AS Umgungundlovu has beenidentifiedasoneofthepilotsitefor National Health Insurance

(NHI), preparations have beenmadein the Primary Health Care clinics(PHC) that are part of the project.

Taylors Halt, Caluza, Mpumuza,Mpophomeni,NorthdaleandCentralCity clinicshavepharmacyassistants(PAs) that have been appointed, saidthe KZN Health communications of-ficer Desmond Motha.

HesaidtheappointmentofthePAsis to improve medicine supply man-agementsincetheyaresolelyrespon-sible for dealing with issues of stockmanagement.

“Theyarealsoaccountable foren-suring that there is a consistentavail-abilityofmedicinesso that thenursescould focus on clinical care.

“This was part of the district planfollowing the realisation that medi-cine supply management did not im-prove at PHC level without focal per-sons, hence the move to appoint PAsat PHC level.

“The size of this project requireda large budget to appoint PAs at eachclinic. Therefore a budget had to bemade available from the voted fundsfor such appointments.

Motha saidthishadtobeachievedby adopting a phased approach con-sidering the fact that the personnelcouldn’tbeappointedagainsttheNHIgrant but only systems could be im-

proved through utilisation of such abudget.

He said thedistrict then identifiedand prioritised the big and busy clin-icsfromallsevenmunicipalitiesoftheuMgungundlovu District as the firstphase of the project.

Asked if these chosen clinicswould operate differently from theothers, he said they will improve themanner in which medicine supplyhave been managed.

“It will prevent over or under-stocking, expiring of medicines andalso improve coordination as well asmanagement of chronic medicationpre-dispensed from the hospitals.

These clinics will always serveevery community member withintheir catchment areas,” he said.

Created by the International Diabetes Federation (IDF) and other organisations, the Conversation Map has been implemented across theglobe. The condition affects a significant proportion of the local community. Education aroundthe condition is critical in order to prevent the spread of misinformation. Pictured at the firstworkshop were (from left to right) Pranisha Deonarain (MCC clinical dietician), ThandekileMtolo (an Imbali resident who has Type 2 Diabetes) and Jodi Aigner (Lilly diabetes educator).Mtolo, a retired educator and local resident, was one of the people who benefited from theinitiative. She was diagnosed with Type 2 Diabetes in 1992.

TODAYalmost every loyalmember ofthe African National Congress ac-cepts that, thedecisionby theNation-al Executive Committee to disbandthe African National Congress YouthLeague saved the movement fromcounter-revolutionaries – that is, agroup of people who claimed to berevolutionariesbutwhohadinrealitydistorted our revolution to serve theinterest of an embryonic capitalistclass, people who deliberately madethe ANCYL what it should not be; anopposition to the ANC.

Ononequestion, however, there isstill disagreement, namely, whatshouldbe the roleof theANCYL in thecurrent phase of the struggle? Thisquestion must be answered with ex-tracareandbeyondtheusualrhetoricof evoking the twintask of theYouthLeague

as an explanation of its role. This ne-cessitates a detailed explanation oftheANCYL’s rolewhich takes into ac-count its accumulated history, thechallenges of the youth reflectingbroader social ills and intrinsic chal-lenges of poverty, unemployment, in-equality and the task confronting theNational Democratic Revolution andthe organisational renewal process.

Accordingly, this article seeks todebunkthemyththatcentraltothere-vivaloftheANCYLmustbeanattemptto speak English like themodern daypolitical clown called Lindiwe Mazi-buko and that the Youth League canonly attract youth vote for the ANC ifit mimic “professionals” and speak

good English as oppose to the previ-ous woodwork clot.

A glimpse on our historyAsuccessfulorganisationemploys

strategies that attract its core constit-uency and responds to it needs andaspirations, while understandingthat everything is in the state of con-stant change, just likeeverything thatis under the sun.

Organisations must be the reflec-tions of what they seek to build in thesocietyandemploydifferent tactics torealise their strategic objective. TheANCYL is the youth wing of the ANCwhich is the leader of all forces thatseek to realise National DemocraticSociety through the National Demo-

cratic Revolution. Therefore, itsformationwasof aparticular

purpose in the history ofour country and that ofthe ANC itself.

The formationof the ANCYL alsoaimed at rein-forcing the ANCon it historicalmission of cre-ating a non-racial, non-sexist, demo-cratic andprosperousSouth Africa, whilst bringing

the youth into arevolutionary ac-

tion to take respon-sibility for the offen-

sive against theColonial-ism of the Special Type and

whatwaslatertofollow,apart-

heid policies. At its inception, the ANCYLmade

the declaration that the African hadlost all faith inwhite trusteeship overthe black majority, and Africans inparticular and made the assertionthat the African “rejects the theorythat because he is non-White and be-causehe isaconqueredrace, hemustbe exterminated.

Thedemandsincludedtheright tobe a free citizen in the South Africandemocracy; the right to an unham-pered pursuit of his national identityand the freedom to make his legiti-matecontributiontohumandevelop-ment”. As correctly contendedby the22nd National Congress Organisa-tionReportof theANCYL“inaverringthat, theAfricanhadlostall faith inalltalk of Trusteeship, the ANCYL thenaffirmed that the Africans had nowelected todetermine their own futureby their own efforts. In this way, theANCYLdeclared that theAfrican hadinvoked their birthright to revolu-tion.”

