WE MUST USE WISDOM WITH OUR WORDS

“A soft answer turneth away wrath: but grievouswords stir up anger.” — PROVERBS 15:1 - “Thereare some people we just have to deal with in life

— there’s just no way around that. People are brought intoour lives for specific reasons during specific seasons. Itcould be someone close to you who’s getting on your lastnerve; a bill collector; a boss who’s not treating you fairly;or someone you love dearly — I don’t know. But just re-member that we can’t change or control the actions of oth-ers and how they respond to us; but we can change howwe choose to respond to them. Sometimes our approachhas to be altered a bit to keep peace flowing; and to getwhat we want out of a given situation. The right word spo-ken in the right tone can be a deal maker; just like thewrong word can be a deal breaker.” -- AUBREY

BE CAREFUL WHO YOU ALLOW TOCOME ALONG FOR THE RIDE

“Wealth maketh many friends; but the poor isseparated from his neighbour.” — PROVERBS:19:4 - “Not everybody in our lives are meant to

come along for the full ride. As you grow in popularityand wealth, just be really careful who you allow toenter into your inner-circle. Be wise and use Godly dis-cernment in your personal and professional dealings. And by all means, don’t allow just anyone to hitch theirboxcar to your train.” -- AUBREY

NOBODY CAN DO YOU BETTER THAN YOU!

“A man’s gift maketh room for him, and bringethhim before great men.” — PROVERBS 18:16 -“Right now the stage is being set for you. There

are no over-night successes. Luck has nothing to do withit! People spend lifetimes being prepared and sacrificingbefore we’re ever even aware that they exist. God hascreated you in a unique mold that he threw away onceyou were created. You are uniquely formed, prepared andanointed with gifting and talents that nobody else onearth has been given. Nobody can beat you at being you;just remember that today.” -- AUBREY

TALKING ALONE WON’T BRING OUR DREAMS TO PASS!

“In all labour there is profit; but the talk of the lipstendeth only to penury.” — PROVERBS 14:23 -“The American College Dictionary defines penury

as: 1. Extreme Poverty; Destitution. 2. Dearth or insuffi-ciency. Sure, we must speak and talk about what we’regoing to do in life; that’s an important part of the process. But at some point actions must follow our words; or we’regoing to find ourselves in a state of extreme poverty anddestitution. We must speak it; but we must also be an ac-tive participant in the process of bringing what we’respeaking into existence to pass.” -- AUBREY

GOD’S THOUGHTS ARE HIGHER THAN OUR THOUGHTS

“For my thoughts are not your thoughts, neitherare your ways my ways, saith the LORD.” — ISA-IAH: 55:8 - “Don’t sweat the small stuff. Even if

you can’t see the way, you must keep going. God alreadyknows what He’s going to do about what concerns youtoday. So don’t sweat the stuff that you have no controlover anyway.” -- AUBREY

WE CAN MOVE MOUNTAINS WITH OUR WORDS!

“If ye have faith as a grain of a mustardseed...nothing shall be impossible unto you!” —MATTHEW 17:20 - “Always believe! Keep believ-

ing! Never stop believing! How long? Keep on believingfor as long as it takes for you to lay hold of that which hasbeen promised to you. The enemy can smell unbelief froma mile away. And unbelief opens the door for fear to creepinto our lives. Jesus said, “Because of your unbelief: forverily I say unto you, if ye have faith as a grain of mustardseed, ye shall say unto this mountain, Remove hence to

yonder place; and it shall remove; and nothing shall beimpossible unto you.” I found that in the 17th Chapter and20th verse of the book of Matthew.” -- AUBREY

GOD KNOWS THE WAY!

“I am the Lord thy God which teacheth thee howto profit, which leadeth the by the way that thoushouldest go.” — ISAIAH 48:17 - “God knows ex-

actly what we need and how He’s going to get it to us;and how to lead us to it too. Keep trusting, praying believ-ing, and praising God for getting you the provisionneeded to accomplish the vision you’ve been given. For,whenever God has given us a vision, He’s obligated toprovide us with provision we need to accomplish the vi-sion we’ve been given.” -- AUBREY

PRAISE GOD IN ADVANCE FOR YOUR VICTORY!

“Praise him for his mighty acts: praise him ac-cording to his excellent greatness” — PSALMS150:2 - “You are already a winner! You’ve already

won! If the enemy was going to be able to stop you, hewould have done it already. The fact that you’re readingthis thought today is proof positive that God isn’t throughwith you yet. Keep praising him for the good He’s done, doing and about to do in your life.” -- AUBREY

OUR FATHER IS WORTHY TO BE PRAISED!

