1817.)State Rep. Reynolds AnnouncesDismissal of Pending Barratry Case

State Rep. Ron Reynolds (Fort Bend County, District 27) has announced the dismissal of the barratrycase filed against him with the Harris County District Attorney’s Office (Case No. 134513401010).

Rep. Reynolds was charged and never indicted of barratry by a Grand Jury. Barratry is the solicitationfor legal services of a potential client by an attorney without the potential client’s permission.

“I want to thank District Attorney Mike Anderson for doing the right thing and dismissing my case,” saidRep. Reynolds. “I said from day one that once the facts came out, justice would prevail and I would be vin-dicated of all charges. I want to thank everyone for their prayers and supporting me and my family duringthis challenging time. I never lost faith in God and the Criminal Justice System.”

Away from me, you evildo-ers!’” Those people thought that because they did goodthings in the name of Jesus they could get into Heaven. In-stead, Jesus surprised them by saying, “I never knew you.”

Therefore, don’t get so caught up in your good worksthat you forget to know God. Make it your goal to seek firsthis kingdom and his righteousness, and all these things willbe given to you as well (Matthew 6:33). If all of your goodworks have made you so busy that you don’t spend any timewith God, then those good works have become bad works,because they are replacing your time with God.

Tax Relief, Infrastructure and Education: Priorities toKeep Texas Strong

Gov. Rick Perry delivered his State of theState address to the 83rd Texas Legislature,highlighting our state’s strong economic outlook,and outlining his priorities to keep Texas on anupward trajectory. He called on the Legislatureto provide at least $1.8 billion in tax relief, in-

vest in the state’s water and transportation infra-structure and improve access and choice in bothpublic and higher education, including provid-ing South Texas access to the Permanent Uni-versity Fund. This is Gov. Perry’s seventh Stateof the State address.“The state of our state is stronger than ever.

We remain the nation’s prime destination for em-ployers and job-seekers alike, and across the state- in classrooms, on assem-bly lines, in laboratories,on farms and in officebuildings - hard workingTexans are today turningtheir dreams into realities,”Gov. Perry said. “Big and small, dreams do be-come reality in Texas.”The governor called on the Legislature to

provide at least $1.8 billion in tax relief and passa constitutional amendment to allow the state togive money directly back to taxpayers. He wel-comed feedback from Texans on the best meth-ods of tax relief, inviting them to share their ideason the governor’s website, gov.Texas.gov.The governor also noted that our strong eco-

nomic growth and expanding population have in-creased demand on the fundamental buildingblocks of our communities. To address theseneeds, he urged lawmakers to use $3.7 billionfrom the Rainy Day Fund for a one-time invest-ment in water and transportation infrastructureprograms. Additionally, he called on the Legisla-ture to once and for all end diversions from theState Highway Fund, freeing up an additional$1.3 billion of ongoing biennial funding availablefor transportation.“What I am proposing will support critical

water and transportation systems across our state,

addresses our needs both short- and long-term, andensures both water and traffic will continue to flowin Texas for generations to come,” the governor said.Recognizing that not every child learns for

the same purpose or thrives in the same settingsand schools, the governor called for morechoice in both public and higher education.This includes the creation of more public char-ter schools, which are already in high demand

across the state andoffer a tuition-free al-ternative to a student’sneighborhood school,and the creation ofscholarship programs

to give students a choice in their education, es-pecially for those locked into low-performingschools. The governor also emphasized theneed to give students more flexibility in thecourses they take in high school to preparethem for whatever their goals may be, withoutsacrificing rigorous academic standards.Also highlighting the state’s higher educa-

tion needs, particularly in the dynamic andgrowing South Texas region, the governorcalled on lawmakers to provide the region ac-cess to the Permanent University Fund. Thispaired with efforts to make higher educationmore accessible and affordable to all Texans -such as providing more $10,000 degree op-tions, a four-year tuition freeze and tying aminimum of ten percent of a school’s statefunding to the number of students it graduates- all represent an investment in our state’sskilled workforce and our future.“Texas is not merely strong, but excep-

