FBI Director Robert S.Mueller has named ANDREWWEISSMANN as the general

counsel. He joined the FBI afterfive-and-a-half years as a partnerat Jenner & Block LLP in NewYork City. Weissmann is returningto the FBI, having previouslyserved as special counsel to theDirector in 2005.

Weissmann was a federalprosecutor for 15 years in theEastern District of New York,where he served as the deputychief and then chief of the criminaldivision. He prosecuted numerousmembers of the Colombo, Gam-bino, and Genovese families, in-cluding the bosses of the Colomboand Genovese families. He alsoprosecuted or oversaw white-col-lar crime and terrorism cases. Helater served as the director of theEnron Task Force in Washington,D.C., where he supervised theprosecution of more than 30 indi-viduals in connection with thecompany’s collapse.

Weissmann has extensiveexperience in private practice. Hehas represented both U.S. andforeign corporations and execu-tives in connection with criminaland civil investigations and law-suits. Weissmann won the largestFinancial Industry Regulatory Au-thority arbitration award in history.He also has taught criminal lawand procedure at two law schools.

Weissmann has a Juris Doc-tor degree from Columbia LawSchool and was on the managingboard of the Columbia Law Re-view. He has a Bachelor of Artsdegree from Princeton Universityand attended the University ofGeneva for one year on a Ful-bright Fellowship.

On June 9, 1957, Thomas Dexter Jakes was born inSouth Charleston, West Virginia to Ernest Jakes, Sr., a janitorand entrepreneur, and Odith, an educator. Even as a child, hewas known in his West Virginian neighborhood as “the badBible boy.” He was also told he would never be able to preachbecause of his “bad” lisp. Shortly after his father’s death fromkidney failure, Jakes decided to go into ministry. In 1979, withvery little funds of his own and with only ten initial members,he founded Greater Emmanuel Temple of Faith as a storefrontchurch in Montgomery, West Virginia. Jakes maintained hisday job digging ditches in order to support his ministry untilthe church was able to support him. During its first 10 years,the church grew to over 1,000 members. In 1982, Jakes turned

to full-time ministry. By 1990, his church hadmoved twice, first from Montgomery to thenearby community of Smithers, and from there tohis hometown of South Charleston. In 1993, thechurch moved yet again within the Charlestonarea, to Cross Lanes; the building having beenformerly a bank. In 1995, when he was 38 years

old, Jakes started his television ministry. In 1996, Jakesfounded The Potter’s House in Dallas, Texas, with about 50families that had relocated with him from his former congrega-tion in Cross Lanes. Jakes purchased the property, which waspreviously Eagle’s Nest Family Church, from W. V. Grant, afterGrant was sentenced to 16 months in prison for tax-relatedcrimes. In its 12 year existence, it has grown to over 30,000members, located in Dallas, Texas. T.D. The mayor’s remarks are in response to the recently re-leased Rice University study showing that Missouri City hassurpassed Houston as the region’s most diverse cities.

He says that families looking for an overall quality oflife for their families may find affordable home choices

limited in Houston. The median home value in MissouriCity is $152,800, according to the 2010 US Census.

Missouri City’s ranking by Rice University, adds to priordistinctions as one of “America’s Best Places to Live” byMoney Magazine, “One of the Safest Cities in America” byCongressional Quarterly and “Best Value”for golfers by Avid Magazine. “We’re proudthat we are a community of choice, and ap-parently so are those who have chosen tomake Missouri City their home,” Owen said.

3): Star Precision Fabricating, bought 10 acres onS. Gessner and within a couple of years will construct a100,000 square foot building; completed construction ofa 30,000 square foot facility on that property, for RoyaltyMetal Finishing — one of their suppliers, who employsabout 25 workers.

4): Last December, Mayor Allen Owen announced thatCookieBaker LLC bought 22 acres at the corner of S. Gess-ner & Cravens Rd. and has plans to construct a 267,000square foot bakery production/warehouse at that location.The total investment will be over $40M and initially employ110 and increase to over 300 as production increases.

What’s going on at Lakeview Business Park(Buffalo Run at Fondren) area of Missouri City:

1): Southwest Electronic Energy purchased 5 acres andstarted construction on their 52,000 square foot office/manu-facturing facility for their new headquarters. Southwest Elec-tronic Energy is a company that designs and assemblesLithium-ion batteries. This company is relocating from Staffordand will initially employ about 75 employees.