“Let every thing that hath breath praise the Lord.Praise ye the LORD.” — ISAIAH 150:6 - “Thefunny thing about God is that He sometimes will

choose the unlikeliest of individuals to accomplish ex-traordinary things in the world. He can use anyone hechooses; so why not you? You’re chosen, anointed, ap-pointed and well-able to accomplish every God-given andinspired goal that’s been planted in your spirit. PraiseGod for his goodness, faithfulness and perfect love today. And keep it moving!” -- AUBREY

YOUR DREAM WILL COME TO PASS!

“Commit thy way unto the LORD, trust also in him;and he shall bring it to pass.” —PSALMS 37:5 -“We can’t do it on our own. God can do more in

one day than you or I could do in a lifetime of trying onour own. Our biggest challenge is to make sure that ourdreams and desires are in line with His will for our lives.Once we do that, we must remain in Him and stay on thepath that has been chosen for us. God is carefully watch-ing over His plan for our lives and is surely going tocause it to be realized.” -- AUBREY

DON’T FORGET WHO HELPED YOU!

“ ...Remember the LORD thy God: for it is He thatgiveth thee power to get wealth.” — DEUTERON-OMY 8:18 - “God has a predetermined path for

you and I to travel to get to the promise that He’s alreadyprepared for us. It really doesn’t matter if we’re talkingabout our personal, professional or political lives; God isour helper in every area of our lives. So we can’t leaveour Father out of any part of the decision makingprocess. I’ve made this mistake many times in my life;and it’s a costly mistake to make. So never forget who’sworking on your behalf.” -- AUBREY

GOD GIVES US WEALTH FOR A PURPOSE

“...That he may establish His covenant which Hesware unto thy Fathers...this day.” —DEUTERONOMY 8:18 - “There’s a purpose and

reason for everything that our Father allows to happen inour lives. And He’s going to allow wealth to come into ourlives so His will can be accomplished in our lives and theworld around us. But it’s not going to be so we can harborand amass an abundance of wealth. God wants us to bea distribution center and a gateway to cause people tosee His goodness in our world; that they may praise Himfor His goodness in the land.” -- AUBREY

ecent U.S. Census fig-ures show “The ShowMe City” as having morethan 68,447 residentswith 37% being black,

36% being white, 17% being Hispanicand 15% being Asian.

“Middle class Americans looking to purchase homes findMissouri City an appealing choice because of its immediateproximity to Houston, its strong economic and job growth, lowcrime rate, excellent schools, affordable housing and plentifulgreen space for recreation,” said Mayor Allen Owen.

The mayor’s remarks are in response to the recently re-leased Rice University study showing that Missouri City hassurpassed Houston as the region’s most diverse cities.

He says that families looking for an overall quality oflife for their families may find affordable home choices

limited in Houston. The median home value in MissouriCity is $152,800, according to the 2010 US Census.

Missouri City’s ranking by Rice University, adds to priordistinctions as one of “America’s Best Places to Live” byMoney Magazine, “One of the Safest Cities in America” byCongressional Quarterly and “Best Value”for golfers by Avid Magazine. “We’re proudthat we are a community of choice, and ap-parently so are those who have chosen tomake Missouri City their home,” Owen said.

US Census figures also break down “The Show MeCity’s” 68,447-resident population as 37 percentblack, 36 percent white, 17 percent Hispanic originand 15 percent Asian.

“We are known as a family community, and 86 percent ofour residents represent family households; 51 percent haveassociate or higher degrees, and 90 percent are high schoolgraduates,” Owen noted. “Of residents who work outside thehome, the Census shows 75 percent of those who are 16and older are employed in white-collar positions.”

Just as it is a draw for families, Missouri City is alsoattracting the attention of many prominent companies

such as Ben E. Keith, Warren Alloy, Lufkin Automationand Global Geophysical. And, in the past six years, theCity’s commercial tax base has grown from 15 to 24 per-cent, leading to the creation of 800 new jobs. “New com-panies coming here will add an additional one-thousand

plus positions,” Owen said.Community and business part-

nerships make a difference in MissouriCity’s overall appeal. Planned commu-nity developments offer beautiful subur-

ban housing options, funding from the Texas Departmentof Transportation has greatly improved mobility citywidewith improvements on most major arterials and HoustonCommunity College has expanded its former City campusto a new location off State Highway 6 in Missouri City.

“Our citizens, business owners and City staff haveworked hard to create a balance of work and play in ourcommunity,” Owen said. “With 20 parks, representing 393acres and 566 acres of undeveloped land, two champi-onship golf courses at Quail Valley Golf Course, excitingannual family-oriented events and rich historical traditions,we encourage everyone to discover Missouri City.”

