Bureau of Energy Efficiency (BEE) is a statutory body under the Ministry of Power, Government of India. Its Mission is to assist in developing policies and strategies with a thrust on self-regulation and market principles, within the overall framework of the Energy Conservation Act, 2001, and with the primary objective of reducing energy intensity of the Indian economy. Study international fiscal/ monetary policies and international experience on climate financial projects. Any other work assigned by the Competent Authority/ Reporting Officer.

8 Qualification & Experience:

Bachelors in Engineering /Economics / Finance / Business

Post Graduate in Business Administration/ Finance or M.Sc. OR M.A. in Economics with Finance as a subject. Climate Change/ Sustainability/ Environment/ Energy Efficiency knowledge will be given preference.

Experience of more than 25 years, preferably in climate finance related sourcing of international finance for energy efficiency.

Experience in sourcing international climate finance from bilateral/ multilateral agencies for Govt. agencies such as World Bank/ ADB/GCF/UNDP etc. will be preferred.

Experience in financial reporting and budget forecasting related to climate change will be preferred.

Support establishment of Program of Activities and required systems and development of projects that can avail carbon finance under Clean Development Mechanism (CDM) or any other mechanism as it emerges. Any other work assigned by Competent Authority/ Reporting Officer.

8 Qualification & Experience:

Bachelors in Engineering/Science / Economics.

Post Graduate in Business Administration / Finance or M.Sc. OR M.A. in Economics with Finance as a subject.

Carbon Finance / Climate Change / Sustainability/ Environment / Energy Efficiency knowledge will be given preference.

Experience of more than 25 years, preferably in Carbon Market / Finance or related sourcing of international finance for energy efficiency.

Candidate is expected to provide sectoral technical support for implementation of PAT scheme for Development of Sector/Sub-Sector specific Form-1, M&V protocol, Manuals, Normalization factors and their revision if so required. Expected to analyze the baseline year data, if needed, Coordinate the quarterly meeting of Sectoral Technical Committees and prepare background papers and progress reports. Review of Baseline audit reports for Baseline SEC and Target SEC of notified DCs; Coordinate with the stakeholders/DCs in organizing conferences, workshops etc. Could educate the DCs on normalization and calculate parameters of individual plant during M&V phase by way of analyzing M&V reports;

Drafting sector specific amendment in rules and regulations under EC Act; replies to RTI queries/ legal compliance/ litigation etc. Assessment for awarding ESCerts/penalty check verification Training needs fulfilment of Accredited Energy Auditors/Energy Managers of the DCs on normalization, Form-1 and M&V protocol. Review of Baseline audit reports for revision of Baseline SEC and target SEC of notified DCs, if needed. To carry out Technical evaluation of Mandatory Energy Audit Reports. Could provide guidance to Project Engineers and assist Part-time sector expert on concerned sector. Preparation of contents for media related leaflets, brochures, awareness, and outreach material etc. Any other work assigned by Competent Authority/ Reporting Officer.

8 Qualification & Experience:

Should have an engineering degree with sectoral experience in Energy Management/Operations & Maintenance/Technical evaluation of Energy Saving.

Experience of more than 25 years in the notified sectors along with experience in energy management, plant process, and evaluation of techno-economics of energy efficiency measures.

Should be conversant with existing industrial energy efficiency technology. BEE Certified Energy Auditor/Manager will be preferred.

Involvement in PAT related activities will be added advantage.

For Part Time experts, preference will be given to those having held suitable positions in plant level not less than that of AGM/GM of PSU .

Candidate is expected to provide inputs for the Guidelines/Rules/Operations; Manual for BEE’s financing schemes PRGFEE, VCFEE, EEFF and any new financing scheme. Facilitate in approaching to Ministry of Finance and RBI for bringing EE projects under Priority sector lending. Provide policy inputs for international credit line for EE projects in India. Coordinate with multilateral agencies for developing Financing schemes for EE projects/ technologies/ appliances. Coordinate with Banks/NBFCs for their empanelment with BEE under PRGFEE and EEFP. Assist BEE in preparing proposals for new financing schemes/new credit line. Carry out financial evaluation of EE projects/proposals. Help in capacity building of FIs for EE financing. Any other work assigned by Competent Authority/ Reporting Officer.

8 Qualification & Experience:

Post Graduate in Commerce/Economics or MBA (Finance)

With at least experience of 25 years of working in banking portfolio for loan or investment.

Preferably persons having more than 25 years of experience, of which at least 10 years shall be in banking portfolio for loan or investment and has retired serving as AVP or AGM.