The ANCYLwas formed at a criti-caltimeofhistorywhenAfricanyouthin particular were increasinglysearching for a more radical path tofreedom. It first and for most posi-tioned itself as a mass political youthorganisationoftheANCthatreinforc-estheprogrammesoftheANCinsoci-ety, and reproduces the ideas of theANCamongtheyouthbybringing theyouth into the struggle for nationalfreedom under the broad politicalambit of theANC. Its formationwas, first and foremost a response to theneedsof youngpeopleat that time, bywhich it defended theANCagainst itscritics and therefore reinforcing it in

its historic mission. In its ownwordsin the 1944 Manifesto, the ANCYLwas not to be “allowed to detract theyouth’s attention from the organisa-tion of Congress. In this regard, it isthefirststeptoensurethattheAfricanyouthhasdirect connectionswith theleadership of Congress”.

In 1948, the ANCYL published itsBasic Policy Documents, in which itexpounded its aims as, inter alia, (a)rallyingandunitingtheAfricanyouthinto one national front on the basis ofAfricanNationalism; (b) giving force, direction and vigour to the strugglefor African National Freedom, by as-sisting, supporting and reinforcingthe National Movement – ANC; (c)studying the political, economic andsocial problems of Africa and theworldand(d)strivingandworkingforthe educational, moral and culturaladvancement of African youth”.

From its inception theANCYLun-derstood its mission as that of beingsoldiers of the ANCworking in youthsection. It understood that the imme-diate programme of the ANCwas theattainment of freedom thus devotedallitsenergiesandskillsatitsdisposalin the realisation of freedom. Thiswas better summarised by its agita-tion slogan “Freedom in our lifetime”.All theActionsof the1944gen-erationwhichwecannotre-writegiv-enspace limitationcan thenbebetterunderstood as having been informedby this agitation sloganwhichwas inany way a historical mission of theANC. It is the very same slogan thathas been (mis)amended – given thesecond phase of the transition – to besocio-economic freedom in our life-time.

TALKINGFOOTBALL

JOSEPHS.Blatter,FifaPresidentsaysfootball is a school of life. It is in thisspirit in my view that football peopleshould elect their leadership. Foot-ball in this continent is crying formen

and women that put people first be-fore personal fame and fortune.

The game’s major objectiveshould be to ensure that themajorityof people are given opportunities toparticipate. Football has amajor roleto play in countries like South Africa.

Football is not about huge spon-sorships and mega stadiums. It ismore about people deriving fulfil-ment fromparticipating in a game asplayers, coaches, referees and spec-tators. The late Nadasen ThumbaSubbiah, aformerPadsaofficial is thebest example of men and women re-quired by the game. He volunteeredlots ofhis time tomakeadifference inthe lives ofmanyof us. It is nice to seeyounger guys in Padsa carrying on in

the same vein like uncle Thumba.May both Mr Thumba and Ronnie’sNaidoo’s souls rest in peace.

Twenty years after the liberationstrugglegetting intopositionshasbe-come a career. We live in a periodwhere very few people have a senseof service. Football like political par-tiesinthiscountryhastakenthesamedirection. A few individuals have be-comericherattheexpenseoffootball.It is everyone for himself/herself.Youngpeople in this countryhavebe-come spectatorswhile “big” clubs re-cruit cheap “talent” from foreigncountries.

Safa districts and LFAs must notbe misled by business people. Foot-ball needs leaders that have passion

forthegame.Presently, thereareveryfew officials that spend their week-ends in dusty fields ensuring thatthings move smoothly. This is whatyounger Eric Mtshatsha did with hispeers at Edendale Football Associa-tion. I also see this every weekend atPadsa. I am sure there are many likethem across South Africa.

Money is not everything. It is defi-nitely not the solution for our prob-lems.Youngpeopledonotneedspon-sorships to play in the competitions. Many communities in third worldcountries lack resourcesandyet foot-ball continues to thrive. If sponsor-ships were a solution, countries likeMaliwouldneverhaveproducedfoot-ballers to play in major European

Leagues. It will be difficult presently for us

toget“football”leaders.Therearetoomany people looking for riches in thebeautifulgame.Wecanonlyhopethatthose with voting powers exercisethis privilege responsibly. The coun-tryfacestoomanysocialandeconom-ic problems. We believe that footballcan help minimise some of theseproblems. Unzima lo mthwalo!

Bafana in a fix>> Their win alone is not enough, they rely on other results as well

THE South African Senior SoccerMen’s team popularly known asBafana Bafana will go to Satur-

day’s gameagainst neighbours, Botswana at

Moses Mabhida Stadium with twothings in their minds.

Firstly, Bafana Bafana knows verywell that this Brazil 2014 World Cupqualifier isacrucialoneandamustwin!

The SA side also fully understandthat their ticket to Brazil does not de-pend on themonly, but on the results ofother countries as well.

Although things are currently look-ing impossible, theheadcoach,GordonIgesund feels it’s not yet over or done

with his qualifying World Cup cam-paign.

“If you understand all the logistics, especially the recent

story about our next qualifyingmatch on Saturday, you will see thatthere is a chance for us to luckily

It must be remembered that the SAside failed to qualify after losing 2-1against Ethiopia and ended in the sec-ondposition in their group. But later onEthiopia were unlucky when weredockedthreepointsafterusinganillegi-ble player.

The scenario around Ethiopia sud-denly opened up a “back door” chanceof SA to still qualify.

Bafana Bafana ‘s success does notonly depend on awin against Botswa-na, but the South Africans will be alsopraying for the group A leaders, Ethio-pia to lose against the Central AfricanRepublic (CAR).

Ethiopia travel to Brazzaville, theneutral venue for their clashagainst theCAR,needingawintosmooththeirpas-sage.

If Ethiopia lose to CAR, Botswanacan progress into the final qualifyingstage with a win against South Africa.