NEW RESEARCHPrivacy Management on Social Media Sites

s social media use has be-come a mainstream activity, and attention to privacy is-

sues has increased, a new study findsthat most users of social networkingsites choose restricted privacy settingswhile profile “pruning” and unfriendingpeople is on the rise.

A survey by the Pew Research Center’s InternetProject & American Life provides new data about theprivacy settings people choose for their social net-working profiles, and the specific steps users take tocontrol the flow of information to different peoplewithin their networks.

About two-thirds (63%) of adults say they cur-rently maintain a profile on a social networking site.Nearly six-in-ten (58%), say their main profile is setto be private so that only friends can see it; another19% set their profiles to partially private so thatfriends of friends or networks can view them; 20%say their main profile is completely public.

The number of social network users whoprune and manage their accounts has increased:63% of them have deleted people from their“friends” lists, up from 56% in 2009; 44% havedeleted comments made by others on their profile;and 37% have removed their names from photosthat were tagged to identify them.

Pastor Davis, was born to Almeda and Andrew Davis andwas reared as an only child in the rural city of Champaign, Illi-nois. At 12 years old, Pastor Davis gave his life to Christ, by thetender age of 14, he knew he was called to the ministry and beganhandwriting sermons in his bedroom. It was at his home church,The Mount Olive Baptist Church pastored by Rev. Lundy Savage, that Pastor Davis announced his call to preach in 1976. Rev. Sav-age continued to encourage and nurture Pastor Davis’ gift and al-lowed him to preach his first sermon February 17, 1977. PastorDavis knew he needed to cultivate his gift further through formaleducation and with the support and encouragement of his mother, after high school, he moved to Dallas, Texas to pursue a Bache-lors degree in Religion with a minor in Business Administrationfrom Bishop College. During his college years, Pastor Davis wasthe President of the Minister’s Lyceum and was heavily involvedwith many churches in the Dallas community.

His gift and calling was continually nurtured and devel-oped under the watch of many of Dallas’ veteran pastors andpreachers, including the late Rev. S.M. Wright of The People’sBaptist Church. It was with the support of these pastors, thatRev. Davis learned what it truly meant to shepherd and lead a

people. In 1983, Pastor Davis married his highschool love, Wanda Bolton-Davis, the two madethere home in Dallas. In August 1984, PastorDavis accepted his first pastoral position at theMount Rose Baptist Church in Dallas, Texasand just one year later, the Davis’ had theirfirst child. Pastor Davis continued his educa-

tional pursuit and received his Masters in Theology fromBrite School of Divinity at Texas Christian University. TheDavis’ then gave birth to their second child and three yearslater, in 1991, Pastor Davis was called to pastor the St. JohnChurch in Grand Prairie, Texas. Since assuming the pas-torate position, St. John has grown exponentially both spiri-tually and physically. The Lord has blessed and added morethan 12,000 new members, and more than 80 ministrieswithin the church. In 1995, one year before the Davis’ thirdchild was born, the St. John Church was able to retire a halfmillion-dollar mortgage note, within 26 months. This al-lowed the ministry to work towards Vision 2000, a 3.5 mil-lion dollar, much-needed expansion project, which wascompleted debt free in 2000. Shortly after the completionof Vision 2000, Pastor Davis, felt the Lord sending him intouncharted territory, Southlake, Texas. Recognizing the needto develop a church in a growing community where fewchurches existed, Pastor Davis started the St. John NorthFamily Fellowship Church (now named, St. John SouthlakeCampus). The church began as a small group of Christiansmeeting in various home-based settings. The meeting loca-tions soon began meeting in a single office suite and laterexpanded to multiple office suites. In 2004, St. JohnChurch broke ground on the capital plan to build a fullchurch facility to better serve the Southlake community. InDecember 2007, the St. John Southlake Campus, an 80,000square foot facility that supports 2400 worshippers, wascompleted. Under Pastor Davis’ guidance, St. John Churchhas become one church in multiple locations offering fourSunday worship services and three mid-week Bible studiesevery week. Source: www.lightsource.com.

DO NOT WORRY

“We should bring all of our needs and con-cerns to God in prayer rather than worry aboutthem. Jesus encourages us to avoid worrying

about our physical needs. “Therefore I tell you, do notworry about your life, what you will eat or drink; orabout your body, what you will wear. Is not life moreimportant than food and the body more important thanclothes?” (Matthew 6:25) — The word assures us thatour heavenly Father will take care of all our needs. Wehave no need to worry about anything.” -- BETTY

WHAT KIND OF SOIL ARE WE?