2): Warren Alloy & Fittings recently purchased a 152,000square foot building along with 5 acres and will relocate theirstainless steel pipe, fittings and flange business from Hous-ton. They’re bringing about 120 new jobs to Missouri City.Warren Alloy & Fittings’ inventory alone is valued at morethan $65 million dollars.

3): Allied Fittings, the sister company of Warren Alloy &Fittings, also purchased 31 acres next door to the locationthat was purchased by Warren Allow & Fittings and within acouple of years will start construction on a 350,000 squarefoot office/distribution facility. Allied Fittings is a distributor ofcarbon steel pipes, fittings and flanges. They will be bringingabout 200 jobs to Missouri City when construction is com-pleted. Allied Fittings’ inventory is valued at more than $70million dollars.

4): Mayor Allen Owen is currently working with a prospectthat has 41 acres under contract and has plans to construct a320,000 square foot office/warehouse facility at that location.This prospect would employ over 200 workers when their con-struction is completed. The Inventory of this particular prospect isvalued at more than $109 million dollars.

5): The city of Missouri City currently has a new “City Com-munity Center” under construction. This two-story 25,000 squarefoot facility with a 2nd floor ballroom that will seat over 300 per-sons is expected to be completed very soon.

6): The city of Missouri City also has a new “Tennis andRecreation Center” under construction at the Old Quail ValleyTennis Center is being designed by community input; and willhave 12 tennis courts. This fine facility will also someequipped with a gym, fitness rooms, batting cages, meetingrooms, basketball courts, and much more. The new MissouriCity “Tennis and Recreation Center is expected to be com-pleted over the next few months.

Ben E. Keith Foods is now theeighth largest broad-line distributor in the

nation, with six distribution centers serving South CentralUSA –Texas, Oklahoma, New Mexico, Colorado, Louisiana,Mississippi, Arkansas, Kansas, Tennessee, and Missouri.

The company’s warehouse and other buildings will servesoutheast Texas and Louisiana and create about 300 jobs. It ex-pects to start operations in Fall of 2012 or Winter of 2013.

OUSTON -- The Hous-ton City Council unani-mously reappointed

businessman Kase Lawal to thePort Commission of the Port ofHouston Authority for a seventhterm during the 3rd Quarter of lastyear. He was initially appointed inJune 1999. POHA Commissionersserve two-year terms without pay.

Lawal, who is the chairman of Port Authority’sSmall Business Development Task Force, has indi-cated this will be his last term on the commission.

“Representing the city of Houston as a Port ofHouston Authority commissioner is a true honor andsignificant responsibility, particularly given the port’svital economic role to not only the city, but this na-tion,” Lawal said. “I appreciate the full confidence ofthe City Council and will continue to strive to repre-sent the city and the port well.”

City Councilmember James Rodriguez, whonominated Lawal for the reappointment, said Lawal’scontinued presence on the Port Commission is posi-tive for the Port Authority as well as the city.

“It was my distinct honor to nominate Dr. KaseLawal to the Port of Houston Authority,” Rodriguezsaid. “Dr. Lawal’s knowledge and experience in inter-national affairs make him a major asset to the PortCommission. I am confident that his reappointmentwill keep our port and regional economy thriving.”

Port Commission Chairman Jim Edmonds laudedthe reappointment as well.

“Commissioner Lawal is a well-known and well-respected leader in the international business commu-nity,” Edmonds said. “His work on the commission,particularly as a supporter of small business develop-ment and education, is welcomed.”

Lawal is chairman and chief executive officer ofCAMAC International Corporation, a multi-national en-ergy corporation. CAMAC and its affiliates are engagedin oil and gas exploration and production, engineeringservices and crude oil and natural gas trading for world-wide markets. CAMAC has consistently ranked on theForbes Magazine list of the 400 largest privately-ownedcorporations in the United States and on the Black En-terprise Magazine list as the second largest African-American owned company in the United States. In2006, CAMAC was named the Company of the Year byBlack Enterprise Magazine. Lawal is also the chairmanof Allied Energy Corporation. Lawal is a significantstakeholder in Unity National Bank, the only federallyinsured and licensed African-American-owned bank inTexas, and also serves as vice chairman of the bank’sboard of directors.