tional. We are a testament to the power of free-dom, to the entrepreneurial spirit unleashedfrom government interference,” said Gov.Perry in closing. “We believe these ideals aresturdy enough and strong enough to advanceany and all Texans regardless of race, color orcreed. We embrace a ‘can do culture’ for everycitizen willing to work hard and pursue adream. Those ideals propel us forward as westand as a national example that hard work canbreed success regardless of one’s station inlife, that freedom is the best antidote topoverty, and that each individual deserves toinherit a state of equality and opportunity.”The governor also emphasized the principles

of the Texas Budget Compact, such as truing upthe budget and moving away from budget gim-micks; implementing a stronger constitutionallimit on spending that ensures it does not growmore than the combined rate of inflation and pop-ulation growth; scrubbing the budget for anywaste and redundancies; ending the practice ofusing dedicated funds and specific fees for any-thing other than the purpose for which they wereintended; and maintaining a strong Rainy DayFund that includes not tapping the fund to meetongoing expenses.

DEAR READERS:District D is home to great people who pay

their taxes, care for their families, educate theirchildren, take care of their homes, and workhard to build successful businesses.

I am a resident of District D and District Dhas serious issues that need to be addressed.

The next District DCity Councilmember mustbe a knowledgeable, ener-getic and independentchampion who will amplifyour voices at City Hall andwill work hard everyday to address and resolvethe challenges confronting District D residents.

Crime in District D neighborhoods is onthe rise. Too many homes in District D are beingburglarized, too many robberies are happeningon our streets and too many people have beenkilled or had their bodies dumped in District D.There needs to be greater coordination betweenHPD, the Constables, HISD Police Department,the Sheriff’s Office, Metro Police and university

police departments in District D.Infrastructure in District D needs to be

improved. Why can’t our streets be fixed andthe potholes filled?

There are too many streets with too manypotholes in District D.

More street lights need to be installedthroughout District D, light bulbs need to be re-placed and power lines in District D need to bebetter protected to prevent (and recover morequickly from) power outages from storms, highwinds and falling trees.

District D needs more Wi-Fiand fiber optic infrastructurefor broader internet access.As HISD and HCC buildnew facilities in District D,we need to use those projects

to help attract more Economic Developmentand jobs to District D.

Flooding is still a problem in too manyneighborhoods throughout District D. Too manysidewalks in our neighborhoods still need to berepaired so that our children and young adultscan safely walk to and from schools. Flood con-trol projects in District D need to be at the top ofthe Rebuild Houston priority list. We need toprotect the homes and businesses in District D

from flooding.District D needs Better Bus Service so that

the residents of our area can better access the jobcenters of the Metro service area. Metro needs tobuild the “University Line” as a Bus RapidTransit (BRT) Corridor now (with the infra-structure to handle rail in the future) while itworks to secure funding for more 2 future lightrail construction. If we don’t do so now, there

will be no high capacity East/West connector toour universities, the Main Street light rail sta-tion, Uptown and the Galleria for District D,East End and Montrose area residents.

Quality of Life issues in District D mustalso be a priority. District D needs more GreenSpaces, more restaurants and supermarkets andthe deployment of high-tech security cameras tohelp fight crime and prevent illegal dumping.District D needs someone at City Hall who willbe a champion of small businesses, environmen-tal protection, clean air and the “stacking” ofpublic, private and philanthropic resources tohelp the residents of District D similar to what isbeing done in the Harlem Children’s Zone inNew York City.

I am committed to working with whoever iselected to serve as the next District D CityCouncilmember to do all we can to help makeDistrict D an even better and safer place to live,work, learn, raise a family and worship.

District A - Bobby Marshall is a 19-year resident of Colony Crossing in MissouriCity. In addition to his duties as City Councilmember, he also serves as a Board memberof the Colony Crossing Homeowners Asso-ciation. Marshall owns an office supply andprinting business in the community. He hasbeen a precinct alternate election judge for27 years and a Little League volunteer for36 years, including serving as a LittleLeague World Series umpire in 2005.