“A man’s reception of God’s Word is determined bythe condition of his heart. “As for what was sownon good soil, this is the one who hears the word

and understands it. He indeed bears fruit and yields, in onecase a hundredfold, in another sixty, and in another thirty.”(Matthew 13:23) — May our faith and our lives exemplify the“good soil” in the Parable of the Sower.” -- BETTY

HOW ARE WE LIVING?

“Regardless of our personal feelings, we are re-minded to “be very careful, how we live — notas unwise but as wise, making the most of

every opportunity, because these days are evil.” (Eph-esians 5:15-17) — Look carefully then how we walk, notas unwise but as wise, making the best use of time, be-cause the days are evil. So let us not be foolish, but un-derstand what the Lord’s will is for our lives.” -- BETTY

DO YOU TRUST ME?

“Trust in the Lord with all of your heart and donot lean on your own understanding. In all yourways acknowledge Him and He will make

straight your paths.” (Proverbs 3:5-6) — It is the Lord inwho we are to trust; not ourselves or our own plans; andcertainly not the world’s wisdom and devices. We musttrust in the Lord because He and He alone is truly trust-worthy. Because of His nature, we are to trust Him with allour hearts, committing every aspect of our lives to Him incomplete confidence. And oh how hard is this for us?“Let the morning bring me words of your unfailing love, for in you do I trust: cause me to know the way in which Ishould walk; for I lift up my soul unto you. (Psalm 143:8)— Help us to put our total trust in you oh Lord. -- BETTY

WHAT PRICE ARE WE WILLING TO PAY TO CLAIM OUR PROMISE?

“We must re-train our thinking from, “I can’t” to “Ican.” God can enable us every single day.Through Him, nothing is impossible. “Jesus said,

The things which are impossible with men are possiblewith God.” (Luke 18:27) — Sometimes we have to giveup to become a follower of Jesus — it has it’s benefits aswell as its sacrifices. Sometimes it is your own family’sapproval. But we must not dwell on what we have to giveup — but on what we will gain; and that’s the love of ourLord Jesus Christ who gave his all for us.” -- BETTY

WHO IS ALWAYS THERE REGARDLESS?

“God will always be by our sides. Even when youthink you’re alone and you don’t feel Him near, Heis always listening and watching, ready to catch

you when you fall (to your knees) or carry you. “Bestrong and courageous. Do not be afraid or terrified be-cause of them, for the LORD your God goes with you; hewill never leave you nor forsake you.” (Deuteronomy31:6) “God has said, ‘Never will I leave you, never will Iforsake you.’ (Hebrews 13:5) — The Lord is the only onewho you know that will always be there for you when youfeel like no one else is.” -- BETTY

DO YOU FEEL LIKE GIVING UP?

“We can never tell how close we are, it is nearerthan it seems. So let’s stick to the fight when weare hardest hit. It’s when things are the hardest

that we must not quit, because God has and knows theplan He has for us. Thank you Lord Jesus. Ever feel likegiving up, when life’s burdens seem too heavy? Just re-member where your real strength lies. But also under-stand this, that in the last days, (Hebrew 12:2-5) “Considerhim who endured from sinners such hostility against him-self, so that you may not grow weary or fainthearted. Inyour struggle against sin you have not yet resisted to thepoint of shedding your blood. And have you forgotten theexhortation that addresses you as sons?” -- BETTY

SO CAN WE SEE?

“God does/did not take us through the wildernessfor us to stay; it was for us to get to the promiseland. God takes us out, to bring us into something

better. We are to walk by faith and know what God’s planis for us; and to see his will fulfilled through the visionshe’s planted in us. “The Lord our God said to us at Horeb,“You have stayed long enough at the mountain. Breakcamp and advance into the hill country of the Amorites;— Go in and take possession of the land that the Lordswore he would give your fathers...” (Deuteronomy 1:6-8)—We must be willing to listen, go and see what plans theLord has already given us and promised us.” -- BETTY

DO WE EVER HAVE CIRCUMSTANCESTHAT LEAD US TO DOUBT GOD?

“Sometimes in our lives we can find ourselveswondering where our God is in the midst of allthat’s going on in our world. Why is our life so tur-

bulent? Just think about Job. But Job never gave up orgave in. “Immediately the father of the child cried out andsaid, “I believe; help my unbelief!” (Mark 9:23) — Just re-member God never leaves us or forsakes us.” -- BETTY

DO WE HAVE TIMES WHEN OURMOODS ARE DARK?

