HEFTY municipal fines await politicalparties which have failed to removetheir election posters and banners

past the stipulated time of 14 days afterthe elections.

The last general elections were held on7 May and the 14 days lapsed last Wednesday (21 May) but posters of political parties, including the ANC, DA, ACDP, IFP, AZAPO and NFP still continue to festoon municipal electricity lamp poles and trees.

Although they seem to have beencleared in the CBD, election posters are stillvisible in areas such as Imbali, Sobantu aswell as Raisethorpe.

Posters that can be seen in Raisethorpeare those of the ACDP and NFP, while inother areas they are predominantly of theANC and DA.

It isnotclearwhythepartieshavefailedto take them down as they are aware ofthe bylaws of the Msunduzi Municipality.

Some of the parties were pleading povertyduringtheelectionseason,sayingtheydid not have sponsors. Now they face further financial woes if the municipality enforces its election bylaws.

In terms of its bylaws, the MsunduziMunicipality charges R11058 per posterthat is not removed in the allotted time period.

Speaking to Echo both the ANC and DAon Tuesday said they have people who aretaking care of their respective electionposters.

Moses Mabhida ANC regional secretary,Supa Zuma, said the problem is that theANC is a big party and it is not possible toclear all the posters and banners in onesweep.

He said they have removed almost allof their election posters in the CBD but admits that there are still some posters inother areas.

“I have seen that myself but we are notthe only party. In fact all political partiesstill have posters up. We have put togetherateamthatwilldothelastsweeptoensurethat there are no posters left behind,” hesaid, adding that they had about 30 000posters within the Msunduzi municipality.

Asked if they are prepared to pay the

fines, he said that will be dealt with in discussions with the relevant authorities.

DA KZN leader Sizwe Mchunu said hisparty hired contractors to remove the election posters, but he himself has noticedthat there are still areas with their electionposters up.

“I have seen them, I don’t know the reasons. It could just be that we are trailingbehind,”said Mchunu.

He said the DA Pietermaritzburg leadership is dealing with the matter.

Municipal spokesperson, Thobeka Mafumbatha, said that in term of the bylaws,an election advertisement may be displayed from the beginning of the day ofdeclaration of an election to the end of thefourteenth day after the election.

“Any person who fails to remove anyposter, banner, flag or election advertisement within the prescribed period shall beguilty of an offence,” she said.

According to Mafumbatha, the municipality shall be entitled to remove any suchadvertisement and deduct the prescribedamount from any deposit made in respectof the advertisement so removed by themunicipality.

If the amount to be deducted exceedsthe amount of the deposit made, the municipality shall be entitled to recover theexcess amount.

Mafumbatha said there is no timeframe in their bylaws about billboards asthe space is leased or bought by a politicalpartyfromtheownerofthatparticularbillboard.

“We have observed that a number ofposters have been removed and those thathave not will be contacted,” she said.

Edendale FET strike due to delayed results

DELAYEDresults for theprevi-ous trimester, delayed trans-port allowances and being

underminedaresomeofthereasonsthat led to a strike at the EdendaleFET College campus on Tuesday.

According to the deputy presi-dent of the SRC, Sakhiwo Zuma, thestudents decided not continue withlecturesduetotheirpendingresults.

Zuma said that the delayedresults have become a concerningmatter.Someofthestudentsarecon-tinuing with lectures without beingregistered for thenext level, he said.

“No one from the campus wasclear as to when the results will beout. As students, we felt that it waslong overdue and we were notgetting answers from anyone at thecampus. Another issue is thatstudents have not been given their

transport allowance from the insti-tution. We are in the month of Mayand not one student has receivedtheir transport allowance,” saidZuma.

He added that they are expectedtoattendlecturesbuthavenomoneyfor transport.

“We havemet withmanagementand told them about a place in thecollege that is a snake zone. Thatplaceisclosetothestudent’sparkingand it has a lot of snakes. We haveraised thoseconcernswithmanage-mentbuttheyhavenotpaidmuchat-tention. There are dangerouspythonsthathavebeenseenbysomeof the students but nothinghasbeendone. We are the most underminedFETCollege inUMgungundlovu.Weare not updated of anything con-cerning the campus and otherimportant issues that we have toknow about,” he said.

A student who asked not to benamed said the issue of results is

frustrating.“Whathappens is thatwecontin-

ue to the next trimester withoutknowing the results of the previoustrimester. That is one of the reasonswe are striking.

“If one has failed the previoustrimester, thereisnotenoughtimetostudy for the subjects that we havefailed as the results are given to usvery late,” said the student.

FET College spokesperson, LynnHoran, said that the SRC and theprincipal met and discussed theissues yesterday (Tuesday).

