incentive is thatMangisa has currently played in 92test matches and if she stays in theteam, themagical100-mark isnot faraway.

“Sanani has shown a lot of cour-age, she is a fighter. She put in a lot ofhard work even while she wasinjured and that has enabled thequickturnaroundonceherinjuryhadhealed,” said her coach.

“She has stayed strong, stayed fit.Back in the team for ChampionsChallenge, she is doing well intraining andwill get game time goingforward, but it’s a step-by-stepprocess.”

Epworth and Pietermaritzburghockey fans will no doubt be holdingthumbs thatMangisa is in the Invest-ec SA team for the World Cup, whichis to be announced this week.