“This my friend is one of my favorite verses. I useit daily; and have for years. I sing the song aswell. “This is the day the Lord has made. Let us

rejoice, and be glad in it.” (Psalm 118:24) — So let us re-member to give the Lord credit for giving us our day to re-joice and be glad that he is our God. God is good all thetime — And all the time God is good.” -- BETTY

WHEN WE ARE WORN OUT AND WORN DOWN

“Every day we have a hard race to run, of serviceand sufferings, a course of active and passiveobedience; but in all of which, we need to keep our

eyes fixed upon the Lord Jesus. “Let us fix our eyes onJesus, the author and completer of our faith, who, for thejoy set before Him endured the cross, despising its shame, and sat down at the right hand of the throne of God. Con-sider him who endured such opposition from sinful men, sothat you will not grow weary and lose heart.” (Hebrews12:2-3) — But in the end we will be the winners because ofwhere we are keeping our eyes focused.”-- BETTY

Charitable Giving Jumps in Texas, Nationwide

Charitable giving in the United States was up some 7.5percent in 2011, with Texas boasting some of the strongestgrowth in giving, the Dallas Business Journal reports.

According to a study conducted by the Atlas of Giv-ing, a Dallas-based forecasting service, Americans gavenearly $346 billion to charity in 2011, including $241.3 bil-lion from individuals, $16.5 billion from corporations,$42.1 billion through foundations, and $22 billion throughbequests. The study also found that Texans and Texas-based companies gave a total of $29 billion, more than

the total for all but three states — Florida, Illinois, andPennsylvania. An Atlas of Giving forecasts predicts thatcharitable giving in Texas will increase 3 percent in 2012,compared to about 3.9 percent nationally.

Atlas of Giving CEO Rob Mitchell said the relativelystrong economy in Texas was behind the state's strongshowing. "The unemployment rate in Texas is lower thanit is in much of the rest of the United States, there is anincreasing population in Texas, and you have some majoreconomic development happening," said Mitchell, "espe-cially in the Barnett Shale and the Eagleford Shale down in South Texas..."

Giving in Florida ImprovesSlowly, Report Finds

While the recession took its toll on charitable givingin Florida, early signs suggest that a general improve-ment in the fundraising climate in 2010 continued into2011, a new report from the Tampa-based Florida Philan-thropic Network finds.

According to Giving in Florida: The State of Philan-thropy in the Sunshine State, 2012 Edition, combined chari-table giving by individuals, foundations, and corporations inthe state dropped 8.6 percent between 2008 and 2009, fol-lowing a double-digit decline the previous year. But afterbeing flat in 2010, charitable giving in the state was esti-mated to have rebounded slightly in 2011.

In 2009, individuals, foundations, and corporationsgave $14.2 billion — a significant drop from pre-recessiongiving levels. Three-quarters of that giving came from in-dividuals, while nearly 10 percent came from foundationsand corporate givers. According to the report, Floridafoundations in 2010 devoted the largest share of theirgrant dollars (24.1 percent) to public affairs and socialbenefit organizations, with the next largest shares goingto human services (16.8 percent), health (16.6 percent, and arts and culture (14.2 percent). More than half (56.9percent) of the grants awarded by foundations in thestate went to organizations in other states.

"The recession appears to have had an even greaternegative impact on charitable giving in Florida than in thecountry as a whole," said FPN president and CEO DavidBiemesderfer. "This is not surprising when you considerthat Florida was hit harder by the recession than mostothers states. But there are early signs that Florida'scharitable giving picture is improving."

Giving Sustains Cultural,Educational Institutions in Pittsburgh

With some private foundations still recoveringfrom the Great Recession, many nonprofit organiza-tions in the Pittsburgh region are relying more on indi-vidual donations to help make ends meet, thePittsburgh Tribune-Review reports.

At the end of the nineteenth century, home-grown ti-tans of industry such as Andrew Carnegie and RichardKing Mellon endowed the Steel City with a host ofschools and cultural institutions. But philanthropy oper-ated differently back then. "In those days, you had toknow someone who knew the wealthy person and makeyour case," said Bayer Center for Nonprofit Managementexecutive director Peggy M. Outon. "That closed out a lotof people. It's a lot more open than it used to be."

Yet, many nonprofits have difficulty attracting founda-tion support. Kathy Buechel, senior lecturer and directorof the Philanthropy Forum at the University of PittsburghGraduate School of Public and International Affairs, toldthe Tribune-Review that the needs of the region havereached the point where foundations don't have the re-sources to keep up.