Shesaid theyhavesentqueries tothedepartmentofHigherEducationto find out what is delaying theresults of the students.

“The SRC and the principal aremeeting today (Wednesday) to dis-cuss the issueof the transportallow-ance.

“We can confirm that the collegeisquietandthestudentsareinclass,”she said.

Msunduzi tackles meter reading challengesNQOBILE MTOLO

FOLLOWING a call from the Auditor-General (AG) that theMsunduzi Municipality needs to achieve 100% in all itsmeterreadingswhicharefreefromestimations,themunici-pality is slowly moving towards the targeted percentagewith currently only 12% estimated readings in water andelectricity.

MunicipalCFONelisiweNgcobosaidthatthemunicipali-ty has taken the decision to appoint 12 more experiencedmeter readers who will be doing quality checks.

Ngcobo said that the municipality will seek help fromeThekwini Municipality to try and assist with the trainingof meter readers.

Meter reading has improved from60% lastyear July to 88% this May.

Addressing the Executive Committee (Ex-co) meeting, Msunduzi municipal managerMxolisi Nkosi said that the municipality muststrive to get 100% in its meter reading as thiswas an itemwhich caused themunicipality toobtain a qualified report from the AG for theprevious financial year.

“This is a topical issue because it was theonly reason thatwe received a qualification inthe previous financial year. In the process wehave identified some discrepancies and it hasresulted in the suspension of certain officialswhich were linked to this department.Investigations and disciplinary proceduresare proceeding,” said Nkosi.

Following theAG’s report, themunicipalityformeda task teamwhichconsists of 12mem-bers. The task team meets every Friday toreview and tackle the meter reading saga. In2012, the municipality appointed 154 meterreaders internally. I

IN order to prevent further injuries anddeath of its electricity staff, the MsunduziMunicipality has purchased fire resistant

work gearwhichwill protect its electricity em-ployees while they carry out their duties.

CostingaheftyR200000 for20suits,Msun-duzi’s deputy municipal manager for infra-structure, SabathaNomnganga, told theExec-utive Committee (Exco) that every individualwho is authorized to use a suitwill have to signforitsothatshouldthesuitsgetlost, themunici-pality will deduct from the salaries of those re-sponsible for losing them.

LastyearDecemberMsunduzimunicipalitylost one of its electricians, Ntandoyenkosi Mg-wili, after he was burnt in an explosion whiletrying to repair the damage caused by cablethieves at a substations.

Nomngangasaidthattheprotectiveclothingis one of the milestones that the municipalityhasaccomplishedtoensurethesafetyof itsem-ployees.

“After the incident where we lost one of ourcolleagues,weengagedsomanymunicipalitiestoadviseusastowhattheyhaveintermsofpro-tection for their staff. In the end, we came upwith this protective suit. When employees goout on site to work on electricity, this is whatthey need to wear to protect them from beingburnt when explosions take place,” saidNomnganga.

Labeling the fire resistant suit ‘hot andheavy’, Nomnganga said that the inside isequipped with a fan to keep the electricianscooler.

“The suits comes in one standard colourfrom the manufacturer. You cannot even burnthemandwehave actually proven that. This isof high quality. The bigger municipalities likeCape Town and eThekwini use the very sameprotective gear,” explained Nomnganga.

MayorChrisNdlelasaidthatthemunicipali-ty will not conduct any tests on its employeesto prove the strength of the suits.

“A responsible employer should beresponsible for the safety of its employees,” hesaid.

The protection of Cultural Herit-age is a challenge for developingcountries like South Africa, particu-larly where heritage sites are widelyspread in rural areas andmaynot in-clude impressive buildings andmon-

uments. A potential solution to theproblem, adopted by a growingnumber of developing countries, is tolink smaller, local sites together intoa heritage route, which is then mar-keted as a package.

This dynamic exists within theUmgungundlovu District Municipali-tyandsuchanapproachmaybeideal.

AsIapplaudedthis initiative, Iwasremindedthattourismisgovernmentled (which puts the focus on the Um-gungundlovu District Municipality todeliver on infrastructural needs),private sectordriven (that itwill needstrong partnership as a tourismproduct) and community based(community involvement andbenefi-ciation).

ON a mission to combat illegaldumping, the Green Networkin partnership with the Duzi

Umngeni Conservation Trust (Duct)and Keep Pietermaritzburg CleanAssociation (KPCA), recently cleanedtwo dumping sites in the Ashdown

area.The project, which will be rolled

out inareas suchas Imbali, Edendaleand Thembalihle near Eastwood, isaimed at educating people about thenegative impact of illegal dumpingand the importance of keeping theenvironment clean.

“We discovered that people werediscarding disposable nappies there

becausemunicipalgarbage trucksdonot pick them up.