Carry out assessment of yearly energy saving data submitted by DCs to calculate the estimated energy savings. Evaluate the Mandatory Energy Audit report of Petrochemical units. Assist BEE during the Technical Committee meetings and National workshops for the Petrochemical sector. Carry out technical evaluation of reports submitted by auditing agencies for empanelment. Support BEE in development/ revision of Sector specific Performa and Form 1. Assist in the process of identification and formulation of Normalization factors and their formulae. Assist in development of sector specific M&V guidelines and manuals. Review of Baseline audit reports for Baseline SEC and Target SEC of notified DCs. To educate the DCs on normalization and calculate parameters of individual plant during M&V phase by way of analyzing M&V reports. Candidate is expected to handle tasks specifically in the areas of building energy efficiency policies & implementation. High quality analytical skills on issues related to energy efficiency. Have working experience with building energy simulation software and preferably in Energy Efficient Building Design. A thorough understanding of ECBC design / energy efficiency intervention projects in buildings including passive techniques. Have experience of energy auditing and commissioning of energy systems. Have

excellence in evaluation of techno-economics of energy efficiency measures. Have familiarity with the national projects on energy efficiency interventions. Working knowledge of computer including MS Office package and related architectural software. Ability to meet deadlines and prioritizing multiple tasks. Involvement in PAT related activities will be given preference.

8 Qualification & Experience:

Essential: Bachelor’s degree in

architecture/planning from a recognized University or Institute.

Minimum experience of at least 25 years (excluding Internship) specifically in the areas of Building Energy Efficiency Policies & implementation.

Energy Management/Operations & Maintenance/technical evaluation of Energy Saving / Compliance with Energy Efficiency codes & standards / Building Energy Simulation software etc.

Preference will be given to those having held suitable positions in plant level not less than that of AGM/GM of PSU or from equivalent position in private sectors

Desirable: Master’s degree in Building Science or

other related field from a recognized University or Institute or equivalent.

ECBC Master Trainer / GRIHA CP, Evaluator & Trainer / LEED AP / IGBC AP / CMVP professional certifications are desirable.

8 Qualification & Experience:

Post Graduate in Energy/Environment Technologies and related sectors.

Certified Energy Auditor Internal/Certified Auditor for ISO 50001:

Energy Management System (Desirable) Have at least 25 years of professional

experience working with industries in the areas of energy efficiency, renewable energy etc.

For candidate having worked in National/International organizations in the SME sector with exposure to Industrial Energy Efficiency, Energy Conservation, Energy Policy, Energy Transition, and Monitoring & Verification etc.

Experience of directly involvement/working with Indian SMEs will be preferred.

Hands-on experience of preparing ToRs for executing agencies and supervision experience is highly desired.

ResponsibilitiesCandidate is expected to prepare RFP for hiring agencies for implementation of utility based DSM projects at DISCOMs; develop tools and guide book, website and load research library etc. Could prepare contract documents and MoUs; identify the suitable DISCOM/State for demonstration. Perform economic, financial and feasibility analyses of DSM DPR reports to identify business cases relative to energy use. Identify opportunities for DSM programs based on customer knowledge/Market research. Determine Program types to meet customer needs/achieve load shape objectives. Preparation of comprise reports/sheets including the key potential of DISCOMs for implementation of various DSM projects. Provide technical assistance to DISCOMs for implementation of projects. Assist researcher in conducting field performance measurement and data collection. Prepare utility, technology, and customer data for DSM analysis in DISCOMs wise and also for pan India level. Evaluate option and choose programs, including delivery channel, partnership development, administrative procedures, promotion and evaluation plan, Monitor pilot and demonstration programs for DISCOMs, Manage bid development and facilitate the technical consultants for preparation of DSM DPR finalization as per the finding of load survey. Help in finalizing DSM action plan, Guide the DISCOMs/state for formulation of draft DSM regulation and facilitate them in the adoption of DSM regulation by the regulator-SERCs/JERCs. Accept responsibility for overall coordination with DISCOM/BEE/PMC/SDA for implementation of various utility based DSM projects and deliverable outlined in the MoU signed between BEE, SDAs and DISCOM.

Qualification & Experience:

A bachelor’s degree in Electrical and certified Energy Auditor/Energy Manager. An educational emphasis on energy and/or energy experience is strongly preferred.

Have at least 25 years of professional experience working in DISCOM sector of energy efficiency, renewable energy etc.

for appropriate sector(S), energy use and appropriate energy efficient technologies, methods to calculate energy use in buildings, processes, appliances, lighting and other equipment in appropriate sectors.