Acknowledging that individual donors are critical tothe health of the region's nonprofit sector, the PittsburghFoundation launched its Day of Giving and Pittsburgh-Gives Web site in 2011 with a promise to match individualdonations to local charities. Through the campaign, thefoundation raised nearly $6.5 million from more than13,600 people. "All the work we're doing with the Day ofGiving and PittsburghGives, and the use of social mediaby nonprofits, is an effort by the Pittsburgh Foundationnot only to introduce people to philanthropy in a newway," said the foundation's president and CEO, GrantOliphant, "but to make nonprofits stronger by helpingthem tell their stories more effectively."

ASHINGTON - The DefenseDepartment is working tobreak down credentialingbarriers for service mem-bers and veterans prepar-ing to enter the civilian

workforce, a DOD stated recently.“The goal ... is to help our veterans, and es-

pecially our transitioning veterans, …get em-ployed,” Ed Kringer, director of state liaison andeducational opportunity for the Pentagon’s officeof military community and policy, told an audi-ence gathered for the National Credentialing Sum-mit at the U.S. Chamber of Commerce recently.

Speaking on a panel, Kringer described theinteragency effort under way to ensure credential-ing agencies recognize service members’ exten-sive training, education and experience.

Many occupations require state licensure, henoted, which affects both service members andtheir spouses. However, many troops run upagainst challenges with this, he added, as licens-ing and credentialing requirements vary fromstate to state and many credentialing boards areunaware of how military training and educationequate to civilian training.

“What we want is for states to make it sim-pler, and they can do that through regulations andthrough passing legislation …to make it simplerfor service members to take education, trainingand experience and make it applicable for a li-cense,” Kringer said.

Officials are asking state licensure boards toaccept military training and experience if theymeet the state’s requirements, he said. He laudedWashington state for what he called its simple, but effective legislation. The state has directedboards to waive training if a military member al-ready has training that’s comparable to the state’srequirement.

“That’s what we want — that transferabilityof training and experience toward requirementsfor a state license,” Kringer said.

In some cases, the military helps its troopsobtain credentials while still serving, he noted. Some military health care professionals, for ex-ample, obtain licenses while in service so theycan work part time.

But that license may not apply once the mili-tary member separates from service and moves toanother state. “We want that state to have an ex-pedited enforcement policy so that member’s cur-rent, valid license is more easily transferred,”Kringer said.

Others come into the military with a license, then separate from service and stay in the samestate where they obtained their license, but mayno longer meet requirements. A solution would befor states to give these service members an op-portunity to continue working with a temporarylicense while they complete the additional re-quirements, he said.

Kringer acknowledged states’ concernsabout the impact of swifter and easier credential-ing. “They ask, ‘Are you telling us to lower ourstandards [or] take unqualified people into our

profession?’ The answer is a profound no. Wedon’t want unqualified people out there, but wedon’t want service members to have to repeatwhat they have,” he said.

Kringer said he’s aware that service mem-bers’ training and experience may not alwaysequate to civilian requirements, but even somepercentage is better than none. Troops may meetonly 50 percent of the requirements, he noted, butthen “we’ll show them and help them get theother 50 percent. We don’t want any militarymember to have to start at ground zero.”

Officials started working with the states onthese issues and possible solutions last year,Kringer said.

“Last year, we had six states that eitheradopted all or significant parts of the legislation,”he said. “This year, wehave sponsors identified

and in some cases legislation already dropped in 23states. This is something that is actively moving.”

Along with their state efforts, officials alsoare working with national credentialing agencies, noted fellow panelist Marion Cain, DOD’s asso-ciate director for training readiness and strategy.“About 60 percent of employers don’t understandwhat military training and education experience[means], how that really relates to their job,” hesaid. The same is true with national credentialingagencies, he added.

Officialsneed to ascertainwhat theseagencies are

looking for, what information they need and howmilitary training can be matched up with civiliantraining to facilitate credentialing, Cain ex-plained.

As they ask states and agencies to do theirpart to help, military officials must step up aswell, Kringer said. DOD needs to do a better jobat making military training understandable tocivilian credentialing agencies, he acknowledged. Most agencies are accustomed to assessing train-ing, he explained, but aren’t well equipped to as-sess military training.

“The language isn’t the same,” he noted.“We’ve been tasked to do that better. If we’re

going to ask them to do something, weneed to step up to the plate.”

Military transcripts, for example, need to contain standardized informa-tion to ensure they’re meaningful tocredentialing agencies, Kringer ex-plained. Toward this end, officials aregathering transcripts to comparewhat’s in them already and what needsto change.