Lawal brings an extensive history of civic serviceto his port position. He serves as a member of theWhite House Advisory Committee for Trade Policyand Negotiations (ACTPN). He was appointed to theUnited States Trade Advisory Committee on Africa,reporting to President Bill Clinton, and was the U.S.Trade Representative on trade policy in Africa. He isa former member of the United States Council on theBusiness Development Committee of the U.S.- SouthAfrica Binational Commission and the Board of Di-rectors of the Corporate Council on Africa in Wash-ington, D.C. He is also a former member of the Boardof Directors of the World Trade Council of theGreater Houston Partnership.

In 2003, Lawal established a $1 million endow-ment at Texas Southern University to establish theKase and Eileen Lawal Center for Global Trade atJesse H. Jones School of Business. In 1992, he estab-lished a petroleum engineering endowment at theUniversity of Houston’s Cullen College of Engineer-ing to benefit graduate petroleum engineering stu-dents. Lawal serves as the director of the CullenEngineering Research Foundation and as a trustee forThe Kinkaid School, which is a leading collegepreparatory school. Pastor Davis, was born to Almeda and Andrew Davis andwas reared as an only child in the rural city of Champaign, Illi-nois. At 12 years old, Pastor Davis gave his life to Christ, by thetender age of 14, he knew he was called to the ministry and beganhandwriting sermons in his bedroom. It was at his home church,The Mount Olive Baptist Church pastored by Rev. Lundy Savage,that Pastor Davis announced his call to preach in 1976. Rev. Sav-

age continued to encourage and nurture PastorDavis’ gift and allowed him to preach his first ser-mon February 17, 1977. Pastor Davis knew heneeded to cultivate his gift further through formaleducation and with the support and encouragementof his mother, after high school, he moved to Dal-las, Texas to pursue a Bachelors degree in Religion

with a minor in Business Administration from Bishop College.During his college years, Pastor Davis was the President of theMinister’s Lyceum and was heavily involved with many churchesin the Dallas community.

His gift and calling was continually nurtured and devel-oped under the watch of many of Dallas’ veteran pastors andpreachers, including the late Rev. S.M. Wright of The People’sBaptist Church. It was with the support of these pastors, thatRev. Davis learned what it truly meant to shepherd and lead apeople. In 1983, Pastor Davis married his high school love,Wanda Bolton-Davis, the two made there home in Dallas. InAugust 1984, Pastor Davis accepted his first pastoral posi-tion at the Mount Rose Baptist Church in Dallas, Texas andjust one year later, the Davis’ had their first child. PastorDavis continued his educational pursuit and received hisMasters in Theology from Brite School of Divinity at TexasChristian University. The Davis’ then gave birth to theirsecond child and three years later, in 1991, Pastor Daviswas called to pastor the St. John Church in Grand Prairie,Texas. Since assuming the pastorate position, St. John hasgrown exponentially both spiritually and physically. TheLord has blessed and added more than 12,000 new mem-bers, and more than 80 ministries within the church. In1995, one year before the Davis’ third child was born, theSt. John Church was able to retire a half million-dollarmortgage note, within 26 months. This allowed the ministryto work towards Vision 2000, a 3.5 million dollar, much-needed expansion project, which was completed debt free in2000. Shortly after the completion of Vision 2000, PastorDavis, felt the Lord sending him into uncharted territory,Southlake, Texas. Recognizing the need to develop a churchin a growing community where few churches existed, Pas-tor Davis started the St. John North Family FellowshipChurch (now named, St. John Southlake Campus). Thechurch began as a small group of Christians meeting in var-ious home-based settings. The meeting locations soonbegan meeting in a single office suite and later expanded tomultiple office suites. In 2004, St. John Church brokeground on the capital plan to build a full church facility tobetter serve the Southlake community. In December 2007,the St. John Southlake Campus, an 80,000 square foot facil-ity that supports 2400 worshippers, was completed. Charitable Giving Jumps in Texas, Nationwide

Charitable giving in the United States was up some 7.5percent in 2011, with Texas boasting some of the strongestgrowth in giving, the Dallas Business Journal reports.