“It started with one personthrowing them there, and the rest ofthe community followed the trendand it became a dumping site.

“People litter because they do notknowwhatkindofenvironmental im-pact it has.

“We have also formed an

environmental committee within thecommunity, so that they will monitorthe site on a regular basis to ensurethat the place is clean.

“We are also hoping to formpartnerships with local authoritiesand manufacturers of thesedisposable nappies in order toeliminate illegal dumping,” saidproject co-ordinator Xolile Ngubo.

Pupils of nearby schoolswere alsotaught how to take care of rivers andthe importance of recycling.

“We have a serious challengewhen it comes to illegal dumping.

We feel that somehow themunicipalityisresponsibleforthis,astheir garbage trucks do not takedisposable nappies, away with therest of the rubbish,” she said.

Pupils from variousschools inandaroundPie-termaritzburg, togetherwith the elderly from oldagehomes in thecity,wereinvited to the event at themuseum which was filledwith interesting and in-formative talks on aspectsof South African history.

There were also vari-ous itemsheldbydifferentschools.

Established in 1977,last year over 35 000 mu-seums in 143 countriesaround the world cele-brated this day in honourof the important role thatmuseums play in reflect-ing aspects of history.

The 2014 theme was‘Museums make connec-tions’whichwaschosentodemonstrate how muse-um exhibitions have theabilitynot only to tell a sto-ry, but to also engage withthe community throughshared memory.

Italsoencouragedpub-lic awareness of the role ofmuseums in the develop-ment of society and pro-motes the connection thatexists between differenttypes of collections andtheir audiences.

WORLD No Tobacco Day takes place on 31 May theaim of which is to focus on the increased use of tobacco among the youth.

According to the World Health Organization(WHO), most people start smoking before the age of18 and almost a quarter start using tobacco beforethe age of ten.

According to Cansa’s Head of Health, ProfessorMichael Herbst, the tobacco industry actively targetsthe youth with appealing products and expensivemarketing strategies.

“Young adulthood is the most susceptible periodto start using tobacco products and a main target forthe tobacco industry. The resting heart rate of youththat smoke is faster than that of their peers. Longterm effects before the age of 18, include chronic diseases such as lung and stomach cancer,” said Herbst.

PMB musicand poetryfestival thisSaturdayTHE P’z Up PMB Rhythm And Poetry Festival taking place this Saturday at the Winston Churchill Theatre from 12pm to 4pmwill see more local hiphop and rap musicartists interacting with music and poetryfans.

MEHLOKAZULU secondary school inImbali have earned bragging rightsafter becoming the first finalist of the

inaugural Themba Njilo Foundation’s schoolstournament by beating their neighbouringZamazulu counterparts last Friday.

The two squared up in a final of Imbali sec-ondary schools, after eliminating their respec-tive opponents at Imbali soccer field oppositeSukuma secondary school.

The final was a culmination of a two-dayeventthatstartedonThursday,withelevensec-ondary schools, including Mehlokazulu,Sobantu, Sukuma, Zibukezulu, Fundokuhle,Mvuzo, Ikusas’elihle, Siqongweni, Willow-fountain, Zamazulu and Nsikayethu, partici-pating.

Mehlokazulu beat Zamazulu 2-0 whileSukuma netball team beat Zibukezulu’s to bethe finalists of the Imbali streamof the tourna-ment which was divided into four streams.

Forty-fiveVulindlela secondary schoolswilllock horns tomorrow (Friday) to decide thefinalist of their stream. The tournament willthen move to Edendale schools and later tosecondary schools in town. All the streams’finalists will play to decide the overall winnerof the competition at a date still to be an-

nounced.There is also a primary school component

in all of these areas.Speaking to Echo, businessman Themba

Njilo said that just as he was nursing a dreamto do something to unite the youth with sportin Pietermaritzburg and surrounding areas,the local sports committee came to him for as-sistance.

He said it was easy to start the tournamentbecause the sport committee was already inplace.

“The goal is to build unity among the youthbut itwill alsohelp tobuild their confidence.Asweknow,someofthemarenotgoodinclassbutthey shine when given sporting activities. Thegameswill help them feel important again andhaveself-esteemwhichmightmotivatethemtodo well, even in class,” explained Njilo.

Njilo, who is regarded as a good samaritanbecause of his philanthropic gestures to com-munities and individual families in distress,said he sponsored the tournament with R50000 from his purse.

The money will be given to the winningschoolintheformofvoucherstoavoidtemptingpeople to use it for personal gain. The schoolwill identify their needs and they will be givenvouchers to buy.

TheownerofNduduzoFuneralHome,Njilopledged that this will be an annual event.