Three states – Maryland, Wash-ington and Illinois – have agreed toevaluate these transcripts and see howDOD can make them more meaningfulto a credentialing agency, he said. They’re also asking credentialingagencies and academic institutions toreview these transcripts.

Once that assessment is complete,DOD will report its findings to theservices to initiate changes, Kringersaid, noting this should be completedwithin the next month or so.

Kringer also cited the need formore Veterans Affairs Department-ap-proved licensing and certificationagencies. Veterans can be reimbursedthrough VA for the cost of taking ap-proved licensing and credentialingtests. However, veterans often aren’taware of which agencies are VA-ap-proved, and they don’t have a centralrepository of agencies they can access.Compounding the issue, many agen-cies will wait until a military memberasks to take the test before asking VAfor approval.

“We want to provide veteransmore options of agencies approved bythe VA so veterans can use their VAbenefits,” Kringer said.

VA and the Labor Department areworking to build a repository of VA-

approved agencies, he said, that willlist which agencies are approved fortesting. VA officials also will workthrough states to contact other agen-cies and request that they ask to beVA-approved in advance of a testingrequest to expand troops’ options.

Officials also are looking to ex-pand the services’ apprenticeship pro-grams, Cain noted. In these programs, service members in technical trades, such as machinists or lathe operators, are assigned a program of instructioninvolving class and task completion.Once requirements are fulfilled, theLabor Department issues the servicemember a certificate.

“This is a huge advantage whengetting out and looking to get hired byone of the trade unions,” he said.

The Army and Air Force, however, don’t have apprenticeship programs,Cain noted. Officials are exploring theidea of expanding other services’ pro-grams — which encompass 123 tradesand about 58,000 service members —to the Army and Air Force.

“We’re working very closely withour partners at the Department ofLabor to make this happen,” he said. “Ithink we’re going to make a lot ofprogress here.”

Officials also are in the process ofassessing the services’ credentialingprograms. Some programs havemapped military occupation codes andcredentials to civilian jobs and creden-tials, Kringer said. But others aren’t ascurrent, he acknowledged. The goal isto develop a common standard for alservice members, and then determinewhat it will take to bring all of theservices up to that standard, he ex-plained, so service members “have ac-cess to the same kind and level andquality ... of information.”

The most complex of actionsDOD officials would like to undertakeis to close the real or perceived gap be-tween military training and educationand civilian credentialing require-ments, Kringer noted.

This will involve assessing thematch between competencies gained in

military occupations with a state’s cre-dentialing requirements, he explained.A military electrician, for example, may have extensive experience, butthat must be able to translate to a civil-ian credentialing and licensingagency’s requirements.

Officials have identified the top

10 largest military occupations fromeach service, and have “cross-walked”these to 17 civilian occupations, hesaid. They’ll examine the training foreach of these 40 occupations, compar-ing what’s required for credentials andfor licenses, so they can determine anygaps.

Once they identify these gaps, of-ficials can look to modify current mili-tary training or, if the credentialingisn’t required for all, create a “pocket”of additional training for certaintroops.

In some cases, Kringer noted, bridging the gap may require the mili-tary to add on additional weeks oftraining, which may not be financiallyor logistically feasible. In this case,DOD officials can work to ensuretroops know what’s required to fill thegap and what financial resources areavailable to help, he said.

It’s also important to help troopsdetermine the value of different cre-dentials, Kringer noted. With morethan 4,000 different credentials, it canbe difficult for a service member orveteran to know which ones are mostimportant to civilian employers.

To help guide service members, the Labor Department is working toidentify indicators of a credential’svalue, such as industry recognition andaccreditation. Once this information iscompiled, it will be posted on futurecredentialing program websites soservice members can evaluate thesevalue indicators, Kringer said.

Kringer said people should beginto see the positive results of these in-teragency efforts in the comingmonths. The goal is more than justabout credentialing, he noted. “It’sabout employment,” he said.

Sergeant Leon Hubbard Calls For Precinct 7 Voters to not let Constable May Walker off the hook in the 2012 Democratic PrimaryFROM THE SERGEANT LEON HUBBARD FOR PRECINCT 7 CONSTABLE CAMPAIGN

“They could have indicted her…” is what defense attorney Chip Lewistold the Houston Chronicle regardinghis client (Constable May Walker) onFriday, February 10, 2012 shortly aftera Harris County grand jury let her offthe hook. Lewis went on to say: “Butjust because there is a technical viola-tion of the law does not mean a grandjury sees fit to indict.”