According to a study conducted by the Atlas of Giv-ing, a Dallas-based forecasting service, Americans gavenearly $346 billion to charity in 2011, including $241.3 bil-lion from individuals, $16.5 billion from corporations,

An Atlas of Giving forecasts predicts thatcharitable giving in Texas will increase 3 percent in 2012,compared to about 3.9 percent nationally.

ASHINGTON - The DefenseDepartment is working tobreak down credentialingbarriers for service mem-bers and veterans prepar-ing to enter the civilian

workforce, a DOD stated recently.“The goal ... is to help our veterans, and es-

pecially our transitioning veterans, …get em-ployed,” Ed Kringer, director of state liaison andeducational opportunity for the Pentagon’s officeof military community and policy, told an audi-ence gathered for the National Credentialing Sum-mit at the U.S. Chamber of Commerce recently.

Speaking on a panel, Kringer described theinteragency effort under way to ensure credential-ing agencies recognize service members’ exten-sive training, education and experience.

Many occupations require state licensure, henoted, which affects both service members andtheir spouses. However, many troops run upagainst challenges with this, he added, as licens-ing and credentialing requirements vary fromstate to state and many credentialing boards areunaware of how military training and educationequate to civilian training.

“What we want is for states to make it sim-pler, and they can do that through regulations andthrough passing legislation …to make it simplerfor service members to take education, trainingand experience and make it applicable for a li-cense,” Kringer said.

Officials are asking state licensure boards toaccept military training and experience if theymeet the state’s requirements, he said. He laudedWashington state for what he called its simple,but effective legislation. The state has directedboards to waive training if a military member al-ready has training that’s comparable to the state’srequirement.

“That’s what we want — that transferabilityof training and experience toward requirementsfor a state license,” Kringer said.

In some cases, the military helps its troopsobtain credentials while still serving, he noted.Some military health care professionals, for ex-ample, obtain licenses while in service so theycan work part time.

But that license may not apply once the mili-tary member separates from service and moves toanother state. “We want that state to have an ex-pedited enforcement policy so that member’s cur-rent, valid license is more easily transferred,”Kringer said.

Others come into the military with a license,then separate from service and stay in the samestate where they obtained their license, but mayno longer meet requirements. A solution would befor states to give these service members an op-portunity to continue working with a temporarylicense while they complete the additional re-quirements, he said.

Kringer acknowledged states’ concernsabout the impact of swifter and easier credential-ing. “They ask, ‘Are you telling us to lower ourstandards [or] take unqualified people into our

profession?’ The answer is a profound no. Wedon’t want unqualified people out there, but wedon’t want service members to have to repeatwhat they have,” he said.

Kringer said he’s aware that service mem-bers’ training and experience may not alwaysequate to civilian requirements, but even somepercentage is better than none. Troops may meetonly 50 percent of the requirements, he noted, butthen “we’ll show them and help them get theother 50 percent. We don’t want any militarymember to have to start at ground zero.”

Officials started working with the states onthese issues and possible solutions last year,Kringer said.

“Last year, we had six states that eitheradopted all or significant parts of the legislation,”he said. “This year, wehave sponsors identified

and in some cases legislation already dropped in 23states. This is something that is actively moving.”

Along with their state efforts, officials alsoare working with national credentialing agencies,noted fellow panelist Marion Cain, DOD’s asso-ciate director for training readiness and strategy.“About 60 percent of employers don’t understandwhat military training and education experience[means], how that really relates to their job,” hesaid. The same is true with national credentialingagencies, he added.

Officialsneed to ascertainwhat theseagencies are

looking for, what information they need and howmilitary training can be matched up with civiliantraining to facilitate credentialing, Cain ex-plained.

As they ask states and agencies to do theirpart to help, military officials must step up aswell, Kringer said. DOD needs to do a better jobat making military training understandable tocivilian credentialing agencies, he acknowledged.Most agencies are accustomed to assessing train-ing, he explained, but aren’t well equipped to as-sess military training.

“The language isn’t the same,” he noted.“We’ve been tasked to do that better. If we’re

going to ask them to do something, weneed to step up to the plate.”

Military transcripts, for example,need to contain standardized informa-tion to ensure they’re meaningful tocredentialing agencies, Kringer ex-plained. Toward this end, officials aregathering transcripts to comparewhat’s in them already and what needsto change.