He has been married to Vanessa for28 years, and they have two children,

Personal History

Mayor Allen Owen is MissouriCity’s 10th mayor since the city’sincorporation in 1956. MayorOwen and his family have lived inMissouri City more than 34 years.Mayor Owen continues to dedi-cate much of his time and expert-ise towards the development of acommunity where he and his wifeof 44 years, Jane, raised theirthree children.

Owen has served as mayorsince his election to that position in1994. Prior to that time he was amember of the Planning and Zon-ing Commission for five years anda City Council member for eightyears, including serving as mayorpro-tem.

Mayor Owen earned degreesfrom Southern Methodist Univer-

sity’s Graduate School of Financeand Banking and from Stephen F.Austin State University.

Community Involvement

From the beginning of MayorOwen’s association with MissouriCity, he has been highly visible inthe community that now has grownto 68,000 residents and numerousbusinesses. He continues to play amajor role in building a strongeconomy evidenced by MissouriCity’s attraction of quality residen-tial and commercial development.

Mayor Owen combines his po-sition as senior vice president andTexas government liaison for WellsFargo Bank of Texas with assuringhe is available to hear and workwith the City’s residents on theirneeds. He actively participates in

numerous community activities, in-cluding tireless volunteer hourswith the YMCA, United Way,March of Dimes, and many otherorganizations.

Additional Service

He serves on the boards for theFort Bend Chamber of Commerce,Fort Bend Women’s Center, FortBend Literacy Council, and theFort Bend Community JusticeCouncil. Mayor Owen is also a life-time vice president and director ofthe Houston Livestock Show andRodeo, a lifetime member of theFort Bend Fair, past president ofthe Texas 4H Foundation, andpresident of the Asian AmericanFamily Counseling Center.

District B - Don Smith and family have owned a homein Hunters Glen III for 31 years. He is the current president ofthe Hunters Glen-III Homeowners’ Association and has servedon that board in many capacities over the years. Don and hiswife Etta have been married for 33 years and have five boysand one girl. Their seven grandchildren and one great-grand-child complete the family.

Council member Smith is a veteran of the U.S. Air Forceand since retiring as the southwestern divisional marketingdirector for Pitney Bowes, Don primarily has focused on com-munity service.

Community Involvement - Council member Smith hasrecently resurrected the Texas Parkway Alliance; was a boardmember of the City’s Tax Increment Reinvestment Zone 1,and was secretary of the Texas Association of Black CouncilMembers. He is chairman of the Missouri City JuneteenthCelebration Foundation; is a life time member of the NAACPand the A. Phillip Randolph Institute, a member of the Mis-souri City YMCA Century Club, the Black Heritage Committee– Houston Livestock Show and Rodeo, and the CovenantGlen United Methodist Church Male Chorus.

District C - Robin Elackatt was elected to office onMay 9, 2009, as the District C Council member. He and hiswife Tina have been residents of Colony Lakes Subdivisionsince 2006. They have two daughters and are members ofSt. Laurence Catholic Church. Currently, Council memberElackatt works for Methodist Sugar Land Hospital.

Community Involvement - Prior to being a Councilmember, Elackatt served as the vice chairman and boardmember of the Parks Board. Currently, he serves on theColony Lakes Homeowners’ Association Board and was thepast president of the Homeowner’s Association Board.

District D - Floyd Emery was elected to his office onMay 14, 2011. He has been married 52 years to his wife,Linda. They have been homeowners in Quail Valley for morethan 35 years, where they raised their two sons, Brian andDennis.

Councilmember Emery retired from Halliburton in1999 and was employed by Baroid/Dresser/Halliburton for47 years of service prior to his early retirement. Duringhis tenure, he achieved a successful business career ex-celling in the management and directorship of InformationTechnology, Finance and Human Resources.

Community Involvement - Council member Emery con-tinues to have extensive involvement in various Missouri Cityand Quail Valley community service organizations. This in-cludes QV Proud as its current president, Citizens for Mis-souri City’s Future as its president, an active member of theQV Exchange Club, and as chair of the Missouri City PoliceOfficers Association annual benefit golf tournament.