BREAKING THE LAW IS BREAKING THE LAW

“When is a ‘technical violation’ of the law not a crime? Isn’ta ‘technical violation’ of the law still a violation of the law? I be-lieve a so called ‘technical violation’ of the law; is still a viola-tion of the law,” says Sergeant Leon Hubbard — the onlycandidate running for Harris County Precinct 7 constable withmore than 30 years of law enforcement experience matchedwith an unblemished and honorable track-record of more than27 years already committed to the citizens of the HarrisCounty Precinct 7 community.

SERGEANT HUBBARD CAN CLEAN UP THE MESSMADE BY CONSTABLE MAY WALKER

On Friday, February 10, 2012 a Harris County Grandjury declined to indict Constable May Walker on crimi-nal charges being alleged against the embattledPrecinct 7 constable. But does that mean she was in-nocent of the charges and accusations alleged againsther? “That’s a good question,” says Hubbard. “A per-son could be guilty as sin, and not have criminalcharges brought against them for various reasons,”Hubbard explains. “That doesn’t mean they’re innocent– it simply means they may have been let off the hook forwhatever reason,” says Hubbard.

“In the story recently published in the Houston Chroni-cle, Constable May Walker was described as ‘being thank-ful, relieved and contrite’ by her defense attorney ChipLewis; and she should be,” says Hubbard.

In the aforementioned article (written byBrian Rogers in the Houston Chronicle), at-torney Chip Lewis also stated that therewere no allegations or inferences that Con-stable May Walker personally benefitedfrom her office, but rather, that it was ‘ad-

ministrative missteps’ that landed her introuble with the law. Lewis also claimed,Constable May Walker has made the neces-sary changes, including ending the raffle;and is trying to get permission to conductlegal drawings according to the article.

THE HARM HAS ALREADY BEEN DONE BY CONSTABLEMAY WALKER TOPRECINCT 7

“But the harm of Constable MayWalker’s shameful ‘administrative mis-steps’ has already been done to Precinct 7.This is too little — and it’s definitely toolate. This constable has brought moreshame to the Precinct 7 constable’s office;and the time for change has come,” says Hubbard.

“Her own attorney said they could have indicted her —what more is there to say? I would just like to know how Con-stable May Walker managed to escape indictment; and whatthe grand jury considered. But we will perhaps never get theanswers to these questions,” he says.

“Grand juries have a difficult job to do; and I understandthat. But the bad thing about this whole matter is: since therewere no charges filed against Constable May Walker; and thefact the grand jury proceedings were done in secrecy; wedon’t even know what the investigation into Constable MayWalker involved,” explains Hubbard.

PRECINCT 7 NEEDS ACHANGE IN LEADERSHIPRIGHT NOW

“During my process of walking and knocking ondoors throughout Precinct 7 I ’m running into peo-ple (al l across the precinct) who want real an-swers and change; people who are ashamed aboutwhat’s cont inuing to happen t ime and t ime again inthe Precinct 7 constable’s off ice. Constable MayWalker has shamed our community with her ‘ad-ministrat ive missteps’ and so cal led ‘ technical v io-lat ion’ of the law. Being let off the hook by thegrand jury shouldn’t excuse the fact that sheshould st i l l be f i red at the bal lot box in the 2012Democratic primary,” says Hubbard.

ARE WE GOING TO LETCONSTABLE MAY WALKEROFF THE HOOK TOO?

“We can do much better than this in Precinct 7. Wemust restore honesty and integrity back to the Precinct 7constable’s office; and I’m the right person for the job. I’vededicated over 30 years of my life to law enforcement inone capacity or another — and I’m ready to serve Precinct7 from day one.”

“I’m a team player whose been asked to do somethingabout the problems in the office currently being run by thisembattled constable.”

“I served the Precinct 7 Constable’s office honorably be-fore I retired in 2010; and I’m stepping up to the plate to con-tinue my service to this community.”

“My experience as a deputy and supervisor has pre-pared me for the job that needs to be done to clean up themess made by Constable May Walker,” proclaims Hubbard.

“There was a very informative new telecast airedrecently on KTRK Channel 13 which stated that Con-stable May Walker is likely breathing a sigh of relief, but that many of her deputies are expressing shock, and fearing that she may retaliate against them. That’sjust not right! That’s no environment to go to work in;and we must do something about this at the ballot boxin the 2012 Democratic primary,” says Hubbard.

WE MUST WORKTOGETHER TO FIRECONSTABLE MAY WALKER

“Firing the embattled Constable May Walker; and in-creasing morale at the Harris County Precinct 7 constable’soffice is one of my top priorities; but it’s not the only one,” ex-plains Sergeant Hubbard.

THE STANCE OF THE SERGEANTHUBBARD 2012 CAMPAIGN
