COMMEMORATING 54 yearssince 1 400 delegates fromacross Africa hosted an All-

In Africa Conference in Pieterma-ritzburg, the Greater EdendaleAthletics Club on Thursdaylaunched the All-In Africa Mara-thon.

The conference, which sawmany delegates walking from theEdendaleYMCAto theAryaSamaihallinImbali,wasaimedatenforc-ing a new non-racial and demo-cratic society.

The late former president Nel-sonMandelawas the guest speak-er at the conference 54 years ago.Speaking at the Georgetown li-braryonThursday,projectambas-

He said: “The highlight hap-penedwhen the conferencehad tobe moved from the Edendale YM-CA to the local health office knownas KwaPoyinandi as police underthe apartheid regime had already

been tipped off. When the dele-gates moved to this office theyfoundout the same thinghadhap-pened. The Indian communityplayed a huge role as they openedup their hall at Imbali for the con-ference. There was no transportand delegates had to walk fromEdendale to Imbali hall. The hallaccommodated only 400 people, but thatday1 400delegateshadtofit in.”

Oneof thepeoplewhoattendedtheconference,renownedphotog-rapher Shan Pillay said: “I feelhonoured to have been part of thehistoric day.

“We waited for the whole day, andMandela arrived at midnight. It was nothing less than a ‘oneman, one vote’ in a democratic so-ciety.”

Marathon organiser DumisaniShandu said the race is aimed athonouring struggle heroes for thepolitical freedom they attained forthe country.

The race will take place on 13September and will be separatedinto three distances - 10km, 21kmand 56km - which will all gothrough the historical sites of thisconference.

THISisthemessagetheMsunduziMunicipalitywould like to pass on to residents following therecent tabling of the R4.1 billion draft budgetfor the 2015/2016 financial year.

AddressingtheExecutiveCommittee (Exco)meeting,Msunduzi’schief financialofficerNel-isiwe Ngcobo said the municipality is workingwith three companies for its debt collection.

“Weareworkingwitha fewof companies tofinalise the list of debtors. Every week themu-nicipalmanager looks at the list of debtors andwe have started with disconnections.

“Wearetargetingbigbusinessesthatoweusmoney. That is still ongoing until the end of thefinancial year. Out of the people we bill permonth, only 10%will not pay their account. Incash flowweneed tobe realistic,” saidNgcobo.

She said the municipality has also commu-nicatedwithgovernmentdepartmentsthatstillowethemunicipalitymillions,requestingthemto pay. She said they have selected the 20 busi-nesses, residents and government depart-ments that owe the most.

Presenting the 2015/20165 draft budget,Msunduzi’sprocessmanagerforincome,SifisoKhoza, said that managing the cash flow andthelong-termfinancialrecoveryplanofthemu-

nicipality is critical.The municipality’s projected 2015/2016

tariffs are12.28% for electricity, 8.2% increasefor water and 5.8% for rates, sanitation andrefuse, respectively.

“All tariffs show a 5.8% increase, except forelectricity andwater.WearedirectedbyCircu-lar74oftheTreasurydepartment,”saidKhoza.

He added they still need to finalise tariffswiththeNationalEnergyRegulator(Nersa)andUmgeni and consult the South African LocalGovernment Association (Salga) concerningthe final approval of sanitation increases.

The estimated budget for new municipalposts is R60 million.

With the budget consisting of 90%of capitalfunding and 10% council funding, Khoza cau-tioned council for travelling this route.

“If it stays like this for the next 10 years andthe departments take their money, we will notbe able to offer other services,” said Khoza.

Some of the priorities the municipality willfocus on include curbing electricity and waterloss, replacing theold infrastructure, enrolling

“We are a bit con-cerned because wehaven’t reached the70% we targeted forthis month.
