Parties face finesover posters

DUMISANI ZONDI>>[email protected]

HEFTY municipal fines awaitpolitical parties which havefailed to remove their election

postersandbannerspastthestipulat-ed time of 14 days after the elections.

The last general elections wereheld on7Mayand the 14days lapsedlast Wednesday (21May) but postersofpoliticalparties, includingtheANC,DA, ACDP, IFP, AZAPO and NFP stillcontinue to festoon municipalelectricity lamp poles and trees.

Although they seem to have beencleared in the CBD, election postersarestillvisibleinareassuchasImbali,Sobantu as well as Raisethorpe.

Posters that can be seen inRaisethorpe are those of the ACDP

andNFP,while inotherareastheyarepredominantly of the ANC and DA.

It is not clearwhy the parties havefailed to take them down as they areawareof theby-lawsof theMsunduziMunicipality.

Some of the partieswere pleadingpoverty during the election season, saying they did not have sponsors. Now they face further financial woesif the municipality enforces itselection by-laws.

In terms of its by-laws, theMsunduzi Municipality chargesR110-58 per poster that is notremoved in the allotted time period.

SpeakingtoEchoboththeANCandDA onTuesday said they have peoplewho are taking care of theirrespective election posters.

Moses Mabhida ANC regional

secretary, Supa Zuma, said theproblem is that theANC is a big partyand it is not possible to clear all theposters and banners in one sweep.

He said theyhave removedalmostall of their electionposters in theCBDbut admits that there are still someposters in other areas.

“Ihaveseen thatmyselfbutwearenot the only party. In fact all politicalparties still have posters up.Wehaveput together a team that will do thelast sweep to ensure that therearenoposters left behind,” he said, addingthat they had about 30 000 posterswithin the Msunduzi municipality.

Asked if they are prepared to paythefines, hesaidthatwillbedealtwithin discussions with the relevantauthorities.

DAKZNleaderSizweMchunusaid

hispartyhiredcontractors to removethe election posters, but he himselfhas noticed that there are still areaswith their election posters up.

“Ihaveseenthem,Idon’tknowthereasons. It could just be that we aretrailing behind,”said Mchunu.

He said the DA Pietermaritzburgleadership is dealingwith thematter.

Municipal spokesperson,Thobeka Mafumbatha, said that interm of the by-laws, an electionadvertisement may be displayedfrom the beginning of the day ofdeclaration of an election to the endof the fourteenth day after theelection.

“Any person who fails to removeany poster, banner, flag or electionadvertisement within the prescribedperiod shall be guilty of an offence,”

she said.According to Mafumbatha, the

municipality shall be entitled toremove any such advertisement anddeduct the prescribed amount fromany deposit made in respect of theadvertisement so removed by themunicipality.

If the amount to be deductedexceeds the amount of the depositmade, the municipality shall beentitledtorecovertheexcessamount.

Mafumbatha said there is no timeframe in their by-laws aboutbillboards as the space is leased orbought by a political party from theowner of that particular billboard.

“Wehave observed that a numberof posters have been removed andthosethathavenotwillbecontacted,”she said.

Msunduzi under pressureto spend grants

NQOBILE MTOLO

IF the Msunduzi Municipality does not spendits conditional grants to meet the demands ofits residents by the end of this financial year, this setback will be expected to be part of theAuditor-General’s report.

At last week’s Executive Committee (Exco)meeting it was reported that the municipalityis failing to spend its grants provided by otherdepartments. This is a hard pill to swallow forcity residents who have endless grievancesconnected to service delivery.

The Exco agenda report on unspent condi-tional grants states that only 34.49% has beenspent.

“It is important to indicate that thefundsareneeded but at times we fail to use them,” saidMsunduzi mayor Chris Ndlela.

DemocraticAlliance (DA)caucus leaderandExcomemberBillLambertaskedif themunici-palitycanfindloopholesinspendingthemoneygiven.

Msunduzi municipal manager MxolisiNkosi answered: “Conditional grants comewith certain conditions and you can only use

them for what they were intended for. It’s noteasytomovefundsfromoneaccounttotheoth-er.Wemust takethefullblamefornotspendingthe money. Most of the conditional grantsbeforeExco today have been known since Julylast year. Unfortunately, for one reason or theother, we have not been able to spend and weneed to go back and look at our processespossible.”