Three states – Maryland, Wash-ington and Illinois – have agreed toevaluate these transcripts and see howDOD can make them more meaningfulto a credentialing agency, he said.They’re also asking credentialingagencies and academic institutions toreview these transcripts.

Once that assessment is complete,DOD will report its findings to theservices to initiate changes, Kringersaid, noting this should be completedwithin the next month or so.

Kringer also cited the need formore Veterans Affairs Department-ap-proved licensing and certificationagencies. Veterans can be reimbursedthrough VA for the cost of taking ap-proved licensing and credentialingtests. However, veterans often aren’taware of which agencies are VA-ap-proved, and they don’t have a centralrepository of agencies they can access.Compounding the issue, many agen-cies will wait until a military memberasks to take the test before asking VAfor approval.

“We want to provide veteransmore options of agencies approved bythe VA so veterans can use their VAbenefits,” Kringer said.

VA and the Labor Department areworking to build a repository of VA-

approved agencies, he said, that willlist which agencies are approved fortesting. VA officials also will workthrough states to contact other agen-cies and request that they ask to beVA-approved in advance of a testingrequest to expand troops’ options.

Officials also are looking to ex-pand the services’ apprenticeship pro-grams, Cain noted. In these programs,service members in technical trades,such as machinists or lathe operators,are assigned a program of instructioninvolving class and task completion.Once requirements are fulfilled, theLabor Department issues the servicemember a certificate.

“This is a huge advantage whengetting out and looking to get hired byone of the trade unions,” he said.

The Army and Air Force, however,don’t have apprenticeship programs,Cain noted. Officials are exploring theidea of expanding other services’ pro-grams — which encompass 123 tradesand about 58,000 service members —to the Army and Air Force.

“We’re working very closely withour partners at the Department ofLabor to make this happen,” he said. “Ithink we’re going to make a lot ofprogress here.”

Officials also are in the process ofassessing the services’ credentialingprograms. Some programs havemapped military occupation codes andcredentials to civilian jobs and creden-tials, Kringer said. But others aren’t ascurrent, he acknowledged. The goal isto develop a common standard for alservice members, and then determinewhat it will take to bring all of theservices up to that standard, he ex-plained, so service members “have ac-cess to the same kind and level andquality ... of information.”

The most complex of actionsDOD officials would like to undertakeis to close the real or perceived gap be-tween military training and educationand civilian credentialing require-ments, Kringer noted.

This will involve assessing thematch between competencies gained in

military occupations with a state’s cre-dentialing requirements, he explained.A military electrician, for example,may have extensive experience, butthat must be able to translate to a civil-ian credentialing and licensingagency’s requirements.

Officials have identified the top

10 largest military occupations fromeach service, and have “cross-walked”these to 17 civilian occupations, hesaid. They’ll examine the training foreach of these 40 occupations, compar-ing what’s required for credentials andfor licenses, so they can determine anygaps.

Once they identify these gaps, of-ficials can look to modify current mili-tary training or, if the credentialingisn’t required for all, create a “pocket”of additional training for certaintroops.

In some cases, Kringer noted,bridging the gap may require the mili-tary to add on additional weeks oftraining, which may not be financiallyor logistically feasible. In this case,DOD officials can work to ensuretroops know what’s required to fill thegap and what financial resources areavailable to help, he said.

It’s also important to help troopsdetermine the value of different cre-dentials, Kringer noted. With morethan 4,000 different credentials, it canbe difficult for a service member orveteran to know which ones are mostimportant to civilian employers.

To help guide service members,the Labor Department is working toidentify indicators of a credential’svalue, such as industry recognition andaccreditation. Once this information iscompiled, it will be posted on futurecredentialing program websites soservice members can evaluate thesevalue indicators, Kringer said.

Kringer said people should beginto see the positive results of these in-teragency efforts in the comingmonths. The goal is more than justabout credentialing, he noted. “It’sabout employment,” he said.

Sergeant Hubbard Calls For Precinct 7 Voters to Fire Constable May Walker FROM THE SERGEANT LEON HUBBARD FOR PRECINCT 7 CONSTABLE CAMPAIGN

“They could have indicted her…” is what defense attorney Chip Lewistold the Houston Chronicle regardinghis client (Constable May Walker) onFriday, February 10, 2012 shortly aftera Harris County grand jury let heroff the hook. Lewis went on tosay: “But just because thereis a technical violation of thelaw does not mean a grandjury sees fit to indict.”

