Matric pass rate beyond expectionsJOHANNESBURG — The 2013 matricpass rate exceeded the Basic EducationDepartment’s target by reaching 78,2%,MinisterAngieMotshekgasaid inJohan-nesburg on Monday.

In 2012 it was 73,9%, she said. Thedepartment had aimed for a 75% passrate by 2014.

There were 576 490 full-time and130 646 part-time matriculants for2013.

Schools in poor communities per-formed better, with 1 832 schools fromthe lower three quintiles achieving passrates of 80% and higher. Matrics fromthese schools got a total of 78 407 bach-elor passes, required for admission touniversities.

“The notion that the schools from themore elite communities are propping upthe pass rate is therefore invalid,”Motshekga said.

Every province, except the NorthernCape, improveditspassratecomparedto2012.

TheFreeStatewasthetopperformingprovince, increasing its pass rate from81,1% in 2012 to 87,4% in 2013.

DESPITE coming in just below the nationalmatricpass rateaverage,KwaZulu–Natal dra-matically outperformed all other provinces inthepasses “that count”—withastunning35%jump in university exemptions.

Meanwhile, Premier Senzo Mchunu onTuesday set the unprecedented target of an80%passrateforthisyear, followingthe77,4%pass for the matric class of 2013 — up from73,1% in 2012.

“We are not to accept anything less than80%.Youdemonstrated that you canget it.Welookforwardtoworkingwithyoutoensurethispercentage is achievable,” Mchunu said at theprovincial release ofmatric results in Durban.

The new target was set as Education MECPeggy Nkonyeni threatened to crack the whipon principals of underperforming schools.

But in the most stunning achievementacross the provinces, Nkonyeni revealed that47 202matriculants last year earned the rightto studybachelorsdegrees—compared to just34 779 in 2012.

ThisalsocomparesfavourablytoGauteng’s38 104 bachelor passes — in second position—and just 19 477exemptions for theWesternCape.

Nkonyeni said: “Thisdevelopmentdemon-strates the impact that the system ismaking inimproving quality”.

Anthony Pierce, KZN head of the NationalProfessional Teachers Organisation, said theincreased exemptions represented a “stand-out” performance.

Announcing the results, Nkonyeni said outof the 145 278 candidateswho sat for the finalexaminations, 112 403 passed and 32 875failed.

Other highlights of the matric resultsincluded:

>>42 760 matriculants can now study for adiploma, compared to 36 841 in the previousyear;>>A53,6%pass rate inmathematics (five per-cent increase);>>A 66,4% pass rate in physical science com-pared to 58% in 2012;>> Life sciences pass rate increased from67%to 75,4%.>> Schools that obtained less than a 25%passrate declined from 34 to 25; and>>Seven percent of the province’s schoolsachieved a 100% pass.

Nkonyeni complained about performanceinthecommercialsubjects—businessstudies, accounting and economics—which recordedonly a marginal increase to a 66% pass rate. She said the department were “victims of ourown success”.

“Over the years we paid more attention ingateway subjects such asmathematics, physi-cal science and technology. In the process, weseem to have neglected other subjects”.

Her sentimentswere sharedbyheadof de-partment Nkosinathi Sishi

“Wehave to saywearenothappywith66%pass rate. We feel we can do better”.

Nkonyeni said the department would payattention to the schools that underperformedand make appropriate interventions.

“Thereisnoroomattheinnfor lethargyandincompetence.

“People who are misfits in our educationsystemmust either showtheir interest to learntoenable themselvesorvoluntarily leaveorwewill push them out.

“They must either ship in or ship out,”Nkonyeni said.-WR

A PROLONGED disagreement betweengovernment and the labour federation,Cosatu, on the youth wage subsidywhich has now reincarnated as the Employment Tax Incentive Act, appears tobe far from being resolved. The uncertainty of the stability of political dynamics in this country seems todeserve more attention than youth unemployment, at least in my personalassessment of things. One cannot but applaud the compro

mises the ANC–led government hashad to engage in as it tries to bend overbackwards to accommodate Cosatu’srejection of the first proposal to encourage employers, especially in the privatesector, to employ young people who arefacing unemployment and a doomedlife of drug addiction, alcohol abuseand crime.Any parent who can look his or her childin the eyes and say “Cosatu is wrong indenying young people their right to em

ployment,” would readily agree withme that it is a welcome developmentthat government has passed a piece oflegislation called the Employment TaxIncentive Act of 2013.This act of parliament seeks to encourage employers to retain employees oncondition that they are between theages of 18 to 24, registered South African ID carrying citizens and have beenemployed on or before 1 October 2013i.e. over three months ago. However, it is still true that older em

ployees may still be shed if the newyounger ones who were temporary labourers are retained. Hence, tensionsare inevitable and a showdown wouldbe expected between Cosatu on theone hand and the government/business community on the other hand.At the end of the day, the reality of thesituation is that the various unions affiliated to Cosatu are what they are: organisedlabour representatives that aretrying hard to represent the interests ofthe workers, but employers still havethe upper hand in deciding who andwhen to hire or fire.In a healthier country where patriotismmatters, an ideal scenario would have

been to have a situation where the interests of older employees are guaranteed by the employer class, whilst weembrace new, younger employees whoare subsidised by government. In anideal set–up, there should be nothingwrong with government providing incentives to business to create jobs forothers. It is a great pity that in South Africa thismatter is also a deeply political and ideological one. Political because a moreradical Cosatu stilltobreakawaygroup led by the National Union of Metalworkers of South Africa (Numsa) isnow distancing itself from the rulingparty, and defying Cosatu’s one–union, one sector rule due to the continuedsuspensionoftheCosatugeneralsecretary, Zwelinzima Vavi.

Ideological because Cosatu is for amore socialist solution to creating decent jobs which would see sectors likethe manufacturing industry enjoyinggovernment interventionintheinterestof job creation and a meaningful betterlife for all. Thanks to the Vavi saga, which may bea precipitating factor in changing thecountry’s political landscape, it seems

that history is just waiting to judgeSouth African political, labour andbusiness leaders harshly for failing toeffectively support the developmentalstate under the current ruling party. The ANC’s sustained effort to make a

mixed economy work in this countryhas had great potential since 1994, butpoor collaboration, lipservice andscanty practical contribution from theside of business and labour circles have,to say the least, let the nation down.Rightly or wrongly, political leadershippreferences are constantly unpredictable in this country. And now the biggest labour federationin Africa is experiencing unfamiliarcracks in leadership too.We also have a business communitythat remains intransigent and parasitic– if not racist and greedy – and nothingmuch has changed. The intransigence and selfishness of

strategic players may be a new strugglethat we still need to engage in more vigorously than the former antiapartheidstruggle.

“Look, challenges will be always there. Re-member this event is not on the Fifa calendarbut we are just glad that we got a team to com-pete.

“Iwouldalso like to thankSafaandthe teamowners for coming up with a solution after sit-ting around the table. I am glad we are nowlooking strong and are ready to represent ourcountry with pride.

“Whatever happened is nowbehind us andour focus is on our first game against Mozam-bique on Saturday. The support and the buzzaround theMother City is amazing andwe aregoing in there on Saturday with positiveminds,”said Igesund.