The agenda circulated at Exco states that inorder to ensure that grant funding is utilizedeffectively and efficiently, planning for grantfunding projects must be done timeously toensure that grant funding isutilized in termsofthe grant conditions.

“Whereare thebottlenecks? How longdoesit take us to resolve them? We have to findcreativewaysof fast trackingprocesses so thatvery little, if any, money goes back to theTreasury Department.

“Thousands of our people who do not havethe privilege of being part of the Excomeetingwill take strong exception to our failure tospend the grants which would reduce thenumber of challenges they have,” said Ndlelaaddressing Exco members.

ProtectingelectricitystaffNQOBILE MTOLO

INorder toprevent further injuriesanddeathofitselectricitystaff, theMsunduzi Municipality has

purchased fire resistant work gearwhich will protect its electricityemployees while they carry out theirduties.

Costing a hefty R200 000 for 20suits, Msunduzi’s deputy municipalmanager for infrastructure, SabathaNomnganga, told the ExecutiveCommittee (Exco) that every individ-ualwho isauthorized touseasuitwillhave to sign for it so that should thesuits get lost, the municipality willdeduct from the salaries of thoseresponsible for losing them.

Last year December Msunduzimunicipality lost one of itselectricians, Ntandoyenkosi Mgwili, after he was burnt in an explosionwhile trying to repair the damagecaused by cable thieves at asubstations.

Nomnganga said that the protec-tive clothing is one of the milestonesthat the municipality has accom-plished to ensure the safety of itsemployees.

“After the incident where we lostone of our colleagues, we engaged somanymunicipalities toadviseusastowhat theyhave in termsof protectionfor their staff. In the end,we cameupwith this protective suit. Whenemployees go out on site to work onelectricity, this is what they need towear to protect them from beingburnt when explosions take place,”said Nomnganga.

Labeling the fire resistant suit ‘hotandheavy’,Nomngangasaid that theinside is equipped with a fan to keepthe electricians cooler.

“The suits comes in one standardcolour from the manufacturer. Youcannot even burn them and we haveactually proven that. This is of highquality.Thebiggermunicipalities like

Cape Town andeThekwini use theverysameprotectivegear,” explainedNomnganga.

Mayor ChrisNdlela said that themunicipalitywill notconduct any tests onits employees toprove thestrengthofthe suits.

“A responsibleemployer should beresponsible for thesafety of its employ-ees,” he said.

Masteringthe art of CVwriting>> A proper cv must be structured well and reflect capability

IN a bid to help jobseekers standbetter chances of finding employ-ment,acitybusinessdevelopment

marketer has started a CV clinicproject where he assists people inrestructuring their CV’s.

Zazi Nxele started the project lastyear August in order to try andaddressthehighunemploymentrate.

Having worked as a humanresources (HR) practitioner before, Irealised that many people do notknow the basics of CV writing. Itshouldbelikeabiographywhereeve-rythingislistedchronologically,high-lighting skills, experience andachievements. Qualified and experi-encedpeople are sittingathomewiththeir skillsbecause theyareunable tomarket themselves. When a vacancyhas been advertised, HR practition-ers and recruitment agencies do nothave time to go through all the pagesin each CV,” Nxele said.

He added that if those agencies donot find what they are looking for onthe first page, chances are that theymight not even continue reading theother pages.

“A proper curriculum vitae mustbestructured inanorderlymanner, itmust reflect one’s capability and itmust be simplified in away that sells. Our role is to review and restructurethem, without messing them up,” hesaid.

He further said that while theirservices are only offered online, theywill be working with youth officersfrom different municipalities underUmgungundlovu to disseminate theinformation.

“It should not be a matter of copyand paste. People need to learn thedo’s and do not’s of cv writing,” hesaid.