BREAKING THE LAW IS BREAKING THE LAW

“When is a ‘technical violation’ of the law not a crime? Isn’ta ‘technical violation’ of the law still a violation of the law? I be-lieve a so called ‘technical violation’ of the law; is still a viola-tion of the law,” says Sergeant Leon Hubbard — the onlycandidate running for Harris County Precinct 7 constable withmore than 30 years of law enforcement experience matchedwith an unblemished and honorable track-record of more than27 years already committed to the citizens of the HarrisCounty Precinct 7 community.

SERGEANT HUBBARD CAN CLEAN UP THE MESSMADE BY CONSTABLE MAY WALKER

On Friday, February 10, 2012 a Harris County Grandjury declined to indict Constable May Walker on crimi-

nal charges being alleged against the embattledPrecinct 7 constable. But does that mean shewas innocent of the charges and accusa-tions alleged against her? “That’s a goodquestion,” says Hubbard. “A person couldbe guilty as sin, and not have criminalcharges brought against them for variousreasons,” Hubbard explains. “That doesn’tmean they’re innocent – it simply meansthey may have been let off the hook for what-ever reason,” says Hubbard.

“In the story recently published in theHouston Chronicle, Constable May Walker

was described as ‘being thankful, relievedand contrite’ by her defense attorney ChipLewis; and she should be,” says Hubbard.

In the aforementioned article (written byBrian Rogers in the Houston Chronicle), at-torney Chip Lewis also stated that therewere no allegations or inferences that Con-stable May Walker personally benefited from

her office, but rather, that it was ‘adminis-trative missteps’ that landed her in troublewith the law. Lewis also claimed, ConstableMay Walker has made the necessarychanges, including ending the raffle; and istrying to get permission to conduct legaldrawings according to the article.

THE HARM HAS ALREADY BEEN DONE BY CONSTABLEMAY WALKER TOPRECINCT 7

“But the harm of Constable MayWalker’s shameful ‘administrative mis-steps’ has already been done to Precinct 7.This is too little — and it’s definitely toolate. This constable has brought moreshame to the Precinct 7 constable’s office; and thetime for change has come,” says Hubbard.

“Her own attorney said they could have indicted her —what more is there to say? I would just like to know how Con-stable May Walker managed to escape indictment; and whatthe grand jury considered. But we will perhaps never get theanswers to these questions,” he says.

“Grand juries have a difficult job to do; and I understandthat. But the bad thing about this whole matter is: since therewere no charges filed against Constable May Walker; and thefact the grand jury proceedings were done in secrecy; wedon’t even know what the investigation into Constable MayWalker involved,” explains Hubbard.

PRECINCT 7 NEEDS ACHANGE IN LEADERSHIPRIGHT NOW

“During my process of walking and knocking ondoors throughout Precinct 7 I ’m running into peo-ple (al l across the precinct) who want real an-swers and change; people who are ashamed aboutwhat’s cont inuing to happen t ime and t ime again inthe Precinct 7 constable’s off ice. Constable MayWalker has shamed our community with her ‘ad-ministrat ive missteps’ and so cal led ‘ technical v io-lat ion’ of the law. Being let off the hook by thegrand jury shouldn’t excuse the fact that sheshould st i l l be f i red at the bal lot box in the 2012Democratic primary,” says Hubbard.

Sergeant Leon Hubbard will create a “SPECIAL EVENTSDIVISION” to provide security for special community relatedevents taking place in OUR Precinct 7.

Sergeant Leon Hubbard will establish a more ac-tive and effective “WARRANT DIVISION” at OURPrecinct 7 Constables office.

Sergeant Leon Hubbard will re-establish a dependable“CIVIL DIVISION” so citizens who receive civil citations willbe served expeditiously and have their day in court in orderto prevent default judgments being levied against them.

Sergeant Leon Hubbard plans to abolish the practice ofcharging Precinct 7 citizens for coming into OUR constable’soffice to have their finger prints taken for their own privateuse. WE currently have to pay for having this done underMay Walker’s administration.

Sergeant Leon Hubbard served in OUR Precinct 7 consta-ble’s office honorably for more than 27 years as a deputy andsupervisor. His service began in 1983 and ended when he re-tired honorably from service in 2010.