DUMISANI ZONDI>>[email protected]

THE happiness of being homeafter serving a seven-year jailtermwas short-lived for an83-year Sobantu gogo, after angryresidents hounded her out on herreturn last Thursday.Community members gatheredoutside gogo Alpha Zugu’s house inKhambule street and started shout-ing, ordering her out of the areaimmediately. They accused her of abductingtheir children and mutilating theirprivate body parts to sell for mutipurposes.“We don’t want her here, let herleaveusinpeace.Ourchildrenarenot

safe here with her around,” shoutedone resident.Another resident, who spoke toEcho on condition of anonymity, saidshe stumbled upon Zungu (widelyknown as ugogo onensumpa) as shewent into her house and learnt thatshe had just arrived home.“I immediately raised the alarm. We don’t need her in Sobantu. Thereason shewasarrestedandconvict-ed was because she mutilated theprivate body part of a SobantuSecondary School teenage girl.Unfortunatelyforher, thegirlescapedbefore she killed her. She wentstraight to thepolicewhocame toherhouse to arrest her.“Before she went to jail, two boysaged between five and six years old,

But what happened is thata girl came to my house and pointedme out to the police as a person whohelped Tony to rape her,” she said.As she was telling her story, someresidents in thehousewereshouting:“stop lying”.She seemed confused as she saidshe did not know where to go to.“Mama, there are a lot of weirdthings about you. You were the onlygogo in the area who used to ride abicycle. People are very scared ofyou,” said a resident, KK Mngadi. As a sign of being scared of her, when she stood up to close the doorbecause of noisewhile speakingwiththe reporter, some residents in heryard, including children fromSoban-

World NoTobacco DayWORLD No Tobacco Day takes place on 31May, the aim of which is to focus on theincreased use of tobacco among the youth.

According to the World Health Organization (WHO), most people start smokingbefore the age of 18 and almost a quarterstart using tobacco before the age of ten.

According to Cansa’s Head of Health,Professor Michael Herbst, the tobaccoindustry actively targets the youth withappealing products and expensivemarketing strategies and providesflavoured cigarettes and smokeless tobacco.

“Young adulthood is the most susceptible and vulnerable period to start usingtobacco products and a main target for thetobacco industry. The resting heart rate ofyouth that smoke is faster than that oftheir peers. Longterm effects before theage of 18, include chronic diseases such aslung and stomach cancer, stroke and heartdisease,” said Herbst.

Hubbly bubbly, waterpipes or hookahsare more dangerous. Herbst warns of theincreased use of water pipes, hubblybubbly or hookah smoking amongst youngpeople.

“It is especially bad because their lungsare still growing,” said Herbst.

CANSA can help people addicted totobacco with a unique online smoking cessation programme at no charge. The seriesof tools help smokers quit for good.

TWOweeksago, theuMgungundlovuLiberation Heritage Route waslaunched at the Old Prison.

A high profile event attended byuMgungundlovuDistrictMayorYusufBhamjee, who is a champion of theproject, Minister of Education DrBlade Nzimande, KZN MEC forFinance Ina Cronje, Deputy Ministerfor Justice John Jeffreys and manymore.

Heritage is our legacy from thepast - what we live with today andwhatwepasson to the futuregenera-tions.

Our cultural andnatural heritagesareourstrongestsourcesoflife,inspi-ration and our identity. HeritageTourismofferstheopportunitytopor-

tray the past in the present.Tourism on the other hand is an

important industry, and a powerfuleconomic development tool based onlocalheritageresources (ie:anyplaceorobjectofculturalsignificance, bothintangible and tangible, is deemed tobe of cultural significance).

The new growth path, as demon-stratedbyMzansi’sGoldenEconomy,states thatheritage, aswell as cultureand arts should go beyond social co-hesion and nourishing the soul of thenation,andshouldbegintoplayapiv-otal role in the economic empower-

mentandskillsdevelopmentofapeo-ple.

Cultural or heritage tourism is im-portant for its positive economic andsocial impact.

Economically, heritage tourismcan be a source of revenue that is ca-pable of creating jobs, providing newbusiness opportunities and strength-ening local economies, increasepropertyvaluesandopportunities fordiversified economies.

Many local municipalities sufferthe absence of tourism products, yetthey have powerful liberation herit-

age iconsexistingwithin them.Thesecanbeusedtoignitetourismactivitiesas ithashappened inothercountries.

Msunduzi Pietermaritzburg Tour-ism has been identified as an impor-tant partner and will package this asa tourismproduct anddrive skills de-velopmentprogrammesfor thebene-fit of communitieswithinandbeyondthe district municipality.

The protection of Cultural Herit-age is a challenge for developingcountries like South Africa, particu-larly where heritage sites are widelyspread in rural areas andmaynot in-

clude impressive buildings andmon-uments. A potential solution to theproblem, adopted by a growingnumber of developing countries, is tolink smaller, local sites together intoa heritage route, which is then mar-keted as a package.

This dynamic exists within theUmgungundlovu District Municipali-tyandsuchanapproachmaybeideal.

AsIapplaudedthis initiative, Iwasremindedthattourismisgovernmentled (which puts the focus on the Um-gungundlovu District Municipality todeliveron infrastructuralneeds), pri-vate sector driven (that it will needstrongpartnershipasatourismprod-uct) and community based (commu-nity involvement and beneficiation).

Why youshould careaboutscienceIF you ask any scientist why they

dowhattheydo,youwillobvious-ly get varying answers. An undergraduate might tell you

something very different to apost-doctorate student - who at thisstage would have asked him orherself the same question with in-creasing frequency over the years.

I could run out of op-ed spaceexplaining the reasons why scienceis important in our lives, but for thepurpose of this column Iwill only tellyou that it is to vanquish ignoranceandexerciseahealthydoseofscepti-cism.

Too many of us are victims ofpseudoscience, myths, misconcep-tions and incorrect use of sciencethanks to marketing ploys.

Ignorance can be easily over-come, but if you throw a dash of egointo the mix, you have a misguidedsense of self-preservation when itcomesto“touchy”issuessuchascre-ationism, vaccination, evolution, alternativemedicineandnutritionalinformation.

Thankfully, wecansaveourselvesbig headaches if we apply the sim-plest tenet of science, which boils

down to “assume nothing and ques-tion everything”.

Sciencejournalismexistsnotonlyas a fact-checking tool, but as astandard by which we practicehealthyskepticism-notcynicism- tobetter ourselves and othersintellectually.

It is unfortunate therefore thatscience stories do not hold a lot ofweight in terms of editorial space inmany national and indeed localpapers in South Africa. Sciencestories have to compete with sportsand politics, with the latter being ingreat supply.

Asascienceadvocate, itismydutyto try to convince you to like (or atleast care about) science, but it is nota simple task, and after all, a sports’journalist doesn’t need to convincesports’ fans why they should likesports.

Writing science articles is noteasy, and given the demands madeon small news teams, journalistsusually find themselves with ridicu-lous schedules and little or no sociallife.Thismakes it evenmoredifficultto find personal time to write aboutscience, which many editors areloathe to accept as thewrite-upmaynothaveasmuchpullingpowerasanaccident or political scandal.

But it’s not only about the pullingpowerwhenitcomestonon-scientif-ic articles - science can be intimidat-ing to the uninitiated. Iwould love totell you that science is all about thediscovery of some wonder materialor newly discovered giant killerchickenor theadventof a space rockon a collision course with KZN, butthis is very rarely the case.

Ofcourse, storieslikethisdoexist, and you can and should read about

themon the net. Some ofmy favour-ite reputable sites include “I F*ckingLove Science” and Phil Plait’s “BadAstronomy”. Some of the best sci-encewriting in theworld canalsobefound at National Geographic’s“Phenomena”.

Inacountryandaprovincewherescience education is still far belowthe global benchmark, it is time forustoconsciouslyabandonourfearofscience.

We need to fall in love with thewonderofscience, butalsobecarefulto avoid “bumper-sticker” science,as one of South Africa’s foremostscience journalists (and author ofSearchingAfricanSkies) SarahWildonce put it.

Iencourageyoutotaketheplungeinto the deep, beautiful andmysterious world of science. You won’t regret it.

The importanceof planning

DEVELOPING yourself as a coach makes iteasiertodevelopthosewhoaremostimportant- footballers.

Our football coaches in SouthAfrica have tounderstand that qualifications are not the onlyfruit, continuous study and research isimportant in an ever expanding tree of knowl-edge. Presently, many of us are content to sitbackandenjoycertificatesthatadornourlivingrooms or offices. The best practitioners in thefootball coachingbusinessdidnotarrive in thisworld as coaching experts.

It is self-learning, difficulties, adversitiesand open-mindedness that has led togreatness.

Creativity is the son of dedication to knowl-edge. It is impossible to create withoutknowledge. Our people need to bededicated toself-improvement and knowledge.

The greatest football coaches have gonethrough some bumpy rides and rocky roads.

They say change is the enemy of comfort. Itexacts a full look at one’s inadequacies.Presently, the majority of us expect favoursfrom the game. Our people think that themerefact that they are Black or South African, entitles them to lucrative positions. Wecomplain about European or foreign footballcoaches, and yet we have no claim to anyfootball coaching literature.

Qualifications, licensing and certificationsare the entry doors you open as you step intoamazeof corridorsandhallways.Theyarenotthe finishing point.Modern football demands lifelong learning. Itchallenges us to keep up with contemporarymethodologies, sport science and talent devel-opment. Football coaches are no longer baby-sitters or drill instructors.

IfSouthAfricantalentistoblossom, coacheswill see sessions as opportunities to improveplayers.

A lazy training session stifles ability, smoth-ers development and generates a shift awayfrom excellence. A lazy coaching sessiondestroys dreams. We cannot expect to beat theworldwhile our training sessions are businessas usual. Planning should be detailed to theminute. Lastly, the coachwho sweats the smallstuff at training sweats less on match day.

They will be joined by SammyKuffour, Jay Jay Okocha, ShaunBartlett, Andre Arendse, AndyTownsend, Sunday Oliseh, NeilTovey,ErnstMiddendorp,RuudKrol,StuartBaxter,GavinHuntandDoctorKhumalo.

In Brazil, meanwhile,SuperSport’s coverage will beanchored by popular RobertMarawa,CarolTshabalala,PhumlaniMsibi, Oliseh, Townsend and ColinUdoh.

“SuperSportwilloffertwo24-hourchannels - one inHD (SS3HD), one inSD (SS3) - for thedurationof the tour-nament with four language options:English, Portuguese, SeSotho andisiZulu. Every match will be broad-cast live,” pledged Foot.

Fortheeightmatchesthatruncon-currently, in the last-round round-robin stage, SS4HD and SS4 will fea-ture these fixtures.

“We are the World of Champions. We’ll be bringing Brazil to the fans, hence our payoff line ‘We are Brazil.’And we’ll go beyond the football, bringingviewers the feel, cultureandrhythms that surround the WorldCup,” said Foot.

He said he is very much lookingforward to the event and that he fan-cied Brazil to be the champions.

“Brazilhasa99,5%chanceofwin-ning this World Cup. No country hasprepared like them as they haveplayedmorefriendliesthananyofthecountries that are participating. It isgoing to be tough, as is always thecase, but Brazil has individuals whocanwinthegamefor themunlikeoth-er countries,” said Mthembu.

United lookaheadLOCAL PSL outfit, MaritzburgUnited want to be competitivenext season but cannot keephighly paid players that spendmost of their time in the sickbay.

This is the message you getif you look at the recent list ofnames off loaded.

It is also clear that the TeamOf Choice management is notgoing torestduring thecurrentoff season, but are prepared togo all out to reinforce the side.

This week, Unitedconfirmedthattheywillwillnotretain the services of injury-prone Curacaoan midfielder

Orlando Smeekes andformer Moroka Swallowsdefender Peter Petersen.

The PMB outfit has alsoplaced Ghanaian strikerYakubu Mohammed on thetransfer list, while exercisingtheoptionsofextensionsonthecontracts of TerrenceMandaza, Philani Zulu andHeinrich Isaacks.

United’s boss FarookKadodia this week pointed outthe reasons not to retain someplayers.

“Let’s remember that Mar-itzburg United does not have amajor sponsor. We battlearound a tight budget everyseason and wise businessdecisions are essential. We arenot renewing the contracts ofOrlando and Petersen and wehave placed the Ghanian bornstriker on the list. With someofthe players, it was more aboutthe financial strain andinjuries,”said Kadodia.

Kadodia also explains thesituation regarding Robyn

Johannes, who wasreleased along with DelronBuckley and Dillon Sheppardtowards the end of the season.

“We choose not to exercisethe option we had on his [Jo-hannes] contract, while withDelron and Sheppard theircontracts were up.”

The Team of Choice, whohavealsolostRubenCloeteandMichael Morton on freetransfers to BloemfonteinCeltic and SuperSport Unitedrespectively, will start pre-sea-son training on June 17.
